SELWYN TIMES Tuesday October 25 2016 31 News Church could demolish Cathedral • By Bridget Rutherford THE ANGLICAN Diocese could demolish all or part of the Christ Church Cathedral without public consultation – if it has a plan to rebuild or restore it. As part of the Christchurch Replacement District Plan, an independent hearings panel made rules the diocese would have to follow when a decision on the Cathedral’s future was made. It decided if the diocese applied for resource consent to fully or partially demolish the Cathedral, it would be a controlled activity – under the proviso the demolition was for the purpose of restoration or a rebuild and a consent application was made for that. Controlled activities do not require public or limited notification. That means no one could have their say on it. However, in spite of the district plan rules, the city council has the power to publicly notify an application if it was under “exceptional” circumstances. “They need to be considered in the context of a given consent application,” city council head of planning and strategic STALEMATE: New planning rules outline the process the Anglican Diocese would need to take once Christ Church Cathedral’s future is decided. The hearings panel decided if the section 38 notice was used, it was up to the High Court to decide the scope of the hazards – whether it be demolishing part of the building or all of it. The panel decided if the section 38 notice was not used and, if there were no plans to rebuild the Cathedral, the demolition would be classed as a restricted discretionary activity, which would require some sort of notification. The Anglican Diocese wants to demolish the Cathedral and build a new one for cheaper than it would cost to repair, while heritage advocates want it restored. It would cost $105 million to repair, and between $63-$66 million to rebuild a cathedral of the same size and scale. A working party will make a recommendation on the Cathedral’s future next month. Great Christchurch Buildings Trust co-chairman Jim Anderton (right) said the trust was happy with the hearings panel decision because it meant resource consent was needed. He said it would be “impossible” to get a resource consent to demolish the Cathedral without a plan to rebuild it, because it was a category one heritage building. The Anglican Diocese did not respond to The Star. Councillor Yani Johanson said the replacement district plan rules made heritage buildings more vulnerable to demolition. He said it would be hard to find a more exceptional circumstance to allow people to have their say than on the Cathedral.
