baby blankets, bibs 

sold in Canada: report 

OTTAWA : Baby bibs, mats and 

blankets tested by scientists with 

NAFTA‘s environmental arm contain 

toxic chemicals linked to higher 

rates of cancer, infertility and suppressed 

immune systems – substances 

already banned from most other 

products in Canada. 

Muhannad Malas, the toxics program 

manager at Environmental Defence, 

says the Commission for Environmental 

Co-operation study shows 

it’s time to do away with the federal 

exemptions that allow the use of such 

chemicals in clothes and other textiles. 

The chemicals, known broadly 

as PFAS, are synthetic substances 

created in the 1950s and used for a 

number of purposes in consumer and 

industrial products, including fire 

resistance, non-stick surfaces and in 

stain and water-resistant fabrics. 

If immigration was slashed, Canada’s 

economy would feel the pinch : report 

TORONTO : Due to Canada’s 

small population and aging 

workforce, a new Conference 

Board of Canada report predicts 

that eliminating immigration 

would have a negative impact on 

the Canadian economy by 2040. 

“Immigration contributes to 

the economy in several ways,” 

explained Kareem El-Assal, senior 

research associate with the 

Conference Board. “They are going 

to contribute to our labour 

force, but they’re also going to 

contribute in terms of economic 

activity.” 

According to 2016 data from 

Stats Canada, immigrants make 

up approximately 22 per cent of 

Canada’s population. The Conference 

Board report goes further 

in predicting that Canada’s 

population growth will be driven 

entirely by immigrants by the 

year 2040, compared to the 71 

per cent of population growth 

that immigration is currently 

responsible for. 

The report looks at two scenarios; 

the first explores the 

potential impact on Canada’s 

economy should the flow of immigrants 

into the country stop 

entirely, or be dramatically reduced; 

the second looks at the 

results of raising immigration 

levels to one per cent, up from 0.8 

per cent in 2017. 

In addition to supporting 

economic activity across the 

country, bringing in young, 

working-age immigrants also 

helps address the issue of Canada’s 

aging population. The 

report states that in a Canada 

where immigration was abandoned 

entirely, 26.9 per cent of 

the population would be 65 and 

over by 2040. In addition, Canada’s 

potential economic growth 

would slow from 1.9 per cent to 

an average of 1.3 per cent annually 

without immigration.

Karnataka government: what happens next?

Delhi: The Supreme Court on Thursday 

gave the Attorney General 48 hours 

to produce the two letters written by the 

newly sworn-in Karnataka Chief Minister 

B.S. Yeddyurappa to the Governor 

staking his claim to form a government. 

The top law officer has to procure the 

documents from the Governor and produce 

them before the court on May 18 at 

10.30 a.m. 

The letters, dated May 15 and May 

16, are the major focus of the Governor’s 

invitation on May 16 evening to Mr. Yeddyurappa 

to form a government the next 

morning itself. 

A three-judge Bench, led by Justice 

A.K. Sikri, wants to vet the contents of 

the letters - basically to check whether 

the Governor’s decision to invite Mr. 

Yeddyurappa was an informed one. 

In other words, the court wants to 

check whether Mr.Yedyurappa gave sufficient 

material to the Governor for the 

latter to have reasonably felt that the BJP 

leader is the best option and not the post 

poll Congress-JD(S) combine.

Singhvi has voiced a complaint about 

how the Governor gave the Chief Minister 

over 15 days to prove his majority on 

the floor of the Assembly.

but the Governor “genereously” gave 

him 15 days. The ample time may see

Police identify 3rd suspect 

in beating of man with 

autism in Mississauga 

BRAMPTON : Peel police 

have identified the third 

man wanted in connection 

with a viscous attack on a 

man living with autism. 

It happened at 

a Mississauga bus 

terminal back in 

March. A video of 

the attack released 

by police shows the 

victim sitting at the 

bottom of a stairwell putting 

on roller blades when three 

young men approached 

from behind and began to 

punch and kick him. Police 

said the unidentified victim 

suffered a broken nose 

and facial cuts. Two of the 

three men believed to be 

responsible for the assault 

were arrested in the 

weeks following the 

video’s release and 

charged with aggravated 

assault. However, 

the third suspect 

had remained 

unidentified until now. 

A Canada-wide warrant 

was issued on Thursday for 

Jaspaul Uppal, a 21 year-old 

man of no-fixed address.

quits; cites anonymous 'allegations'

BRAMPTON : A Progressive Conservative 

candidate in Ontario's provincial 

election has pulled out of the race citing 

anonymous allegations made against 

him.Simmer Sandhu, who had been running 

in the riding of Brampton East, says 

the allegations pertain to both his work 

life and his nomination campaign. Sandhu 

says he denies the allegations and 

will vigorously defend himself. He also 

thanks supporters and volunteers for 

their hard work and dedication, and says 

he's confident in PC Leader Doug Ford's 

ability to earn the trust of Ontario voters. 

A party spokeswoman says Sandhu's 

resignation has been accepted.Melissa 

Lantsman says the party is excited to announce 

Surdeep Verma as its new candidate 

in Brampton East, calling him a 

great addition to the PC team. 

In his statement posted on Twitter 

Sandhu does not give details of the allegations. 

"I have recently been made 

aware of allegations anonymously made 

against me pertaining to both my work 

life and my nomination campaign," he 

wrote Wednesday. "These allegations are 

totally baseless. I absolutely deny them." 

Sandhu said that while he is confident he 

will be cleared it is impossible for him to 

continue as a PC candidate. 

Charles Sousa Launches 

Re-Election Campaign 

Mississauga : With a provincial election set for 

June 7th, hundreds of community members and volunteers 

were at 425 Lakeshore Road East today to help 

launch Charles Sousa's Re-Election campaign. 

Sousa has represented the Mississauga Lakeshore 

Riding since 2007 and has served as Minister 

of Finance, Minister of Citizenship and Immigration, 

Minister Responsible for the 2015 Pan & ParaPan 

American Games, Minister of Labour and Chair of 

Treasury Board and Management Board of Cabinet. 

Sousa introduced the 2018 Ontario Budget on 

March 28, which outlined a bold plan for care and opportunity 

that focuses on investments in health care, 

home care, education and infrastructure.

Peel Regional Police Complete 

Investigation into Unauthorized 

Release of Documents 

Region of Peel– Peel Regional Police have completed its investigation 

about police documents that were sent to two Brampton 

City Councillors. The investigation revealed that the documents 

in question were not accessed, or sent by any employee of 

the Peel Regional Police. 

On Thursday, April 19, 2018 two Brampton City Councillors 

received envelopes in the mail which contained police reports 

that were not authorized for release to the public. 

On Saturday, April 21, 2018 the Peel Regional Police were 

notified of the incident at which time the 22 Division Criminal 

Investigation Bureau started to investigate. 

The investigation revealed that the documents were accessed 

through the Police Information Portal (PIP), which is a secure 

records management system maintained by the RCMP. PIP is 

accessible to all Canadian law enforcement agencies for the purpose 

of information-sharing. It was determined that a member of 

the Toronto Police Service accessed the Peel reports through the 

PIP system. The Toronto Police Service Professional Standards 

Bureau has taken over the investigation.

Ontario Liberals to Lower 

Car Insurance Rates

Toronto : Brampton, Ontario Liberals 

announced that a re-elected 

Liberal government will ban the 

practice of insurance companies 

charging higher auto insurance 

rates for certain communities solely 

based on a driver’s postal code. 

This effort will provide immediate 

relief to the people living in places 

like Brampton and communities 

across the GTA. The Ontario Liberals 

will also put in place initiatives 

that allow drivers to save money by 

requiring discounts for drivers who 

use anti-distracted driving apps and 

by making it easier to purchase usage-based 

insurance products. 

The Ontario Liberals are the 

only party with a reliable, credible 

plan to further reduce car insurance 

costs for Ontario drivers. 

The Ontario NDP have no explanation 

or details in their platform to 

back up their promise to lower rates 

by 15%. Without such details we can 

only guess what the NDP might do 

based on their historical approach 

in other provinces. For example, the 

NDP could meet their goals by lowering 

benefits for victims or subsidizing 

already profitable insurance 

companies or creating a public system 

like the one that is in financial 

crisis in BC. 

Ontario Liberals have already 

taken real steps to lower rates. 

Since 2013, rates have come 

down approximately 10 per cent 

across the province, when considering 

the Consumer Price Index. We 

created a Serious Fraud Office to 

tackle a major problem in auto insurance 

that the NDP would cut due 

to their major platform mistake. 

We are currently implementing 

the Fair Auto Insurance Plan which 

will reduce rates by providing credible 

neutral independent medical examinations 

and common programs 

of care to help people get healthier 

faster. 

But we understand there is 

more work to do to help families. 

The Conservatives don’t have a 

plan to lower auto insurance rates. 

They don’t have a plan at all. 

Brampton : With the sudden 

and surprising resignation 

of Conservative Candidate 

Simmer Sandhu, serious 

concerns are being raised 

again about Doug Ford’s 

leadership abilities and the 

ethics practiced by his party’s 

leadership team. 

“In January of this year, 

we heard interim Conservative 

Leader Vic Fedeli state 

his concerns about the party 

membership lists and nomination 

processes following 

the abrupt resignation of 

Patrick Brown,” says Sukhwant 

Thethi, “and then Vic 

said that ‘I plan to root out 

the rot.’” 

Yesterday’s resignation 

of Simmer Sandhu and allegations 

that stolen personal 

data of Highway 407 customers 

might have been used 

to stack nomination fights 

for Conservative candidates 

shows that neither Vic Fedeli 

or Doug Ford tried very hard 

to clean up their Party. 

“It is becoming very 

clear that the Conservative 

Party under Doug Ford is 

just not ready. They have 

no campaign platform, they 

cannot state that other candidates 

are not involved in 

this scandal, and Doug Ford 

claims that he will grow our 

province by cutting programs 

and budgets,” states 

Sukhwant Thethi. “Doug 

Ford does not have the ‘right 

stuff’ to govern Ontario.” 

“On June 7th, our choice 

should be to build Ontario 

up, not break it. A Liberal 

vote is a caring and generous 

vote.” 

Doug Ford promised to cut gas prices 


TORONTO : The leaders of 

two of Ontario's main political 

parties trumpeted major 

campaign promises Wednesday 

— lower gas prices and 

subsidized child care — that 

they said would make life 

more affordable for average 

people, but were vague on the 

details. 

Doug Ford promised to 

cut gas prices by 10 cents a 

litre if his Progressive Conservatives 

win next month's 

election, saying he'd do so by 

cutting the provincial gas tax 

and scrapping the cap-andtrade 

system. But he wasn't 

clear on how he'd replace 

the billions in revenue that 

would be lost by taking those 

measures. 

NDP Leader Andrea Horwath, 

meanwhile, wouldn't 

provide details of what families 

earning more than $40,000 

would pay for child care under 

her plan for the province. 

The NDP is proposing 

to fully subsidize public, licensed, 

not-for-profit child 

care for those lower-income 

earners if elected next month. 

Households earning 

more than $40,000 would 

pay an average of $12 a day, 

but the NDP has not given 

details about exactly what 

people earning more than 

that would pay, what specific 

income brackets would be established, 

or any caps. 

Horwath was asked several 

times for those details 

Wednesday, and would only 

say that it is a "sliding scale." 

"At some point a person's 

income is going to be such 

that they don't need to have 

any subsidy or any help with 

paying for child care," she 

said, without elaborating on 

what point that would be. 

"The point is to provide affordable 

childcare that's high 

quality, that's not for profit,

The NDP child-care plan 

also proposes to increase wages 

for early childhood educators 

and add 202,000 new notfor-profit, 

licensed, affordable 

child-care spaces. 

In Oakville, Ont., Ford 

stood outside a gas station 

to announce that he would 

reduce gas prices by 10 cents 

per litre. 

He said he'd do so partly 

by scrapping the province's 

cap-and-trade system, which 

puts a price on carbon and 

has added 4.3 cents a litre to 

the price of gasoline. 

Ford said he would also 

cut the provincial gas tax by 

5.7 cents a litre. Currently, 

drivers pay 14.7 cents per litre 

of gasoline in provincial 

tax and 14.3 cents on diesel. 

The Tories would reduce both 

taxes to nine cents per litre, 

which they say would mean 

drivers pay $1.19 billion less 

per year. 

But that also means that 

money isn't going to provincial 

coffers, along with 

$2 billion that the province 

brought in from cap and trade 

last year. 

When asked how he 

would make up for the lost 

revenue, Ford said, "we can't

afford not to do this." 

"(Drivers) are frustrated 

at being gouged at the gas 

pumps," he said. "This will 

stimulate the economy when 

we put money back into their 

pocket. We aren't putting it 

anywhere else ... They'll go 

out and shop, stimulate the 

economy." 

Municipalities receive 

two cents per litre from the 

provincial gas tax, money 

that is earmarked for transit 

funding. The Liberal government 

announced last year 

that they would increase it in 

2019 to 2.5 cents a litre, up to 

four cents by 2021 — increases 

the Tories would maintain.

N Korea threatens to call off talks with US 

Says Won’t Be Pushed Into A Corner With Unilateral Denuclearisation Demands 

Washington: North Korea 

warned on Wednesday that it 

would bail out of a scheduled 

June 12 summit between its 

leader Kim Jong-un and US 

President Trump if Washington 

attempted to corner 

Pyongyang with unilateral denuclearisation 

demands and 

continued its military drills 

with South Korea that it sees 

as part of an existential threat. 

The North Korean backsliding, 

apparently in response 

to aggressive US talk 

on the need for “complete 

verifiable irreversible denuclearisation” 

by Pyongyang 

before Washington eased any 

pressure, put the Singapore 

summit on skids, suggesting 

the celebratory commentary 

about bringing the reclusive 

communist regime to heel is 

premature. 

US commentators of 

conservative hue had gone 

overboard with Trump’s diplomatic 

triumph in engaging 

North Korea, but the quixotic 

country provided a stark reminder 

that it was not about 

to roll over in a one-sided capitulation 

that much of the 

world read into its decision 

to engage directly with US. 

Apparently, North Korea has 

demands too from the US and 

South Korea. 

“If the Trump administration 

approaches the summit 

with sincerity… it will receive 

a deserved response from us,” 

North Korea’s vice foreign 

minister Kim Gye Gwan said 

in a statement on Wednesday, 

adding, “However, if the 

US is trying to drive us into a 

corner to force our unilateral 

nuclear abandonment, we 

will no longer be interested in 

such dialogue and cannot but 

reconsider our proceeding to 

the DPRK-US summit.” 

The North Korean reservations 

came even as New 

Delhi sent minister of state for 

external affairs V K Singh to 

Pyongyang on Wednesday on 

a surprise visit, presumably 

to build bridges with a country 

India has long disdained 

because of its nuclear proliferation 

ties to Pakistan. Singh’s 

unscheduled visit came after 

US interlocutors, including 

the new national security 

adviser John Bolton and secretary 

of state Mike Pompeo, 

had telephonic exchanges 

last week with their Indian 

counterparts Ajit Doval and 

Sushma Swaraj respectively. 

It was not clear immediately 

if Singh was acting as an intermediary 

or pursuing New 

Delhi’s own agenda, but the 

surprise visit came just as 

North Korea backtracked 

from what was seen as a lockin 

of the Signapore summit. 

Trump supporters had 

gone so far as to lobby for a 

Nobel Peace Prize for him despite 

cautionary advise from 

sections of the diplomatic 

community that Kim could 

be playing American for suckers. 

The North Korean ire 

was apparently provoked by 

continued US-South Korea 

air force drills that it said was 

ruining the build-up to the 

Singapore summit, and tough 

statements from US leaders, 

including the view of the new 

NSA Bolton that Pyongyang’s 

denuclearisation should follow 

what was imposed on 

Libya in 2004 when he was an 

undersecretary for arms control. 

“This is not an expression 

of intention to address 

the issue through dialogue. It 

is essentially a manifestation 

of awfully sinister move 

(s) to impose on our dignified 

state the destiny of 

Libya or Iraq, which had 

been collapsed due to the 

yielding of their countries to 

big powers,” the North Korean 

minister said, expressing 

“repugnance” towards 

Bolton, a US hawk it had 

once described as “human

as native-born Canadians 

continue to out-earn immigrants 

in the labour force 

by a margin of almost 20 per 

cent in their early 20s. 

Christopher Worswick, 

a professor at Carleton 

University, explained that 

while there are several viable 

reasons to increase Canadian 

immigration, he’d 

caution against increasing 

levels too drastically, too 

quickly. 

“I worry a little bit 

when people say we need 

one per cent immigration to 

solve all our problems. Well, 

that’s a very high level,” he 

explained. 

He clarified that while 

he believes there are “huge 

benefits to immigration,” 

there are many variables to 

consider when discussing 

what percentage of the total 

population they should comprise. 

Some of these include 

projected salary milestones 

that immigrants in Canada 

were expected to meet over 

the past few decades that 

they’ve yet to achieve, and 

the risks that automation 

pose to Canada’s entire 

workforce. 

“If self-driving cars are 

realistic inside 15 years, 

suddenly both taxi drivers 

and Uber drivers aren’t going 

to have work,” he said 

as an example. If whole 

populations are forced out 

of work due to automation, 

immigrants that came to 

Canada to work will likely 

wind up among the newly 

unemployed. 

“Without immigration, 

our labour force would 

shrink. Immigrants contribute 

significantly to the 

labour force because they 

come in at a fairly young 

age, and they have many 

years of work ahead of 

them,” Esses explained. 

She notes however, 

that with an increase in 

immigration levels, it’s important 

for governments to 

dedicate time and resources 

into integrating them into 

Canadian society. 

“It is important to increase 

immigration levels. I 

think that will be beneficial 

if we do a good job of integrating 

immigrants. One 

thing that’s happening now 

is that immigrants will be 

far less likely to have English 

and French language 

skills. Immigrants are underemployed,” 

she said 

She emphasized that 

the federal government has 

done a good job at introducing 

the necessary support 

systems like language training 

and career mentorship. 

This past November, the 

Canadian government released 

an updated immigration 

plan, which sought to 

bring a total of 310,000 additional 

newcomers to Canada 

in 2018, with increases 

every year thereafter until 

2020. By 2020, the yearly total 

will hit 340,000. This will 

still represent less than one 

per cent of Canada’s population, 

and remains short 

of recommendations made 

two years earlier by the 

federal government’s economic 

advisory council — a 

group of advisers to Finance 

Minister Bill Morneau. 

The council previously 

recommended that boosting 

immigration by 50 per cent 

(from 300,000 to 450,000 people 

annually) over the following 

five years, a number 

which a previous Conference 

Board of Canada report 

suggests is both achievable 

and necessary.

trial resumes in Pakistan 


The statements of two more Pakistani witnesses, Federal 

Investigation Agency (FIA) Additional Director General 

Wajid Zia and another official, Zahid Akhter, needed to be 

recorded. The prosecutors, however, sought adjournment 

due to engagements at the accountability courts. The court 

asked Zahid Akhter to appear in the next hearing while Wajid 

Zia will be summoned for prosecution evidence on May 

23. The prosecution completed the testimonies of 68 Pakistani 

witnesses last year. The court "observed with concern 

that since January 2016 upon the request of the prosecution, 

government functionaries sitting at the helm of affairs were 

directed repeatedly for producing 27 Indian nationals so as 

to give evidence in instant case, but till date no serious and 

final response has been given by the government". In January 

2016, the government had contacted New Delhi asking it 

to send the witnesses to Pakistan to testify against the Mumbai 

attack suspects. A total of 166 Indians and foreigners 

were killed in the bloodbath. Lakhvi and the other suspects 

- Abdul Wajid, Mazhar Iqbal, Hammad Amin Sadiq, Shahid 

Jameel Riaz, Jamil Ahmed and Younus Anjum - are being 

tried by the ATC since 2009. Earlier, the Lahore High Court 

released prime suspect Zaki-ur-Rehman Lakhvi on postarrest 

bail in 2015 after he furnished Rs 2 million in surety 

bonds. Lakhvi's request for exemption from appearing in 

the court was also accepted on Wednesday.

Governor’s Choice 

Not inviting Congress-JD(S) to form government 

will create an unholy mess in Karnataka 

Karnataka’s fractured mandate has paved 

the way for some high voltage drama as BJP – 

the single largest party – and the post-poll Congress-JD(S) 

combine put forward competing 

claims for government formation. BJP, with 104 

seats, legitimately feels it has won the mandate 

and should be invited first by governor Vajubhai 

Vala to form a government. Nevertheless 

it falls short of the halfway mark of 112 seats, 

while the Congress-JD(S) combine with a total 

of 117 seats has the requisite numbers. At the 

time this goes to press, the governor has not 

taken a call on this question. 

While governor Vala comes from a BJP/ 

RSS background, he also holds a high constitutional 

office. He should determine the issue on 

the basis of a set of consistent principles rather 

than on partisanship. Fortunately, those consistent 

principles are available and set forth in a 

2006 Supreme Court judgment that considered 

just this question. According to the verdict by a 

five judge panel, the governor has no option but 

to invite any party or alliance, whether pre-poll 

or post-poll, which commands a majority in the 

assembly. 

Going by this criterion the governor should 

invite the Congress-JD(S) combine first to form 

the government. Not only would anything else 

be subject to legal challenge, if BJP is invited to 

form government first and given time to prove 

its numbers it could open the floodgates to 

horse trading and unsavoury tactics to secure 

a majority. The spectre of BJP’s 2008 Operation 

Lotus hangs over Karnataka. Back then the 

party had poached 20 MLAs from Congress and 

JD(S) to form government. 

In fact, JD(S) leader HD Kumaraswamy has 

already alleged that BJP is trying to lure away 

his MLAs with Rs 100 crore offers. All of this 

has forced Congress and JD(S) to take recourse 

to resort politics. Reportedly, the same resort 

near Bengaluru where Gujarat Congress legislators 

had been housed last year before Rajya 

Sabha elections has been booked to host their 

Karnataka counterparts. Offering Kumaraswamy 

first shot at forming a government reduces 

the possibility of an unholy mess, as he has significantly 

higher probability of demonstrating 

requisite numbers at this point. Besides, there 

is the precedent of Goa and Manipur elections 

last year, where BJP had been allowed to form 

the two state governments with allies despite 

Congress emerging as the single largest party

Lord Ram's birthplace can't be 

shifted, deity's counsel tells SC

no particular religious significance 

or importance attributable 

to the Babri Masjid 

structure in Ayodhya, 

while 'janmasthan' (birthplace) 

of Lord Ram is a particular 

place of religious significance 

for the Hindus, so 

it can't be shifted, the deity's 

counsel told the Supreme 

Court on Thursday. 

Senior Advocate K. Parasaran, 

appearing for deity 

Ram Lalla Virajman, told an 

apex court bench headed by 

Chief Justice Dipak Misra 

that the birthplace cannot be 

shifted to another site, while 

a mosque with no particular 

religious significance to 

the Muslim public can be 

shifted as that will "not affect 

the right to practice religion 

by offering 'namaz' in other 

mosques". "Admittedly, 

there are a number of other 

mosques at Ayodhya," he argued, 

adding that the disputed 

2.77 acres site at Ayodhya 

in Uttar Pradesh is a place 

of particular religious significance 

for the Hindus and 

"can't be shifted". 

He said that to go on a 

pilgrimage is a practice of 

religious faith for the Muslims 

as well as the Hindus, 

but for the Muslims, "Mecca 

and Medina alone are places 

of particular significance" as 

pilgrimage centres, but for 

them such was not the case 

with Ayodhya/Babri Masjid. 

Addressing the bench, 

also comprising Justice 

Ashok Bhushan and Justice 

S. Abdul Nazeer, Parasaran 

argued that the prayer for 

reconsideration of the 1994 

five-Judge Constitution 

Bench judgment in the Ismail 

Faruqui case, in which 

it was held that a mosque 

was not an integral part of 

religious practice of offering 

prayers, was not maintainable 

in this case. 

"On merits, the judgment 

does not call for reconsideration 

and is rightly 

decided. And to reconsider 

the judgment in Ismail Faruqui's 

case will be an exercise 

in futility as the judgment 

therein is binding on 

the present appellants," he 

said while opposing the plea 

of Muslim representatives 

in the Ayodhya case that 

the 1994 judgment be reconsidered 

by a larger bench of 

either five or seven Judges. 

Addressing the bench 

on the flaws of the 1984 judgment, 

Senior Advocate Rajeev 

Dhavan, appearing for 

lead petitioner M. Siddiqui 

represented by his legal heir, 

had earlier said that this verdict 

completely denuded the 

concept of religious practices 

under Article 25 of the 

Constitution. 

In an earlier hearing, 

Dhavan had said that a larger 

bench of either five or seven 

Judges has to revisit the 

issue and decide "what is the 

meaning of mosque to the 

Muslims" and is it taken as a 

"gospel truth that a mosque 

is not essential to Muslims 

and Islam". On Wednesday, 

Parasaran contended that 

the suit property in Ayodhya 

is a place of particular 

religious significance for 

Hindus and to go on pilgrimage 

and worship therein is 

an essential part of Hindu 

religion and practice, adding 

that the "right of the Hindus 

is a fundamental right 

to freedom of religion under 

Article 25 of the Constitution 

and the Hindus cannot be deprived 

of the same". 

"Hindus also go on pilgrimage, 

which is generally 

known as 'theerath yatras'. 

Though there are several 

important places of pilgrimage, 

seven places are especially 

holy and of particular 

religious significance to the 

Hindus, Ayodhya being the 

foremost," he contended. 

He added: "No particular 

religious significance is 

pleaded qua the Babri Masjid 

which existed at Ayodhya 

before demolition. That 

Babar built the Masjid is a 

historical fact and not a fact 

of particular religious significance 

or importance. As regards 

the Hindus, the place 

being 'janmasthan' of Lord 

Ram is a particular place of 

religious significance. This 

is not comparison of two 

different religions, but is a 

submission as to the claim 

of the Muslim public in the 

erstwhile Babri Masjid and 

claim of the Hindus to Ram 

Janmasthan." 

The faith of the Hindus 

from time immemorial is 

that the site below the three 

domes of the now-demolished 

structure is the 'janmasthan' 

of Lord Ram, the 

senior counsel contended. 

The court is hearing a 

batch of cross petitions challenging 

the 2010 Allahabad 

High Court verdict that divided 

the disputed 2.77 acres 

site between the Nirmohi 

Akhara, the Lord Ram deity 

and the Sunni Waqf Board. 

The top court was moved 

by Siddiqui represented by 

his legal heirs, the Nirmohi 

Akhara, the Uttar Pradesh 

Sunni Central Waqf Board, 

Bhagwan Shri Ram Virajman, 

All India Hindu Mahasabha's 

Swami Chakrapani, 

the Akhil Bharat 

Hindu Mahasabha, the Akhil 

Bharatiya Sri Ramjanam

The apex court posted

Karnataka was 'rehearsal' of LS polls: Yashwant Sinha 

New Delhi : Former BJP leader 

Yashwant Sinha on Thursday termed 

the political developments in Karnataka 

as a "rehearsal" for the Lok Sabha 

elections and criticised Governor Vajubhai 

Vala for not adhering to his responsibilities. 

Sinha also sat on a protest outside 

Rashtrapati Bhavan over the issue and 

appealed to the people to join him to 

save democracy. 

"What is happening in Karnataka 

today is a rehearsal for what will happen 

after the Lok Sabha elections in 

Delhi. I am sitting on protest outside 

Rashtrapati Bhavan against the BJP's 

unconstitutional move to form a government 

in Karnataka," the former Finance 

Minister said. 

He said the Bharatiya Janata Party 

(BJP) is eight seats short in the Karnataka 

Assembly and no other party or 

MLA has so far come out in its support. 

"By not adhering to his responsibilities 

and acting just in the opposite, 

the Karnataka Governor has produced 

such a circumstance in which an Indian 

Political League has started, like 

the Indian Premier League in cricket. 

Now, MLAs and MPs will be auctioned. 

They will support those who will give 

them maximum money," Sinha said. 

Will the country's democracy run 

like this, asked Sinha, adding "we are 

sitting here to protect those values". 

He also took on Prime Minister Narendra 

Modi, saying "Modi had assured 

here in the Parliament while forming 

16th Lok Sabha that he would become 

the biggest protector of democracy. 

What is going on in the country now?" 

"This was not done only in Karnataka, 

it has been earlier done in Goa, 

Bihar and Manipur. In these three 

states, the Governor called the BJP-led 

alliances to form the government when 

they showed their post-poll coalition, 

and allowed them to take oath. 

"Contrary to this, the Karnataka 

Governor did not allow the two parties 

who claimed majority to form the government. 

The Governor ignored them 

and called the BJP to form the government. 

Is democracy safe?" 

Sinha said democracy first ended 

in the party, which led him to leave it 

and now it is ending throughout the 

country. He said the "government and 

the BJP have no right to trample the 

values of democracy in this way". 

The leader said this is the weakness 

of the political system that issues 

"which could be solved by ourselves" 

are presented before the Supreme 

Court. 

"The matter should not go to the 

Supreme Court. We are bound to take 

help of the Supreme Court in such issues 

because justice is not done by the 

current political system. Justice is not 

done by the Governor. 

"In my view, the Governor's post 

is bigger than the Supreme Court. He 

should have done justice. The issue 

was dragged to the Supreme Court because 

the Governor failed to do justice." 

He also raised questions over the 

appointment of Governors, saying "if 

Governors work like soldiers of a party, 

the country's democracy would not

Walmart profits take hit, but earnings 

rise as online grows

giant Wal-Mart saw quarterly 

profits take a hit but 

earnings beat analysts' expectations 

and total sales 

rose amid the growth of 

online sales, according to 

results released Thursday. 

Net income was down 

$905 million from the same 

period last year at $2.134 

billion. 

But the key earnings 

per share measure was 

$1.14, two cents higher 

than expected. And net 

sales, at $121.6 billion, 

were up 4.4 percent over 

the same period last year -- 

more than $1 billion higher 

than expectations. 

Wal-Mart, which is trying 

to compete with online 

giant Amazon, saw US 

comparable store sales rise 

2.1 percent and customer 

traffic increase 0.8 percent, 

although the unseasonably 

cold weather hurt sales in 

the United States. 

US online sales surged 

33 percent compared to the 

same period of the prior 

year and added a full point 

to overall sales growth. 

"We are changing from

more digital, while shaping 

our portfolio of businesses 

for the future," 

Walmart chief Doug Mc- 

Millon said in a statement. 

The company's chief of 

e-commerce, Marc Lore,

company cautioned that 

the deal was expected to 

negatively impact earnings

Tata Steel returns to profit on one-off gain

with the support of 34 

MLAs. 

According to reports 

on ANI, Congress's Goa incharge 

Chella Kumar today 

said he along with more leaders 

will meet the governor of 

Goa and ask him to invite 

his party to form the government. 

The party is also planning 

to parade its 17 MLAs at 

the governor house, according 

to a source. 

Soon after, in an apparent 

show of unity against the 

events unfolding in Karnataka, 

RJD leader Tejashwi 

Yadav followed suit, asking 

governor Satya Pal Malik to 

dissolve the Bihar assembly 

and invite RJD on account 

of it being the single-largest 

party in the state. 

"We would be holding a 

one-day dharna tomorrow 

against the murder of democracy 

in Karnataka. We 

also request the Bihar governor 

to dissolve the state government 

and like in Karnataka 

invite the single largest 

party, which in Bihar is the 

RJD," said Tejashwi Yadav. 

Delhi will be world's 

biggest city by 2028: UN 


He was speaking at the release of 

the revisions to the World Urbanisation 

Prospects 2018 report. It said that after 

surging past Tokyo in 2028, the population 

of Delhi urban agglomeration would 

grow to 39 million by 2030 from 29 million 

now. Tokyo's ageing population is projected 

to stay constant at the current level 

of 37 million, according to the data accompanying 

the report. "It is interesting 

to note that around the same time India 

is expected surpass China as the country 

with the world's total largest population," 

Wilmoth said. 

According to an earlier UNDESA estimate, 

India's population is expected to 

reach 1.438 billion in 2024, exceeding China's 

1.436 billion. The urbanisation data 

projected that in 2030 the urban agglomeration 

of Mumbai will hold on to its rank 

as the sixth largest with a population of 

25 million, up from 19 million in 2015. 

Kolkata will move down in 2030 to the 

16th place from 13th in 2015, even though 

its population would increase from 14 

million to 18 million. Bengaluru, which 

ranked 29th in 2015, will move up to the 

21st spot as its population grows from 10 

million to 16 million. Other Indian cities 

do not figure in the list of the world's 30 

most populous cities. 

Shanghai will continue to be the 

world's third biggest urban area with a 

population of 33 million in 2030 and Dhaka 

will be fourth with a population of 28 

million, followed by Cairo with 26 million, 

according to the data. 

India's current rural population of 893 

million is the largest in the world and is 

59.1 per cent of India's total population of 

1.35 billion. 

The year 2046 will mark an inflection 

point when more than half the Indian 

population will be urban. Its total population 

would cross 1.65 billion in 2045. 

"We have to see urbanisation as a 

positive thing," Wilmoth said outlining 

its benefits. It is easier to more efficiently 

and economically provide infrastructure 

and services like education and healthcare 

in urban settings where the population 

is concentrated compared to rural 

areas where it is scattered, he said. 

Urbanisation minismises environmental 

impact of humans by concentrating 

its impact in certain areas and allowing 

the preservation of land elsewhere, 

he added. 

But he said that rapid urbanisation 

has been occurring in developing countries 

which do not have the resources to 

deal with populations moving to cities resulting 

in slums and unplanned growth. 

To counter these trends there has to 

be better management and good planning 

for urban growth, he added.

SC seeks Centre's response on LGBT 

IITians plea against Section 377

Court on Thursday sought 

the response from the Centre 

on a plea filed by a batch of 20 

current and former students 

of Indian Institutes of Technology 

for scrapping the law 

that makes homosexuality a 

crime. 

A bench of Chief Justice 

Dipak Misra, Justice A.M. 

Khanwilkar and Justice D.Y. 

Chandrachud issued notice 

to the government seeking its 

reply on the plea and tagged it 

with other similar petitions 

which have already been referred 

to a five-judge constitution 

bench. he plea challenged 

section 377 of the IPC which 

criminalises sex between two 

consenting adults of the same 

gender. 

A group of present and 

past students of IITs across 

the country moved the apex 

court to challenge the constitutional 

validity of section 

377 of the IPC that criminalises 

homosexual activity and 

other unnatural sex. 

Students, claiming to represent 

more than 350 LGBT 

alumni, students, staff and 

faculty from the IITs, said 

that the existence of section 

377 had caused them "mental 

trauma and illnesses, such 

as clinical depression and 

anxiety and relegated some of 

them to second-class citizenship". 

Coming from different 

parts of the country with diverse 

religion, age, sex and 

other backgrounds, the petitioners 

said that section 377 

legitimises the stigma associated 

with sexual orientation 

and its expression -- something 

which is essential, fundamental, 

intrinsic and innate 

to an individual. 

Contending that the section 

that violates Articles 14, 

15, 16, 19 and 21 of the Constitution, 

the petitioners said: 

"The silence of our legislative 

wing and its ineffectiveness 

to even consider debating 

the need for the existence of 

this law is shameful, to say 

the least."The stigma, silence 

and violence that the section 

brings in its wake has led to 

some of us dealing with suicidal 

tendencies and some 

others attempting suicide in 

the past," the petitioners said 

in a press note. 

The group of over 350 

LGBT IITians have come together 

through an informal 

pan-IIT LGBT group Pravritti 

which they say is a "safe space 

for us to interact, connect and 

network". Noting that despite 

having studied in the best 

scientific institutions and 

having worked with the best 

of the minds, the petitioner 

group said that section 377 

had left a "very deep impact 

on our lives". 

"One can only imagine 

the amount of suffering and 

pain that section 377 has 

caused and continues to 

cause in the lives of LGBT individuals 

across the country," 

the statement said. 

Earlier, the top court had 

referred to a constitution 

bench several pleas filed by 

eminent citizens and NGO 

'Naz Foundation' challenging 

the 2013 apex court verdict 

which had re-criminalised 

gay sex between consenting 

adults. 

Section 377 of the IPC refers 

to 'unnatural offences' and 

says whoever voluntarily has 

carnal intercourse "against 

the order of nature" with any 

man, woman or animal shall 

be punished with imprisonment 

for life, or with imprisonment 

of either description 

for a term which may extend 

to ten years, and shall also be 

liable to pay a fine. 

Ministers of 5 states meet 

President on Finance Commission

New Delhi: The Finance Ministers of Delhi, Kerala, 

West Bengal, Andhra Pradesh, Punjab and the Chief Minister 

of Puducherry met President Ram Nath Kovind here on 

Thursday and submitted a memorandum urging amendments 

to the Terms of Reference (ToR) of the 15th Finance 

Commission. The ministers said that the ToR would destroy 

the financial autonomy of the states. 

These states had earlier protested that they would lose 

out because of the Commission's decision to use the 2011 

population census instead of 1971 as a basis for devolution 

of taxes from the Central government to the states, as 

they had successfully controlled their population. Jointly 

addressing the media here on Thursday after meeting the 

President, Kerala Finance Minister Thomas Issac said 

that they had requested Kovind to amend the ToR by taking 

precedents from the past. "Shifting of population base 

year from 1971 to 2011 violates the resolutions of the Parliament... 

We want 1971 as base year for population calculation," 

Issac said. When asked whether the President promised 

any change, Issac told IANS: "The President did not 

promise anything. But he will definitely look into it." 

Delhi Finance Minister Manish Sisodia alleged that 

the ToR was made with the thought of "How to overshadow 

states" and "How to control the financial autonomy of 

states".He also said that many aspects of the ToR "destabilise 

the well-settled federal arrangement" of India. 

The Finance Ministers of the southern states of Kerala, 

Karnataka and Andhra Pradesh and Puducherry Chief 

Minister V. Narayanasamy had met on April 10 and decided 

to submit a joint memorandum to the President. 

Non-bailable warrant issued 

against ex-BJP MLA Kotadia 

Ahmedabad : The 

Ahmedabad city civil and 

sessions court on Thursday 

issued a non-bailable warrant 

against former BJP MLA 

from Dhari, Nalin Kotadia, 

accused of Bitcoin extortion 

of a builder. 

After serving repeated 

summons to Kotadia, the Gujarat 

Police filed an application 

for his arrest and judge 

P.J. Tamakuwala issued the 

arrest warrant. 

When his name appeared 

in the cryptocurrency extortion 

case, worth Rs 12 crore, of 

Surat-based builder Shailesh 

Bhatt, Kotadia made counter 

claims against Bhatt. 

The CID crime summoned 

Kotadia to appear before 

it. After two summons, 

Kotadia wrote to the CID, 

buying time till May 12. When 

he still didn't appear, the CID 

went looking for him at many 

places, including his Dhari 

residence. 

If Kotadia still does not 

cooperate with the police, another 

warrant can be issued 

to declare him an absconder

350 Congressmen arrested in 

Tripura for holding rally 

Agartala : Over 350 Congress 

leaders and workers were 

arrested on Thursday for holding 

a rally here to protest the decision 

to allow the BJP to form a 

government in Karnataka and 

the demolition of many party 

offices in Tripura by the saffron 

party-led government. 

West Tripura District Police 

chief Ajit Pratap Singh said 

the Congress workers were arrested 

for holding the protest 

rally without permission. All 

were later released. Tripura 

Congress Vice President Tapas 

Dey told the media: "We earlier 

sought permission from the police 

to organise a 'Jan Aakrosh 

rally' in Agartala but police denied 

permission. We then tried 

to organise the rally..." 

Dey, who was arrested 

along with state party chief 

Birajit Sinha and former legislator 

Gopal Roy, said without 

following legal and democratic 

process, the Bharatiya Janata 

Party (BJP) government in the 

state unilaterally bulldozed 

more than 15 offices of the Congress 

and its frontal organisations 

in different parts of Tripura. 

"Some of the Congress offices 

are 70 years old and have 

valid official documents. Even 

the West Tripura District Magistrate 

and Collector did not 

follow the local court orders

Mumbai :Actress Sonakshi Sinha 

says driving a heavy manual mini 

truck for a sequence in "Happy Phir 

Bhaag Jayegi" was extremely tiresome. 

"I do have some practice driving 

manual cars but this mini truck 

was no cakewalk. It was a very old 

and heavy vehicle and because it 

was manual, the steering and gears 

were extremely tiresome and required 

a lot of strength to manuver," 

Sonakshi said in a statement 

to IANS. 

"Since it was a chase sequence, I 

had to accelerate the speed but with 

enough skill to guide my course 

safely on the roads. Having to burn 

rubber with that massive beast was 

quite the challenge but when we got 

it, the feeling was incredible," she 

added. 

"Happy Phir Bhaag Jayegi" is 

a sequel to "Happy Bhag Jayegi", 

featuring Diana Penty, Ali Fazal 

and Abhay Deol that was released 

in 2016. 

The romantic comedy narrated 

the story of a girl named Happy, 

who runs away from her wedding 

and reaches Pakistan by mistake. 

Diana features in the sequel too. 

She is joined by actress Sonakshi 

whose character also runs away

The scene for which Sonakshi

"It was a rather crucial scene 

that was being shot in Kuala Lumpur

sequence for which Sonakshi was 

required to drive a mini truck as a 

means for her character to escape. 

"The truck was an old, heavy 

metal bodied hulk and driving it required 

a fair bit of familiarity and 

control with it's weight and functionality. 

She was clear from the 

get go that she didn't want a double 

for it and hence she spent a fair bit 

of time driving the truck and getting 

used to it. It was not easy as it 

was an old self geared truck which 

required some serious strength to 

push it around," said a source.

Court allows Salman 

to travel abroad 

Jodhpur : Bollywood actor Salman Khan, out on bail in a 

1998 blackbuck poaching case, was on Tuesday granted permission 

to travel to the US, Canada and 

Nepal. Judge Chandra Kumar Songara of 

the Sessions Court here gave the permission 

soon after Salman submitted a plea. 

Salman's case was presented by senior 

advocate Mahesh Bora after brief 

arguments by public prosecutor Pokar 

Ram. Salman was granted bail in the 

poaching case here on April 7 after being sentenced to a fiveyear 

jail term. 

The actor spent two nights in jail following the court's 

verdict, after which he was granted bail. District and Sessions 

Court Judge Ravindra Kumar Joshi had asked the actor 

not to leave the country without the court's permission. 

Salman was granted bail on a personal bond of Rs 50,000. The 

actor has started shooting for Ali Abbas Zafar's "Bharat", 

which will also feature Priyanka Chopra.
