agriculture can be def<strong>in</strong>ed as the form <strong>of</strong> agriculture aimed at meet<strong>in</strong>g the food<br />

and fuel needs <strong>of</strong> the present generation without endanger<strong>in</strong>g the resource base<br />

for the future generations.<br />

3. INDIA’S CLIMATE CHANGE ACTION PLANS / POLICY IMPERATIVES<br />

In many ways, climate change means changes <strong>in</strong> the planet’s water cycles.<br />

Drier conditions <strong>in</strong> some places, wetter conditions <strong>in</strong> others, earlier snowmelt,<br />

groundwater depletion, <strong>in</strong>creased evapotranspiration, and more frequent storm<br />

events are all <strong>in</strong>cluded <strong>in</strong> the list <strong>of</strong> anticipated climate changes. Clearly, the<br />

effect that these hydrologic changes will have on forests and grasslands is <strong>of</strong><br />

major concern to the community and policy makers. Climate change will alter<br />

the world’s forest and grassland ecosystems <strong>in</strong> ways that will affect their ability<br />

to deliver the critical ecosystem services that support human health and wellbe<strong>in</strong>g<br />

15 . In anticipation <strong>of</strong> wide-scale ecosystem change and the potential loss<br />

or change <strong>in</strong> the supply or distribution <strong>of</strong> ecosystem services, land owners and<br />

managers can focus on strengthen<strong>in</strong>g forest and grassland resilience and adaptive<br />

capacity so these landscapes might cont<strong>in</strong>ue to provide life-support<strong>in</strong>g benefits<br />

<strong>in</strong>to the future 16 .<br />

<strong>India</strong>’s Climate Change Action Plans – National Action Plan on Climate Change<br />

(NAPCC)<br />

The Government <strong>of</strong> <strong>India</strong> has accorded top priority to the issue <strong>of</strong> climate change.<br />

The Prime M<strong>in</strong>ister’s Council on Climate Change <strong>in</strong> 2008 launched the climate<br />

change mission that focused on solar power, energy efficiency, susta<strong>in</strong>able<br />

habitat, water, susta<strong>in</strong>able agriculture, green (forests), susta<strong>in</strong><strong>in</strong>g Himalayas,<br />

and strategic knowledge. The Action Plans on eight crucial sectors provide the<br />

necessary policy, regulatory and <strong>in</strong>stitutional framework. At the State level, the<br />

State Action Plan on Climate Change has been prepared cover<strong>in</strong>g adaption and<br />

mitigation strategies to support the NAPCC.<br />

It is <strong>in</strong>terest<strong>in</strong>g to note, that even prior to the NAPCC <strong>of</strong> 2008, climate change and<br />

environment f<strong>in</strong>ds mention <strong>in</strong> the National Environment <strong>Policy</strong> (NEP) 2006, by<br />
