From this study concerning the target audience and its profile, it appears that the groups that are<br />
aware and informed about energy challenges are the young population; they should be identified as<br />
the most influential target as they seem to be well-aware and informed about issues related to this<br />
sector. However, they are sceptical about the information that is fed in the awareness campaigns and<br />
will not take them for granted nor easily accept the indoctrination; It would be recommended to carry<br />
out the communication with them through a pragmatic method and a rational explanation on the<br />
importance of energy saving; only then, we may get their full involvement as opinion sharing people<br />
who will disseminate ideas and new behaviour. It is therefore essential to endorse their processes of<br />
perception, judgment and reasoning regarding renewable energies information. This category can be<br />
reached through the youth centres.<br />
The school kids would be more responsive, high dynamic and seem to be impacted by awareness<br />
actions they were exposed to. It would be recommended to carry out the communication with them<br />
and get easily their involvement as they could function as opinion sharing people to disseminate ideas<br />
and new behaviour in their households. As for the middle age target group, it has very little interest in<br />
the topic of sustainable energy and doesn’t seem to evaluate its importance. They should be<br />
considered as the audience that needs more persuasion as they are the ones to hold the purchasing<br />
power.<br />
The template shows that the population of <strong>Luxor</strong> has identified three priorities issues to be addressed:<br />
The non-availability of energy, the transportation issue (there is a preference for microbes as the first<br />
popular means of public transport) and waste management (no recycling, too much pollution etc.).<br />
High price for energy is an important and influential element, but with the absence of transparency<br />
from the state and the lack of meters reading this element loses its optimal importance in persuasion,<br />
implementation and awareness. The ambiguity lays in the fact that the citizens of <strong>Luxor</strong> in general are<br />
aware about challenges such as the impact on environment and ways and means to save energy;<br />
however, they do not seem to be informed about energy costs and energy waste nor about climate<br />
change.<br />
Nevertheless, the Governorate has previously conducted some awareness raising actions through<br />
active associations but it seems that these were some one-shot actions with no follow-up or<br />
assessment on their impact or outcomes. <strong>Final</strong>ly, the Governorate of <strong>Luxor</strong> practices public<br />
consultations as part of the legislation of the city; However, it has not yet conducted one concerning<br />
the <strong>SECAP</strong>; More will be done in order to engage with the population and more specifically women, to<br />
get their involvement;<br />
