Bureau (NAB) has extended its sphere of investigation<br />
after collecting the mobile and lab top data of Ahad<br />
Cheema, senior bureaucrat alleged of corruption charges<br />
in Ashiana Housing Scheme (AHS).<br />
Sources said that data which investigation team of<br />
NAB has collected include the record of conversation of<br />
Ahad Cheema with top personalities of Punjab government<br />
and record about other development projects<br />
including AHS.<br />
Why Ahad Cheema’s arrest ruffled so many feathers?<br />
In the bureaucratic circles, there was astonishment,<br />
even disbelief. Punjab govt’s favourite officer, who<br />
was posted on grade-20 jobs, despite holding a grade<br />
18 position of the PakistanAdministrative Service, was<br />
surely untouchable. But he was not.<br />
Formerly, Cheema had served as the DCO<br />
Lahore and the DG LDA. So happy was the Punjab<br />
govt with his performance that he was made the<br />
head of a power company, Quaid-e-Azam Thermal<br />
Power Co, which allowed him to take home Rs1.5<br />
million, perks excluded.<br />
Ahad Cheema<br />
Tales of Cheema’s misconduct were well-known in<br />
the govt circles. Well, to everyone but the Punjab govt. Rumors have been swirling for a<br />
while. Yet, no one bothered to investigate it. Until the NAB got a whiff. The anti-graft<br />
watchdog detected illegalities and corruption worth billions in a land deal between Paragon<br />
Housing Society and the Punjab Land Development Company to construct the Ashiana<br />
Iqbal housing project, a low-cost housing project of the Punjab government. Cheema was<br />
then heading the LDA. The deal happened under his watch, with his approval.<br />
According to a NAB representative Cheema allegedly received 32 kanals of land as<br />
bribe from the owners of Paragon Housing Society. As DG LDA, Cheema awarded contracts<br />
worth billions to the same company. It has also been said that he illegally distributed<br />
expensive tracts of land among those who were his favourites.<br />
So how did the Punjab government react to this? In anger. Immediately, as the news<br />
broke, the chief secretary Punjab called a meeting in the Darbar Hall of the Punjab Civil<br />
Secretariat to decide the future course of action. A second meeting was called at the Civil<br />
Officer’s mess. Then a third was held at the Secretariat where it was decided that Cheema<br />
will be provided legal help and his house will be looked after in his absence.<br />
A quickly assembled legal team filed a petition in the Lahore High Court against the<br />
arrest. The concerned bench also immediately asked the DG NAB for an explanation.<br />
What, one wonders, is the precedent being set here, especially by a chief minister who<br />
boasts of not tolerating corruption?<br />

Land is encroached by, and calls for punishment<br />
against, some of the biggest land lords in<br />
Pakistan. Others are small frys, many directly or<br />
indirectly under their cover. Until these corrupt and<br />
criminals are punished, the small and big land owners<br />
will have a free hand to grab more land. This keeps people<br />
and their entire families enslaved, along with bonded<br />
labor for more inhuman as well as dehumanizing<br />
activities. These criminal activities have not stopped.<br />
But these activities can be stopped. It simply needs true<br />
Pakistanis to end any and all evils and reinstate goodness<br />
in and for fellow human beings.<br />
Issues of land and corruption are intricately linked.<br />
Over the recent times, increasing demand for land has<br />
made the sector more vulnerable to corrupt abuse by<br />
those in a position to own or control land.<br />
The stakes have been raised over land not only in<br />
relation to large-scale land acquisitions, but also for who<br />
gets to register their title and secure their rural or urban<br />
land in the first place.<br />
The social and environmental fall-out has been significant,<br />
with millions of people turfed off land that they have<br />
traditionally lived on or farmed, and forests and eco-systems<br />
flattened through the industrialisation of land use.<br />
Tackling land grabbing effectively requires addressing<br />
the corruption that pervades the allocation and governance<br />
of land. The trouble is that too often experts working on<br />
land grabbing and corruption do so in siloes. The framing<br />
and terminology used by these two groups differ greatly,<br />
and both pursue different national and international<br />
processes. That gap stands in need to be bridged.<br />
Corruption enables land grabbing in a number of ways.<br />
It can be simply transactional – when government officials<br />
accept bribes from a company to gain access to land, or to<br />
look the other way if they’re behaving badly. When it gets<br />
trickier is when corruption is endemic, and institutionalised<br />
within government.<br />
This can mean policies and central state functions are<br />
skewed so that leaders can enrich themselves at the<br />
expense of the public good.<br />
In situations like that government decisions about land<br />
use aren’t based on recognition of rights, on sustainable<br />
development or long-term economic growth – land is<br />
handed to whoever has the best connections or is willing<br />
to pay the highest price. Perversely, this then feeds further<br />
corruption. Judges often require bribes to make the “right”<br />
decision when victims try using the courts to get their land<br />
back. While land, once grabbed, provides revenues to<br />
business and political elites, which consolidates their<br />
power even further.<br />
Land is different from other natural resources because<br />
it’s more than just a factor of production - it’s self-identity.<br />
It’s where ancestors are buried, it’s a place of spiritual<br />
worship and most of all, it’s home. So when people lose<br />

Protecting our democracy obviously concerns Trump<br />
not at all. But you're probably not surprised.<br />
In a stunning indictment announced on Friday, Special<br />
Counsel Robert Mueller laid out in painstaking detail how<br />
a group of paid internet trolls based in St. Petersburg,<br />
Russia, worked diligently to "sow discord in the US political<br />
system". They began with the aim of creating general<br />
mischief, but "by early to mid-2016, Defendants' operations<br />
included supporting the presidential campaign of<br />
then-candidate Donald J. Trump ('Trump Campaign') and<br />
disparaging Hillary Clinton."<br />
There it is, in black and white: Trump was elected with<br />
the active help of Russian President Vladimir Putin. While<br />
Putin is not named as a co-conspirator, the man behind the<br />
scheme - an oligarch named Yevgeniy Prigozhin - is a<br />
longtime crony known in Russia as "Putin's chef." The<br />
idea that he would meddle in a US election without orders<br />
from Putin is ludicrous.<br />
The 13 named defendants are presumably in Russia,<br />
beyond the reach of US justice. Mueller's account of what<br />
they allegedly did is simply infuriating. Voters who saw<br />
the Russians' Facebook, Instagram and Twitter posts were<br />
led to believe they were being lobbied by their fellow citizens<br />
- not by an adversarial foreign power.<br />
They tried to convince Muslim voters that Clinton was<br />
anti-Islam and convince anti-Muslim voters that she<br />
favoured imposing sharia law. They tried to suppress the<br />
African-American vote with an Instagram account named<br />
"Woke Blacks" that called Clinton "the lesser of two devils"<br />
and argued "we'd surely be better off without voting<br />

impacts are only the start.<br />
The impunity granted to political and business elites as<br />
a result of grand corruption can so infect society that it can<br />
be hard to know where to start.<br />
Corruption is a system - we can get disheartened trying<br />
to destroy the whole thing, but even the smallest, everyday<br />
step to try to disrupt, reduce or block it is a worthwhile<br />
starting point.Also helpful are solutions presented in global<br />
events that gather together governments, civil societies,<br />
enforcement agencies, journalists and related experts to<br />
discuss ways of tackling land grabbing and corruption.<br />
Supreme Court and other concerned departments had<br />
given the provincial executioners of Sindh time deadlines<br />
to vacate land illegally occupied by government agencies<br />
and their other affiliated mafias. In one case, about 59,800<br />
acres of government land had been occupied, adding that<br />
the encroachers included several government agencies<br />
including Housing as well as Development authorities.<br />
Out of the total 59,803 acres of the land that was<br />
encroached, 52,130 acres of land were under institutional<br />
encroachment.About 2,864 acres of the land was retrieved<br />
sometime back.<br />
The courts had ordered the Sindh government to vacate<br />
all the encroached state land within a few months time.<br />
Another issue was more grave: Forest land measuring<br />
1,446.46 acres was vacated on the orders of the Supreme<br />
Court but was re- encroached by the influential persons.<br />
Effective legislation and its implementation to abolish<br />
illegal land mafia occupying minorities’ properties and<br />
trust land was also part of the problem. Serious concerns<br />
exist on the ineffective police investigation reports submitted<br />
before courts of law with regard to illegal land possession<br />
and the failure of administration to end illegal<br />
occupation of lands, especially of the weak segments in<br />
society. Because of ineffective laws the courts are giving<br />
stay orders for indefinite periods in these cases, which is<br />
causing delay in the provision of justice. Government's<br />
stance is to ensure that with the cooperation of the civil<br />
society, the officials are amending the existing laws especially<br />
the Illegal PossessionAct, 2005. Insecure urban land<br />
rights were open to fraud. This stresses for the importance<br />
of not only campaigning for better laws, but also better law<br />
enforcement in land governance with accountability.<br />
Laws, orders, recommendations and bylaws for reforms to<br />
overcome the issue of delayed justice with regard to the<br />
continuing and unending illegal possession cases is an<br />
urgent call to be honored and fulfilled on every scale and<br />
level, from lowest to the highest officials and authorities.<br />
Punishing the small criminals will solve only part of a<br />
very big problem and therefore big criminal land lords<br />
who illegally occupy land in this country can be brought<br />
to book. Some or the other official or department, leader<br />
or ministry have got to be patriotic enough to end illegal<br />
land and real estate occupation and to administer the land<br />
justly for progress and prosperity countrywide soonest.<br />

Pennsylvania, according to the indictment, and they targeted<br />
their social media campaigns at other swing states.<br />
To pay for all of this, they established fraudulent US identities<br />
and bank accounts so that no one would know they<br />
were heeding political advice from Russians employed by<br />
"Putin's chef."<br />
Mueller's big splash sent Trump into a full-fledged<br />
Twitter conniption that by Monday showed no sign of easing.<br />
It would be a waste of space to quote all of Trump's<br />
bleating, but basically he tried to claim that the indictment<br />
proves two things: Whatever the Russians did or didn't do,<br />
they had no impact on the outcome of the election; and<br />
there was no collusion - or as Trump would put it, NO<br />
COLLUSION - between the Russians and the Trump<br />
campaign.<br />
Deep down, he must know the indictment says nothing<br />
of the sort. Of course the Russians had some impact. If<br />
communicating via Facebook, Instagram and Twitter were<br />
a useless way to influence voters, campaigns wouldn't<br />
bother with social media strategies. If rallies didn't produce<br />
votes, campaigns would find better uses for the money and<br />
effort it takes to stage them.<br />
It is true that it's impossible to say how much impact<br />
this element of the Russian meddling offensive had.<br />
Would it have made a difference if more African-<br />
Americans had voted in the Rust Belt states that Trump<br />
unexpectedly won? Or if fewer progressives had voted for<br />
the Green Party's Jill Stein, whose candidacy the Russians<br />
worked hard to boost? Perhaps some clever political science<br />
professor will figure it all out someday.<br />
As for collusion, it's true that Mueller does not allege<br />
that anyone from the Trump campaign knowingly participated<br />
in the Prigozhin conspiracy. But the Russians did<br />
much more: Intelligence officials say they hacked into the<br />
email accounts of the Democratic National Committee and<br />
Clinton campaign chairman John Podesta, and then leaked<br />
that material to do maximum damage to Clinton's prospects.<br />
We don't know if there was collusion in that scheme - or in<br />
other schemes we might not yet know about.<br />
