Intelligent Number Plate Recognition distinguishes<br />

between genuine car park users and those who<br />

park their vehicles without visiting the sites facilities.<br />

<strong>iNPR</strong> technology classifi es a ‘genuine user’ as a driver who exits a vehicle and enters<br />

the car parks’ intended sites facilities, as outlined on the published terms and conditions<br />

of parking within the signage on site, not just the vehicle as with legacy ANPR,<br />

ensuring car parks are always being used by genuine users.<br />

Once a vehicle enters a car park its movements are monitored with <strong>iNPR</strong> cameras. It records where the<br />

vehicle is parked and then tracks where the users exiting the vehicle go. Fundamentally this is making car<br />

park management much more intuitive, enabling the site to be utilised by the correct users at all times.<br />

<strong>iNPR</strong> monitors where the users go once exiting the vehicle, be it off site, or to the intended facilities.<br />

It can record a user’s movements from store to store and then reverses the last movements of the<br />

driver/passengers upon their return to their vehicle.<br />

functionality can be tailored to your specific site<br />

requirements. It can intelligently issue PCN’s<br />

for approved agreed parking infringements<br />

and can report on instances that may want<br />

to be reviewed in more detail by site owners.<br />

Below is a report that highlights vehicles who do not purchase any fuel<br />

or visit the store, and logs how long they remain on site. In the below example,<br />

there is a 20 minute discretionary grace period, whilst being on site. Vehicles logged<br />

in lines 1,2,3 and 6, parked within the published time limits and purchased fuel or visited<br />

the store, therefore are logged as ‘genuine customers’. On lines 4 and 7, vehicles have been<br />

highlighted whose occupants did not make any purchase and walked off site, returning more<br />

than 20 minutes later. These vehicles are not using the site’s parking facilities correctly and would<br />

be issued with a Parking Charge Notice (PCN).<br />

On line 5, the driver used the store and also walked off site, parking their vehicle for longer than the<br />

20 minute grace period. This vehicle was not issued a PCN automatically, and has been referred to<br />

the site owner, as per their request.<br />

<strong>iNPR</strong> Multi Site Reporting Example<br />

Intelligent Number Plate Recognition can be tailored to report on sites with<br />

multiple businesses, taking into account any agreements between buildings.<br />

The report example below is for multi use sites. <strong>iNPR</strong> can maintain pre existing or new parking arrangements<br />

between businesses, allowing parking by visitors or neighbouring businesses. <strong>iNPR</strong>’s data reporting can be<br />

as provided in an excel format and can show images and video footage of each vehicle.<br />

The example above is a report prepared for a business in an office park. Unit 210 has an agreement with<br />

unit 220 to allow vehicles to park there up to 10 times a month. Therefore, line 1 is an ‘approved user’.<br />

Line 2 shows a vehicle that has parked in 210 but visited 220 more than 10 times, in this instance Unit<br />

210 facility managers will be notified and asked how they would like to proceed.<br />

Lines 3 and 4 are visitors who parked in 210 and visited 210 and are<br />

authorise users, whereas lines 5, 7 and 8 have parked in Unit 210’s<br />

spaces, without any agreement in place. In this scenario, the vehicles<br />

can either automatically be issued a PCN or this information can be<br />

passed onto management to decided how they’d like to proceed.<br />

<strong>iNPR</strong>’s online reporting database is quick and easy to use,<br />

and can be accessed on the go.<br />

You can manage your own enforcement easily by selecting<br />

a line and then confirming your chosen request via a dialogue<br />

box that would follow.<br />

<strong>iNPR</strong> Where to where Reporting<br />

Intelligent Number Plate Recognition provides data from which a range<br />

of reports can be produced that isn’t possible with a legacy ANPR or<br />

other counting systems such as sensors, footfall or vehicle counters.<br />

<strong>iNPR</strong> reports are tailored by design to<br />

provide bespoke intelligent and intuitive<br />

information to the end user, giving them<br />

more control over their sites. With this<br />

technology, reports are now far more<br />

aim to make car park management more customer<br />

<strong>iNPR</strong> is an advanced parking management solution,<br />

providing customer only parking, can pinpoint<br />

unauthorised parking automatically and provides<br />

in depth car park data reporting. <strong>iNPR</strong> supersedes<br />

How does your <strong>iNPR</strong> technology differ to the<br />

current ANPR car park management solution?<br />

With ANPR, the driver of a vehicle only has to adhere<br />

to the published time duration limit of a car park.<br />

Legacy ANPR technology cannot detect if they are a<br />

genuine user and enter the intended facilities. <strong>iNPR</strong><br />

not only registers the vehicle registration and the entry/<br />

exit times, but it also records to review and check if<br />

Imagine a scenario where a vehicle parks in a car park<br />

owned by Supermarket A but then walks off-site to<br />

shop at Supermarket B before returning to their vehicle<br />

and leaving the site. As long as the vehicle doesn’t<br />

overstay the published time limits of the car park then<br />

current ANPR technology cannot help Supermarket A<br />

keep their car park spaces free for genuine customers,<br />

and cannot prevent the competitions’ customers from<br />

parking in their spaces. With <strong>iNPR</strong>, non-customer<br />

usage can be identifi ed in car parks.<br />

How can you prove that the customer has<br />

not visited or entered the facility?<br />

The <strong>iNPR</strong> system includes a video of the motorist from<br />

the time they park and leave their vehicle until they go<br />

directly off-site without visiting the facility. It also shows<br />

the same in reverse when the car leaves the car park.<br />

E.g. <strong>iNPR</strong> shows that the motorist has come from<br />

off-site directly before they get back into their vehicle<br />

and leave the car park.<br />

But what happens if they walk off-site for<br />

example, to get some money from a cash<br />

machine before visiting the facility?<br />

That’s exactly why our system checks where the<br />

motorist goes when they park their car and also where<br />

they have come from before re-entering the car and<br />

leave the car park. By checking both directions we<br />

can report if the motorist is a genuine user.<br />

So as long as the motorist enters the facility<br />

at some point they are deemed a ‘genuine user’<br />

but using your scenario from before, would<br />

‘Supermarket A’ be happy if their customers<br />

first shopped at ‘Supermarket B’ before<br />

entering their site?<br />

That would depend on the site’s policy. <strong>iNPR</strong><br />

technology can be tailored to the site owners<br />

requirements, whereby they can decide if they<br />

consider any time off-site is unacceptable.<br />

On most sites, we would recommend that as long<br />

as the motorist has entered the site’s facility then no<br />

parking charge notice should be issued, since we do<br />

not follow them after they have left the car park and<br />

cannot know their reason for being off-site.<br />

From a retail point of view, What if someone<br />

goes into the store but doesn’t make a purchase.<br />

If they don’t have a receipt wouldn’t they be<br />

deemed a non-customer?<br />

Lots of people like to browse before making a<br />

purchase at a later date. With <strong>iNPR</strong> technology we<br />

have created our technology to consider a customer<br />

to be someone who simply enters and then later<br />

leaves a store.<br />

So, when in a retail environment, users would<br />

no longer need to purchase a ticket from<br />

a machine and then get the cost of it<br />

reimbursed by a cashier inside the store?<br />

That’s right. Customers would no longer have the<br />

inconvenience of needing loose change to purchase a<br />

ticket, as <strong>iNPR</strong> automatically tracks their movements.<br />

What would happen if a car has more than<br />

one passenger whereby one person goes into the<br />

facility but another passenger goes off-site?<br />

As long as one of the passengers from the vehicle<br />

visits the facility, then that’s fi ne. Our <strong>iNPR</strong> system<br />

follows and tracks all passengers entering and exiting<br />

a vehicle to determine if they are a ‘genuine user’.<br />

This would satisfy customer only parking rules and<br />

so a parking charge notice would not need to be<br />

issued in this instance.<br />

What happens if you lose the video feed of<br />

a person or a vehicle behind a larger vehicle<br />

or object? How are they then picked up and<br />

tracked again?<br />

It is possible that <strong>iNPR</strong> cameras could occasionally<br />

be unable to track users or vehicles if the cameras<br />

are blocked. We will conduct a full site survey and it is<br />

our aim to have multiple cameras in different locations<br />

within the car park so this will only happen rarely.<br />

But wouldn’t that potentially highlight<br />

a ‘non-user’ scenario in error?<br />

If there is any uncertainty about a parking charge<br />

issued with <strong>iNPR</strong> technology, we have a dedicated<br />

team who will check and review the footage on your<br />

behalf. This can be shared and will determine whether<br />

or not the vehicle was in breach of the published<br />

parking conditions. As a client you can decide if<br />

you would like to withdraw the parking charge.<br />

What happens if a vehicle breaks down in<br />

the car park and the driver doesn’t enter<br />

the facility?<br />

We would always encourage the driver of a broken<br />

down vehicle to notify the site management of their<br />

situation. As long as the driver goes into the store<br />

they wouldn’t be classed as a non-customer. It is<br />

at the discretion of the site manager to decide if a<br />

parking charge should be issued.<br />

What if a vehicle returns to the same car<br />

park several times a day. I’ve heard that the<br />

first entry and last exit are only considered<br />

when calculating the duration of time spent<br />

in the car park?<br />

Unlike legacy ANPR, the new <strong>iNPR</strong> technology<br />

records video footage. It not only tracks the<br />

vehicle entering and exiting the car park,<br />

but also demonstrates where it was parked<br />

and the duration at all times in between.<br />

In that case, the driver of a vehicle can<br />

re-visit a car park as many times as<br />

they want without being penalised?<br />

Not quite. As long as they go to the facility each<br />

time they visit, either on arrival or before departure,<br />

then they will be considered as a ‘genuine user’. The<br />

system is designed to manage car parks for ‘genuine<br />

users’ and eliminate visitors who visit the facility one<br />

time but then expect to be able to use the car park<br />

multiple times during the day as a ‘non user’. Any no<br />

return period would be published on the signage.<br />

<strong>iNPR</strong> can also detect and prevent<br />

unauthorised parking, how does that work?<br />

With the latest advancements in technology, we are<br />

now able to detect if a vehicle parks in a place outside<br />

of a legitimate car parking space, using multiple<br />

cameras located on site. For example, if a vehicle<br />

parks on a hatched area, drop off/pick up zone,<br />

parent and child bay or on a double yellow line, we will<br />

be able to identify this. With <strong>iNPR</strong> antisocial behaviour<br />

can also be monitored, reviewed and actioned.<br />

What about if a vehicle parks on a parent<br />

and child bay but doesn’t have any children<br />

with them?<br />

Parent and child car park spaces are designed to be<br />

used only by genuine customers who have young<br />

children with them so as to make their customer<br />

experience easier. Our technology is able to identify<br />

visitors who wrongly park in these reserved spaces.<br />

With the identification of infringements<br />

and non-customer parking, do you consider<br />

<strong>iNPR</strong> to be more of a revenue stream than<br />

a management information tool?<br />

<strong>iNPR</strong> has been created to ensure car parks are being<br />

used fairly and correctly by genuine customers,<br />

alongside giving the sites management team<br />

invaluable reporting data. Parking regulations can<br />

be tailored between a site owner and UK Parking<br />

Control to provide the optimum service solution.<br />

How detailed and useful is the data you provide?<br />

We believe <strong>iNPR</strong> is an advanced management<br />

information tool and provides data that can be used<br />

from a marketing, operational of security perspective.<br />

It provides data to site owners that current ANPR<br />

cannot provide. With this insight into car parks, site<br />

owners can now manage their sites better as they<br />

will have a better understanding of what is happening<br />

and when.<br />

Can you give me some examples of data<br />

that you can provide with <strong>iNPR</strong> technology?<br />

Just a few examples of data we can provide includes<br />

data such as the identification of which store visitors<br />

first enter in large multiple store car park sites; which<br />

stores are directly linked (“from where to where”<br />

analysis); parking heat maps, profiles of repeat visitors<br />

and the determination of the optimum maximum<br />

duration length.<br />

What are the set-up / maintenance cost of<br />

<strong>iNPR</strong> and how would the data be reported?<br />

Setup and maintenance costs are determined following<br />

an initial site survey and will feature in our site report.<br />

Data will be delivered automatically fortnightly, but can<br />

be tailored to meet your requirements.<br />

Does <strong>iNPR</strong> work on all car parks?<br />

Every site is different, we will conduct a comprehensive<br />

site survey with our experienced team to determine<br />

whether or not <strong>iNPR</strong> is suitable for your site. <strong>iNPR</strong><br />

works well on the vast majority of car parks but may<br />

not be suited to all e.g. where there are multiple<br />

entry/exit points. We will always advise when we<br />

think <strong>iNPR</strong> is not commercially/logistically viable.<br />

Shopping parks?<br />

<strong>iNPR</strong> is a great solution for retail, leisure and shopping<br />

parks, but works just as well for Public Sector, Trade/<br />

other sites such as Petrol forecourts. Historically, lack<br />
