CYPRESS MILL HOMEOWNERS ASSOCIATION, INC. MINUTES OF BOARD OF DIRECTORS MEETING, OCTOBER 25, 2017 CALL TO ORDER The Board of Directors meeting of the Cypress Mill Homeowners Association Inc. was held on October 25, 2017 at Cypress Mill Recreation Center, 14710 Mills Park Lane, Cypress, Texas. Those in attendance were Dennis Brewer, Larry Ramirez, Jennifer Taylor, Beverly McGaughey and George Rogers. Emma Deatherage and Angela Rivera were also in attendance (representing Principal Management Group). With a quorum duly established, Dennis Brewer, called Cypress Mill Board of Director’s meeting to order at 6 PM with an open prayer. CONSTABLE FORUM Lance Rodgers reported September’s crime statistics. The following questions were received: • House of Wild Ivy Court - under investigation • Link to TIPS on website • Inoperable vehicles located on streets • Business operating from home CONTRACTOR FORUM Hitech Landscaping, Bradley reported trimming of the common area trees were scheduled. The Board requested an estimate for review. APPROVAL OF MINUTES The Board approved the Board of Directors Meeting Minutes of the September 27, 2017 were reviewed, discussed and approved. 4 March 2018 | Cypress Mill Community Newsletter

TREASURER’S REPORT Emma Deatherage presented the September 2017 Financials. The Financials were accepted as presented. The following items noted: • Operating Funds of 89,682.83 and Reserve Funds of $356,757.13 as of September 30, 2017. • 97% of the 2017 assessment have been collected. • September 2017 YTD actual expenses were over budgeted by $29,309.59 (due to Audit, Legal Fees and Clubhouse Repairs) MANAGEMENT REPORT Emma Deatherage review the monthly reports: • Covenants Status Count Report - 155 violations letters sent out in the last 2 months and 26 closed violations. The majority of violations were trashcan in view and lawn maintenance. • Delinquency Status Count Report - currently at 97% collected. 49 accounts were transferred to the attorney’s office for collection and 3 accounts for deed enforcement. • 4 ACC applications were approved since October1st. OLD/NEW BUSINESS The Board reviewed the 2018 Proposed Budget. The Board approved the Assessment increase of 10% - 2018 assessments will be $506. The 2018 Budget was approved with noted changes. The Board reviewed the renewal contract from A-Beautiful Pools for the 2018 pool management. The Board requested the scheduled changed as noted and requested contractor to submit revised contract for execution. HOMEOWNER/CONTRACTOR FORUM Homeowners present discussed the following items: • Veteran’s Day celebration discussion • Violation - stored/inoperable vehicles, home business • Seasonal flowers on common grounds • Lighting at Cascade Park and MUD Park • Tree trimming needed on common areas • Stop signs needed at Cascade Bend/Cypress Meade • Fine Policy ADJOURN TO EXECUTIVE SESSION RECONVENE FROM EXECUTIVE SESSION The following items were discussed during the executive session. Motions were made and seconded and passed unanimously to: • 2018 Budget was discussed, changes were made. • PMG to research fining policy for deed enforcement and send information to attorney to draft policy. • The Board approved the Tax Recovery Agreement with Killowatt Partners and approved PMG to request a 12 month energy contract. • The Board approved the quote from Dunrite for the replacement of 3 sets of exterior doors at $3,800 per set. • The Board approved the quote from Audiolink Technologies for the Security Camera System at $3,391.47 ADJOURNMENT There being no further business to come before the Board, the regular business session of the meeting was adjourned at 9 PM. Painting - It is important to put a good coat of paint on your home which may mean painting every three to five years on an average, depending on the quality of the paint. Painting obviously improves the appearance of your home and protects your wood or hardiplank from the elements reducing rot. Don’t forget your ACC application along with paint color samples, which must be processed and approved first! Power washing - Take a walk around your property. If you see green or black mildew on your home and driveway, you can power wash the mildew off your gutters, home exterior, driveway and sidewalk. This small step of maintenance can keep your property looking well maintained.
