Climate Change, Emergency Situations and Dealing with the Unknown Increased intensity of weather events can have significant impact on the City’s citizens and infrastructure. The flooding in July 2013, the ice storm in December 2013 and a record number of extreme cold weather days in 2014-2015 are examples of emergency situations that have had significant impact on the City’s services, infrastructure and costs. It is critical now, more than ever, to ensure the City has a Long Range Financial Plan that will ensure the City is positioned to deal with unforeseen events that may result in significant financial pressures. While it is not possible to predict the future, ensuring the appropriate tools and financial strategies are in place will position the City for sound fiscal decision-making. 15
