first quarter <strong>of</strong> <strong>2018</strong><br />

& the Ill<strong>in</strong>ois <strong>Black</strong> Chamber<br />

<strong>of</strong> Commerce is <strong>in</strong> full sw<strong>in</strong>g &<br />

maximiz<strong>in</strong>g our relevancy! The<br />

landscape <strong>of</strong> pro-<strong>Black</strong> bus<strong>in</strong>ess<br />

advocacy <strong>in</strong> Ill<strong>in</strong>ois has<br />

grow<strong>in</strong>g &we welcome all <strong>of</strong><br />

the potential agents <strong>of</strong> change<br />

to the play<strong>in</strong>g field. We trust<br />

that discern<strong>in</strong>g pr<strong>of</strong>essionals<br />

recognize the genu<strong>in</strong>e article &<br />

will cont<strong>in</strong>ue to trust us to<br />

strengthen the <strong>Black</strong> bus<strong>in</strong>ess community &<br />

move their agenda’s <strong>in</strong> realtime.<br />

We’re proud to be regarded as the archetype<br />

for state structured chambers & here’s<br />

how we’re go<strong>in</strong>g beyond the rhetoric to move<br />

the pro-<strong>Black</strong> bus<strong>in</strong>ess agenda:<br />

Leadership from our Bank<strong>in</strong>g & F<strong>in</strong>anc<strong>in</strong>g<br />

Industry Group recently hosted a summit<br />

with Executive Directors & leadership from<br />

major bank<strong>in</strong>g <strong>in</strong>stitutions as well as microlenders,<br />

the Federal Reserve & the FDIC to<br />

lay the groundwork for a more enhanced<br />

pathway for <strong>Black</strong> bus<strong>in</strong>esses to access capital.<br />

In that session, we shared & received<br />

some critical data that clearly po<strong>in</strong>ts to “lack<br />

<strong>of</strong> capacity” as the true bane <strong>of</strong> the <strong>Black</strong><br />

bus<strong>in</strong>ess community & <strong>Black</strong> communities <strong>in</strong><br />

general. The vast majority <strong>of</strong> the 145k <strong>Black</strong><br />

bus<strong>in</strong>ess <strong>in</strong> Ill<strong>in</strong>ois don’t have the capacity to<br />

employ more than 1 or 2 employees! Put that<br />

<strong>in</strong>to perspective as pundits celebrate the<br />

“record low unemployment rate” for <strong>Black</strong>s<br />

& may turn <strong>in</strong>to a farewell toast. Unfortunately<br />

& as usual, the numbers are alarm<strong>in</strong>g<br />

but it’s critical that we understand what this<br />

really means for the future <strong>of</strong> <strong>Black</strong> communities.<br />

Advocacy is job #1 for the ILBCC & this<br />

is a big year for Ill<strong>in</strong>ois politics, as the gubernatorial<br />

race heats up culm<strong>in</strong>ates this November.<br />

It’s critical that we understand<br />

where that candidates & our align or <strong>in</strong>tersect.<br />

This year’s annual Lobby Day <strong>in</strong> April<br />

promises to be a prime day for affirm<strong>in</strong>g our<br />

agenda with all <strong>of</strong> our legislative counterparts.<br />

We typically br<strong>in</strong>g a couple hundred<br />

supporters, but this year we plan to br<strong>in</strong>g 300<br />

or more strong, sharp <strong>Black</strong> bus<strong>in</strong>esses &<br />

entrepreneurs along with us to the Capitol <strong>in</strong><br />

Spr<strong>in</strong>gfield. Afterwards, we’ll share <strong>in</strong> great<br />

food & even greater network<strong>in</strong>g at our reception<br />

gala.<br />

Our Bank<strong>in</strong>g & F<strong>in</strong>anc<strong>in</strong>g team is mak<strong>in</strong>g<br />

realtime impact & so are the rest <strong>of</strong> the Industry<br />

Groups. The newly formed Sports &<br />

Enterta<strong>in</strong>ment group, chaired by acclaimed<br />

film, television, and stage actor Harry Lennix<br />

campaign, the “Crystalliz<strong>in</strong>g Our Agenda”<br />

lecture series & our community accountability<br />

programm<strong>in</strong>g help to further adjust the<br />

frame <strong>of</strong> reference and our “Bus<strong>in</strong>ess Afterhours”<br />

<strong>of</strong>fer powerful network<strong>in</strong>g with premier<br />

firms & <strong>in</strong>dividuals with every session<br />

so we look forward gett<strong>in</strong>g you & your bus<strong>in</strong>ess<br />

connected to those opportunities. We<br />

don’t stop there though.<br />

The Chamber’s partnership with the Ill<strong>in</strong>ois<br />

Tollway is stronger than ever with the<br />

newly established Technical Assistance<br />

Program (TAP) kick<strong>in</strong>g <strong>of</strong>f <strong>in</strong> Rockford last<br />

fall & we cont<strong>in</strong>ue to impact <strong>Chicago</strong> &<br />

Waukegan. The purpose <strong>of</strong> the program is to<br />

assist m<strong>in</strong>ority owned road build<strong>in</strong>g companies<br />

and vertical construction contractors <strong>in</strong><br />

becom<strong>in</strong>g Tollway Bid ready. We help them<br />

beg<strong>in</strong> to bid and w<strong>in</strong> Tollway work and successfully<br />

navigate Tollway projects from bid<br />

to completion. If you’re <strong>in</strong> either <strong>of</strong> those<br />

locations, don’t hesitate to utilize our service<br />

& take advantage <strong>of</strong> the opportunities. We<br />

also have great corporate partners, like<br />

Ameren-Cilco, Ill<strong>in</strong>ois American Water &<br />

That’s only the tip <strong>of</strong> the iceberg cutt<strong>in</strong>g<br />

through the surface. As we dive deeper, we<br />

can see that civic leaders are beg<strong>in</strong>n<strong>in</strong>g to<br />

pitch state economic development <strong>of</strong>ficials<br />

on designat<strong>in</strong>g tracts <strong>of</strong> their communities as<br />

Opportunity Zones. A little-noticed section<br />

<strong>in</strong> the $1.5 trillion tax cut that President<br />

Trump signed <strong>in</strong>to law late last month is<br />

draw<strong>in</strong>g attention from venture capitalists,<br />

state government <strong>of</strong>ficials and mayors across<br />

America. The provision, on Page 130 <strong>of</strong> the<br />

tax overhaul, is an attempt to grapple with a<br />

gap<strong>in</strong>g hole <strong>in</strong> the recovery from the Great<br />

Recession and the fact that, <strong>in</strong> huge swaths <strong>of</strong><br />

the country, the economic recovery has yet to<br />

<strong>Chicago</strong> <strong>Street</strong> <strong>Journal</strong><br />

arrive.<br />

The law creates “Opportunity Zones,”<br />

which will use tax <strong>in</strong>centives to draw longterm<br />

<strong>in</strong>vestment to parts <strong>of</strong> America that<br />

cont<strong>in</strong>ue to struggle with high poverty and<br />

sluggish job and bus<strong>in</strong>ess growth. The provision<br />

is the first new substantial federal attempt<br />

to aid those communities <strong>in</strong> more than<br />

a decade. If the zones succeed, they could<br />

help revitalize neighborhoods and towns that<br />

are starved for <strong>in</strong>vestment.<br />

In regard to net neutrality, it’s widely accepted<br />

that the <strong>in</strong>ternet must be free and<br />

open, that all data and traffic must be treated<br />

equally, and that <strong>in</strong>ternet companies shouldn’t<br />

be able to censor or unfairly restrict what<br />

we do onl<strong>in</strong>e. While the FCC’s order changes<br />

how these pr<strong>in</strong>ciples will be enforced, it’s<br />

becom<strong>in</strong>g clear that the <strong>in</strong>ternet will rema<strong>in</strong><br />

free and open and not become the dystopian<br />

Wild West some advocates have claimed.<br />

The ILBCC recognizes that a free and<br />

open <strong>in</strong>ternet is vital for small bus<strong>in</strong>esses,<br />

and is not threatened by the FCC plan to<br />

modernize broadband regulation. At its core,<br />

the FCC action simply restores the same pro<strong>in</strong>vestment,<br />

pro-<strong>in</strong>novation policies that governed<br />

the <strong>in</strong>ternet <strong>in</strong> its early years, when<br />

revolutionary services like eBay, Facebook,<br />

and Google first got <strong>of</strong>f the ground. Critics<br />

On October 4 , 2017, the Ill<strong>in</strong>ois <strong>Black</strong> Chamber <strong>of</strong><br />

Commerce publicly announced the formation <strong>of</strong> a<br />

newly developed Sports and Enterta<strong>in</strong>ment Committee.<br />

The Committee was formulated to create an avenue<br />

by which celebrities and those close to the enterta<strong>in</strong>ment<br />

and sports <strong>in</strong>dustry could help promote the<br />

message <strong>of</strong> the chamber, while simultaneously utiliz<strong>in</strong>g<br />

the chamber’s network to grow their own personal<br />

projects and promote their brands.<br />

The board currently consist <strong>of</strong> Chair Harry Lennix,<br />

actor NBC’s blacklist, co-chair, Chama St. Louis,<br />

public relations specialist, J. Alexander Mart<strong>in</strong>, c<strong>of</strong>ounder<br />

<strong>of</strong> FUBU and creator <strong>of</strong> AFashionM<strong>in</strong>d, the<br />

Voice Competitor, Tony-Boyd Cannon and s<strong>in</strong>ger,<br />

Acot Bryce Wilson have both been <strong>in</strong>vited to be apart <strong>of</strong> this committee.<br />
