38 kilmacolm & quarriers Let's hear from our Councillors the advertizer kilmacolm & quarriers Cllr Stephen McCabe Thank you to those of you who participated in the Council’s Budget consultation. We had nearly 1,400 responses, which is very encouraging. The full Council will meet on 15th March to set the budget. We still have a significant funding gap to close. At our meeting on 22nd February we agreed to increase Council Tax by 3% next year. The majority of people responding to our consultation supported an increase in Council Tax. This decision will help avoid £860,000 worth of cuts to local services. You will have seen from news media that it looks like most, if not all, Councils in Scotland will increase Council Tax by the Scottish Government’s limit of 3%. If we were to increase it above 3% our local MSP Derek Mackay, the Cabinet Secretary for Finance, has said to would reduce our Government grant. The Council’s Environment and Regeneration Committee will consider the proposed Inverclyde Local Development Plan on 8th March. One of the proposals in the plan is to release land at West of Quarry Drive for a 75 unit housing development. If approved, the proposed plan will be published on 30th March for consultation for two months. As a member of the Committee I would be keen to hear from constituents on any concerns they have prior to the meeting 8th March. Cllr David Wilson Scottish Power intend replacing the Steel Lattice overhead electricity lines with a wooden pole construction between Erskine and the Devol Moor substation. The height difference is between 20m and 15m. This will make a small difference but still welcome. The real destruction of the landscape and the visual intrusion will happen when the 110m tall giant wind turbines are erected for the Greenock Windfarm. This application was agreed after the developer appealed the refusal by Inverclyde Council to the Scottish Government. Inverclyde Music Festival again was well supported by talent from PGHS, KPS and both St Columbas. The standard and numbers of entries increases every year and compliments are due to the committee who manage the event and the school staff who prepare the contestants. The salmon ladder on the Gottar Water in Quarriers Village is now proceeding at a pace. Sepa now have the monies agreed and the thought of some 9km of new spawning ground is causing great excitement within the BoW Angling Club. I am sure that in a few years time youngsters will be captivated by the progress of these magnificent fish. The partial removal of the weir can only help the flooding further up in the village and will also negate a need to conduct a stream diversion . The Gladman Exhibition with regard to their site at Carsemeadow was well attended. I met many constituents from Quarriers. There has been controversy in Scotland regarding the flying of flags. The Kilmacolm Flagpole sits on the tower of the Old Kirk and the person responsible for duty is quite clear when an occasion is exclusively Scottish or Great Britain. kilmacolm & quarriers Kilmacolm Community Council During February all the arrangements were made for the procurement and installation of a community access defibrillator to be sited in the vicinity of the Kilmacolm Library. This was only made possible thanks to the generosity of an anonymous local donor and of the Board of the KNCC. The Kilmacolm Community Council also allocated funds from their reserves to this worthwhile community ’project’ which they have managed and co-ordinated. At the January meeting of the Kilmacolm Community Council the Chair reported on a meeting he had attended to discuss the proposed transfer of the Kilmacolm Library to a community group. This was one of the proposals contained in the Inverclyde Council list of proposed budget cuts that were submitted for public consultation. It was the intention - if the proposal went ahead - that the Kilmacolm Community Council would be a candidate to take over the running of the Kilmacolm Library. It was agreed that the Kilmacolm Community Council, and possibly no other community group, would have the resources, skills and knowledge to successfully manage this essential community service and could not, therefore, take on the responsibility. This response has been conveyed to Inverclyde Council by letter. The Kilmacolm Community Council requested Quarriers to clarify the situation in regard to any plans they have for making properties in Quarriers Village available to the Kibble organisation who are a specialist provider of services for young people at risk. This possibility is causing concern amongst Quarriers Village residents and home owners. The Kilmacolm Community Council were instrumental in the formation of the Kilmacolm Twinning Society and have been asked to help in an appeal for members of the community to support the Society and make themselves available to serve on their committee. Spring/Easter Window Competition Saturday 24th March To support our local shops, Kilmacolm Community Council are running a ‘Best Dressed Shop Window” competition on Saturday 24th March. All shops have been asked to decorate their window with a Spring or Easter theme. Included in the display there will be some hidden treasure for children to find! Forms to enter this free competition are available from Friday 23rd March, until 12.30pm on Saturday 24th March, from the Community Centre. A sweet treat will be given for all completed entry forms. Three prize draws will take place with a lucky winner from each age range winning a gift voucher. We are very grateful to St Columba’s Pipe Band and Angel Voices who will provide entertainment on the plaza outside the library. Please come along on Saturday 24th and support our village and local businesses. kilmacolm & quarriers Kilmacolm Christian Aid Committee A Bread and Cheese Lunch to support the work of Christian Aid will be held in Kidston Hall on Sunday 18th March at 12.30pm. Everyone is most welcome, we ask only for a small donation in lieu of your Sunday lunch, and in appreciation of delicious homemade soups, tasty bread with a variety of cheeses. and shortbread with tea/coffee. The Christian Aid Appeal for Lent and Easter asks you to ‘Count Your Blessings’. the daily reflections are steps along the path to Good Friday and the joy of Easter Sunday. The Judge commended them for their ‘entertaining’ performance! For a number of the younger choir members, it was their first time on the stage. The Choir are now rehearsing for a Musical Celebration for Mothering Sunday on 11th March at 6pm in St Fillan’s Church, Moss Road, Kilmacolm.
