The absence of such an organization is only confirmed by the data on the selection of Montenegrin representatives to the Judo Union of Yugoslavia. The Judo Club “Titograd”, being both the best organized and most successful at the time, usually chose Montenegrin representatives to the federal structures, upon the agreement of the senior team management. authorities. Thus, in 1973, the representative of Montenegro to the Judo Union of Yugoslavia was Vuk Rašović, who joined the judo club “Titograd” in 1972 again and helped the team become member of the First Federal League for the second time. The need to establish the Judo Union of Montenegro, as an organization capable of playing its role in the development of Montenegrin judo, was imposed by the ever-increasing number of emerging judo clubs. At the time, due to organization of competitions and other activities, the republican and municipal Unions of the Organizations for Physical Culture (UOPC) were forced to organize clubs and initiate the formation of the Judo Union of Montenegro. By Act No. 03-66 of March 12, 1975, the Secretary of UOPC of Montenegro, Dragutin-Lale Martinović, sent a formal note to the municipal UOPCs in the towns with established judo clubs in which he, among other things, informed them that: “At the initiative of the Judo Club Titograd and the Unions of the Organizations for Physical Culture of Montenegro, a meeting of the representatives of the judo clubs in our republic will be held with the aim of preparing and organizing the founding conference of the Judo Union of Montenegro as soon as possible. The meeting will be held on Monday, March 24, 1975, at the premises of the Montenegrin UOPC at 12 o’clock.” From the contents of the note No. 04-106, dated April 11, 1975, which the Secretary of the UOPC of Montenegro, Mr Martinović sent to the judo club from Kotor, it can be concluded that at the meeting of 106

the clubs on April 24, 1975, the Initiative Committee for the formation of the Judo Union of Montenegro was formed: “If none of the clubs accept to organize the competition, it will be held in the hall of the Judo Club “Titograd” and organized by the Initiative Committee for the formation of the Judo Union of Montenegro and this Union.” In light of the available data, it can be concluded that the judo club “Titograd”, which in 1972 re-entered the First Federal League, played a key role in the development of this sport in Montenegro. At the time of formation of the Judo Union of Montenegro, the president of the Judo Union of Yugoslavia was the secretary of the Montenegrin Secretariat for Internal Affairs, Vučic Čagorović, who appointed the vice-president, Husnija Režepagić, also a high-ranking official in the Secretariat for Internal Affairs of Montenegro and the vice-president of the Judo Union of Yugoslavia, to assist in the formation of the Judo Union of Montenegro and training of its personnel. 107
