IRS TAX DEADLINE
People have until Tuesday, April 17, 2018, to file their 2017 returns and pay any taxes due.
The filing tax deadline is later this year due to several factors. The usual April 15 th deadline
falls on Sunday this year, which would normally give taxpayers until at least the following
Monday. However, Emancipation Day, a Washington, D.C., holiday, is observed on Monday,
April 16 th , giving taxpayers nationwide an additional day to file. By law, Washington holidays
impact tax deadlines for everyone in the same way federal holidays do. Taxpayers requesting
an extension will have until Monday, Oct. 15, 2018, to file.
The IRS expects more than 70 percent of taxpayers to get tax refunds this year. Last year,
nearly 112 million refunds were issued, with an average refund of $2,895.
FREQUENTLY ASKED QUESTIONS
People who are homeowners in the Association
will have a different perspective on issues
in the association community because they
are directly impacted by them. This is especially
true when it comes to decisions relating
to monetary and violation issues. Below are
some of the frequently asked questions.
What is HOA and who are HOA members?
A Homeowners Association (HOA) is organized
as a nonprofit corporation and everyone that
owns property inside of a subdivision with an
HOA is an HOA member.
What is the Board of Directors?
A Board of Directors is a requirement for an HOA
to function properly. The Board is elected from
and by the homeowners of the community at
the annual meeting. These elected volunteers
are responsible for all operations of the association
and ensure the community governing
documents are followed and enforced.
How does Board member make decisions?
The Board member makes decisions by following
the laws, Declaration, Articles and By Laws
of the association. An HOA Board member is
entitled to rely on the advice of other officers,
professional people or HOA committees.
What are duties of the Board member?
Board members must carefully review and understand
all the HOA’s governing documents,
such as the bylaws, articles of incorporation,
covenants, conditions, restrictions (CC&Rs)
and day-to-day operating rules.
The Board members are responsible for the
affairs of the association, preparing the annual
budget, providing for maintenance of
common areas, hiring personnel necessary for
upkeep of the association and common areas,
enforcing rules, keeping books, obtaining
insurance, collecting assessments, adopting
rules. HOA Board members act fairly, in good
faith, in the interest of and for the benefit of
the HOA.
What is the benefit of being
the Board member?
The Board members are volunteers and the
greatest reward Board members most of the
time is the satisfaction of a job well done when
the community prospers.
What are deed restrictions?
Deed restrictions are rules and regulations
that govern one or more lots or parcels of land
within an HOA governed subdivision. They are
imposed by the land developer prior to creating
the HOA. Deed restrictions are contained in
a document that is recorded with the county
register of deeds records where the property is
located. Deed restrictions are permanent and
they bind all current and future owners of the
lots. Deed restrictions are created to protect
property owners and property values.
Where can deed restrictions be found?
Each homeowner will get deed restrictions
from their title company when they buy a
home. Lakemont deed restrictions can be
found on Lakemont Community website at
www.lakemontcommunity.com.
What is the annual assessment?
The Annual Assessment is the dollar amount
that an HOA will collect from each home that
is part of the HOA. The amount is designated
to pay for annual operations and maintenance,
which typically includes items such as
landscaping, lake maintenance, pool maintenance,
insurance, streetlights and water.
The annual assessment is due on January 1 st
of each year and it becomes delinquent on
February 1 st .
How is annual assessment calculated?
At the end of each year, the Board will prepare
the budget for the following year. An
HOA operating budget is a projection of the
funds needed by the association to cover its
operating expenses and provide adequate
reserves for repair. Once the projected amount
is determent it is equally divided between
homeowners.
Why are upkeeping and maintenance
of commune area important?
The value of a home is directly affected by the
quality of common areas, maintenance of the
amenities, the enforcement of the rules and
regulations, the adequacy of reserve funds
and the community spirit.
STAY SAFE!
Although we enjoy a very safe neighborhood,
outsiders may occasionally come
through looking for trouble. Please be
aware of your surroundings. Always carry
your cell phone. If something looks strange
or makes your feel uncomfortable, please
call or text a family member or neighbor
and let them know something isn’t right. If
you see an unfamiliar car parked in front of
a house or cruising the streets, don’t ignore
it. Call the non-emergency number or the
roving police at 832-719-1047. The number
for the Ft. Bend Sheriff can be reached at
281-341-4665. It is always better to be safe
than sorry. Our police are here to keep our
community safe and they need our help to
notify them when something is wrong.
SPEED LIMIT - PLEASE SLOW DOWN!
Speed limit signs are posted throughout the
community and should be obeyed at all times.
We regularly have many children and families
out on our streets enjoying the good weather.
Please be alert for pets, children, walkers,
joggers and bicycles on our streets. Be sure to
come to a full stop and look both ways before
proceeding through intersections. Joggers
and small children can move extremely fast
and can be in front of you with no warning.
LAKEMONT SCHOOLS
Lakemont is in the Lamar CISD. Our children
attend McNeill Elementary, Briscoe Junior
High and Foster Senior High School. The
website for Lamar CISD is www.lcisd.org. The
website is easy to follow and lists all pertinent
information you will need for your children.
Mulch - If possible, buy Bagged Mulch. Bagging
helps eliminate a great many pests that die
from various causes while in the bag. When you
buy 'loose' mulch that is trucked to your home,
you are also buying ants, roaches, termites,
etc… Spend a little more on bagged material
and save lots of future pest problems. Keep
your mulch at least 4" - 6" below the top of your
homes exposed foundation edge/side. This will
aid in minimizing pests in your home and allow
for quick and accurate termite inspections.
Shrubs, Flowers and groundcovers - Trim
all shrubs/plants at least 12" - 18" back from
your home. Do your best to create a plant free
zone that is 18" - 24" wide around your home.
The exception is your lawn - it can grow up next
to the slab as long as you keep it 4" - 6" below
the top of the slab. The most conducive to
termite infestation are groundcover plantings,
growing high against your homes exterior or
(especially) ivy that grows on your walls.
Trees - Spray your trees at least twice annually.
The spring spray eliminates overwintering
pests and fungi while preparing trees to resist
the pest onslaught of summer with residual
pesticides. The fall spray also kills pests from
the summer, prevents most fungi from occurring
over the winter and puts your valuable
asset off to a healthy winter's dormancy.
Lawn - Spring is the perfect time to do a fungicide
treatment to stop brown patch in its
tracks along with other fungi. If your lawn is
thin and weak in some areas, here are some
important fundamentals: a) lawn aeration b)
fertilization c) weed control.
Most important is proper watering:
• Water once per week (unless you get
a 1/2" rain or more - then do not water.)
• Water heavily (1" - 2") for total lawn coverage.
• In severe drought, water every 5th day.
• Water from 5 AM to 7 AM in the morning -
NOT AT NIGHT.
• A heavy deep weekly watering makes the
turf grow deeper, stronger and more drought
resistant roots.
• Less watering also saves you money!!
8 April 2018 | Lakemont Community Newsletter

PETS
We love our pets at Lakemont, but please be sure to keep them leashed.
Some dogs are nervous or skittish when approached by other dogs. Children
are often frightened of dogs that are not leashed. Even if you have the
friendliest dog in Lakemont, please keep them on a leash when you’re out
in common areas.
Please be sure to clean up after your dogs. Excrement is unsightly and a
health hazard.
Dogs should have shelter and plenty of water when they are outside. Never leave
your pet in a car. It takes only a few minutes for a pet to die from heat stroke.
Always remember, if it’s too hot for you, it’s definitely too hot for your pets.
ANIMAL / PET CONTROL
Please respect your neighbor’s yard and their personal space.
Remember, that pets must be confined to a fenced backyard or within
the house and must not allowed to bark all night long or cause a
nuisance to neighbors. They must be on a leash at all times when
away from this contained environment. It is also the pet owner’s
responsibility, when walking their pet within the subdivision, to keep
ALL areas free of pet debris. Please remember that cats must also
be confined. Animal control can be reached by calling 281-342-1512
and will pick up strays and/or unconfined pets.
KEEP LAKEMONT BEAUTIFUL
Our residents take pride in keeping our neighborhoods beautiful. Please
do your part by cutting your grass every week during the summer. Trees
that are close to sidewalks should be trimmed approximately 8 feet
from the ground so that people walking down the sidewalks will not be
impeded by the branches. Likewise, trees with branches extending over
the streets should be trimmed so that cars and trucks are not damaged.
Gardens and flowerbeds should be kept free of weeds. Trash that has
RANDLE NAMES TO P-TECH ADVISORY COUNCIL
Texas House Speaker Joe Straus has appointed Lamar CISD Superintendent
Dr. Thomas Randle to the P-TECH Advisory Council. The representatives
of education and industry who serve on the Advisory Council
will make recommendations to the Commissioner of Education for the
Pathways in Technology Early College High Schools (P-TECH) program.
Under the program, which the Legislature created last year, public school
districts and open-enrollment charter schools will be able to apply for the
P-TECH designation. P-TECH high schools will offer an open-enrollment
program that gives students the opportunity to combine high school and
post-secondary courses, as well as internships, apprenticeships or other
job training programs. Within six years, students in a P-TECH school will be
able to earn a high school diploma, an associate degree or other certificate
or industry certification. The students will also complete job training.
“P-TECH Early College High Schools will provide students with the education
and hands-on training they need to succeed in education and beyond,”
Speaker Straus said. “This initiative will also help strengthen the Texas
workforce, making our state even more attractive to prospective employers.
Our appointees to the Advisory Council have a lot of expertise to share and
I’m grateful that they have stepped forward to serve.”
The Advisory Council will make recommendations to the Commissioner
of Education on the establishment and administration of the P-TECH
program, as well as develop specific criteria for a campus to receive the
P-TECH designation.
The Advisory Council is composed of members appointed by the Governor,
Lieutenant Governor and Speaker of the House.
Nearly all children with
5p-Syndrome have poor muscle
tone when they are young.
Other characteristics may
include feeding difficulties,
delays in walking, hyperactivity,
scoliosis and significant developmental
delays. A small number of children are born
with serious organ defects and other life
threatening medical conditions, although
most individuals with 5p- can anticipate a
normal life expectancy. With early and consistent
educational intervention, as well as
physical and language therapy, children with
5p-Syndrome are capable of reaching their
fullest potential and can lead full and meaningful
lives. Children born with this very rare
genetic defect will most likely require ongoing
support for life, from a team of parents, therapists,
medical and educational professionals
to help the child achieve his or her maximum
potential.
KATY RESIDENT RAISES MONEY TO HELP SCHOOLS,
CLUBS AND ORGANIZATIONS
For four years, Katy resident Dorothy Sanchez has worked to raise money in the
hopes of helping local schools, clubs and organizations thrive. This year not only
marked Sanchez’s fifteenth Scentsy fundraiser but her most successful one yet. In
December, Sanchez presented Kelsey Peltier a check for $2,050.49 to go toward
the Theatre Department at Poly Ryon Middle School. Peltier, the school’s theatre
teacher incorporated the Scentsy fundraiser into an assignment for her theatre
students who were able to raise the money in just two weeks.
Mrs. Sanchez is a Scentsy Director who believes in one of Scentsy’s values, “Give
More Than You Take.” She donates part of her commissions to build up the community.
In her four years of holding fundraisers, she has been able to donate more
than $50,000.
