Abergavenny and Monmouth named
the best places to live in Britain
Two towns in Gwent have been named amongst the best places to live in Britain by
The Sunday Times Best Places to Live guide, published in March 2018.
Both Abergavenny and Monmouth feature in the
guide, which named Mumbles, as the best place
to live in Wales.
Among the reasons cited for its inclusion were the
creation of the multi-million-pound Oyster Wharf
development which has transformed the seafront in
Mumbles with a host of new restaurants.
It also mentioned plans in the future to give
Mumbles Pier a new lease of life. Mumbles also scored
highly on affordability of housing compared to the rest
of the UK.
A starter home costs in the region of £171,000 to
buy and £520 per month to rent, a mid-market home
costs around £312,000 and £910 to rent and a family
home costs around £574,530 and £1,300 to rent.
This year the second best place to live in Wales is
Abergavenny which was described as “a beacon of food
and fun” and a “wonderful place to live”.
Renowned for its annual Abergavenny Food Festival,
the study found that the average starter home in the
market town is £171,710, or £520 per month, the midmarket
average is £312,510 and the average for a family
home is £574.530.
Monmouth, the historic market town in the heart
of Monmouthshire is another regular on the list.
The average starter price is £158,77, mid-market is
£270,780 and family home is £452,600.
Monmouth, nestled in the beautiful wooded Wye
Valley, the town feels secluded and rural, with hikes
up the Brecons and walks through the Forest of Dean
On average across the country, the number of
£12,000, and there has been a fall of 37 per
6 FINANCE
UK’s first residential property sale recorded
in the blockchain by HS Property Group
March 2018: HS Property Group, a real estate investment and development
firm based in Manchester, has used the clicktopurchase ® platform to become
the first UK residential property company to record the online exchange
of a residential property using blockchain technology.
The transaction, which
was reported in the
blockchain, was for
the sale of a four-bedroom HMO investment property in
Oldham, Greater Manchester developed by HS Property
Group and listed for sale on its website.
Heralded by many as the future of finance and real
estate, blockchain technology has attracted headlines
recently as cryptocurrencies like Bitcoin and Ethereum
are underpinned by this mechanism, thus enabling
technologies such as peer-to-peer financial transactions,
without a third party mediator.
Guy Horne, director and co-founder of HS Property
Group, commented: “The way we currently transact
property is anachronistic, protracted and unreliable.
Using blockchain technology will be the future of
property transactions. The speed and transparency it
offers will democratise property investment worldwide.
“As a company which prides itself on innovation,
we want to offer our global investor network a more
straightforward and secure method to purchase
residential investments without compromising any legal
safeguards.”
Blockchain helps facilitate a quicker and safer
method of buying and selling property, as all
transactions – from making the offer through to a legally
binding exchange of contracts – are recorded on an
immutable ledger.
Experts say that using a blockchain makes the
transaction much simpler, while delivering certainty,
transparency and accountability. It enables distant
buyers to transact as easily as a local purchaser and
brings the huge benefits of liquidity and flexibility.
HS Property Group was founded in 2014 by
Manchester-based real estate entrepreneurs Guy
Horne and David Searle. They specialise in developing
high-yielding residential investment property secured
through long-term corporate leases with established
social housing organisations.
Neil Singer, CEO of clicktopurchase ® , added: “Some
of the biggest problems the property industry faces is
the length of time it takes to exchange contracts along
with the lack of certainty.
Real estate transactions can
be complex but by using
clicktopurchase ® the process is significantly quicker.”
Manchester’s property market is currently thriving
and proving to be the natural alternative for investors to
London’s low yields and falling prices. House prices in
Manchester are up 32.5 per cent in the past five years,
according to Land Registry data compiled by Savills
Research, with an 8.8 per cent rise last year alone.
Values are predicted to continue rising by a further
22.8 per cent from 2018-2022, according to property
consultants JLL, compared with 16.5 per cent for the
north-west in general, and 10.3 per cent for London.
With the addition of improved transport links such
as HS2, Manchester Airport and the ever-expanding
Metrolink, Manchester is very attractive to investors
looking for the best return on their investments.
NEWS
7
Theresa May launches consultation
to overhaul planning framework
Councils could be stripped of their planning powers if they fail to approve enough housing developments
under tough new planning laws unveiled by the Prime Minister in March.
In a bid to restore the dream of home ownership to millions of would-be buyers,
Theresa May has proposed a major overhaul of the National Planning Policy
Framework - the rules governing the building of homes in England - to force
councils to hit housebuilding targets.
Despite already delivering more than a million homes since 2010, the government
has recognised it must to do more to achieve its target of 300,000 homes a year by the
mid-2020s.
The shake-up, the first in six years, aims to encourage the construction of more
homes and weed out developers with a poor build-out record, by focusing on the
following key areas:
• Greater responsibility - Local authorities will have a new housing delivery test
focused on driving up the numbers of homes actually delivered in their area, rather
than numbers planned for. Developers will also be held to account for delivering
the commitments, including affordable housing and the infrastructure needed to
support communities.
• Maximising the use of land - More freedom will be given to local authorities to
make the most of existing brownfield land to build homes that maximise density.
Redundant land will be encouraged such as underutilised retail or industrial space
for homes, with more flexibilities given to extend upwards on existing blocks of
flats and houses as well as shops and offices.
• Maintaining strong protections for the environment - Ensuring developments
result in a net gain to the environment where possible and increases the protection
given to ancient woodland so they are not lost for future generations.
• Ensuring the right homes are built - Delivering more affordable homes that meet
the housing needs of everyone wherever they are in their life, including sites
dedicated for first time buyers, build to rent homes with family friendly tenancies,
guaranteed affordable homes for key workers and adapted homes for older people.
• Higher quality and design - Introducing new quality standards so well designed
new homes are built in places people are proud to live in and live next door to.
• More transparent planning process - Local authorities will be encouraged to work
together and continue to close the gap between planning permissions granted
and homes built. A new standardised approach to assessing housing need will be
introduced with new measures to make the system of developer contributions
clearer, simpler and more robust, so developers understand what’s expected of
them and will be in no doubt that councils will hold them to their commitments.
The 80 point consultation proposal is part of a wider package of housing reforms;
building on the recent £5 billion Housing Infrastructure Fundannounced to help
unlock new homes in areas with the greatest housing need.
Commenting on the announcement, Housing Secretary, Sajid Javid MP, said:
“An entire generation is being locked out of a broken housing market as prices and
rents race ahead of supply. Reforming the planning system is the crucial next step
to building the homes the country needs. This government is determined to fix
the broken housing market and restore the dream of home ownership for a new
generation. There is no silver bullet to this problem but we’re re-writing the rules on
planning, so we can take action on all fronts.”
The National Planning Policy Framework will be open to consultation for the next
eight weeks, with the final version due to appear in summer.
was set to be reduced, Bristol buyers have been
Removers that are right for you
Finding a good removal company can be quite a tricky process.
Whilst personal recommendations are, of course, normally the best way to
find a firm you can trust with your precious possessions, if you don’t know
anyone who has moved home recently or if you’re trying to find a removals
company outside the area you currently live in, it can prove to be a bit of a challenge.
Redrow Homes are here to help the Property Drop readers research and shortlist.
What should I be looking for when researching
removal companies?
It’s best to look for companies who are members of the British Association of
Removers (BAR) member firms have signed up to a strict code of conduct and offer
pre-payment protection (as most removals companies require pre-payment to book
your moving day) as well as an independent dispute resolution service, should you
need it. You can find a list of member companies by going to the BAR website at
Bar.co.uk. Many companies also share their customer feedback using TrustPilot or
Checkatrade.com, so it’s worth taking a look to see how they’ve rated with other
previous movers.
What questions should I be asking removal
companies?
Once you’ve got yourself a short list of perhaps three companies, invite them to
visit your pad so that they can advise how much they would charge. Some good
questions to ask to ensure that the price you’re quoted includes everything you need are:
• Do they provide Goods in Transit Insurance and Accidental Damage Cover? If so,
what is the excess on their policy and is there a limit to the amount that you can
claim per item? Also, do they offer cancellation insurance, in case your move falls
through completely or the dates change?
• What’s included in the price? For example, some companies charge extra to pack
up a kitchen, as wrapping up all the crockery and glasses and emptying all the
cupboards is a time consuming task. If you need help with this particular aspect,
or anything else specific, such as perhaps packing up a shed or garage, you do
need to raise this separately to ensure that your quote covers for the time and
manpower required. Most companies include dismantling and assembling beds as
standard, but again, it’s worth checking just to make sure, so that you don’t end up
faffing with Allen keys and mattresses at midnight…
• Will they lend you mobile wardrobes, so that your clothes can remain on their
hangers throughout the moving process? And what about packing materials,
are they included? And will they deliver them to your home in
advance so that you can pack some items yourself?
Final things to remember
Do make sure that you get a copy of all quotes in writing, together
with terms and conditions and details regarding any insurance
policies, and if you have any questions or need any clarification, it’s
best to confirm things in writing (email is fine) after
any conversations, again just so you have a paper trail
to refer to should you need it.
One final tip; keep your removal team happy on
the day. Frequent offers of tea and coffee or cold
drinks, coupled with biscuits and snacks will help
keep them smiling. So, put the kettle, mugs and
teabags where you can easily find them, and you
won’t go wrong!

Welsh Land Transaction Tax
On the 1st April Land Transaction Tax (LTT) will
replace Stamp Duty Land Tax (SDLT) for property
purchases in Wales. Property lawyers in England
and Wales are gearing up for the change.
LTT will only apply when buying or leasing property in Wales that completes on
or after 1st April 2018. Different rates will apply, depending on whether the
property is residential or commercial.
Whilst it will be similar to SDLT, there are some notable differences.
• The starting threshold for LTT for residential property will be £180,000.00, in
contrast to £125,000.00 for SDLT, however, LTT will be higher than SDLT for
properties valued between £400,000.00 and £925,000.00.
• There will be no LTT payable on the rental element of residential leases.
• There will be no relief from LTT for first time buyers.
As with SDLT, higher rates of duty will apply on purchases of additional residential
property but relief will be available from the higher rate, currently 3%, where a main
residence is being replaced. Where a second or additional property is acquired to
replace a main residence, but completes before the sale of your main residence,
providing the main residence is sold within three years, it will be possible to re-claim
the extra 3% charge from the Welsh Revenue Authority.
The commercial rates of LTT are, as with residential properties, reduced for lower
value properties but become more expensive for non-residential properties in excess of
£1m.
Where a property straddles the border between England and Wales, the amount
of tax payable will be apportioned on a just and reasonable basis between LTT and
SDLT. It will be necessary, in this situation, to file two returns, one with the Welsh
Revenue Authority for LTT and one with HMRC for the SDLT. The advice in these
circumstances is to obtain a valuation in order to be able to deal with the just and
reasonable apportionment.
14 LOCAL LIVING
I love where I live…
Coleford
Sharon Chilcott
Nick Penny, Mayor of Coleford, tells Sharon Chilcott why his home town is “on the up”.
How long have you lived in Coleford?
Effectively, all my life. My family
moved to the area when I was two. I went
away briefly for university and decided to
locate back here in 2000.
What makes Coleford special?
For me it’s a combination of the town
centre, with its iconic clock tower and
independent shops, and its proximity to
the woodland of the Forest of Dean and
the beauty of the Wye Valley.
What three words best describe Coleford?
On the up! There’s a sense that the
town is really improving, with small,
independent shops choosing to relocate here from neighbouring towns and cities.
With this, we’re seeing a renewed sense of community within the town centre
businesses and an emerging sense of an ‘artisan’ offer. If this continues, the next
couple of years should be really exciting.
For you, personally, what’s the best thing about living in Coleford?
I love the way that our small market town comes alive throughout the year with
a regular programme of events – like the Carnival of Transport every Easter Monday
attracting over 400 exhibitors; a week-long walking festival in May; a multi-stage,
free community music festival in July, and the annual Christmas lights display each
December. Coleford also never misses an opportunity to capitalise on other events
such as the BBC Music Day in 2017 when a series of ‘pop up’ live music events were
held around the town and its tourist attractions.
What, if anything, spoils it for you?
I wouldn’t say that it spoils it and it is certainly changing, but we still have a
lack of retail choice in the areas of low cost convenience shopping and clothing, in
particular.
What kind of personality do you think Coleford is best suited to?
I’d say it’s perfect for someone looking for the beauty of the rural countryside but
the convenience of a good road network and a small urban community.
Describe the vibe in your favourite local café.
I like the relaxed vibe in Le Petit Hibou, a fairly new French coffee shop in the
Market Place. When I go in, it’s not unusual for me to spend a good few hours
catching up with friends and soaking up the Parisian atmosphere. There’s even an
‘artist in residence’ who sets up his easel and recreates wonderful water colour images.
Where do you go for entertainment?
There’s quite a choice, including a twin-screen cinema, regular live music in the
town centre pubs, monthly music nights in local village halls and then the regular
events programme. On the edge of town, we also have a small theatre which is used
for live performances and concerts and we’re only six miles from Monmouth, which
has two theatres.
Where would you go, locally, for a celebratory meal?
Andersens Restaurant at the Forest House Hotel – a wonderful, relaxed dining
experience in a tasteful setting. It offers a good selection of fish, meat and vegetarian

15
options as well as a sophisticated children’s menu
which is a real hit with my niece!
Where would you go for a casual evening out?
Ritmo Tapas Bar in the Market Place – ideal
whether you want a relaxed meal or just a drink and
catch up with friends. Later on in the evening at
weekends it comes alive as diners move aside to make
way for a younger clientele that take over the dance
floor. On a Wednesday evening you can also join in
with salsa classes.
What leisure pursuits do you enjoy locally?
I am not the most active but a couple of years
ago I set about a bucket list – my 40 before 40
and this allowed me to explore some of the leisure
activities right on my doorstep. I went running at
the local athletics club, cycling on the Forest of Dean
family cycle trail and walking on the Sculpture Trail, a series of art installations in the forest around
Beechenhurst Lodge, a Forestry Commission site just three miles from the town.
Where can people shop for day-to-day groceries?
In the town you are spoilt for choice when it comes to independent grocers; it still boasts three
butchers, two bakeries, a green grocer, health food shop and there’s soon to be a new delicatessen.
How would you advise someone moving to Coleford to get to know the locals?
If you enjoy a nice pint and chatting in a local pub then check out The Dog House micro pub in
St John Street – this friendly establishment holds regular quizzes, live music nights and even craft
and hobby groups. If pubs aren’t your thing then why not try and get involved with a local group, or
volunteer within the town – some of my most
treasured friendships have come from my
involvement in the local community and with
the town’s wide-ranging events programme.
In what ways are you involved in your local
community?
Probably my single biggest involvement
currently is my role as a Town Councillor
for Coleford which I have held for seven
years (plus a further four years 2003/2007)
and I am currently proud to be the Mayor
of Coleford. I am also actively involved with
organising many of the town’s events.
What’s the most exciting initiative that’s about to happen in Coleford?
Over the last few years we (the Town Council) have added a strategic view to what we want to achieve
for the community and this is really starting to deliver. By this November we will have completed our
largest project to date which is a £1m leisure park just 200m from the town centre. The Bells Field
scheme will bring a skate park, multi-use games area, wildlife pond, bike pump track, amphitheatre,
fitness trail and much more to the town.
The design of this scheme has been community-led with a number of consultation events leading
to the selection of the principal elements. It brings much-needed provision for young people but also
provides for families and elderly residents with easy access paths around the site.
If adult friends were staying with you for a week, where would be top of your list for excursions?
Whitecliff Off Road Driving Centre, which is guaranteed to deliver a thrill and Hillside Brewery, which
offers brewery tours, brewing experiences, a brewery shop, and a live venue.
If your friends had children with them, where
would you go?
Puzzlewood, an ancient woodland that’s
a must-see for all ages; Perrygrove Railway,
Clearwell Caves and Beechenhurst Lodge,
where there’s a children’s play area, junior
Go-Ape, climbing walls and an assault course
as well as access to the Sculpture Trail and
family cycle trails.
Tell me one fascinating and little-known fact
about Coleford…
It’s the UK manufacturing base for the
global brands of Lucozade and Ribena.
Facts and Figures
Coleford is situated in west Gloucestershire, adjacent to
the Wye Valley Area of Outstanding Natural Beauty. It
has good access to the motorway network, with Cardiff
and Bristol about an hour away and Birmingham about
an hour and a half’s drive.
It has a rich industrial history and played a significant
part in the English Civil Wars, with the 1643 Battle of
Coleford commemorated annually by The Sealed Knot.
With a population of about 8,359, it’s the largest of
the four towns in the Forest of Dean and home to the
Forest of Dean District Council offices and the area
office of the Forestry Commission.
Information from Zoopla at time of print
Coleford in the coming months …..
Coleford was originally an outpost of the Mediaeval manor of
Newland so when manors morphed into civil parishes,
despite its growing economic muscle Coleford remained part of the
large parish of Newland centred on the small village of that name.
It was only in 1894, when local government was taking
on new powers, that Coleford nally became a parish in
its own right and an urban district for administrative
purposes.
However, it seems the authorities were undecided as to
whether Coleford was a town or not: its triumph was shortlived
and it was subsumed into West Dean Rural District in
1935. This itself became part of the Forest of Dean District in
1974 when Coleford was awarded its own Town Council.
Coleford Carnival of Transport
The 2nd of April 2018 marks Coleford’s annual Carnival
of Transport’s 21st show and it is set to be one of the best yet.
Explore a wide range of vehicles from motorbikes, cars,
vans, traction engines, lorries, buses and military within
the 450 plus exhibits expected throughout the town. There
will also be trade stalls, children’s rides and food and drink
This a rare opportunity to purchase a very large, detached Victorian property with
full potential to affordably convert into a 9 or 10 bedroom HMO.
Given room sizes, and assuming all bills included, achievable rents per room should
average a minimum of £400 with possibilities to reach £425 - £450 depending on
Unlock the value of your
home with Equity Release
Improving health and an increase in life expectancy is putting a strain on people who
fund their lifestyle on limited resources, particularly in times of instability on stock
markets and low interest rates.
Coupled with this is the increase in debt being carried into retirement, funding the
provision of care, supporting children in adulthood and the growth in relationship
breakdown with the over 60s.
As an owner, your property is probably your biggest asset and with the passage
of time there has been an ever-increasing number of homeowners turning to equity
release as a means of releasing some of the tax-free cash tied up in it. What started off
as a scheme to enable people in need to release capital or income from their home has
developed into an integral part of financial planning to be used in a variety of ways
including:
• maintaining your standard of living by supplementing income or replacing capital
• consolidating credit cards, loans and other debts
• paying off an interest-only age restricted mortgage
• home improvements and adaptations
• holiday of a lifetime
• funding medical and social care
• assisting children and grandchildren on the property ladder
• funding divorce or civil partnership settlements for self or children
• paying school and university fees
• mitigating inheritance tax
Equity release is highly regulated and there are many safeguards in place to protect
those who take out a plan, however, it is important that advice is sought from a
specialist solicitor and financial adviser with the relevant experience early in the
process.
Chepstow - the place to be
With the tolls on the Severn bridges betweenWales and England being scrapped by the end of 2018,
Chepstow has become increasingly popular as a Bristol commuter option with those
using the bridge daily potentially saving £1,400 a year.
Cribs Causeway is a great deal faster than from other commuter belt towns that are
much closer. Bristol Parkway is just 24 minutes by car. Cribs Causeway (M&S, John
Lewis etc) is a simple 15 minute journey while central London is easily reached in
only 1 hour, 20 minutes by train from Bristol Parkway.
“We have also seen an increase in interest from investors. With a shortage of
rental properties in Chepstow, they realise they are able to purchase a property of
outstanding quality in an area of increasing popularity with above average returns.”
Only a 30 minute drive from the centre of Bristol, this sought after area is
pretty, affordable and full of charm. This popularity is expected to increase as
Chepstow attracts more Bristol buyers than ever before, and for good reason.
Peter Mills, Director of the Severn Quay development in Chepstow, said: “We
have had many enquiries and reservations from Bristolians who realise that living
in Chepstow is a real alternative to Bristol. They are able to own an incredible
contemporary home for much less than in Bristol while having stunning countryside
on the doorstep and easy access to an abundance of quality shops and amenities.
“Commuting is very easy. Travelling from Chepstow to both Bristol Parkway and
Woodland Assembly debates, Art by the Aborealists at Monmouth Museum and an evening
song, dance and spectacle with the Festival Show & Band, Folkdance Remix, George Choir,
and fire sculpture.
Most events are free. You will need to buy tickets for the Museum of the Moon and fringe
events in Tintern and Hoarwithy.

Ever since the news that the Severn Bridge toll
was set to be reduced, Bristol buyers have been
crossing the Severn in search of value for money.
More recently the confirmation that the toll is
due to be abolished altogether has sparked a
further wave of buyers looking to move to our
side of the river, which is why we advertise all of
our properties on both sides!
32 FINANCE
Most affordable
mortgages in a decade
Mortgages in the UK have reached their most affordable level in a decade, new research from Halifax has revealed.
Typical mortgage payments accounted for less
than a third (29%) of homeowners’ disposable
income in the fourth quarter of 2017 compared
to almost half (48%) in 2007 (Quarter 3). This means
mortgage affordability levels for first-time buyers and
homemovers have dropped by 40% since the 2007
peak.
The significant improvement in affordability since
2007 has been driven predominantly by historically
low mortgage rates, despite the first base rate rise in a
decade last November.
Andy Bickers, Mortgage Director at Halifax, said:
“This is a real boost for both those who already have a
mortgage and those preparing to take their first step on
to the property ladder. Improved mortgage affordability
has been a key factor supporting housing demand and
helping to stimulate the modest recovery that we are
currently seeing.
“In recent months we have seen the number of
first-time buyers and homemovers purchasing a home
with a mortgage bounce back towards 2007 levels,
and mortgage payments becoming a much smaller
proportion of disposable income across most of the
country will also support a heathy market with more
choice and opportunity for buyers/borrowers.”
The greatest improvements were mostly in Northern
Ireland, where affordability has improved due to a
significant fall in house prices, which are now 44%
lower than in 2007.
In England, the most significant improvement has
been in South Bucks, where the proportion of average
disposable earnings devoted to mortgage payments
has fallen sharply from 93% to 53%, a reduction of 40
percentage points in the past decade.
North / South mortgage divide
While mortgage payments are at their lowest as a
proportion of disposable earnings in Northern Ireland
(19%), Scotland and the North (both 20%), Yorkshire
and the Humber and the North West (both 23%), these
are highest in Greater London (45%), the South East
(40%) and South West (34%).
The 10 most affordable local areas are all in northern
Britain, whilst the 10 least affordable areas are all in the
South.
Unsurprisingly, the 10 least affordable areas are
predominantly in London and the South East. Brent and
Haringey are the least affordable places in the country
with average mortgage payments on a new mortgage
loan, accounting for 61% of average local disposable
earnings, followed by Harrow (58%) and Elmbridge
(56%).
Affordability has worsened over
last five years as average house
prices rise
Whilst the comparison of mortgage affordability
over the last 10 years shows a vast improvement, when
looking only over a five-year period, affordability – on
this measure – has actually deteriorated. Whilst the
average mortgage rate has fallen from 3.7% in 2012 to
1.98% at the end of 2017, average house prices have
grown by 40% in the same period.
As a result, 89 Local Authority Districts (LAD’s) have
seen mortgage affordability as proportion of disposable
earnings rise by at least 5%. In Elmbridge in the South
East, this measure has deteriorated from 34% to 56%
with an average of 22% more disposable earnings
devoted to mortgage payments.
The Surrey district is followed by Merton (33% to
52%) and Hillingdon (38% to 56%). However, there
are areas where mortgage affordability has improved
since 2012; in Torridge in North Devon, this ratio has
fallen from 45% to 35% and similarly in Ceredigion
(40% to 31%).
Principality raises more than
£300,000 for Welsh charities
Principality Building Society has fundraised over £300,000 for three Welsh charities, with an extra £30,000
donated thanks to the Welsh rugby team making home advantage count in the 2018 Six Nations.
Every victory by the national team saw Principality donate an extra £10,000 to
its three nominated charities which are Llamau, a leading homelessness charity
in Wales; Cancer Research Wales, and School of Hard Knocks, which uses sport
to help disadvantaged Welsh communities.
The victories at Principality Stadium, and Principality colleagues’ fundraising
efforts, mean each charity has now received £100,000 in the past two years of its
partnership with the Society.
Principality colleagues took on a range of challenges to raise money for the three
charities, including a night walk to the Snowdon summit and sleeping rough for a
night in Cardiff.
Julie-Ann Haines, Chief Customer Officer at Principality, said: “I’m immensely
proud of the way we continue to support charities, and it has been totally inspiring
to see colleagues go the extra mile in taking part in events and making very kind
donations. We raised a lot of money in two years and I know this money means a
huge amount to our charity partners and will make a significant contribution to their
activities on the ground all across Wales, and to the vulnerable people they help.
“We know how much our Members love their rugby and the national team, so it
was great to see Wales make home advantage count with victories in the Six Nations,
meaning further donations to our charities from the Society.”
The significant donation from Principality will help School of Hard Knocks deliver
its sports programmes across Wales to adults and in schools. It will allow Llamau to
fund shelter for homeless women and young people, while Cancer Research Wales
can continue to support PhD students researching ways to increase early diagnosis of
cancer.
Sam Austin, Deputy Chief Executive of Llamau said: “Llamau’s partnership with
Principality has undoubtedly changed the lives of homeless young people and women
in Wales. Not only have they raised a huge amount of money to help us prevent
homelessness and to support people to move on with their lives, they’ve also given
the people we support experiences which are often out of reach for them. Whether
through tickets to see Beyoncé or tours of Principality Stadium, Principality Building
Society has given some of Wales’ most vulnerable people experiences they’ll never
forget.”
Wales forward Cory Hill said: “It’s great to know that every game we have won has
meant Principality donated £10,000 to these very deserving charities. After meeting
and speaking to the charities I know just how much it means to them and allows them
to help the people across Wales.”

34 MARKETS
Successful sellers are the ones who are
Property needs to stand out one way or another to gain attention.
Successful sellers are the ones who are recognising the new market realities. Property
needs to stand out one way or another to gain attention.”
Owen Woodley, Chief Executive, Financial Services at Post Office, comments:
“Although we are continuing to see a slowdown of house price growth, prices are
still inflated in many areas and 63 per cent of people think the market is overvalued.
Despite the challenging market, buyers looking to take their first steps on the property
ladder can turn the uncertainty into opportunity. First-time buyers often have a better
negotiating position than house movers, and can still benefit from low interest rates.”
With thanks to Warren Lewis propertyreporter.co.uk
A
predictably slow start to the year and one that will subside as a larger degree of
activity returns to the market over the coming months
The UK House Price Index from the ONS and Land Registry released on the
20th March, has revealed a ‘predictably’ slow start to the year with a fall of 0.3%. The
data confirmed a more substantial 0.5% drop was felt in England.
According to the report, annual house price growth slowed from 5.0% in December last
year to 4.9% in January 2018. However, it has remained around 5% since 2017.
The East Midlands showed the highest annual growth, with prices increasing by 7.3%
in the year to January. This was followed by the South West at 6.9% and the West
Midlands and East of England (both 5.3%). The lowest annual growth was in the North
East, where prices increased by 0.7% over the year, followed by London at 2.1%.
The local authorities with the largest annual growth are largely in Scotland with the
Orkney Islands, East Lothian and West Lothian placing the highest. The Orkney Islands
have also enjoyed some of the largest growth so far in 2018, second to Kensington and
Chelsea.
John Goodall, CEO and Co-Founder of buy to let specialist Landbay said: “House
prices got off to a rocky start in 2018. Despite record low mortgage rates remaining
largely unchanged since the rate rise, and November’s stamp duty reforms said to have
already benefited 60,000 first time buyers, owning a property remains out of reach for
many aspiring homeowners looking to get their foot on the housing ladder.
If that’s how many have benefited from the stamp duty reforms already, there is no
doubt that house prices will soon be back on the rise. The Chancellor’s commitment in
the Spring Statement to build more affordable homes is welcome, but this needs to stop
being put forward as the only solution.
Encouraging institutional investment in large scale developments, specifically designed
to rent rather than buy, will help to control house price growth while also improving
living standards for the thousands still relying on the buy-to-let market.”
Jeff Knight, Director of Marketing at Foundation Home Loans, commented: “Despite
predictions interest rates will double this year and ongoing political uncertainty delaying
potential sellers, on the surface it seems like prices are holding. Yes, London prices may
be cooling and The Chancellor’s latest figures suggested some 60,000 first-time buyers
have now avoided paying stamp duty, but that doesn’t change the fact we are facing a
continued lack of property available for sale. Not only is this another hurdle for younger
buyers, but ‘second-steppers’ looking to upgrade their homes are being met with skyhigh
prices and limited choice. A call on developers to build and councils to release land
will help, but ultimately we need the supply gap to be sorted sooner rather than later.”
Jeremy Leaf, North London estate agent and former RICS residential chairman, added:
“We have found house prices to be rather volatile over the past few months - up a bit,
then down a bit. On the one hand, they have been supported by low interest rates and
shortage of stock but on the other compromised by squeezed affordability and Brexit
uncertainty.
Barcelona
Properties in Barcelona are big-ticket investments and everyone who visits the city falls in love with it.
In the time since the 1992 Olympics, which helped put Barcelona on the map and transform the city with
Billions of Euros of investment, Barcelona has become one of the most popular city break destinations
in all of Europe, and the most popular city destination for the British.
Modernity
In the present day Barcelona is
thoroughly modern with excellent
infrastructure, services and some of the
best health facilities in the world. Living in
Barcelona means not having to compromise
on any of the advantages of modern life.
Location & surroundings
Barcelona is on the Mediterranean and almost everyone loves to be by the sea. The
city has 4.2 kms. of good beaches within a few minutes of the city centre and easy
access to some of Spain’s best beaches both to the north on the Costa Brava and to the
south on the Costa Dorada.
Just one and a half hour’s drive to the north are the beautiful Catalan Pyrenees
with their charming medieval villages, rivers, valleys and ski resorts. The wine regions
to the South and West of Barcelona offer varied and delightful forays into spectacular
countryside and the opportunity to enjoy some of the best food and wine in Spain.
One hour due north of Barcelona by car is the Empordà region – often compared
to Tuscany – and the South of France is just 3 hours away by car so weekend trips
to the Languedoc and Provence are an added bonus. Few other cities in Europe are
surrounded by such a variety of attractive regions.
Climate
Barcelona has a pleasant climate that is free of the oppressive heat of Madrid and
the South of Spain whilst never being too cold or miserable in the winter. It is one of
the few cities in Europe to have a perfectly balanced climate in which one can enjoy
the change of seasons and the impact of this change on fashions and menus.
Size
Barcelona is big and cosmopolitan enough to avoid the dreaded small town
parochial feeling without being overwhelmingly big, impersonal, sprawling and
choked up like many of the world’s big cities. Once again it gets the balance just
right. Furthermore the fact that Barcelona is hemmed in by the mountains and the sea
means that sprawl is not an option so Barcelona is forever destined to be the perfect
size.
Access
Barcelona is the gateway to Spain from Europe and extremely well accessed
by road, rail, sea and air. Its popularity with tourists and the size of its business
community ensure a large choice of regular and low cost flights in and out every day
from all over Europe. The main Mediterranean motorway running down from France
passes Barcelona and in due course the arrival of the TGV-fast train rail link will
make cities like Paris and London accessible by rail in a mater of hours. Ferries leave
Barcelona for the Balearics and other Mediterranean destinations several times a day.
Culture & Style
Barcelona oozes style and culture.
Designers consider it a leading centre of
design flair and innovation, which is why
many international design companies have
offices in Barcelona or even head offices. The
architecture is world famous and stimulating,
as is the cuisine. Barcelona is very much a part of the international art circuit and
important exhibitions often pass through Barcelona. Barcelona Fashion Week brings in
all the big names, the city is a paradise for shoppers looking for both high fashion as
well as something different and
Job market
Safety
It is no secret that Barcelona suffers from
petty crime in the main tourist areas of the
old town. However outside of the Raval and
parts of the Gothic Quarter, and certainly
everywhere above Gran Via Barcelona, is a
safe in to live and mooch around.
Languages
Though the Catalans are bi-lingual in
Spanish and Catalan it can be difficult to
get by in other languages. However this is
already beginning to change as younger
generations grow up learning and speaking
good English.
The job market for foreigners in Barcelona is relatively weak and local employers
can be somewhat close-minded about the type of people they are willing to employ.
This is probably the single biggest reason why more young professional Europeans
have not moved to Barcelona. However
foreign entrepreneurs are starting to locate in
Barcelona (tech companies, hedge funds and
so on) and will in time create a job market
for international professionals.
Every city has its strengths and
weaknesses, the sum total of which
determines its quality of life. Many people
agree that Barcelona’s strengths far outweigh
its weaknesses to a greater degree than is
the case with most cities. This explains why
Barcelona consistently tops many of the
European cities rankings for quality of life.
Top Tips for
renting out your home
ARLA Propertymark offers advice and top tips for renting out your property
Letting out your property for the first time can be a daunting task and
there are many important factors to consider before putting it on the
market. From practical advice to legal responsibilities, here are a few
top tips to get you started.
David Cox, ARLA Propertymark
Chief Executive, said: “Whether
you’re a first-time landlord or have
let properties before, there are some
things every landlord should know.
Regulations change often which
means that not checking the rules,
can result in a landlord unwittingly
breaking the law. We’ve put together
these tips to ensure you understand
your obligations and responsibilities
as a landlord, and how to protect
your property, keep your tenants happy and deal appropriately with any
issues as they arise.”
Preparing your property
As a first step, you should undertake any maintenance which needs to
be done. Your property will be more attractive to prospective tenants if it’s
had a fresh lick of paint, all repairs are done and if necessary, new flooring
has been installed. Next, you should decide whether to let the property
furnished or unfurnished. If possible offer both options, so that the agent
can market it to a wider audience.
Do your homework
First thing’s first, get to know your market. Research similar properties
in the local area and find out how much they are being let for per month.
If your rent is set too high, or too low, prospective tenants will steer
clear. Think about your target demographic and consider for whom your
property would be suitable; for example, young families, students or single
professionals. Your agent will be able to advise on this. Once you’ve done
your homework, set a competitive price and aim to keep it filled at all times
to minimise rental voids.
Know your responsibilities
By renting your home, you’ll go from being a home-owner and occupier
to a landlord, and with your new status, comes great responsibility. In the
first instance, check that your mortgage allows you to let out your property,
as some agreements include caveats to prevent homes from being rented.
If you are unsure, speak to your mortgage lender and they will be able to
advise you accordingly.
Being a landlord is a 24/7
job, so you should be prepared
to receive calls from your tenant
at any time during the day or
night, as some issues will need
immediate attention such as
if there is a gas leak or broken
boiler. You will be accountable
for all repairs and maintenance
and taking care of refurbishment of the interior and exterior of the property
when required, unless you agree for your letting agent to manage the
property – in which case they will deal with all minor issues.
Insurance
Your existing buildings and contents insurer must be made aware of
your intention to let your property, as it’s likely that your policy will need
to be amended. While specific landlord insurance isn’t a legal requirement,
it is advisable as the policy will protect the building, your tenants and your
investment as a whole - some policies will also pay out if your tenant misses
their rent payments.
Vet prospective tenants
You may wish to meet potential tenants before agreeing to let them your
property, or you may prefer to leave it to your letting agent, if you use one.
If you do choose to use an agent, they will perform reference and credit
checks on potentials tenants to ensure everything is reliable. Otherwise, you
will need to do this yourself.
Legal requirements
When it comes to being a
landlord, there are more regulations
to comply with than you can shake
a stick at. To put it into perspective,
there are currently around 150 laws
that landlords need to adhere to
while letting a property.
At the start of a tenancy
agreement, landlords must carry
out right to rent checks in line with immigration laws, protect deposits and
have all the essential paperwork in place.
Whilst not a legal requirement, it is certainly a very good idea to have a
written tenancy agreement so that both you and your tenant understands
their rights and responsibilities.
The safety of your tenants is very important, so you must undertake a
Gas Safety check every year. It’s also a good idea to make sure all electrical
appliances and wiring are tested regularly too. Finally, it goes without
saying that your rental property should be fitted with smoke alarms on
every floor and carbon monoxide protectors where necessary.
By law, you will need an EPC (energy performance certificate) for your
rental property, and from 1st April this year, it will need to be EPC grade
E which your letting agent can help you to organise. You won’t be able
to market the property without one, so get it sorted as soon as possible -
they’re valid for 10 years.
Choosing the right agent
If you want to make the process pain-free, use an agent to manage your
property and guide you on everything you need to know. A good agent
will take away the stress of finding suitable tenants and also ensure your
property complies with any regulatory changes. Propertymark Protected
letting agents are experienced and trained professionals who work to a code
of practice in order to help landlords manage their homes.

Well-detailed design
from Ann Stevens
After 20 years living with their characteristically cluttered,
country-style kitchen its owners decided they were ready for a
chic, sleek, clear-surfaced look with integrated practicality!
Before
After
So, they called in award-winning kitchen designer Ann Stevens, from Monmouth-based
Woodbrook Designs, to help realise their vision, confident that she would be able to meet
their exacting standards.
The kitchen transformation included installing underfloor heating, re-purposing the old,
stripped wooden kitchen units in the adjacent utility room and creating bespoke cupboards to act
as a divide between the kitchen and dining/living area which are on different levels. Ann provided
invaluable design expertise and supplier contacts, including the electrician and carpenter.
It’s not just the look and feel of the new kitchen which impresses;
it’s also its practicality. Discovering that the owners are keen cooks, Ann
helped them design everything to make food preparation easy. Whilst
they still have a fridge freezer in the utility room, they can now keep
often-used items in a swish integrated fridge with pull-out drawers.
Alongside the inset hob there’s a strategically-placed pull-out herb
drawer; there’s a pair of matching ovens directly behind the hob and
ample storage drawers and cupboards include a large larder cupboard
with pull-out shelves.
The couple had a clear idea of what they
wanted. They’d had a ‘cottagey’ kitchen and
were ready for a more contemporary look. They
also wanted a colour scheme that would match
in with the blue and green décor in the adjacent
dining room. Advised by Ann, they opted for
modern, Shaker-style ‘Boston’ doors, painted
in subtle, contrasting colours – Matt Cashmere
and Fjord Blue, completed with coral gold
granite worktops.
The result is stunning, with a lovely
symmetry of design and a new layout, which
involved moving the sink and cooker to a
beautiful central island. As challenges arose,
Ann was ready with creative solutions. For
example, the ceiling height prevented the use of
an extractor fan over the central island, so she
suggested one that’s inset into the worktop and
can be raised when needed and lowered when
not in use.
Four ways to add value to your
property using glass
For most of us, the value of our home represents our
most important financial asset. Whether you’re looking to pop
your property on the market or are making investments for the future,
carrying out work on your home is usually a shrewd economic move.
Beyond a lick of paint and a new kitchen,
home-owners need to employ a touch of
imagination in order to get the most from
their property. One smart way to get the
thinky-ball rolling is to consider what you
can do with glass around the home. Let’s
explore a number of ways in which glass can
add value to your property.
Build a conservatory
Conservatories offer a superb opportunity
to extend your home, but they are also
charming spaces in their own right. In the
summer months, conservatories provide a
pleasant dining or seating area throughout
the day. When the winter comes around,
they help to maximise the natural light that
finds its way into the rest of your home.
Done properly, a conservatory can serve as
a half-way house between indoors and out.
In addition to adding a comfortable room
to your property, building a conservatory
will help bring your garden alive and will
maximise the enjoyment you get from your
outside space, allowing you to enjoy it all
year round.
Improve kerb appeal
Windows can have a significant impact on
the aesthetics of a home. When it comes to
improving kerb appeal for potential buyers,
there are few easier ways to transform a
property than to fit high quality windows.
Old or cheap windows immediately make
a house appear drab. A new set of windows
can uplift a property and give a feeling of
quality.
Just as important as the quality of your
new windows is the style. To maximise the
value you add to your property, it’s essential
that you match the style to the existing
architectural feel.
Fit efficient windows
With rising energy prices and growing
concern for the environment, energy
efficiency has never been as important to
home-owners as it is today. When looking
for ways to slash consumption at home,
windows should be top of the list.
Fitting good quality, modern windows will
dramatically reduce the amount of energy
required to keep your home warm through
the winter months. Not only will this see
bills reduced, it will also lessen your carbon
footprint.
Crucially, an efficient property will be more
saleable and is sure to attract a higher price.
Open it up
The primary purpose of glass in the home is
to allow light in. No matter the time of year,
the more light, the better. One simple way to
increase the amount of light your windows
give is to opt for a different style of pane.
If you’re serious about increasing the flow
of natural light into your home, consider
knocking out walls to fit glass double doors
through to your outside area.
When it comes to home improvement, there
are very few jobs which won’t add value to a
property. Of course, most of us are working
on a budget and have to pick and choose the
jobs we do.
Working with glass represents a big
opportunity to transform the feel of your
home without spending a fortune.
