SELWYN TIMES Tuesday September 20 2016 7 News Plan for social housing Ellesmere, • By Tom Doudney SEVEN DARFIELD houses set to be sold by the district council could become social housing after a last minute request by the Two Rivers Community Trust. The district council is selling the properties on Ritso St because it no longer sees itself as having a significant role in the provision of rental housing. Ngai Tahu will have first option on the properties due to treaty settlement obligations and after that the current tenants will have the opportunity to buy them. If neither wish to purchase the properties, non-profit organisations looking to provide social housing will be next in line before the properties are put on the open market. The non-profit option was not on the list until Two Rivers Community Trust chairman Paul Cossey made a deputation to the district council meeting on Wednesday, just before district councillors voted on how to dispose of the property. Mr Cossey said the trust would like to put together a proposal on using the properties for social housing but that would take time and if they were put on the open market they would likely be snapped up by private CHANGING SPACES: District council-owned rental properties on Ritso St in Darfield could become social housing under a new owner. ​ buyers before the trust could act. “At present, social housing exists with the Haunui Trust, which is for people in retirement, and the council own a couple of pensioner flats and that’s it,” he said. “I understand Selwyn has one Housing New Zealand house in the whole of the district so to me there is an issue about access to social housing.” Mr Cossey said providing social housing would benefit older residents looking to down size, people who were unemployed or on low incomes and young adults looking to move out of home. The trust would seek to work in collaboration with other local social welfare groups on the proposal and, if it went ahead, it was likely a charitable trust would need to be set up to manage the housing. Malvern area plans adopted AREA PLANS to guide the growth of townships in Ellesmere and Malvern through to 2031 have been adopted by the district council. The plans include options for where residential and business development could occur, if needed, and future district council infrastructure and service projects that may be required in different townships. Although the plans do not re-zone any land, they will help guide the District Plan Review, which began this year, along with other council plans and policies and privately initiated plan changes. The plans identify preferred future development areas in many of the townships within Malvern and Ellesmere. As a result of submissions, a number of additional preferred development areas have been identified in Leeston, Doyleston and Hororata. Some of the concepts included in the plans to be carried out in the future include: •Undertaking town centre studies in Leeston, Darfield, Springfield and Southbridge, looking at issues such as transport, beautification, accessibility of community facilities and business land. •Working with KiwiRail and the NZ Transport Agency to look at issues relating to the state highway and railway line in Darfield, Dunsandel, Sheffield and Kirwee. •In Darfield and Leeston, looking at intensification opportunities close to the town centre to provide more housing options, such as social housing and housing for older people and also the feasibility of establishing a walking/cycling link between McHughs Forest Park and the town along the rail corridor.
