That was the timeline presented in a report to the Chesterfield Valley Transportation Development District’s [TDD] board of directors at its April 2 quarterly meeting. The 12-acre site for the facility already has received the required rezoning and the site plan and initial building elevations were submitted to the city last month. A traffic study now is underway and building design will begin next month, according to the CHA report. Assuming site plan approval comes by Aug. 1 and building permits are issued by Oct. 1, CHA will close on the land, now under contract, this fall with a groundbreaking to be held soon thereafter. The complex will include two NHLsized ice rinks and expansion capability for a third. The competition rink will include permanent seating for 1,000 spectators and standing room for an additional 600. The practice rink will have portable seating for about 300. Locker rooms, team meeting rooms and other facilities needed to support figure skating and hockey, youth organizations and other programming purposes also are planned in the 78,000-square-foot complex, along with a restaurant, bar and concession services. Total estimated cost is $22.65 million, although CHA officials are evaluating various engineering options to reduce the price tag if possible. Funding for the complex will come from charitable contributions, bank financing and $7 million from the TDD for public infrastructure improvements associated with the project. The TDD originally was created in 2005 to fund infrastructure projects related to development activities in Chesterfield Valley. The district has sold bonds to pay for the improvements, retiring the incurred debt with a 3/8-cent sales tax on retail sales at businesses in the district. Qualified voters in subdivisions adjoining the district and those living within its boundaries originally approved the sales tax. Last year, voters also passed a ballot proposal extending the levy to pay for the infrastructure work for the new complex. As of its report to the TDD board, the CHA had raised $3.487 million of its targeted charitable contributions of $5.65 million. CHA also is negotiating a base bank loan of $8.5 million, with an additional $1.5 million supplemental loan to close the fundraising gap if needed to start construction. The base loan commitment and the TDD financing are contingent on hitting the charitable contributions target, according to CHA. Tom Kaiman, a leader in the CHA Sportscomplex campaign, said the association’s strategy has been to initiate the fundraising process, secure some early major commitments and then turn to the TDD and bank lending efforts. Mark Kraus, who heads the CHA, added the association is working hard on gathering donations and that the fundraising efforts will continue beyond meeting the minimum requirement. In a related development, CHA said it has signed a letter of intent for the Chesterfield Sportscomplex to be the home of the new Maryville University men’s and women’s American Collegiate Hockey Association programs. Lease details now are being negotiated.

[CVI], to transfer land to the city for the extension of the Riparian Trail. While legal details related to the agreement remain, the OK was a major step in making the trail extension a reality and an action needed to move ahead on two related fronts the council earlier had approved subject to the accord with CVI. After discussion of annual maintenance costs and other possible expenditures the city will incur with the property transfer and trail extension, the council voted 8-0 to approve the measure. At an earlier meeting, the council had approved an agreement with the Missouri Highways and Transportation Commission under which the city will receive up to $998,175 in Transportation Alternative Program [TAP] grant funding for the trail project. Making that agreement final hinged on completing the CVI land contribution document. A contract with George Butler Associates for engineering services for the trail extension also had received earlier council approval, contingent on the CVI agreement being completed. The design and construction supervision services are not to exceed $284,200. The current Riparian Trail runs through the woods close to Chesterfield Creek near Central Park. The extension will carry the trail another nine-tenths of a mile from August Hill Drive to Old Chesterfield Road where it will link with the existing Monarch Chesterfield Levee Trail. That link means the remainder of the $1.54 million total cost not covered by the TAP grant [$541,825] will be paid by the Chesterfield Valley Transportation Development District. An agreement with CVI some eight years ago enabled the city to build the initial Riparian Trail segment, as well as the Lydia Hill-August Hill connection, on land the corporation donated. In return, CVI received “credits” for open space, tree canopy and other requirements related to future developments on Chesterfield Village property. A similar arrangement is part of the new agreement, which also includes conveying to the city “The Awakening” sculpture and the Chesterfield Ridge Center Drive bridge. A title search on the land involved and an evaluation of the bridge’s condition still remain but neither is expected to raise issues that will kill the deal. If problems do arise, there’s a time window for considering them and determining if an agreement still can be reached. Its website describes an incident in which a person suffered cardiac arrest at a location within steps of where someone skilled in CPR happened to be having lunch. The latter individual wasn’t aware of the emergency until an EMS crew arrived. Richard Price, who was the fire chief in California’s San Ramon Valley, has said the incident actually occurred and that he was the person nearby having lunch. He not only was certified in CPR but also had a defibrillator in his car. That 2010 event led him to think about how technology could be used to bring help more quickly to those in need. He subsequently became president of the PulsePoint Foundation. When the program is implemented, Krause believes there will be an increase in demand for CPR training, especially the chest-compression-only method, which has proven its effectiveness and can be learned quickly. Krause emphasized that PulsePoint alerts go out only when someone is stricken in a public location. “We don’t want anyone to think strangers might show up at their door when the medical emergency occurs at a private residence,” he said.
