toxic chemicals linked to higher<br />
rates of cancer, infertility and suppressed<br />
immune systems – substances<br />
already banned from most other<br />
products in Canada.<br />

exemptions that allow the use of such<br />
chemicals in clothes and other textiles.<br />
<strong>The</strong> chemicals, known broadly<br />
as PFAS, are synthetic substances<br />
created in the 1950s and used for a<br />
number of purposes in consumer and<br />
industrial products, including fire<br />
resistance, non-stick surfaces and in<br />
stain and water-resistant fabrics.<br />
If immigration was slashed, Canada’s<br />
economy would feel the pinch : report<br />
TORONTO : Due to Canada’s<br />
small population and aging<br />
workforce, a new Conference<br />
Board of Canada report predicts<br />
that eliminating immigration<br />
would have a negative impact on<br />
the <strong>Canadian</strong> economy by 2040.<br />
“Immigration contributes to<br />
the economy in several ways,”<br />
explained Kareem El-Assal, senior<br />
research associate with the<br />
Conference Board. “<strong>The</strong>y are going<br />
to contribute to our labour<br />
force, but they’re also going to<br />
contribute in terms of economic<br />
activity.”<br />
According to 2016 data from<br />
Stats Canada, immigrants make<br />
up approximately 22 per cent of<br />
Canada’s population. <strong>The</strong> Conference<br />
Board report goes further<br />
in predicting that Canada’s<br />
population growth will be driven<br />
entirely by immigrants by the<br />
year 2040, compared to the 71<br />
per cent of population growth<br />
that immigration is currently<br />
responsible for.<br />
<strong>The</strong> report looks at two scenarios;<br />
the first explores the<br />
potential impact on Canada’s<br />
economy should the flow of immigrants<br />
into the country stop<br />
entirely, or be dramatically reduced;<br />
the second looks at the<br />
results of raising immigration<br />
levels to one per cent, up from 0.8<br />
per cent in 2017.<br />
In addition to supporting<br />
economic activity across the<br />
country, bringing in young,<br />
working-age immigrants also<br />
helps address the issue of Canada’s<br />
aging population. <strong>The</strong><br />
report states that in a Canada<br />
where immigration was abandoned<br />
entirely, 26.9 per cent of<br />
the population would be 65 and<br />
over by 2040. In addition, Canada’s<br />
potential economic growth<br />
would slow from 1.9 per cent to<br />
an average of 1.3 per cent annually<br />
without immigration.<br />

Karnataka government: what happens next?<br />

Delhi: <strong>The</strong> Supreme Court on Thursday<br />
gave the Attorney General 48 hours<br />
to produce the two letters written by the<br />
newly sworn-in Karnataka Chief Minister<br />
B.S. Yeddyurappa to the Governor<br />
staking his claim to form a government.<br />
<strong>The</strong> top law officer has to procure the<br />
documents from the Governor and produce<br />
them before the court on May 18 at<br />
10.30 a.m.<br />
<strong>The</strong> letters, dated May 15 and May<br />
16, are the major focus of the Governor’s<br />
invitation on May 16 evening to Mr. Yeddyurappa<br />
to form a government the next<br />
morning itself.<br />
A three-judge Bench, led by Justice<br />
A.K. Sikri, wants to vet the contents of<br />
the letters - basically to check whether<br />
the Governor’s decision to invite Mr.<br />
Yeddyurappa was an informed one.<br />
In other words, the court wants to<br />
check whether Mr.Yedyurappa gave sufficient<br />
material to the Governor for the<br />
latter to have reasonably felt that the BJP<br />
leader is the best option and not the post<br />
poll Congress-JD(S) combine.<br />

how the Governor gave the Chief Minister<br />
over 15 days to prove his majority on<br />
the floor of the Assembly.<br />

Police identify 3rd suspect<br />
in beating of man with<br />
autism in Mississauga<br />
BRAMPTON : Peel police<br />
have identified the third<br />
man wanted in connection<br />
with a viscous attack on a<br />
man living with autism.<br />
It happened at<br />
a Mississauga bus<br />
terminal back in<br />
March. A video of<br />
the attack released<br />
by police shows the<br />
victim sitting at the<br />
bottom of a stairwell putting<br />
on roller blades when three<br />
young men approached<br />
from behind and began to<br />
punch and kick him. Police<br />
said the unidentified victim<br />
suffered a broken nose<br />
and facial cuts. Two of the<br />
three men believed to be<br />
responsible for the assault<br />
were arrested in the<br />
weeks following the<br />
video’s release and<br />
charged with aggravated<br />
assault. However,<br />
the third suspect<br />
had remained<br />
unidentified until now.<br />

quits; cites anonymous 'allegations'<br />

BRAMPTON : A Progressive Conservative<br />
candidate in Ontario's provincial<br />
election has pulled out of the race citing<br />
anonymous allegations made against<br />
him.Simmer Sandhu, who had been running<br />
in the riding of Brampton East, says<br />
the allegations pertain to both his work<br />
life and his nomination campaign. Sandhu<br />
says he denies the allegations and<br />
will vigorously defend himself. He also<br />
thanks supporters and volunteers for<br />
their hard work and dedication, and says<br />
he's confident in PC Leader Doug Ford's<br />
ability to earn the trust of Ontario voters.<br />
A party spokeswoman says Sandhu's<br />
resignation has been accepted.Melissa<br />
Lantsman says the party is excited to announce<br />
Surdeep Verma as its new candidate<br />
in Brampton East, calling him a<br />
great addition to the PC team.<br />
In his statement posted on Twitter<br />
Sandhu does not give details of the allegations.<br />
"I have recently been made<br />
aware of allegations anonymously made<br />
against me pertaining to both my work<br />
life and my nomination campaign," he<br />
wrote Wednesday. "<strong>The</strong>se allegations are<br />
totally baseless. I absolutely deny them."<br />
Sandhu said that while he is confident he<br />
will be cleared it is impossible for him to<br />

Charles Sousa Launches<br />
Re-Election Campaign<br />
Mississauga : With a provincial election set for<br />
June 7th, hundreds of community members and volunteers<br />
were at 425 Lakeshore Road East today to help<br />
launch Charles Sousa's Re-Election campaign.<br />
Sousa has represented the Mississauga Lakeshore<br />
Riding since 2007 and has served as Minister<br />
of Finance, Minister of Citizenship and Immigration,<br />
Minister Responsible for the 2015 Pan & ParaPan<br />
American Games, Minister of Labour and Chair of<br />
Treasury Board and Management Board of Cabinet.<br />
Sousa introduced the 2018 Ontario Budget on<br />
March 28, which outlined a bold plan for care and opportunity<br />
that focuses on investments in health care,<br />
home care, education and infrastructure.<br />

Peel Regional Police Complete<br />
Investigation into Unauthorized<br />
Release of Documents<br />
Region of Peel– Peel Regional Police have completed its investigation<br />
about police documents that were sent to two Brampton<br />
City Councillors. <strong>The</strong> investigation revealed that the documents<br />
in question were not accessed, or sent by any employee of<br />
the Peel Regional Police.<br />
On Thursday, April 19, 2018 two Brampton City Councillors<br />
received envelopes in the mail which contained police reports<br />
that were not authorized for release to the public.<br />
On Saturday, April 21, 2018 the Peel Regional Police were<br />
notified of the incident at which time the 22 Division Criminal<br />
Investigation Bureau started to investigate.<br />
<strong>The</strong> investigation revealed that the documents were accessed<br />
through the Police Information Portal (PIP), which is a secure<br />
records management system maintained by the RCMP. PIP is<br />
accessible to all <strong>Canadian</strong> law enforcement agencies for the purpose<br />
of information-sharing. It was determined that a member of<br />
the Toronto Police Service accessed the Peel reports through the<br />
PIP system. <strong>The</strong> Toronto Police Service Professional Standards<br />
Bureau has taken over the investigation.<br />

Toronto : Brampton, Ontario Liberals<br />
announced that a re-elected<br />
Liberal government will ban the<br />
practice of insurance companies<br />
charging higher auto insurance<br />
rates for certain communities solely<br />
based on a driver’s postal code.<br />
This effort will provide immediate<br />
relief to the people living in places<br />
like Brampton and communities<br />
across the GTA. <strong>The</strong> Ontario Liberals<br />
will also put in place initiatives<br />
that allow drivers to save money by<br />
requiring discounts for drivers who<br />
use anti-distracted driving apps and<br />
by making it easier to purchase usage-based<br />
insurance products.<br />
<strong>The</strong> Ontario Liberals are the<br />
only party with a reliable, credible<br />
plan to further reduce car insurance<br />
costs for Ontario drivers.<br />
<strong>The</strong> Ontario NDP have no explanation<br />
or details in their platform to<br />
back up their promise to lower rates<br />
by 15%. Without such details we can<br />
only guess what the NDP might do<br />
based on their historical approach<br />
in other provinces. For example, the<br />
NDP could meet their goals by lowering<br />
benefits for victims or subsidizing<br />
already profitable insurance<br />
companies or creating a public system<br />
like the one that is in financial<br />
crisis in BC.<br />
Ontario Liberals have already<br />
taken real steps to lower rates.<br />
Since 2013, rates have come<br />
down approximately 10 per cent<br />
across the province, when considering<br />
the Consumer Price Index. We<br />
created a Serious Fraud Office to<br />
tackle a major problem in auto insurance<br />
that the NDP would cut due<br />
to their major platform mistake.<br />
We are currently implementing<br />
the Fair Auto Insurance Plan which<br />
will reduce rates by providing credible<br />
neutral independent medical examinations<br />
and common programs<br />
of care to help people get healthier<br />
faster.<br />
But we understand there is<br />
more work to do to help families.<br />
<strong>The</strong> Conservatives don’t have a<br />
plan to lower auto insurance rates.<br />
<strong>The</strong>y don’t have a plan at all.<br />
Brampton : With the sudden<br />
and surprising resignation<br />
of Conservative Candidate<br />
Simmer Sandhu, serious<br />
concerns are being raised<br />
again about Doug Ford’s<br />
leadership abilities and the<br />
ethics practiced by his party’s<br />
leadership team.<br />
“In January of this year,<br />
we heard interim Conservative<br />
Leader Vic Fedeli state<br />
his concerns about the party<br />
membership lists and nomination<br />
processes following<br />
the abrupt resignation of<br />
Patrick Brown,” says Sukhwant<br />
<strong>The</strong>thi, “and then Vic<br />
said that ‘I plan to root out<br />
the rot.’”<br />
Yesterday’s resignation<br />
of Simmer Sandhu and allegations<br />
that stolen personal<br />
data of Highway 407 customers<br />
might have been used<br />
to stack nomination fights<br />
for Conservative candidates<br />
shows that neither Vic Fedeli<br />
or Doug Ford tried very hard<br />
to clean up their Party.<br />
“It is becoming very<br />
clear that the Conservative<br />
Party under Doug Ford is<br />
just not ready. <strong>The</strong>y have<br />
no campaign platform, they<br />
cannot state that other candidates<br />
are not involved in<br />
this scandal, and Doug Ford<br />
claims that he will grow our<br />
province by cutting programs<br />
and budgets,” states<br />
Sukhwant <strong>The</strong>thi. “Doug<br />
Ford does not have the ‘right<br />
stuff’ to govern Ontario.”<br />
“On June 7th, our choice<br />
should be to build Ontario<br />
up, not break it. A Liberal<br />
vote is a caring and generous<br />
vote.”<br />
Doug Ford promised to cut gas prices<br />
<strong>The</strong> <strong>Canadian</strong> Press<br />
TORONTO : <strong>The</strong> leaders of<br />
two of Ontario's main political<br />
parties trumpeted major<br />
campaign promises Wednesday<br />
— lower gas prices and<br />
subsidized child care — that<br />
they said would make life<br />
more affordable for average<br />
people, but were vague on the<br />
details.<br />
Doug Ford promised to<br />
cut gas prices by 10 cents a<br />
litre if his Progressive Conservatives<br />
win next month's<br />
election, saying he'd do so by<br />
cutting the provincial gas tax<br />
and scrapping the cap-andtrade<br />
system. But he wasn't<br />
clear on how he'd replace<br />
the billions in revenue that<br />
would be lost by taking those<br />
measures.<br />
NDP Leader Andrea Horwath,<br />
meanwhile, wouldn't<br />
provide details of what families<br />
earning more than $40,000<br />
would pay for child care under<br />
her plan for the province.<br />
<strong>The</strong> NDP is proposing<br />
to fully subsidize public, licensed,<br />
not-for-profit child<br />
care for those lower-income<br />
earners if elected next month.<br />
Households earning<br />
more than $40,000 would<br />
pay an average of $12 a day,<br />
but the NDP has not given<br />
details about exactly what<br />
people earning more than<br />
that would pay, what specific<br />
income brackets would be established,<br />
or any caps.<br />
Horwath was asked several<br />
times for those details<br />
Wednesday, and would only<br />
say that it is a "sliding scale."<br />
"At some point a person's<br />
income is going to be such<br />
that they don't need to have<br />
any subsidy or any help with<br />
paying for child care," she<br />
said, without elaborating on<br />
what point that would be.<br />
"<strong>The</strong> point is to provide affordable<br />
childcare that's high<br />
quality, that's not for profit,<br />

<strong>The</strong> NDP child-care plan<br />
also proposes to increase wages<br />
for early childhood educators<br />
and add 202,000 new notfor-profit,<br />
licensed, affordable<br />
child-care spaces.<br />
In Oakville, Ont., Ford<br />
stood outside a gas station<br />
to announce that he would<br />
reduce gas prices by 10 cents<br />
per litre.<br />
He said he'd do so partly<br />
by scrapping the province's<br />
cap-and-trade system, which<br />
puts a price on carbon and<br />
has added 4.3 cents a litre to<br />
the price of gasoline.<br />
Ford said he would also<br />
cut the provincial gas tax by<br />
5.7 cents a litre. Currently,<br />
drivers pay 14.7 cents per litre<br />
of gasoline in provincial<br />
tax and 14.3 cents on diesel.<br />
<strong>The</strong> Tories would reduce both<br />
taxes to nine cents per litre,<br />
which they say would mean<br />
drivers pay $1.19 billion less<br />
per year.<br />
But that also means that<br />
money isn't going to provincial<br />
coffers, along with<br />
$2 billion that the province<br />
brought in from cap and trade<br />
last year.<br />
When asked how he<br />
would make up for the lost<br />
revenue, Ford said, "we can't<br />

afford not to do this."<br />
"(Drivers) are frustrated<br />
at being gouged at the gas<br />
pumps," he said. "This will<br />
stimulate the economy when<br />
we put money back into their<br />
pocket. We aren't putting it<br />
anywhere else ... <strong>The</strong>y'll go<br />
out and shop, stimulate the<br />
economy."<br />
Municipalities receive<br />
two cents per litre from the<br />
provincial gas tax, money<br />
that is earmarked for transit<br />
funding. <strong>The</strong> Liberal government<br />
announced last year<br />
that they would increase it in<br />
2019 to 2.5 cents a litre, up to<br />
four cents by 2021 — increases<br />
the Tories would maintain.<br />

N Korea threatens to call off talks with US<br />
Says Won’t Be Pushed Into A Corner With Unilateral Denuclearisation Demands<br />
Washington: North Korea<br />
warned on Wednesday that it<br />
would bail out of a scheduled<br />
June 12 summit between its<br />
leader Kim Jong-un and US<br />
President Trump if Washington<br />
attempted to corner<br />
Pyongyang with unilateral denuclearisation<br />
demands and<br />
continued its military drills<br />
with South Korea that it sees<br />
as part of an existential threat.<br />
<strong>The</strong> North Korean backsliding,<br />
apparently in response<br />
to aggressive US talk<br />
on the need for “complete<br />
verifiable irreversible denuclearisation”<br />
by Pyongyang<br />
before Washington eased any<br />
pressure, put the Singapore<br />
summit on skids, suggesting<br />
the celebratory commentary<br />
about bringing the reclusive<br />
communist regime to heel is<br />
premature.<br />
US commentators of<br />
conservative hue had gone<br />
overboard with Trump’s diplomatic<br />
triumph in engaging<br />
North Korea, but the quixotic<br />
country provided a stark reminder<br />
that it was not about<br />
to roll over in a one-sided capitulation<br />
that much of the<br />
world read into its decision<br />
to engage directly with US.<br />
Apparently, North Korea has<br />
demands too from the US and<br />
South Korea.<br />
“If the Trump administration<br />
approaches the summit<br />
with sincerity… it will receive<br />
a deserved response from us,”<br />
North Korea’s vice foreign<br />
minister Kim Gye Gwan said<br />
in a statement on Wednesday,<br />
adding, “However, if the<br />
US is trying to drive us into a<br />
corner to force our unilateral<br />
nuclear abandonment, we<br />
will no longer be interested in<br />
such dialogue and cannot but<br />
reconsider our proceeding to<br />
the DPRK-US summit.”<br />
<strong>The</strong> North Korean reservations<br />
came even as New<br />
Delhi sent minister of state for<br />
external affairs V K Singh to<br />
Pyongyang on Wednesday on<br />
a surprise visit, presumably<br />
to build bridges with a country<br />
India has long disdained<br />
because of its nuclear proliferation<br />
ties to Pakistan. Singh’s<br />
unscheduled visit came after<br />
US interlocutors, including<br />
the new national security<br />
adviser John Bolton and secretary<br />
of state Mike Pompeo,<br />
had telephonic exchanges<br />
last week with their Indian<br />
counterparts Ajit Doval and<br />
Sushma Swaraj respectively.<br />
It was not clear immediately<br />
if Singh was acting as an intermediary<br />
or pursuing New<br />
Delhi’s own agenda, but the<br />
surprise visit came just as<br />
North Korea backtracked<br />
from what was seen as a lockin<br />
of the Signapore summit.<br />
Trump supporters had<br />
gone so far as to lobby for a<br />
Nobel Peace Prize for him despite<br />
cautionary advise from<br />
sections of the diplomatic<br />
community that Kim could<br />
be playing American for suckers.<br />
<strong>The</strong> North Korean ire<br />
was apparently provoked by<br />
continued US-South Korea<br />
air force drills that it said was<br />
ruining the build-up to the<br />
Singapore summit, and tough<br />
statements from US leaders,<br />
including the view of the new<br />
NSA Bolton that Pyongyang’s<br />
denuclearisation should follow<br />
what was imposed on<br />
Libya in 2004 when he was an<br />
undersecretary for arms control.<br />
“This is not an expression<br />
of intention to address<br />
the issue through dialogue. It<br />
is essentially a manifestation<br />
of awfully sinister move<br />
(s) to impose on our dignified<br />
state the destiny of<br />
Libya or Iraq, which had<br />
been collapsed due to the<br />
yielding of their countries to<br />
big powers,” the North Korean<br />
minister said, expressing<br />
“repugnance” towards<br />
Bolton, a US hawk it had<br />
once described as “human<br />

warned against increasing<br />
immigration levels too fast,<br />
as native-born <strong>Canadian</strong>s<br />
continue to out-earn immigrants<br />
in the labour force<br />
by a margin of almost 20 per<br />
cent in their early 20s.<br />
Christopher Worswick,<br />
a professor at Carleton<br />
University, explained that<br />
while there are several viable<br />
reasons to increase <strong>Canadian</strong><br />
immigration, he’d<br />
caution against increasing<br />
levels too drastically, too<br />
quickly.<br />
“I worry a little bit<br />
when people say we need<br />
one per cent immigration to<br />
solve all our problems. Well,<br />
that’s a very high level,” he<br />
explained.<br />
He clarified that while<br />
he believes there are “huge<br />
benefits to immigration,”<br />
there are many variables to<br />
consider when discussing<br />
what percentage of the total<br />
population they should comprise.<br />
Some of these include<br />
projected salary milestones<br />
that immigrants in Canada<br />
were expected to meet over<br />
the past few decades that<br />
they’ve yet to achieve, and<br />
the risks that automation<br />
pose to Canada’s entire<br />
workforce.<br />
“If self-driving cars are<br />
realistic inside 15 years,<br />
suddenly both taxi drivers<br />
and Uber drivers aren’t going<br />
to have work,” he said<br />
as an example. If whole<br />
populations are forced out<br />
of work due to automation,<br />
immigrants that came to<br />
Canada to work will likely<br />
wind up among the newly<br />
unemployed.<br />
“Without immigration,<br />
our labour force would<br />
shrink. Immigrants contribute<br />
significantly to the<br />
labour force because they<br />
come in at a fairly young<br />
age, and they have many<br />
years of work ahead of<br />
them,” Esses explained.<br />
She notes however,<br />
that with an increase in<br />
immigration levels, it’s important<br />
for governments to<br />
dedicate time and resources<br />
into integrating them into<br />
<strong>Canadian</strong> society.<br />
“It is important to increase<br />
immigration levels. I<br />
think that will be beneficial<br />
if we do a good job of integrating<br />
immigrants. One<br />
thing that’s happening now<br />
is that immigrants will be<br />
far less likely to have English<br />
and French language<br />
skills. Immigrants are underemployed,”<br />
she said<br />
She emphasized that<br />
the federal government has<br />
done a good job at introducing<br />
the necessary support<br />
systems like language training<br />
and career mentorship.<br />
This past November, the<br />
<strong>Canadian</strong> government released<br />
an updated immigration<br />
plan, which sought to<br />
bring a total of 310,000 additional<br />
newcomers to Canada<br />
in 2018, with increases<br />
every year thereafter until<br />
2020. By 2020, the yearly total<br />
will hit 340,000. This will<br />
still represent less than one<br />
per cent of Canada’s population,<br />
and remains short<br />
of recommendations made<br />
two years earlier by the<br />
federal government’s economic<br />
advisory council — a<br />
group of advisers to Finance<br />
Minister Bill Morneau.<br />
<strong>The</strong> council previously<br />
recommended that boosting<br />
immigration by 50 per cent<br />
(from 300,000 to 450,000 people<br />
annually) over the following<br />
five years, a number<br />
which a previous Conference<br />
Board of Canada report<br />
suggests is both achievable<br />

Investigation Agency (FIA) Additional Director General<br />
Wajid Zia and another official, Zahid Akhter, needed to be<br />
recorded. <strong>The</strong> prosecutors, however, sought adjournment<br />
due to engagements at the accountability courts. <strong>The</strong> court<br />
asked Zahid Akhter to appear in the next hearing while Wajid<br />
Zia will be summoned for prosecution evidence on May<br />
23. <strong>The</strong> prosecution completed the testimonies of 68 Pakistani<br />
witnesses last year. <strong>The</strong> court "observed with concern<br />
that since January 2016 upon the request of the prosecution,<br />
government functionaries sitting at the helm of affairs were<br />
directed repeatedly for producing 27 Indian nationals so as<br />
to give evidence in instant case, but till date no serious and<br />
final response has been given by the government". In January<br />
2016, the government had contacted New Delhi asking it<br />
to send the witnesses to Pakistan to testify against the Mumbai<br />
attack suspects. A total of 166 Indians and foreigners<br />
were killed in the bloodbath. Lakhvi and the other suspects<br />
- Abdul Wajid, Mazhar Iqbal, Hammad Amin Sadiq, Shahid<br />
Jameel Riaz, Jamil Ahmed and Younus Anjum - are being<br />
tried by the ATC since 2009. Earlier, the Lahore High Court<br />
released prime suspect Zaki-ur-Rehman Lakhvi on postarrest<br />
bail in 2015 after he furnished Rs 2 million in surety<br />
bonds. Lakhvi's request for exemption from appearing in<br />
the court was also accepted on Wednesday.

Not inviting Congress-JD(S) to form government<br />
will create an unholy mess in Karnataka<br />
Karnataka’s fractured mandate has paved<br />
the way for some high voltage drama as BJP –<br />
the single largest party – and the post-poll Congress-JD(S)<br />
combine put forward competing<br />
claims for government formation. BJP, with 104<br />
seats, legitimately feels it has won the mandate<br />
and should be invited first by governor Vajubhai<br />
Vala to form a government. Nevertheless<br />
it falls short of the halfway mark of 112 seats,<br />
while the Congress-JD(S) combine with a total<br />
of 117 seats has the requisite numbers. At the<br />
time this goes to press, the governor has not<br />
taken a call on this question.<br />
While governor Vala comes from a BJP/<br />
RSS background, he also holds a high constitutional<br />
office. He should determine the issue on<br />
the basis of a set of consistent principles rather<br />
than on partisanship. Fortunately, those consistent<br />
principles are available and set forth in a<br />
2006 Supreme Court judgment that considered<br />
just this question. According to the verdict by a<br />
five judge panel, the governor has no option but<br />
to invite any party or alliance, whether pre-poll<br />
or post-poll, which commands a majority in the<br />
assembly.<br />
Going by this criterion the governor should<br />
invite the Congress-JD(S) combine first to form<br />
the government. Not only would anything else<br />
be subject to legal challenge, if BJP is invited to<br />
form government first and given time to prove<br />
its numbers it could open the floodgates to<br />
horse trading and unsavoury tactics to secure<br />
a majority. <strong>The</strong> spectre of BJP’s 2008 Operation<br />
Lotus hangs over Karnataka. Back then the<br />
party had poached 20 MLAs from Congress and<br />
JD(S) to form government.<br />
In fact, JD(S) leader HD Kumaraswamy has<br />
already alleged that BJP is trying to lure away<br />
his MLAs with Rs 100 crore offers. All of this<br />
has forced Congress and JD(S) to take recourse<br />
to resort politics. Reportedly, the same resort<br />
near Bengaluru where Gujarat Congress legislators<br />
had been housed last year before Rajya<br />
Sabha elections has been booked to host their<br />
Karnataka counterparts. Offering Kumaraswamy<br />
first shot at forming a government reduces<br />
the possibility of an unholy mess, as he has significantly<br />
higher probability of demonstrating<br />
requisite numbers at this point. Besides, there<br />
is the precedent of Goa and Manipur elections<br />
last year, where BJP had been allowed to form<br />
the two state governments with allies despite<br />
Congress emerging as the single largest party<br />

or importance attributable<br />
to the Babri Masjid<br />
structure in Ayodhya,<br />
while 'janmasthan' (birthplace)<br />
of Lord Ram is a particular<br />
place of religious significance<br />
for the Hindus, so<br />
it can't be shifted, the deity's<br />
counsel told the Supreme<br />
Court on Thursday.<br />

Ram Lalla Virajman, told an<br />
apex court bench headed by<br />
Chief Justice Dipak Misra<br />
that the birthplace cannot be<br />
shifted to another site, while<br />
a mosque with no particular<br />
religious significance to<br />
the Muslim public can be<br />
shifted as that will "not affect<br />
the right to practice religion<br />
by offering 'namaz' in other<br />
mosques". "Admittedly,<br />
there are a number of other<br />
mosques at Ayodhya," he argued,<br />
adding that the disputed<br />
2.77 acres site at Ayodhya<br />
in Uttar Pradesh is a place<br />
of particular religious significance<br />
for the Hindus and<br />
"can't be shifted".<br />
He said that to go on a<br />
pilgrimage is a practice of<br />
religious faith for the Muslims<br />
as well as the Hindus,<br />
but for the Muslims, "Mecca<br />
and Medina alone are places<br />
of particular significance" as<br />
pilgrimage centres, but for<br />
them such was not the case<br />
with Ayodhya/Babri Masjid.<br />
Addressing the bench,<br />
also comprising Justice<br />
Ashok Bhushan and Justice<br />
S. Abdul Nazeer, Parasaran<br />
argued that the prayer for<br />
reconsideration of the 1994<br />
five-Judge Constitution<br />
Bench judgment in the Ismail<br />
Faruqui case, in which<br />
it was held that a mosque<br />
was not an integral part of<br />
religious practice of offering<br />
prayers, was not maintainable<br />
in this case.<br />
"On merits, the judgment<br />
does not call for reconsideration<br />
and is rightly<br />
decided. And to reconsider<br />
the judgment in Ismail Faruqui's<br />
case will be an exercise<br />
in futility as the judgment<br />
therein is binding on<br />
the present appellants," he<br />
said while opposing the plea<br />
of Muslim representatives<br />
in the Ayodhya case that<br />
the 1994 judgment be reconsidered<br />
by a larger bench of<br />
either five or seven Judges.<br />
Addressing the bench<br />
on the flaws of the 1984 judgment,<br />
Senior Advocate Rajeev<br />
Dhavan, appearing for<br />
lead petitioner M. Siddiqui<br />
represented by his legal heir,<br />
had earlier said that this verdict<br />
completely denuded the<br />
concept of religious practices<br />
under Article 25 of the<br />
Constitution.<br />
In an earlier hearing,<br />
Dhavan had said that a larger<br />
bench of either five or seven<br />
Judges has to revisit the<br />
issue and decide "what is the<br />
meaning of mosque to the<br />
Muslims" and is it taken as a<br />
"gospel truth that a mosque<br />
is not essential to Muslims<br />
and Islam". On Wednesday,<br />
Parasaran contended that<br />
the suit property in Ayodhya<br />
is a place of particular<br />
religious significance for<br />
Hindus and to go on pilgrimage<br />
and worship therein is<br />
an essential part of Hindu<br />
religion and practice, adding<br />
that the "right of the Hindus<br />
is a fundamental right<br />
to freedom of religion under<br />
Article 25 of the Constitution<br />
and the Hindus cannot be deprived<br />
of the same".<br />
"Hindus also go on pilgrimage,<br />
which is generally<br />
known as 'theerath yatras'.<br />
Though there are several<br />
important places of pilgrimage,<br />
seven places are especially<br />
holy and of particular<br />
religious significance to the<br />
Hindus, Ayodhya being the<br />
foremost," he contended.<br />
He added: "No particular<br />
religious significance is<br />
pleaded qua the Babri Masjid<br />
which existed at Ayodhya<br />
before demolition. That<br />
Babar built the Masjid is a<br />
historical fact and not a fact<br />
of particular religious significance<br />
or importance. As regards<br />
the Hindus, the place<br />
being 'janmasthan' of Lord<br />
Ram is a particular place of<br />
religious significance. This<br />
is not comparison of two<br />
different religions, but is a<br />
submission as to the claim<br />
of the Muslim public in the<br />
erstwhile Babri Masjid and<br />
claim of the Hindus to Ram<br />
Janmasthan."<br />

from time immemorial is<br />
that the site below the three<br />
domes of the now-demolished<br />
structure is the 'janmasthan'<br />
of Lord Ram, the<br />

New Delhi : Former BJP leader<br />
Yashwant Sinha on Thursday termed<br />
the political developments in Karnataka<br />
as a "rehearsal" for the Lok Sabha<br />
elections and criticised Governor Vajubhai<br />
Vala for not adhering to his responsibilities.<br />
Sinha also sat on a protest outside<br />
Rashtrapati Bhavan over the issue and<br />
appealed to the people to join him to<br />
save democracy.<br />
"What is happening in Karnataka<br />
today is a rehearsal for what will happen<br />
after the Lok Sabha elections in<br />
Delhi. I am sitting on protest outside<br />
Rashtrapati Bhavan against the BJP's<br />
unconstitutional move to form a government<br />
in Karnataka," the former Finance<br />
Minister said.<br />

states, the Governor called the BJP-led<br />
alliances to form the government when<br />
they showed their post-poll coalition,<br />
and allowed them to take oath.<br />
"Contrary to this, the Karnataka<br />
Governor did not allow the two parties<br />
who claimed majority to form the government.<br />
<strong>The</strong> Governor ignored them<br />
and called the BJP to form the government.<br />
Is democracy safe?"<br />
Sinha said democracy first ended<br />
in the party, which led him to leave it<br />
and now it is ending throughout the<br />
country. He said the "government and<br />
the BJP have no right to trample the<br />
values of democracy in this way".<br />

of the political system that issues<br />
"which could be solved by ourselves"<br />

online sales, according to<br />
results released Thursday.<br />
Net income was down<br />

period last year at $2.134<br />

per share measure was<br />
$1.14, two cents higher<br />

sales, at $121.6 billion,<br />

surging past Tokyo in 2028, the population<br />
of Delhi urban agglomeration would<br />
grow to 39 million by 2030 from 29 million<br />
now. Tokyo's ageing population is projected<br />
to stay constant at the current level<br />
of 37 million, according to the data accompanying<br />
the report. "It is interesting<br />
to note that around the same time India<br />
is expected surpass China as the country<br />
with the world's total largest population,"<br />
Wilmoth said.<br />
According to an earlier UNDESA estimate,<br />
India's population is expected to<br />
reach 1.438 billion in 2024, exceeding China's<br />
1.436 billion. <strong>The</strong> urbanisation data<br />
projected that in 2030 the urban agglomeration<br />
of Mumbai will hold on to its rank<br />
as the sixth largest with a population of<br />
25 million, up from 19 million in 2015.<br />
Kolkata will move down in 2030 to the<br />
16th place from 13th in 2015, even though<br />
its population would increase from 14<br />
million to 18 million. Bengaluru, which<br />
ranked 29th in 2015, will move up to the<br />
21st spot as its population grows from 10<br />
million to 16 million. Other Indian cities<br />
do not figure in the list of the world's 30<br />
most populous cities.<br />
Shanghai will continue to be the<br />
world's third biggest urban area with a<br />
population of 33 million in 2030 and Dhaka<br />
will be fourth with a population of 28<br />
million, followed by Cairo with 26 million,<br />
according to the data.<br />
India's current rural population of 893<br />
million is the largest in the world and is<br />
59.1 per cent of India's total population of<br />
1.35 billion.<br />
<strong>The</strong> year 20<strong>46</strong> will mark an inflection<br />
point when more than half the Indian<br />
population will be urban. Its total population<br />
would cross 1.65 billion in 2045.<br />
"We have to see urbanisation as a<br />
positive thing," Wilmoth said outlining<br />
its benefits. It is easier to more efficiently<br />
and economically provide infrastructure<br />
and services like education and healthcare<br />
in urban settings where the population<br />
is concentrated compared to rural<br />
areas where it is scattered, he said.<br />
Urbanisation minismises environmental<br />
impact of humans by concentrating<br />
its impact in certain areas and allowing<br />
the preservation of land elsewhere,<br />
he added.<br />
But he said that rapid urbanisation<br />
has been occurring in developing countries<br />
which do not have the resources to<br />
deal with populations moving to cities resulting<br />
in slums and unplanned growth.<br />
To counter these trends there has to<br />
be better management and good planning<br />
for urban growth, he added.

Court on Thursday sought<br />
the response from the Centre<br />
on a plea filed by a batch of 20<br />
current and former students<br />
of Indian Institutes of Technology<br />
for scrapping the law<br />
that makes homosexuality a<br />
crime.<br />

Chandrachud issued notice<br />
to the government seeking its<br />
reply on the plea and tagged it<br />
with other similar petitions<br />
which have already been referred<br />
to a five-judge constitution<br />
bench. he plea challenged<br />
section 377 of the IPC which<br />
criminalises sex between two<br />
consenting adults of the same<br />
gender.<br />
A group of present and<br />
past students of IITs across<br />
the country moved the apex<br />
court to challenge the constitutional<br />
validity of section<br />
377 of the IPC that criminalises<br />
homosexual activity and<br />
other unnatural sex.<br />
Students, claiming to represent<br />
more than 350 LGBT<br />
alumni, students, staff and<br />
faculty from the IITs, said<br />
that the existence of section<br />
377 had caused them "mental<br />
trauma and illnesses, such<br />
as clinical depression and<br />
anxiety and relegated some of<br />
them to second-class citizenship".<br />
Coming from different<br />
parts of the country with diverse<br />
religion, age, sex and<br />
other backgrounds, the petitioners<br />
said that section 377<br />
legitimises the stigma associated<br />
with sexual orientation<br />
and its expression -- something<br />
which is essential, fundamental,<br />
intrinsic and innate<br />
to an individual.<br />
Contending that the section<br />
that violates Articles 14,<br />
15, 16, 19 and 21 of the Constitution,<br />
the petitioners said:<br />
"<strong>The</strong> silence of our legislative<br />
wing and its ineffectiveness<br />
to even consider debating<br />
the need for the existence of<br />
this law is shameful, to say<br />
the least."<strong>The</strong> stigma, silence<br />
and violence that the section<br />
brings in its wake has led to<br />
some of us dealing with suicidal<br />
tendencies and some<br />
others attempting suicide in<br />
the past," the petitioners said<br />
in a press note.<br />
<strong>The</strong> group of over 350<br />
LGBT IITians have come together<br />
through an informal<br />
pan-IIT LGBT group Pravritti<br />
which they say is a "safe space<br />
for us to interact, connect and<br />
network". Noting that despite<br />
having studied in the best<br />
scientific institutions and<br />
having worked with the best<br />
of the minds, the petitioner<br />
group said that section 377<br />
had left a "very deep impact<br />
on our lives".<br />
"One can only imagine<br />
the amount of suffering and<br />
pain that section 377 has<br />
caused and continues to<br />
cause in the lives of LGBT individuals<br />
across the country,"<br />
the statement said.<br />

referred to a constitution<br />
bench several pleas filed by<br />
eminent citizens and NGO<br />
'Naz Foundation' challenging<br />
the 2013 apex court verdict<br />
which had re-criminalised<br />
gay sex between consenting<br />

Section 377 of the IPC refers<br />
to 'unnatural offences' and<br />
says whoever voluntarily has<br />
carnal intercourse "against<br />
the order of nature" with any<br />
man, woman or animal shall<br />
be punished with imprisonment<br />
for life, or with imprisonment<br />
of either description<br />
for a term which may extend<br />
to ten years, and shall also be<br />

Ministers of 5 states meet<br />
President on Finance Commission<br />

New Delhi: <strong>The</strong> Finance Ministers of Delhi, Kerala,<br />
West Bengal, Andhra Pradesh, Punjab and the Chief Minister<br />
of Puducherry met President Ram Nath Kovind here on<br />
Thursday and submitted a memorandum urging amendments<br />
to the Terms of Reference (ToR) of the 15th Finance<br />
Commission. <strong>The</strong> ministers said that the ToR would destroy<br />
the financial autonomy of the states.<br />
<strong>The</strong>se states had earlier protested that they would lose<br />
out because of the Commission's decision to use the 2011<br />
population census instead of 1971 as a basis for devolution<br />
of taxes from the Central government to the states, as<br />
they had successfully controlled their population. Jointly<br />
addressing the media here on Thursday after meeting the<br />
President, Kerala Finance Minister Thomas Issac said<br />
that they had requested Kovind to amend the ToR by taking<br />
precedents from the past. "Shifting of population base<br />
year from 1971 to 2011 violates the resolutions of the Parliament...<br />
We want 1971 as base year for population calculation,"<br />
Issac said. When asked whether the President promised<br />
any change, Issac told IANS: "<strong>The</strong> President did not<br />
promise anything. But he will definitely look into it."<br />
Delhi Finance Minister Manish Sisodia alleged that<br />
the ToR was made with the thought of "How to overshadow<br />
states" and "How to control the financial autonomy of<br />
states".He also said that many aspects of the ToR "destabilise<br />
the well-settled federal arrangement" of India.<br />
<strong>The</strong> Finance Ministers of the southern states of Kerala,<br />
Karnataka and Andhra Pradesh and Puducherry Chief<br />
Minister V. Narayanasamy had met on April 10 and decided<br />

Sonakshi found driving mini<br />
truck tiring<br />
Mumbai :Actress Sonakshi Sinha<br />
says driving a heavy manual mini<br />
truck for a sequence in "Happy Phir<br />
Bhaag Jayegi" was extremely tiresome.<br />
"I do have some practice driving<br />
manual cars but this mini truck<br />
was no cakewalk. It was a very old<br />
and heavy vehicle and because it<br />
was manual, the steering and gears<br />
were extremely tiresome and required<br />
a lot of strength to manuver,"<br />
Sonakshi said in a statement<br />
to IANS.<br />
"Since it was a chase sequence, I<br />
had to accelerate the speed but with<br />
enough skill to guide my course<br />
safely on the roads. Having to burn<br />
rubber with that massive beast was<br />
quite the challenge but when we got<br />
it, the feeling was incredible," she<br />
added.<br />
"Happy Phir Bhaag Jayegi" is<br />
a sequel to "Happy Bhag Jayegi",<br />
featuring Diana Penty, Ali Fazal<br />
and Abhay Deol that was released<br />
in 2016.<br />
<strong>The</strong> romantic comedy narrated<br />
the story of a girl named Happy,<br />
who runs away from her wedding<br />
and reaches Pakistan by mistake.<br />
Diana features in the sequel too.<br />
She is joined by actress Sonakshi<br />
whose character also runs away<br />

who helmed the first part, is back on<br />
the director's chair for the sequel.<br />
<strong>The</strong> scene for which Sonakshi<br />
drove the vehicle was crucial.<br />
"It was a rather crucial scene<br />
that was being shot in Kuala Lumpur<br />
recently. <strong>The</strong> scene was a chase<br />
sequence for which Sonakshi was<br />
required to drive a mini truck as a<br />
means for her character to escape.<br />
"<strong>The</strong> truck was an old, heavy<br />
metal bodied hulk and driving it required<br />
a fair bit of familiarity and<br />
control with it's weight and functionality.<br />
She was clear from the<br />
get go that she didn't want a double<br />
for it and hence she spent a fair bit<br />
of time driving the truck and getting<br />
used to it. It was not easy as it<br />
was an old self geared truck which<br />
required some serious strength to<br />
push it around," said a source.<br />

Court allows Salman<br />
to travel abroad<br />
Jodhpur : Bollywood actor Salman Khan, out on bail in a<br />
1998 blackbuck poaching case, was on Tuesday granted permission<br />
to travel to the US, Canada and<br />
Nepal. Judge Chandra Kumar Songara of<br />
the Sessions Court here gave the permission<br />
soon after Salman submitted a plea.<br />
Salman's case was presented by senior<br />
advocate Mahesh Bora after brief<br />
arguments by public prosecutor Pokar<br />
Ram. Salman was granted bail in the<br />
poaching case here on April 7 after being sentenced to a fiveyear<br />
jail term.<br />
<strong>The</strong> actor spent two nights in jail following the court's<br />
verdict, after which he was granted bail. District and Sessions<br />
Court Judge Ravindra Kumar Joshi had asked the actor<br />
not to leave the country without the court's permission.<br />
Salman was granted bail on a personal bond of Rs 50,000. <strong>The</strong><br />
actor has started shooting for Ali Abbas Zafar's "Bharat",<br />
which will also feature Priyanka Chopra.<br />

shooting for 'Mental Hai Kya'<br />
Mumbai: Actors Rajkummar Rao and Kangana Ranaut have<br />
started shooting for their upcoming film "Mental Hai Kya".Rajkummar<br />
on Wednesday shared a photograph of the film's clapboard<br />
and wrote: "Day 1. Let's do this 'Mental Hai Kya'. Ekta Kapoor,<br />
Kangana Ranaut, Prakash Kovelmudi, Kanika Dhillon,<br />
Ruchika Kapoor."Producer Ekta Kapoor, who is co-presenting<br />
the film under her home banner Balaji Telefilms Ltd, tweeted:<br />
"Oh yeah! Jai Mata Di.""Mental Hai Kya" has been written by<br />
Kanika Dhillon and will be helmed by National award-winning<br />
director Prakash Kovelmudi, who has helmed south Indian<br />
films like "Anaganaga O Dheerudu" and "Size Zero".This will be<br />
the second time Rajkummar and Kangana will be seen together<br />
on screen. <strong>The</strong> two were last seen in 2013 in "Queen".<br />
