Church in Mlungisi.<br />

MEC Fikile Xasa sent a<br />

letter to EMLM on<br />

November 10, indicating<br />

his intention to place the<br />

municipality under<br />

provincial administration<br />

by invoking section 139<br />

(1)(a) of the co n st i t u t i o n .<br />

<strong>The</strong> section provides<br />

for the intervention of<br />

provinces in cases of<br />

financial crises, but had<br />

discretion in cases where<br />

there were problems in<br />

making payments or<br />

where expenditure<br />

exceeded revenue.<br />

<strong>The</strong> majority of EMLM<br />

councillors voted against<br />

being placed under<br />

provincial administration<br />

in a council meeting on<br />

November 14. A response<br />

had to be sent to Xasa by<br />

November 30.<br />

Mabuyane said there<br />

was a high level of<br />

instability and<br />

ill-discipline, both<br />

politically and<br />

administratively, in the<br />

municipalit y.<br />

“Provincial leadership<br />

is working on issues<br />

plaguing EMLM and an<br />

intervention plan is being<br />

draf ted,” said Mabuyane.<br />

He said the instability<br />

and infighting in the local<br />

authority were caused by<br />

leaders “who do not want<br />

to do the right thing and<br />

obey the rules”.<br />

If the current level of<br />

provincial intervention<br />

did not work, the next<br />

step would be taken.<br />

“I have been in<br />

communication with the<br />

MEC and we have<br />

decided to deploy an<br />

administrator to assist<br />

this municipality. If there<br />

Xasa said he would be<br />

compelled to invoke<br />

section 139 (1) (b) if he<br />

received an<br />

unsatisfactory response<br />

from EMLM.<br />

“This section allows me<br />

to take some authority of<br />

taking unreasonable<br />

action that is prejudicial<br />

to the interests of another<br />

municipality or to the<br />

province as a whole, or<br />

maintain economic unity.”<br />

Alcohol-related cases<br />

Man falls down shaft, survives<br />

attended to 17 panic<br />

signals at liquor<br />

premises, where they<br />

had to attend to<br />

patrons being under<br />

the influence of alcohol<br />

and causing problems.<br />

Last Thursday<br />

afternoon, Red Guard<br />

response officers<br />

apprehended a suspect<br />

who had stolen<br />

chocolates at a store.<br />

<strong>The</strong> chocolates were<br />

recovered and the<br />

suspect released after<br />

the owner declined to<br />

open a criminal case,<br />

operations manager<br />

Willie Reynecke said.<br />

Later, response<br />

officers caught a staff<br />

member at another<br />

store for theft of stock.<br />

<strong>The</strong> stock was returned<br />

and the owner declined<br />

to open a case.<br />

On Friday night,<br />

response officers<br />

attended to an alarm<br />

activation at the<br />

premises of an<br />

architect where they<br />

found a bag containing<br />

household items.<br />

As they were leaving,<br />

two people said<br />

someone had broken<br />

into their house and run<br />

into the premises. <strong>The</strong><br />

response officers did a<br />

further search and<br />

recovered some stolen<br />

items in the grounds of<br />

a nearby block of flats.<br />

In the early hours of<br />

Sunday, response<br />

officers in Engcobo<br />

responded to a duress<br />

call from the security<br />

officer at a filling<br />

station in the town.<br />

On their arrival, the<br />

suspects started<br />

shooting at them and<br />

they returned fire.<br />

<strong>The</strong> suspects took a<br />

small, undisclosed<br />

amount of money.<br />

Nobody was injured.<br />

AMAN who fell down an<br />

uncovered shaft of about 30<br />

metres in Komani on Monday<br />

night miraculously survived the<br />

ordeal.<br />

<strong>The</strong> man, whose identity is not<br />

known, apparently fell down the<br />

concrete shaft, situated in open<br />

veld between the Enoch Mgijima<br />

Local Municipality (EMLM)<br />

technical services department and<br />

the Komani River, at about 8pm.<br />

<strong>The</strong> EMLM rescue and fire<br />

brigade unit reacted swiftly and<br />

absailed down the shaft, securing<br />

the man with cables before<br />

hoisting him back up. <strong>The</strong> police<br />

was on hand to assist.<br />

<strong>The</strong> man escaped with minor<br />

injuries but was taken to Frontier<br />

Hospital for monitoring.<br />

Msindwana said the municipality<br />

wanted to commend the speedy<br />

response of the rescue team and<br />

thanked the Emergency Medical<br />

Services for alerting the rescue<br />

unit to the man’s plight.<br />

<strong>The</strong> role of the ombudsman’s office<br />

was to investigate and facilitate the<br />

resolution of complaints lodged by<br />

residents of the city on claims of<br />

maladministration, injustice and a lack<br />

of service by the city administration.<br />

“<strong>The</strong> office renders free,<br />

independent, impartial, non-prejudicial<br />

and apolitical ombudsman services,<br />

which mainly entails alternative<br />

dispute resolution together with<br />

advocacy, relationship management<br />

and communication.”<br />

Menye boasts an extensive legal<br />

background and was the adjudicator<br />

general in Johannesburg Community<br />

Schemes Ombud Services (CSOS)<br />

prior to his appointment in Cape Town.<br />

“I am also currently serving as a<br />

board member of the Anti-Corruption<br />

Centre for Education and Research of<br />

the University of Stellenbosch<br />

(ACCERUS).”<br />

Asked about his home town and<br />

what he would like to see happening<br />

in Komani, Menye said, “I would like to<br />

see improved service delivery that is<br />

in line with the expectations outlined<br />

items relating to the MM’s appointment<br />

and the motions of no confidence on the<br />

agenda.<br />

“I plead with council that motions be<br />

discussed in the next council meeting next<br />

year. We are running out of time and we<br />

still have other pertinent issues to<br />

discuss,” he replied.<br />

EFF councillor Luthando Amos said they<br />

would challenge the MM appointment in<br />

court after consulting their national and<br />

provincial offices.<br />

“We can not have an MM with a<br />

criminal element and hope he will deliver<br />

the municipality from bankruptcy.”<br />

DA councillor Malibongwe Xhelisilo said<br />

the DA would back taking the matter to<br />

court. “I submitted a letter highlighting<br />

flaws in the MM advert and asked that the<br />

matter be discussed in council but it was<br />

not. Council advertised a contract of five<br />

years, which means Magwangqana will be<br />

MM until 2023 and by then, elections for a<br />

because they are not urgent – they will be<br />

discussed in the next council meeting. <strong>The</strong><br />

municipality needs the MM to start<br />

immediately. Acting MM Mzoxolo Dingani<br />

will write to the Cogta MEC to tell him<br />

about the appointment.”<br />

Geoff and Charmaine Hill completed<br />

their 20th different event at Port Alfred<br />

to become official ‘parkrun tourists’<br />

and will be doing their <strong>15</strong>0th parkrun<br />

on <strong>December</strong> 30. Darren Hill will do his<br />

20th event plus his 50 parkun with<br />

over the holiday season as normal –<br />

<strong>The</strong> spirit<br />

of ubuntu<br />

SO here we are, at the end<br />

of 2017. It’s been a year of<br />

highs and lows. A year<br />

where the people of <strong>The</strong> <strong>Rep</strong><br />

readership area – from<br />

Dordrecht to Cacadu, from<br />

Komani to Stutterheim, from<br />

Sterkstroom to Tarkastad and<br />

further afield – c e l e b r at e d<br />

triumphs and suffered through<br />

difficult times.<br />

It’s been a year when many<br />

have lost loved ones and a year<br />

when political and economic<br />

turmoil has left its mark on<br />

locals. It has not been an easy<br />

year and as we look towards<br />

2018, indications are that it will<br />

also be a year of hardship as<br />

unemployment continues to<br />

rise.<br />

<strong>The</strong> <strong>Rep</strong> can look back on a<br />

year in which the newspaper<br />

has thrived and our online<br />

offering has taken off, far<br />

beyond our wildest<br />

expectations. With digital an<br />

exciting medium for the future<br />

but with print continuing to<br />

make its mark in communities,<br />

it has been a year of growth for<br />

the title which, at <strong>15</strong>8 years (one<br />

of the oldest in South Africa),<br />

has had to adjust to a changing<br />

m a r ke t .<br />

In 2018, our focus will be, as it<br />

has in the past, on sharing the<br />

news and views of the area. We<br />

are far from perfect but we do<br />

try to give as fair, accurate and<br />

balanced a report of events as<br />

we possibly can and we will<br />

continue to strive to do the<br />

same next year. We will need<br />

your help to do so and remain<br />

most grateful for your support<br />

over the past years.<br />

Our wishes for you – our<br />

readers and advertisers – are<br />

simple. We wish you a year full<br />

of hope, courage and strength<br />

for the battles which inevitably<br />

lie ahead. We wish you laughter,<br />

enjoyment and awareness to<br />

appreciate the moments of joy<br />

which will also await in 2018.<br />

If South Africans have proven<br />

anything in the past it is that we<br />

are tenacious. We have faced<br />

huge challenges in the past and<br />

have overcome.<br />

As a final wish, it would be<br />

great if 2018 was the year that<br />

we learn to look beyond race<br />

and start building a more<br />

unified country. Unfortunately,<br />

people use race as a tool to<br />

promote their own interests,<br />

much to the detriment of those<br />

who suffer from such ambitions.<br />

From <strong>The</strong> <strong>Rep</strong> to all of you –<br />

may you look forward to a year<br />

filled with the spirit of ubuntu, a<br />

year of opportunity and<br />

kindness, both in giving and<br />

receiving.<br />

Boom or bust?<br />

THE ANC has always emphasised<br />

the point that it was formed in<br />

Bloemfontein in a church.<br />

Is that the reason it has seemed<br />

to be blessed and given so many<br />

second chances to redeem itself?<br />

Could this also explain the<br />

golden opportunity this weekend<br />

to reclaim it, to right the ship and<br />

set it on the path to<br />

righteousness?<br />

It is no secret that the Zuma<br />

leadership of the ANC and, by<br />

extension the country, has been<br />

nothing short of disastrous.<br />

Anyone who argues against that<br />

is either a beneficiary of this<br />

chaos or is downright naive<br />

and/or stupid.<br />

<strong>The</strong> ANC and<br />

many of us<br />

made a huge<br />

blunder in<br />

backing a clearly<br />

flawed character<br />

who never made any attempts to<br />

hide his true self.<br />

That he managed to be seen as<br />

a messiah and an antidote to the<br />

elitist politics of Mbeki and his<br />

anti-worker policies, is a mystery.<br />

Ten years down the line, the<br />

ANC delegates have in their<br />

hands the most important<br />

decision to either save the party,<br />

and possibly the country, or to<br />

shove it further down the slope to<br />

its eventual demise. I am afraid<br />

the delegates can not afford to<br />

make the same mistake they<br />

made in 2007 in Polokwane and<br />

pin all their hopes on one person.<br />

No one person can steer the<br />

ship to calmer waters.<br />

<strong>The</strong> way ANC elections work<br />

can either lead to a good thing or<br />

a total disaster.<br />

<strong>The</strong>re are primarily two slates.<br />

On those two slates, only three<br />

members appear on both. So what<br />

it means, is a whole lot of capable<br />

leaders will not be in the next NEC.<br />

<strong>The</strong> same thing happened in<br />

Polokwane and Mangaung and<br />

COPE and EFF were born.<br />

Will the same thing happen this<br />

time? <strong>The</strong> most important thing<br />

the delegates have to take into<br />

consideration is not where their<br />

favourites will end up, but if the<br />

candidate they choose will be<br />

accepted by the electorate.<br />

Remember those 750000<br />

delegates can not elect the ANC<br />

into government. If we have 20<br />

million voters<br />

those to vote<br />

for the ANC.<br />

Of the two<br />

delegates who<br />

are frontrunners, who is more<br />

likely to convince the South<br />

African voters to vote for the party<br />

– Cyril Ramaphosa or Nkosazana<br />

Dlamini-Zuma?<br />

I will plump for neither at this<br />

stage as I feel that what is more<br />

important is not the candidates<br />

themselves, but who and what<br />

comes with them.<br />

Take a look at the characters at<br />

the forefront of both campaigns.<br />

That is where part of your answer<br />

lies.<br />

Political parties exist to do one<br />

thing – to win elections and<br />

everything else flows from there.<br />

It can not be denied that the ANC<br />

is on the decline.<br />

Which of the two would arrest<br />

or reverse this? That is what the<br />

delegates have to decide.<br />

ROUND&ABOUT<br />

Farmers celebrate 100 years<br />

THERE was great reason for<br />

celebration last weekend when<br />

the Bird’s River Farmers’<br />

Association celebrated its centenary.<br />

Situated in the Stormberg region of<br />

the North Eastern Cape near the<br />

Penhoek Pass, the association serves<br />

farming people living in the Bird’s<br />

River (named after a land surveyor<br />

named Bird), Halseton and Upper<br />

Penhoek areas.<br />

A function was held at the Bird’s<br />

River farmers’ hall to celebrate the<br />

centenary. As is the case with so<br />

many farming communities, this<br />

simple hall is the hub of the<br />

surrounding area. Not only is it used<br />

for farmers’ meetings, it also serves<br />

as an informal library, there used to<br />

be a cine club before the advent of<br />

TV, there were table tennis matches<br />

and all sorts of parties, from 21sts to<br />

New Year’s Eve, stork parties, kitchen<br />

tea ... you name it, all adding to the<br />

wonderful sense of caring and<br />

community that abounds in places<br />

where families have lived in the<br />

same surroundings for generations.<br />

<strong>The</strong>re also used to be a railway<br />

siding and sale pens on site where<br />

stock sales were regularly held and,<br />

after the stock was loaded, a happy<br />

round of socialising usually ensued.<br />

At the function MC Roy Callaghan<br />

welcomed the more than 100 guests<br />

present, some of whom have moved<br />

or retired elsewhere, but who could<br />

not miss the opportunity of catching<br />

up with people they had not seen for<br />

ages. He invited East Cape<br />

Agricultural Union chairman Douglas<br />

Stern as guest speaker to address<br />

the gathering, which he did with<br />

It’s full steam ahead for Soul 2 Soul<br />

CHUX FOURIE<br />

THERE’S no relaxing just yet and there’s a busy<br />

time ahead for the members of the uniquely<br />

Komani group Soul 2 Soul as they have plenty of<br />

activity and community projects lined up before<br />

sitting down to their Christmas lunch.<br />

Starting tomorrow on <strong>December</strong> 16, they will be<br />

helping to hand out food parcels for children, to<br />

which they have also contributed, from the<br />

Victoria Park Methodist Church.<br />

In the evening, they will be joined by<br />

saxophonist Edgar Botha for a fabulous evening<br />

of “langarm” dancing, fun and entertainment in<br />

the Komani town hall.<br />

<strong>The</strong>n, for a slightly early Christmas eve, they<br />

will be joined by the Siyaya Jazz Band from<br />

Unifound to provide music, literally for everyone.<br />

Old and young are welcome to dance and sing<br />

along or just listen with a smile at the Ashley<br />

great enthusiasm and humour.<br />

<strong>The</strong> next speaker was Paul<br />

Mortlock who, together with Roy<br />

Callaghan, had produced a booklet<br />

highlighting the history of the<br />

association, plus a general history of<br />

the Stormberg region. Paul<br />

mentioned the extraordinary work<br />

that Roy and Sandy Stretton had<br />

contributed to the book.<br />

Sandy Stretton, well-known for his<br />

interest in and knowledge of the<br />

Wyngaardt Hall on the evening of Saturday<br />

<strong>December</strong> 23. All the funds raised on this<br />

evening will be given to Huis John Vorster.<br />

Group spokesman Gaby van Heerden said they<br />

wished to thank God for all His blessings, as well<br />

as members of the public and business owners of<br />

Komani for all their support throughout the year.<br />

Sandy’s contribution included a<br />

history of the Stormberg going back<br />

200 years right up to the modern<br />

d ay.<br />

What was so interesting was the<br />

work he had done on more than 20<br />

farms situated in the area, listing<br />

most of the owners in chronological<br />

order and describing many things<br />

they had achieved on their farms and<br />

the vagaries of nature at various<br />

times.<br />

Johan Wege, chairman of<br />

association, proposed a vote of<br />

thanks to everybody who had<br />

contributed to the evening. However,<br />

he did have a special word of thanks<br />

for Lynda Hartley, who has been the<br />

secretary of the association for the<br />

past 14 years, and Laurence<br />

Scheepers ended the proceedings<br />

with a prayer.<br />

certificates of recognition from the<br />

Eastern Agricultural Union to Johan<br />

Wege and Lynda Hartley.<br />

After that, the celebrations really<br />

began in earnest and the public had<br />

the opportunity to bid on two<br />

beautiful paintings of Bird’s River<br />

with the magnificent Stormberg<br />

mountains in the background done<br />

by well known local artists with<br />

connections to the area, namely<br />

Christine Maclean (née Callaghan,<br />

who grew up there) and Stephen<br />

Townley Basset, who lived in the area<br />

for some years.<br />

In true farming tradition, all<br />

present ended the evening with a<br />

very tasty supper and drinks.<br />

“Remember, the blessing is in giving, not<br />

receiving,” he said and wished all their<br />

supporters and fans a blessed Christmas, a safe<br />

journey if they were travelling and a happy New<br />

Ye a r.<br />

Sport is dying day by day, while<br />

people get paid handsomely for<br />

doing little or nothing. You wonder<br />

what their deliverables are as for<br />

them, key performance areas do not<br />

seem to matter.<br />

I agree with the statement by<br />

Mawethu Maseti in <strong>The</strong> <strong>Rep</strong> of<br />

November 17 (“Downward spiral in<br />

interest for Komani sport of concern”)<br />

that sport is dying, especially in the<br />

black areas.<br />

Those responsible for its demise<br />

are our own people, whom we see<br />

driving around in flashy cars, shiny<br />

suits and fancy dresses.<br />

When sport was moved from the<br />

Department of Education to the<br />

Department of Sport, Recreation, Arts<br />

and Culture, I thought its growth<br />

would be definite for it was to be<br />

manned by men and women who<br />

would specifically dedicate their<br />

energies to it.<br />

Little did I know that a new avenue<br />

to syphon funds was being created.<br />

<strong>The</strong> standard of sport has got worse.<br />

Perhaps it is because these officials’<br />

children are at former Model C<br />

schools where sport is still taken<br />

s e r i o u s l y.<br />

<strong>The</strong>re are many who assist in<br />

drawing children away from crime and<br />

substance abuse into sport. <strong>The</strong>se are<br />

the people who use their own<br />

resources to develop sport. <strong>The</strong>y do<br />

that for the love of children and sport.<br />

Instead of getting support or being<br />

seen as complementing the efforts of<br />

the department, they get sidelined.<br />

<strong>The</strong>y use their resources with little<br />

or no assistance and are then seen<br />

as a nuisance and nauseating<br />

beggars by the department and the<br />

municipalities.<br />

<strong>The</strong>y do not even have offices to<br />

work from while one stadium in town<br />

is left to rot and the other is given to<br />

a church from which to worship<br />

Do our people care? Why kill the<br />

future for one’s nefarious objectives?<br />

Some children struggle to make it<br />

academically and are gifted in sport.<br />

Why deprive such children of<br />

opportunities? Why does the<br />

government not employ people<br />

dedicated to sport?<br />

I have not even said a word on the<br />

adults in sport.<br />

<strong>The</strong> ‘R’ routes (Regional roads)<br />

roads and fall under the SANRAL<br />

in cycles with phases moving<br />

up and down over a period.<br />

Two areas can experience<br />

different market phases<br />

during the same time frame,<br />

depending on external<br />

influences that may have an<br />

impact, such as the opening<br />

of a new shopping mall or<br />

university. When searching for<br />

property, buyers should take<br />

these cycles into account and<br />

Security tips to be safe, not sorry<br />

THE summer holidays are here! For many<br />

who are fortunate enough to have some<br />

time away from work and school, it’s a<br />

period of rest and relaxation.<br />

Despite the festive atmosphere, a local<br />

private security company says home and<br />

personal safety must be top priority at all<br />

times.<br />

“Whether you’re staying home,<br />

planning fun days out or short<br />

breakaways, it is important that<br />

precautions are taken to ensure you, your<br />

loved ones and your belongings are safe<br />

and secure,” Fidelity ADT Security<br />

(coastal outlying branches) district<br />

manager Peter Kruger said.<br />

“<strong>The</strong>re are a number of practical and<br />

cost-effective measures that can be taken<br />

to enhance home security.”<br />

It’s a good idea to start off with a walk<br />

around your property. Kruger advised<br />

considering the following:<br />

ýLook out for anything on the inside or<br />

outside of the boundary wall that could<br />

help a criminal easily climb into or out of<br />

the property; this includes low-hanging<br />

branches.<br />

ýTrim back thick bushes which<br />

provide hiding places for criminals;<br />

ýEnsure that no valuables or tools that<br />

entry to the house or garage, are left in<br />

advised guests not to leave any valuables<br />

in their vehicles where they could be<br />

livelihood of farmers in the Eastern Cape, hosted a<br />

youth empowerment and community development<br />

training course on Monday.<br />

members of passengers who<br />

died after a health depar tment<br />

minibus overturned between<br />

Komani and Sterkstroom on<br />

<strong>December</strong> 7.<br />

Majodina met the relatives at<br />

Komani Hospital as they came to<br />

identify the deceased.<br />

Majodina said, “It is a very<br />

emotional exercise for people to<br />

see the bodies of their deceased<br />

family members, who left home<br />

alive, in a mortuary.”<br />

Majodina said the department<br />

would support the families with<br />

burial costs, including coffins<br />

and storage of the bodies.<br />

Majodina said they have<br />

identified three major routes for<br />

their festive plan for E a st e r n<br />

Cape roads.<br />

“We are targeting the N2<br />

which is also known as the ‘killer<br />

road’, the R61 and the N6.<br />

“We have put 645 traffic<br />

officers throughout the Eastern<br />

Cape on various routes. We have<br />

also purchased three trucks for<br />

impounding stray animals – one<br />

in the Chris Hani District<br />

Municipality, one in OR Thambo<br />

municipality and one in the<br />

Amathole metro.”<br />

She warned livestock owners<br />

that if their stock was<br />

impounded during the festive<br />

season, they would only be able<br />

to retrieve these in the new year<br />

and would have to pay for the<br />

impoundment.<br />

She said mobile testing<br />

stations were being placed at<br />

strategic points and that cars<br />

without licence disks and which<br />

were not roadworthy, would be<br />

towed away.<br />

Motorists who had fines in<br />

arrears, would be arrested.<br />

Lunga Funani said her aunt<br />

Nozamile Funani, who died in<br />

the crash, had been the head of<br />

the household after her husband<br />

died in 20<strong>15</strong> and had to provide<br />

for children.<br />

“My aunt had four children of<br />

which two have died. Her<br />

first-born died on the same road.<br />

It has affected us badly. Her two<br />

children do not work and she<br />

was looking after the<br />

grandchildren of her deceased<br />

children.”<br />

Her aunt was working in a<br />

hospital kitchen at the time of<br />

her death.<br />

Komani cluster commander<br />

Major General Tembisile Patekile<br />

said the police were requested<br />

by Majodina to bring the items<br />

of the deceased from<br />

Sterkstroom, so the families<br />

could view them.<br />

“It is pleasing to see pastors<br />

here and because there are<br />

senior officials from government<br />

here as well, the police had to<br />

come and ensure that there is<br />

sufficient security.”<br />

Eastern Cape department of<br />

transport safety and liaison<br />

spokesman Khuselwa Rantjie<br />

said the department would like<br />

to send a message of<br />

condolences to the families and<br />

are wishing those who have<br />

survived, a speedy recovery.<br />

He called on people to drive<br />

safely and to exercise patience<br />

on the roads, mindful that they<br />

were sharing the roads with<br />

cyclists, motorcyclists and<br />

pedest rians.<br />

a disadvantaged background, so<br />

He said he hoped his success<br />

would help others to succeed<br />

academically and for former<br />

pupils to return to share their<br />

knowledge.<br />

His specialities were baked<br />

goods and pastries. “I am in love<br />

with the science behind baking<br />

and how it can test your<br />

patience. It requires you to be<br />

creative and to think outside the<br />

box.”<br />

A relevant qualification topped<br />

with hard work and being placed<br />

under the supervision of a<br />

mentor for assistance in<br />

moulding a chef’s craft was<br />

necessary for success.<br />

“Once you become a chef,<br />

your creativity and passion will<br />

speak volumes.”<br />

What fascinated him about<br />

food was the smile it left on<br />

people’s faces.<br />

“<strong>The</strong> joy and laughter around<br />

the table when people are<br />

eating, makes me really feel<br />

appreciated and valued. I am<br />

fascinated by the fact that there<br />

are no boundaries and<br />

limitations when it comes to<br />

cooking. <strong>The</strong> art, the challenge<br />

of it, always having to be<br />

innovative, introducing<br />

something that will grab<br />

people’s attention and having to<br />

feed thousands of people in a<br />

short time gives me an<br />

adrenaline rush.”<br />

Police close six taverns in Komani<br />

THE Komani police closed down six taverns in the<br />

Enoch Mgijima municipal area as part of the<br />

ongoing festive season operations over the<br />

w e e ke n d .<br />

Police spokeswoman Captain Namhla Mdleleni<br />

said the taverns were closed due to<br />

non-compliance with the related regulations, while<br />

some did not have licences to operate.<br />

Two women, aged 30 and 38, were arrested for<br />

possession of dagga in Mlungisi.<br />

<strong>The</strong>y appeared before the magist rate’s court in<br />

Komani and were released on R200 bail each.<br />

In nearby Cacadu, a 30-year-old man was<br />

arrested for allegedly being in possession of<br />

dagga and counterfeit cigarettes. <strong>The</strong> suspect<br />

appeared in the Lady Frere Magistrate’s Court and<br />

Siyengo is managing director of<br />

Buyolo Business Advisory<br />

Services based in Cape Town and recently<br />

published and launched his book <strong>The</strong><br />

South African Entrepreneur.<br />

Siyengo began his entrepreneurial<br />

career at the age of six, selling sweets to<br />

classmates. After gaining a degree in<br />

science; he worked fulltime and then tried<br />

out his entrepreneurial ventures. He<br />

returned to university to study part-time<br />

for an MBA while establishing his project<br />

management firm.<br />

“I did my own marketing and learnt to<br />

negotiate with banks, clients and<br />

suppliers. All of that was not easy,<br />

business was tough, especially around<br />

the 2008 recession.<br />

“One of the biggest mistakes I made is<br />

to never plan for the downside of<br />

business. After getting the qualifications,<br />

experience and networks, I thought I<br />

would cruise and just make money; but I<br />

got it completely wrong.”<br />

Siyengo indicated that anyone could<br />

start and run their own business if they<br />

put their mind to it, as success came with<br />

passion, hard work, dedication and<br />

sacrifice. Even failure could have a<br />

positive aspect, if the aspiring<br />

entrepreneur was prepared to learn from<br />

his or her mistakes.<br />

“<strong>The</strong> book covers a wide range of<br />

topics, including what it takes to be an<br />

entrepreneur, informal businesses and<br />

challenges they face, as well as their<br />

transition to formal business. A<br />

step-by-step process to establish and run<br />

a business, advice on finance, marketing<br />

and people management, business<br />

development and growth as well as<br />

support available from the private and<br />

public sector,” said Siyengo.<br />

Union speaks<br />

on EMLM MM<br />

THE South African Municipal<br />

Workers Union (Samwu) has<br />

expressed their support for the<br />

appointment of former Amathole<br />

District Municipality municipal<br />

manager (MM) Chris Magwangqana<br />

as the new MM for the Enoch<br />

Mgijima Local Municipality (EMLM).<br />

Magwangqana was implicated in<br />

a toilet scandal worth R631-million<br />

during his tenure at the Amathole<br />

District Municipality.<br />

According to reports, he admitted<br />

the tender was awarded to the<br />

Siyenza Group without following<br />

regular supply chain management<br />

processes.<br />

He confirmed to <strong>The</strong> <strong>Rep</strong> in a<br />

telephonic conversation last<br />

Wednesday that he was one of the<br />

candidates interviewed for the<br />

EMLM MM position, but that he was<br />

still awaiting the final decision<br />

(“MM queries”, <strong>The</strong> <strong>Rep</strong>, <strong>December</strong><br />

8). Reacting to queries from <strong>The</strong><br />

<strong>Rep</strong>, he said he had not seen the<br />

need to disclose information about<br />

his implication in the alleged<br />

wrongdoing to the panel as he was<br />

not under investigation, but the<br />

project as a whole.<br />

secretary Mongameli Mancam<br />

during a press briefing at the<br />

union’s offices on Tuesday said<br />

Magwangqana had vast experience<br />

as a public servant.<br />

“We are confident that he is<br />

capable of turning around this<br />

municipality and making it stable.<br />

He left all the institutions he has<br />

worked in a stable position,<br />

including the South African Local<br />

Government Association (Salga).<br />

<strong>The</strong> sanitation scandal that seems<br />

to follow him, is just a means by the<br />

opposition to tarnish his character<br />

and has nothing to do with<br />

exper tise.”<br />

He said the union believed that<br />

Magwangqana offered a<br />

developmental local government.<br />

“We cannot have a municipality<br />

that is run by the ANC whose<br />

decisions are made by minority<br />

parties like the DA and the EFF. If<br />

they have something against<br />

Magwangqana it should be based<br />

on his inability to do the job and not<br />

on him as a person.”<br />

<strong>The</strong> cooperative governance<br />

department office has to assess<br />

those who are shortlisted for the<br />

MM post into four categories –<br />

basic, competent, advanced and<br />

superior – on a 12-point<br />

competency and proficiency matrix.<br />

Mancam said Magwangqana had<br />

been leading the pack, followed by<br />

former acting EMLM MM Siyabonga<br />

Nkonki and former Tsolwana Local<br />

Municipality MM Similo Dayi.<br />

“Nkonki and Dayi are not fit to take<br />

over. Dayi does not have the required<br />

experience. Nkonki struggled to<br />

stabilise EMLM when he was the<br />

acting MM, there is no way he could<br />

fix this municipality’s issues.”<br />

party leaders to the Nonzwakazi<br />

Methodist Church in Mlungisi<br />

on Sunday for a prayer service<br />

for peace and reconciliation.<br />

<strong>The</strong> service was hosted ahead<br />

of the ANC national elective<br />

conference set to take place at<br />

the weekend.<br />

<strong>The</strong> service started with the<br />

church leadership and<br />

Mabuyane laying wreaths at the<br />

memorial site of the 11 people<br />

who were killed at the church in<br />

November 1985.<br />

“We are here to connect with<br />

the people. We could have gone<br />

to any other church but we<br />

chose this one because in the<br />

‘80s the apartheid government<br />

massacred people in this church<br />

because they were barred from<br />

gathering in groups. You cannot<br />

trace the ANC’s background<br />

without mentioning Komani.”<br />

He said the church was a<br />

suitable place for prayers for the<br />

people of the Eastern Cape and<br />

the country as the ANC<br />

prepared for its elective<br />

c o n fe r e n c e .<br />

focus on choosing the best<br />

leadership that will uplift the<br />

marginalised people of this<br />

He said it had to be known<br />

that the ANC was not for sale,<br />

and that people were still<br />

dependent on the ANC to lift<br />

them out of poverty after 20<br />

years of democracy.<br />

“We hope for stability and<br />

good leadership that will<br />

advance the party. <strong>The</strong> ANC is<br />

currently facing what is called a<br />

trust deficit in communities.<br />

People have lost hope and<br />

patience in our party because of<br />

the way leaders of the ANC do<br />

things,” he added.<br />

“We will go to the conference<br />

to restore the prestige of the<br />

ANC in society by electing the<br />

best leadership to lead the<br />

country. If as a leader you<br />

cannot think on the same level<br />

as the population, then you are<br />

not good enough to lead.”

Homemade can be just as fa-la-la and cheaper<br />

can add much glitz and glamour<br />

to your tree, your own homemade<br />

decorations can also contribute a<br />

If you have children, let them<br />

make footprints and handprints in<br />

clay, harden and hang from the<br />

tree on a brightly-coloured ribbon.<br />

Paper chains can be lovely if<br />

decorated with paint and glitter –<br />

and it can keep the children busy<br />

How about baking some<br />

cookies and hanging these from<br />

the Christmas tree – it makes for<br />

a great snack later on!<br />

Put your creativity to work and<br />

think up ideas on how to turn the<br />

leftover toilet roll into an angel or<br />

a Santa – you’ll be amazed what<br />

you can achieve.<br />

Wirework is beautiful and<br />

although it is not easy, it is a skill<br />

which can be learnt. Find some<br />

soft, pliable wire and form angels<br />

or reindeers or even mini<br />

Christmas trees from wire. If you<br />

want to go all out, decorate these<br />

with beads. <strong>The</strong>se are beautiful<br />

decorations which you can keep<br />

for years to come.<br />

How about trying your hand at<br />

origami and making strings of<br />

swans to thread through the<br />

Christmas tree – or even using<br />

coloured popcorn to add that<br />

flash of brightness?<br />

Wrap some empty boxes and<br />

pack these around the base of the<br />

tree. Now who said it’s got to cost<br />

you an arm and a leg to have a<br />

Call for more DNA labs in SA<br />

NBata, wants the law to be<br />

revised and tightened in cases<br />

that involve violence against<br />

women and children.<br />

Speaking during an interview<br />

session at Zwartwater community<br />

hall in Cacadu on Friday,<br />

she said rural<br />

communities were raising<br />

concerns that suspects<br />

were released a day after<br />

charges had been laid.<br />

“Victims have to live in<br />

fear and sometimes they<br />

closing ceremony, said the campaign<br />

should continue for 365 days, 24<br />

hours a day.<br />

Qoboshiyane was addressing<br />

community members at the provincial<br />

closing of the campaign, organised by<br />

the department of social development<br />

at Zwartwater on Friday.<br />

He said people must wake up<br />

knowing they did not harm others<br />

because they came from dignified<br />

homes.<br />

Prior to the event, community<br />

members engaged in a dialogue in<br />

which they discussed different topics<br />

on gender-based violence.<br />

<strong>The</strong> groups were divided into<br />

youths, children, women, widows, the<br />

elderly and the disabled.<br />

Qoboshiyane said the conversations<br />

aimed to restore the dignity of these<br />

groups which were the most<br />

vulnerable in the community.<br />

“We need to ensure that women<br />

are empowered and skilled. <strong>The</strong><br />

provincial government and social<br />

development service centres aim to<br />

increase the network of the physical<br />

ability of women.”<br />

Service centres were also available<br />

for the women to engage in sport and<br />

dialogues.<br />

“This is how we can build society.<br />

are threatened. We want to<br />

persuade magistrates to stop<br />

granting bail or parole to<br />

perpetrators of barbaric and<br />

gruesome crimes because they<br />

cost women their dignity and<br />

lives.”<br />

She said the prevalence of<br />

violence against women was<br />

high, particularly in rural areas.<br />

“Women and children in this area<br />

are not safe in their own homes,<br />

schools, workplace and in the<br />

communit y.”<br />

Bata said the commission<br />

strives for a community that is<br />

free from all forms of inequality<br />

by monitoring court cases and<br />

intervening when needed.<br />

Government is not only about<br />

delivering houses, roads and water –<br />

the centres also need to deal with<br />

issues of the inner soul.”<br />

“We want to inculcate a culture that<br />

denounces violence, abuse, physical<br />

assault and rape.”<br />

He was pleased to see police<br />

visibility at the event as abuse of drugs<br />

and alcohol were rife in the village.<br />

Department of social development<br />

MEC Nancy Sihlwayi said the<br />

dialogue delved deep into the origin<br />

of abuse.<br />

“<strong>The</strong> women said they were not<br />

respected by their own children. We<br />

need support in dealing with these<br />

issues. We need stakeholders to<br />

come on board in fighting the<br />

problem.”<br />

<strong>The</strong> country needed more DNA<br />

laboratories with the aim to have<br />

at least one in each province.<br />

“We need to stop saying that<br />

DNA samples will be taken to<br />

another province for testing and<br />

therefore results will return in a<br />

week. We need to have such<br />

laboratories nearby so that DNA<br />

tests are completed in 48 hours.<br />

“Some legal bodies exploit this<br />

situation and say a particular<br />

case has been dragging on for<br />

too long and should be<br />

withdrawn. We want to avoid<br />

instances where cases of<br />

violence against women and<br />

children are withdrawn for such<br />

petty reasons.”<br />

Public education in rural areas<br />

was paramount so that people<br />

knew their rights and when these<br />

were being violated. <strong>The</strong><br />

commission fought for both<br />

men’s and women’s rights.<br />

“We are a gender commission<br />

and that means we work and<br />

help men as well, but we are<br />

biased towards women.<br />

“We act without fear or favour<br />

because we are an independent<br />

institution. <strong>The</strong> gender<br />

commission will not tire, we will<br />

reach all areas where we are<br />

needed. People need to be<br />

patient with us but in the<br />

meantime report all crimes and<br />

do not protect criminals.”<br />

Two children faint out of hunger<br />

IN DIRE STRAITS: Noxolo Gcorha, the mother of<br />

two little girls who fainted from hunger as she<br />

can not access grants for them without birth<br />

NOXOLO Gcorha’s daughters, aged<br />

four and seven, fainted out of<br />

hunger in September in<br />

Enkululekweni zone 4 in Komani.<br />

Gcorha has been struggling to<br />

get her children’s birth certificates<br />

and to register them for grants.<br />

<strong>The</strong> <strong>Rep</strong> reporter visited the<br />

family and saw a home with a bed,<br />

two mattresses and bare<br />

cupboards for the family of five,<br />

which includes four children aged<br />

between two and 11.<br />

<strong>The</strong> electricity to the home has<br />

been cut off.<br />

<strong>The</strong>ir uncle works as a car guard<br />

to try and help. <strong>The</strong> children’s<br />

father died recently.<br />

Gcorha explained that she had<br />

been called while she was at work<br />

and told that her children had<br />

fainted because of hunger.<br />

She said she had to resign from<br />

where she was working to stay with<br />

her children as the woman who<br />

looked after them, told her that a<br />

relative was coming to the house to<br />

take their food.<br />

She said the relative earns an old<br />

age grant but was buying alcohol<br />

with the money.<br />

She said she had been to the<br />

department of home affairs to get<br />

birth certificates, but had run into<br />

difficulty as the children’s<br />

surnames were different from her<br />

own. She does, however, have a<br />

card from Frontier Hospital,<br />

indicating that they were her<br />

children.<br />

“When my siblings and I got our<br />

identity documents we used our<br />

fat h e r ’s surname. <strong>The</strong> woman at<br />

home affairs said we were not<br />

supposed to use his surname<br />

because our parents were not<br />

married. We should have used my<br />

m ot h e r ’s surname.”<br />

She said she did not know what<br />

to do after that, as she needed<br />

grants for the children.<br />

Her children were not going to<br />

school as they did not have birth<br />

cer tificates.<br />

Magwayi said it was not the first<br />

time the children had fainted.<br />

Magwayi said, “When I heard the<br />

children had fainted, I came but<br />

could not find their mother. This is<br />

probably because she was working.<br />

“On my arrival, I was shocked to<br />

learn the actual truth and see the<br />

terrible living conditions that this<br />

family has to live under. As a<br />

neighbourhood watch, we will go<br />

door to door collecting money as a<br />

means to provide something to eat<br />

while we wait for the home affairs<br />

and social development process.”<br />

A STALWART in local<br />

government circles and a man<br />

of vast experience, Daniel<br />

Lolwana has expressed his<br />

concern at the state of affairs<br />

in Enoch Mgijima Local<br />

Municipality (EMLM) and is<br />

urging residents to “st o p<br />

being spectators and enhance<br />

the development of our<br />

beloved area”.<br />

He said “it is no secret that<br />

EMLM is in the intensive care<br />

unit” and questioned how a<br />

municipality could function<br />

properly without a municipal<br />

manager and full-time<br />

managers who have to<br />

account to him.<br />

“<strong>The</strong>re are laid-down laws<br />

relating to the appointment of<br />

people acting in these<br />

positions [this must not<br />

exceed three months]<br />

although provision is made for<br />

it to be extended for a further<br />

three months if necessary,” he<br />

added. “In this municipality,<br />

there is total neglect or<br />

deliberate violation of this,<br />

with the aim of collapsing the<br />

municipalit y.”<br />

<strong>The</strong> former Lukhanji municipal<br />

area (including Ezibeleni<br />

and Whittlesea) thrived, as did<br />

those of Tsolwana and<br />

Ikwanca (through revenue<br />

from farmers in the region and<br />

government grants because<br />

employment opportunities<br />

were minimal) with which<br />

Lukhanji was amalgamated<br />

last year, he maintained.<br />

To demonstrate what he<br />

calls “deliberate sabotage”<br />

Lolwana quotes the fact that<br />

councillors do not even<br />

receive agendas on time and<br />

there are allegations that<br />

people are instructed not to<br />

hand them out.<br />

He questioned how EMLM<br />

would be able to fulfil its<br />

mandate to provide services<br />

and a safe and healthy<br />

environment within its<br />

financial and administration<br />

capacity with neither cash nor<br />

leadership or the capacity and<br />

said the community should be<br />

placed first and the comforts<br />

of councillors should take a<br />

back seat.<br />

Lolwana suggested this was<br />

why the majority of councillors<br />

rejected provincial<br />

intervention and said the<br />

mayor and her family had<br />

been staying in a bed and<br />

breakfast since last year, she<br />

drove an expensive new<br />

vehicle bought by council and<br />

that the speaker also drove an<br />

expensive vehicle at municipal<br />

expense and asked that the<br />

relevant budget be made<br />

public, saying “the only<br />

solution is invoking section<br />

Lukhanji had reserves of<br />

R10-million, which EMLM<br />

“blew in three months”,<br />

purchasing expensive<br />

vehicles, excessive travelling<br />

and accommodation for<br />

councillors and purchasing<br />

expensive new furniture for<br />

offices that were “never used”.<br />

He accused the speaker,<br />

Livestock raises<br />

ROAMING cattle in the Komani area<br />

has raised the ire of locals who say<br />

the animals pose a danger to<br />

m ot o r i st s .<br />

A resident of Queensview Park,<br />

Andiswa Shweni, recently approached<br />

<strong>The</strong> <strong>Rep</strong>, expressing concern over the<br />

large number of unattended livestock<br />

roaming the area.<br />

“It is infuriating and annoying that<br />

we have to chase the livestock away<br />

to get access to the streets. <strong>The</strong>y also<br />

ruin our vehicles. A neighbour’s car<br />

was written off, but fortunately she<br />

was not harmed.”<br />

Shweni said she had notified their<br />

ward councillor Zuko Mandile about<br />

the matter.<br />

While the cattle have been be<br />

impounded, it is often back in the<br />

streets the following day.<br />

Mandile said the problem was not<br />

only in Queensview Park, but affected<br />

all residential areas.<br />

“People do not take care of their<br />

responsibilities. You will find cattle<br />

roaming at night and in the day. I do<br />

inform the [Enoch Mgijima]<br />

municipality and they are the ones<br />

that impound the livestock, but the<br />

owners have them released again. We<br />

are looking into finding a solid<br />

solution for this serious matter.”<br />

<strong>The</strong> <strong>Rep</strong> reported (“Drivers unhappy<br />

with cattle roaming the roads”,<br />

November 11 2016), that there had<br />

been a number of accidents involving<br />

livestock on the roads.<br />

livestock to roam in an urban area. It<br />

is extremely dangerous, especially at<br />

night, as drivers are not expecting<br />

livestock on public roads and<br />

<strong>The</strong> motivational book<br />

containing 10 chapters, was<br />

launched at the Komani Art<br />

Centre last Saturday.<br />

Sono said during his life<br />

journey he has discovered that<br />

the majority of people did not<br />

persevere long enough to<br />

overcome their problems.<br />

<strong>The</strong> book was drawn from<br />

lessons he had learnt from his<br />

personal encounter with<br />

challenges.<br />

“I was at a point in my life<br />

where I had almost lost the<br />

baton, which has inspired me to<br />

people to survive, they should<br />

was due to their inability to<br />

differentiate between life and its<br />

“In the book I elaborate on<br />

how life is more important than<br />

what one has, including one’s<br />

intimate relationship which<br />

resembles a part of one’s life.”<br />

As a local author, Sono said<br />

finding support for his work was<br />

difficult as young people read<br />

Feketshane responded to the previous<br />

articles saying that in urban,<br />

peri-urban and rural areas there was<br />

general control on animals so they did<br />

not disrupt the environment.<br />

“Kraals are built, dipping tanks and<br />

their grazing land are fenced as<br />

normal.”<br />

of the top book stores, an author<br />

has to undergo negotiations for<br />

acceptance. <strong>The</strong> book must have<br />

volume and it must be relevant.”<br />

Sono extended thanks to those<br />

who attended the event.<br />

next month. This is a first for Oman,<br />

KOMANI Royals Cricket Club made their<br />

home advantage count in their Border<br />

promotional league match against<br />

Masakhane Cricket Club from Mdantsane on<br />

Sunday at a Queen’s College cricket field.<br />

<strong>The</strong> Royals won by two wickets.<br />

Masakhane won the toss and elected to<br />

bat first, securing 171 in 44.1 overs.<br />

Captain Nikhanye Tyakam scored 60 from<br />

57 balls, hitting eight fours.<br />

R o ya l s ’ win could be greatly attributed to<br />

the tail-enders who kept their cool to keep<br />

their wickets in order.<br />

In what was no walk in the park for the<br />

Royals bowlers, Marvin Groep was the top<br />

potential to make it big. Redcliffe finally<br />

realised his dream of playing overseas<br />

and has travelled to Ireland where he<br />

played a couple of matches.<br />

Carlisle Jordaan has just signed a<br />

contract with a team in Scotland that<br />

will see him play there for six months<br />

with an option to renew.<br />

<strong>The</strong> UJ Varsity Cup player and 7s star<br />

has long been earmarked for greater<br />

things. He will play for Gala Rugby Club<br />

in the Scottish Division 1 league in both<br />

<strong>15</strong>-man and sevens rugby.<br />

Ntando Mfengu has been a star for<br />

WSU in the Varsity Shield and his<br />

inclusion in the Border Bulldogs team is<br />

imminent.<br />

Brandt Fields was snatched up by the<br />

Sharks Academy, which is also a good<br />

indication of better things to come.
