Global Strategy of the SEAP<br />
The recent signing of the CoM is a clear demonstration of the<br />
involvement of the Assemblée Populaire Communale (APC) in<br />
the <strong>CES</strong>-<strong>MED</strong> project to develop a SEAP. The elected representatives<br />
of Boumerdès see the SEAP as a potential way to develop<br />
the municipality. By devising this action plan, the municipality<br />
has decided to work towards three main objectives:<br />
• Promoting a low energy consumption housing programs:<br />
there are many construction projects in the area that include<br />
participative, social or promotional housing. They do not,<br />
however, respect any of the environmental or energy standards<br />
currently in force;<br />
• Integrating the limitations imposed by commuting (vicinity<br />
of Algiers): the touristic nature of the city must be a key element<br />
in developing the SEAP;<br />
• Working to raise citizen awareness: a pilot project of separated<br />
recycling (as part of the Ecojem mechanism) in a<br />
Boumerdès neighbourhood was cancelled following protests<br />
by the inhabitants. It is therefore vital to support the city and<br />
develop good practices for raising awareness so that this<br />
scenario doesn’t happen again.<br />
The Action Plan proposed focuses on the following areas:<br />
1 The assets and public services directly controlled by the Local<br />
Government Popular Assembly (APC)<br />
2 All of the activities across the municipal area, including all actors,<br />
to strengthen their commitment to reduce energy consumption<br />
and to increase the local production of renewable<br />
energy.<br />
Overall results of the Baseline Emissions<br />
Inventory (BEI)<br />
• Consuming Sectors: The housing sector represents more<br />
than half of the energy consumption in the municipality<br />
(51%), followed by transport, the tertiary sector and industry.<br />
• Emitting Sectors: Housing (39%), transport (17%), the tertiary<br />
sector (16%) and waste (13%) are the sectors that produce<br />
the most GHG emissions, and as a result should be the<br />
focus of any action.<br />
• Municipal assets’ emissions: Public lighting is responsible<br />
for more than 65% of the emissions coming from municipal<br />
assets. As a result, the APC will develop actions focused in<br />
this area to become a model for the reduction of GHG emissions.<br />
Actions and results<br />
• While the effect of many “standalone” measures is difficult to<br />
assess, by implementing a full set of actions, we should be<br />
able to reach the 2020 target of reducing GHG emissions by<br />
20.3% compared to the forecast data.<br />
• Total emissions avoided, without taking into consideration<br />
any secondary effects (only the actions that are found in<br />
the action plan), correspond to 20,274 t CO2 eq/year.<br />
SEAP Priority projects and costs in Euro<br />
Today, the municipality of Boumerdès hopes to make the fight<br />
against climate change one of its key priorities. The APC aims<br />
to create and implement new models for energy consumption<br />
and production. The municipality’s targets could be reached by<br />
working on the following four strategic levers:<br />
• Strengthening and promoting energy efficiency across the<br />
municipality;<br />
• Increasing the share of energy produced through renewable<br />
resources in the municipality;<br />
• Promoting sustainable construction and building projects<br />
across the municipal area;<br />
• Involving all of the stakeholders in the territory in promoting<br />
energy efficiency and renewable energy solutions.<br />
