Church could demolish Cathedral<br />

THE ANGLICAN Diocese<br />

could demolish all or part of<br />

the Christ Church Cathedral<br />

without public consultation<br />

– if it has a plan to rebuild or<br />

restore it.<br />

As part of the Christchurch<br />

Replacement District Plan, an<br />

independent hearings panel<br />

made rules the diocese would<br />

have to follow when a decision<br />

on the Cathedral’s future was<br />

made.<br />

It decided if the diocese<br />

applied for resource consent<br />

to fully or partially demolish<br />

the Cathedral, it would be a<br />

controlled activity – under the<br />

proviso the demolition was for<br />

the purpose of restoration or a<br />

rebuild and a consent application<br />

was made for that.<br />

Controlled activities do not<br />

require public or limited notification.<br />

That means no one<br />

could have their say on it.<br />

However, in spite of the<br />

district plan rules, the city<br />

council has the power to<br />

publicly notify an application<br />

if it was under “exceptional”<br />

circumstances.<br />

The diocese also holds a section<br />

38 notice, issued under<br />

CERA, allowing the removal<br />

of “hazards” without gaining<br />

consent.<br />

The hearings panel decided<br />

if the section 38 notice was<br />

used, it was up to the High<br />

Court to decide the scope of<br />

the hazards – whether it be<br />

demolishing part of the building<br />

or all of it.<br />

The panel decided if the<br />

section 38 notice was not used<br />

and, if there were no plans<br />

to rebuild the Cathedral, the<br />

demolition would be classed<br />

as a restricted discretionary<br />

activity, which would require<br />

some sort of notification.<br />

The Anglican Diocese wants<br />

to demolish the Cathedral and<br />

build a new one for cheaper<br />

than it would cost to repair,<br />

while heritage advocates want<br />

it restored.<br />

It would cost $105 million to<br />

repair, and between $63-$66<br />

million to rebuild a cathedral<br />

of the same size and scale.<br />

A working party will make<br />

a recommendation on the Cathedral’s<br />

future next month.<br />

The Anglican Diocese did<br />

not respond to The Star.<br />

Councillor Yani Johanson<br />

said the replacement district<br />

plan rules made heritage<br />

buildings more vulnerable to<br />

demolition.<br />

He said it would be hard<br />

to find a more exceptional<br />

circumstance to allow people<br />

to have their say than on the<br />

Cathedral.<br />
