Wednesday September 28 2016 BAY HARBOUR PAGE 3 News Freedom campers bylaw meeting • By Annabelle Dick BANKS PENINSULA residents had their say on proposed freedom camping bylaw changes that could see locations made off-limits to campers. Submitters spoke at the city council hearings panel meeting yesterday in Little River on the amendments to the Freedom Camping Bylaw. Fifty-five out of 72 submissions, expressed general support for changes that would see freedom camping banned at French Farm, Wainui and Ferrymead’s Windsport Park. Three submissions were made by community boards (Akaroa/ Wairewa, Burwood/Pegasus, Lyttelton/Mount Herbert) and 10 were made on behalf of a groups or organisations and remainder were from individuals. The city council has carried out a partial review of the Freedom Camping Bylaw and is recommending that it be banned entirely from those sites, as well as Addington Park and Lower Styx River mouth. It was allowed at all five sites up until March when POSSIBLY OUTLAWED: The proposed Freedom Camping Bylaw changes could see freedom campers banned from French Farm, Wainui, Ferrymead’s Windsport Park, Addington Park and Lower Styx River mouth. city council chief executive Karleen Edwards (left) was forced to temporarily ban it after reports freedom campers were defecating at the sites, overstaying their allowed time, and overcrowding the car parks. French Farm was immediately closed to the public due to contamination from overflowing septic tanks. City councillors approved that the temporary changes be made permanent in July and the city council has been seeking public submissions on the bylaw changes. City council figures showed that Windsport Park could have up to 106 freedom camping vehicles there, while on average it had eight. That was the highest of the five sites across the city. People trying to access the Windsport Club were having trouble trying to park, and contractors were finding it difficult to access the toilets to empty and clean them. French Farm had up to 42 vehicles at any time, while Wainui had up to nine. The city council is also recommending that freedom camping across the city be restricted to self-contained vehicles only. A full review of the bylaw would then be brought forward to 2017. In Brief LIBRARY’S NEW NAME The new Sumner library, community centre and museum under construction now has a name – Matuku Takotako: Sumner Centre. A competition was run earlier this year, where the city council received 175 suggestions from the public for a name. Matuku Takotako is the original Ngāi Tahu name for Sumner Beach the 1300 sq m building is expected to open mid-2017. KIWI CAFE TO OPEN The Sign of the Kiwi Cafe will open once again at the start of next year after suffering significant quake damage. The city councilowned building acted as a shop and cafe before it was closed due to damage sustained during the February 22, 2011 earthquake. The cafe at the top of Dyers Pass Rd has a category one Heritage New Zealand listing and will open on January 23 next year. TUNNEL REPAIRS Lyttelton Tunnel will undergo essential maintenance work tomorrow night. NZTA work will restrict transport through the tunnel and traffic will be down to a single lane. Dangerous goods will also not be allowed to travel through the tunnel during this time period. Work will take place from tomorrow at 9pm until September 30, 3am. Delays should be expected.
