of an OTB entering
their boundaries (though
likely not multiple locations).
While adding rules
gives the appearance that
the Village is welcoming
these types of establishments,
it actually allows
the board some control
over where they could be
located if the state licensed
them for the area. A similar
rule was requested by
the State regarding medical
marijuana dispensaries in
recent years.
The amended code designates
that OTB facilities
must be associated with a
restaurant which qualifies
for video gaming, contains
a minimum area of 1,500
square feet and has an additional,
designated area
for OTB use beyond the
area used for restaurant purposes.

with a special use permit in
zones C-2 through I-1.
Several definitions were
also added to the code to
clarify what constitutes a certain
land use designations.
New definitions created in
addition to OTB include
Brewery Pub, Container
Storage, Dance Club, Nightclub
and Pawn Shop, though
several other designations
were created without definitions.
Several members of
the board were concerned the
definitions were not thorough
enough and requested Gadde
elaborate on them and create
several more for other broad
categories found in the code.
While the board did not
suggest the new rules be
sent back to committee,
they will delay further action
on the plan until more
comprehensive definitions
can be established, and the
board can receive input
from Trustees Brian Burian
and Carlo Caprio, both of
whom were absent.
Gadde also said he would
create a second version of
the plan incorporating some
of Sweas’ requested changes
for the C-1 zone, and
present both options to the
board at the next meeting.
Public hearing on proposed
budget
The board also held a
public hearing on the proposed
budget for the 2018-
2019 fiscal year, though no
one from the public spoke
to voice any questions or
objections. Several small
changes have been made
to the proposed budget
since the initial presentation
on March 28, though
none which significantly
change the Village’s spending
plans.
The new budget, dated
April 4, is now available to
view online or at the Village
Hall, and will likely be
approved at the next board
meeting on Wednesday,
April 25.
