have to prioritise insulation and<br />
high quality carpets.”<br />

RECOMMENDATIONS in a new<br />
report on anti-social behaviour at<br />
the Riccarton bus lounge may have<br />
come too late.<br />
That’s because bad behaviour<br />
in and around the lounge has<br />
decreased.<br />
The city council’s crime<br />
prevention through environmental<br />
design report, commissioned<br />
in September last year, will be<br />
discussed today by the Halswell-<br />
Hornby-Riccarton Community<br />
Board.<br />
It makes 11 recommendations to<br />
improve the safety of people using<br />
the lounge and surrounding area.<br />
Community board deputy<br />
chairwoman Helen Broughton is<br />
aware youth issues have decreased<br />
but says it’s about making the area<br />
safer “regardless.”<br />
The lounge, on the corner of<br />
Riccarton Rd and Division St, has<br />
been plagued by youth issues since<br />
it opened in December 2015.<br />

FREEDOM CAMPERS are not an overly<br />
popular breed – unless of course you have<br />
a business which they spend in.<br />
On page 3 today, we report on concerns<br />
Burnside residents have with freedom<br />
campers parking up outside the Waimairi<br />
Cemetery. We all know what freedom campers can get up to<br />
and leave but that’s not all of them.<br />
The city council has investigated those parking up on Grahams<br />
Rd and they haven’t breached any bylaws, so they can<br />
stay. But, I can see why people would be upset with freedom<br />
campers outside the cemetery. It just doesn’t seem to be the<br />
right place for them.<br />
Hopefully city council staff have told them that and they<br />
move on.<br />

But the city council has<br />

Camping Bylaw 2015, so it will<br />
not be following up.<br />

“Over the last<br />
fortnight, I have had numerous<br />
complaints from local residents<br />
concerned about the possible<br />
freedom camping occurring<br />
outside the cemetery on<br />
Grahams Rd,” he said.<br />
City council head of<br />
regulatory compliance Tracey<br />
Weston said it has received three<br />
complaints in relation to this<br />
site.<br />
In the event that a breach<br />
of the bylaw has taken place,<br />
city council officers have<br />
the authority to issue an<br />
infringement notice to the value<br />
of $200 to the owner or occupier<br />
of the vehicle, she said.<br />
But Ms Weston said that<br />
would not be happening.<br />
“Our investigations have<br />
concluded that there has been no<br />
breach of the Freedom Camping<br />
Bylaw,” Ms Weston said.<br />
However, Mr MacDonald<br />
said he would not be letting the<br />
issue go. He said it’s of “national<br />
significance.”<br />
“I’ll keep pestering the city<br />
council until it acts and they’re<br />
gone,” he said.<br />
Mr MacDonald said the<br />
campers are there most nights<br />
and leave again in the morning,<br />
which is unsettling for residents<br />
who are worried about local<br />
amenities not being respected.<br />

“It’s incredibly important<br />
we protect local amenities for<br />
ratepayers and continue to<br />
value and show respect for the<br />
significance of this cemetery in<br />
our local community,” he said.<br />
He said there had also been<br />
signs of littering. The cemetery<br />
was opened in 1909 and has<br />
nearly reached capacity.<br />

Comedian enlisted to<br />
teach students<br />
how to be ‘good men’<br />

CHRISTCHURCH Boys’ High<br />
School has enlisted the help of<br />
a former student and comedian<br />
to start discussions about<br />
the importance of being<br />
“good men.”<br />
It comes after<br />
two students were<br />
suspended recently.<br />
One allegedly took<br />
a photo up a female<br />
teacher’s skirt and<br />
shared it with his<br />
friends.<br />
While another<br />
allegedly took a video<br />
of a teacher in the<br />
Chris Parker<br />
classroom and uploaded it to a<br />
porn website.<br />
The matter is with police.<br />
Old boy and comedian Chris<br />
Parker will be speaking to the<br />
students, headmaster Nic Hill<br />
said.<br />
Parker recently performed his<br />
show Camp Binch in Dunedin.<br />
It explores the country’s<br />
“narrow view of masculinity.”<br />
He had a “major dose” of<br />
traditional masculinity while<br />
attending CBHS, Parker told the<br />
Otago Daily Times.<br />
“In the first assembly they<br />
said `this is the top school for<br />
rugby in the world’. I remember<br />
thinking this is going to be the<br />
longest five years of my entire<br />
life,” he said.<br />
Mr Hill said the school was<br />
“very keen” to hear from<br />
other men and women who<br />
are willing to help with<br />
messages about “respect<br />
and care” for others.<br />
“Good men care about<br />
others, have respect<br />
for others and have the<br />
strength to stand up for<br />
their values.”<br />
Mr Hill said most of the<br />
“inappropriate incidents” with<br />
cell phones occur in the junior<br />
school.<br />
But he said in the “increasingly<br />
technological and connected<br />
world” an active approach needs<br />
to be taken to managing the<br />
issues.<br />
“We must be clear on our<br />
values, clear on the importance<br />
of learning and be willing to act<br />
when necessary. Passive teaching<br />
and parenting can in fact create<br />
the risks our boys face.”<br />
CBHS reveals rebuild plans<br />

PLANS FOR new classroom<br />
blocks, science labs and a library<br />
have been revealed as part of the<br />
$32 million Christchurch Boys’<br />
High School rebuild.<br />
Preliminary designs have been<br />
given the green light by the Ministry<br />
of Education for the new<br />
Caddick and Caldwell classroom<br />
buildings. Construction is due<br />
to start at the end of the year.<br />
Headmaster Nic Hill said the<br />
school was “very excited” about<br />
the new designs.<br />
The designs feature 30 new<br />
classrooms, including 12 science<br />
labs. The school’s new library is<br />
being built on the ground floor<br />
of the Caddick building.<br />
“The plans do link to our key<br />
design principles, including<br />
maximising and emphasising<br />
the relationship between teacher<br />
and student,” Mr Hill said.<br />
The new blocks will be built<br />
near the Kahu Rd entrance to<br />
the school and include an internal<br />
courtyard, as well as access<br />
from the Deans’ building by a<br />
bridge over the Avon River.<br />
“Developed and detailed<br />
design will be finished by the<br />
end the year, which is also when<br />
construction will begin,” Mr<br />

IN MY last column we were in<br />
anticipation of the return en<br />
masse of Canterbury University<br />
students, and wondering how<br />
early term behaviour might be.<br />
Overall my experience was<br />
that orientation this year was<br />
toned down somewhat, with<br />
fewer events and not as many<br />
evening functions. So well done<br />
to new student leader Josh Proctor.<br />
It is a real shame that once<br />
again the student image was<br />
badly tarnished by a minority of<br />
miscreants who let the university<br />
down in appalling fashion with<br />
a few off-campus incidents. On<br />
February 24, the students had<br />
organised a fun event on the<br />
Ilam fields early in the afternoon.<br />
By the time the event had<br />
started a sizeable crowd had well<br />
and truly “pre-loaded” at an<br />
am party just off campus. They<br />
blocked the street, intimidated<br />
motorists looking to pass and<br />
frightened established residents,<br />
as well as trashing property and<br />
strewing glass and rubbish near<br />
and far.<br />
Later that same day, once<br />
again the street was blocked<br />
on Creyke Rd, motorists were<br />
seriously intimidated (bottle<br />
throwing usually does that) as<br />
the aftermath of the orientation<br />
function lit up.<br />
So for the residents’ association,<br />
there are two causes for disappointment.<br />
This minority has<br />
alienated a good section of our<br />
community and this on the heels<br />
of the university working so<br />
hard to build bridges with us.<br />
Second was the lack of response<br />
by the police. They were<br />
aware that these events were<br />
occurring and, just as at a big<br />
rugby or cricket match where<br />
alcohol inevitably influences behaviour,<br />
their deterrent presence<br />
should have been expected.<br />
And as for parking, the city<br />
council has distributed around<br />
the areas closest to the university<br />
its proposed amended parking<br />
plan. The association has met<br />
and gained consensus on its<br />
stance going forward.<br />

Hornby to get residents’ association<br />

AN “UNUSABLE” skatepark<br />
and flooding problems.<br />
These are just two issues<br />
which are leading to the formation<br />
of a residents’ association in<br />
Hornby.<br />
A key person behind the<br />
new group is Save Denton Park<br />
group treasurer Ross Houliston,<br />
who said some members of that<br />
group felt the need for an association<br />
following “the fun and<br />
games” with the park.<br />
“We thought: ‘Hey there’s a<br />
need for us to have this, noone’s<br />
learning anything until its<br />
too late’,” he said.<br />
In spite of concerns from local<br />
sports clubs, Denton Park was<br />
chosen as the location for the<br />
$35.7 million Hornby Library,<br />
Customer Services and Leisure<br />
Centre.<br />
Mr Houliston said about 60<br />
people attended a recent meeting<br />
about forming a residents<br />
association.<br />
He said the group is still being<br />
established and does not have a<br />
chairperson yet.<br />
Mr Houliston said the group<br />
will look at issues such as the<br />
reclassification of Denton Park,<br />
roading and traffic problems,<br />
flooding at the corner of Amyes<br />
and Shands Rds, the state of the<br />
skatepark at Wycola Park and<br />

issues.<br />
But ultimately Mr Houliston<br />
wants to have better communication<br />
with the city council.<br />
“At the moment there’s just no<br />
real consultation, at all,” he said.<br />
The association will be unique<br />
– Mr Houliston said although<br />
there have been smaller groups<br />
which represent certain areas in<br />
Hornby, there isn’t one which<br />
covers the whole suburb and<br />
neighbouring ones.<br />

A RESTORED 1954 Ferguson<br />
tractor and a horse buggy from<br />
the 1900s are now on display<br />
at the Yaldhurst Museum of<br />
Transport and Science.<br />

automotive tutor Garry Kilday<br />
said the restorations, which were<br />
undertaken by Christchurch<br />
Men’s Prison inmates, were part<br />
of a course based at the prison.<br />
Mr Kilday contacted the<br />
museum and arranged to restore<br />
the tractor and buggy. He said<br />
prisoners worked on the projects<br />
for seven months and found it<br />
challenging but rewarding.<br />
“You can sort of watch the light<br />
turn on with them and they suddenly<br />
realise that they can do this<br />
sort of stuff,” Mr Kilday said.<br />
He said prisoners will continue<br />
to restore vehicles for the museum.<br />
The tractor is now being<br />
used by museum staff and the<br />
buggy is on display. You can view<br />
the projects at the museum on 26<br />
School Rd, Yaldhurst.<br />
EASTER IS always a special<br />
time for St Peter’s Anglican<br />
Church in Upper Riccarton.<br />
But this year will prove even<br />
more special as it marks two<br />
significant occasions – its 160 th<br />
anniversary and the turning of<br />
the first sod on the site where<br />
the church’s restoration will<br />
begin later in the year.<br />
St Peter’s will celebrate its<br />
birthday and pay homage to<br />
the vital role it has played in the<br />
lives of Cantabrians on Easter<br />

members of the St Peter’s community<br />

St Peter’s is also a Group<br />
I, Category II heritage listed<br />

a site that is a landmark, marking<br />
the western entrance to the<br />
centre of Christchurch.<br />
The church was badly damaged<br />
in the February 22, 2011,<br />
earthquake which has limited<br />
their ability to support the community<br />
as it has done in the<br />
past.<br />
This is why the church is<br />
excited to take the first step in<br />
the physical journey of their restoration<br />
by turning the first sod<br />
on the site in preparation for<br />
works to begin later in the year.<br />

fundraising for the past two<br />
years to allow for a restoration<br />
that has considered their local<br />
community with great care.<br />

large gathering space that will<br />

home ground this season thanks<br />
to renovations by the city<br />
council.<br />
The Panthers will return to<br />
Leslie Park for the start of the<br />
season after major upgrades to<br />
establish a high-quality sports<br />
turf surface and automatic<br />
irrigation system forced them to<br />
play elsewhere last year.<br />
The city council started a<br />
multi-million dollar irrigation<br />
and drainage project on<br />
eight sports grounds around<br />
Christchurch at the beginning of<br />
last year. Many were expected to<br />
be completed before the end of<br />
the winter sports season, but an<br />
extremely wet winter had caused<br />
delays.<br />
Panthers president Brent<br />
Tomlinson estimated that<br />
playing a whole season away<br />
from home had cut the club’s<br />
revenue stream by 66 percent.<br />
“The life blood of any football<br />
club is your home games. It’s<br />
your raffles, bar-takings and the<br />
atmosphere in the clubrooms on<br />
match day,“ he said.<br />
“Not having that made things<br />
really difficult.”<br />
Hornby had moved trainings<br />
and home games to Branston<br />
Park where insufficient floodlighting<br />
often meant that players<br />
had to resort to using their car<br />
headlights to light the ground.<br />
Mr Tomlinson said participation<br />
rates in the lower age group<br />
levels had diminished as a result<br />
of the city council upgrades.<br />
“Usually, Leslie Park would<br />
be packed with kids, so many<br />
you couldn’t fit them on the<br />
field. Sending everyone down to<br />
Branston, where there’s no lights,<br />
severely impacted the numbers<br />
because they couldn’t come<br />
along as late.”<br />
In spite of the challenges, Mr<br />
Tomlinson said all of the club’s<br />
sides from the 14 th grade to the<br />
seniors went on to make the finals.<br />
“We’re really proud of that”.<br />

Christchurch sports grounds had<br />
been deprioritised immediately<br />
after the earthquakes.<br />
However, funding from<br />
the city council’s sports fields<br />

“Then we built one in 1998 and<br />
away I went,” he said.<br />
“From there I have just been<br />
moving up classes. Once you figure<br />
one out, then it is time move<br />
on to something faster.”<br />

Easter is both the most<br />
sombre and joyful time in the<br />
Christian calendar, calling<br />
believers to remember the<br />
crucifixion of Christ and<br />
His resurrection. Its date<br />
changes each year, making<br />
it a ‘moveable feast.’ The<br />
Easter story lies at the heart<br />
of the Christian faith and its<br />
importance is celebrated with<br />
special celebrations. But just<br />
what does it all mean?<br />
The week leading up to<br />
Easter Sunday is Holy Week<br />
which starts with Palm<br />
Sunday, commemorating<br />
Jesus’ arrival into Jerusalem.<br />
It is marked in many churches<br />
by giving palm fronds, or<br />
a local equivalent like flax,<br />
which represents the way He<br />
was welcomed and revered.<br />
Maundy Thursday, or Holy<br />
Thursday, remembers the Last<br />
Supper where the first Holy<br />
Communion was established<br />
and is a fundamental feature<br />
of many Christian services<br />
2,000 years later. The day also<br />
recognises Jesus’ betrayal,<br />
arrest and trial and is marked<br />
in Christian churches by<br />
services of foot-washing and<br />
the stripping of alters.<br />
That is followed by Good<br />
Friday, the date on which<br />
Jesus Christ was executed by<br />
crucifixion and the markings<br />
on the hot cross buns we all<br />
enjoy are representative of<br />
that.<br />
As well as being a public<br />
holiday, it is a solemn<br />
acknowledgment of the<br />
horrific death that ultimately<br />
led to the establishment of<br />
the Christian faith.<br />
Catholics and Anglicans<br />
alike commemorate the<br />
events of Good Friday in<br />
the Stations of the Cross, the<br />
church bells are not rung and<br />
alters remain bare.<br />
Holy Week concludes with<br />
Easter Sunday, the most<br />
significant celebration in<br />
the Christian calendar and a<br />
time to rejoice. It celebrates<br />
Christ’s resurrection and the<br />
triumph of good over evil.<br />

it is the day when arguably<br />
everyone’s favourite part of<br />

weekend - e Wakaroa Pigeon Bay Art<br />
Trail.<br />
While the main exhibition and associated<br />
events take place at the Pigeon Bay Hall (in<br />
Banks Peninsula, a little over an hours drive<br />
from Christchurch), additional artworks<br />
form an Art Trail with interesting pieces<br />
installed and featured en route from the<br />
Summit Road/Pigeon Bay Road bus shelter,<br />
to Knox Church yard, the Pigeon Bay<br />
Boating Club, and Wakaroa Point.<br />
Based on stories shared by the Bay<br />
Community and utilising materials from the<br />
Bay wherever possible, these site-specific<br />
and audience responsive art works seek to<br />
celebrate the life and stories of the Bay.<br />
“e trail was inspired by my mum’s<br />
stories of growing up in Pigeon Bay. She<br />
always spoke of her childhood as a time of<br />
formation, of connection and belonging,”<br />
explained artist and event orgniser, Keren<br />
Oertly. “I was interested to explore these<br />
ideas of identity in relation to place. e<br />
community in the Bay was incredibly<br />
supportive and generous throughout this<br />
process – none of this would be possible<br />
without them.”<br />
Providing the soundscape are two highly<br />
respected Canterbury based acts, e Swan<br />
Sisters (Amiria Grenell & Amy Grace<br />
delivering their delicate blend of folk,<br />
country, dreamy pop) and Americana/Blues<br />
outfit, e Great Depression Blues Band.<br />
Also included on the programme is a<br />
presentation, ‘100 Years of Pigeon Bay with<br />
June Hay’. is special address takes place at<br />
3pm on Easter Sunday at the Knox Church.<br />
