2 DEPOSIT BUDGETING
With this deposit, I thee wed
Weddings can be very expensive, Meghan Markle and Prince Harry’s nuptials reportedly cost a
staggering £32million. That’s over 1,000 times more than the average wedding.
The greatest cost for the royal couple? Security.
Plus, thousands of guests and onlookers will
run Kensington Palace a whopping £30 million,
estimates Bride Book. This includes the cost of snipers,
undercover police, military technology, and security
drones. The bulk of Kate Middleton and Prince
William’s wedding budget similarly went to security
costs.
New research by hybrid estate agent, Emoov.co.uk,
takes a look at how the increasing cost of our wedding
budget compares to the cost of a mortgage deposit.
The research shows that the money we’re spending
on our weddings across the UK has increased
dramatically over the years, up 88% since 2012 now
costing £27,161 on average. At the same time, the
average UK house price has only seen a 36% increase
and at £225,047, the current wedding spend is enough
to put down a 12% mortgage on a property.
The North East is home to the largest wedding
spend as a proportion of the average house price. The
average property price is just £128,218, but the money
spent on a wedding is still an eye-watering £24,519,
meaning potential buyers could be putting down 19%
of a property’s value on a mortgage for the price of their
wedding day.
While the average wedding spend in Scotland is
higher at £25,098, so too is the average house price
(£144,377). As a result, the budget for the big day north
of the border equates to 17% of a property’s value, the
second highest in the UK.
With a similar wedding spend of over £24,000
and an average house price of £155,385 & £152,891,
Yorkshire and Wales are both home to a wedding to
property price ratio of 16%.
As with property, couples in the capital predictably
pay the most to wed, shelling out a massive £36,155.
But with the cost of homeownership in the capital the
highest across the UK, that massive budget equates to
just 8% of the average property price.
Looking at all areas across the UK, Burnley and
Blaenau Gwent are home to the highest percentage of
property price spent on a wedding. With similar sized
budget of over £24,000 and an average house price of
£86,000, couples could put down 28% of a property
for what they are forking out on their wedding. The
smallest is of course, Kensington and Chelsea where the
London wedding budget of £36,139 only equates to 3%
of the mammoth average property price.
Russell Quirk, founder and CEO of Emoov.co.uk,
had this to say: “Getting married is one of those major
life stages that often prompts a property purchase or
move, but while escalating property prices are stopping
many from climbing the ladder, it seems royal and
celebrity weddings are having drastic influence on the
amount that we spend on our wedding day.
It does beg the question, how some can pull together
such large budgets for a wedding but are struggling to
get that first foot on the ladder, although that said, you
can’t buy a house by cutting corners, but savvy couples
can still have a day to remember on a smaller budget.”
12 THROUGH THE KEY HOLE
I love where I live…
Raglan
Not too big, not too small - Raglan’s a village with a great sense of community, says Hazel Davies.
Here, she tells Sharon Chilcott why it is popular with all ages.
How long have you lived in Raglan?
All my life. My family have lived here for generations - my grandfather, Ivan Davies
was a carpenter in the village.
What’s the best thing about living there?
The community spirit; the way the village pulls together and the fact that people
are always looking out for you. It also has a lot of facilities for a village. It has a
choice of pubs and shops including a butcher, a chemist, a clothes shop and a Nisa
convenience store. Raglan also has a hairdressers, where I have been a receptionist for
almost 14 years. And there’ s nothing you can’t find in our Post Office; if it’s not there
they will get it for you!
What, if anything, spoils it for you?
There’s nothing I don’t like about living here - it’s just such a good community to
live in, but it would spoil it for me if it expanded too much.
What sort of people does the village appeal to?
We are a very mixed community. Raglan has a Primary School so it’s attractive to
families with young children. There are a lot of older people who, once they have
moved here just don’t want to leave. And there are a lot of people, like my own son,
who have been brought up in the village and want to stay here. The development of
affordable housing means that quite a few local young families have been able to do so.
What’s the most fun you have had at a local event?
Probably at the Raglan Festival – four or five years ago before I joined the
organising committee! Now they call me the “bucket lady” because I am there every
year collecting money all weekend! It’s a great event – it’s not just music – it’s broader
than that. This year we are having a bit of a change and we are closing the high street
on Sunday for a street party. We’ll be using a lorry as a stage for live music from 1pm
to 8pm and the Beaufort Arms car park is going to be a car-free, child-friendly zone.
13
In what other ways are you involved in your local community?
I’ve been Vice-Chairman of the Raglan Community Council for about a year.
How would you advise someone new into the area to get to know the locals?
There’s lots going on - the Post Office always has lots of advertisements for groups
to join and events to go to.
Where do you go for a spot of “culture”?
I like going to the theatre and shows in Cardiff or Bristol, both easily accessible.
Where would you book up for a celebratory meal?
Well, it’s my son’s birthday next week and we are going to The Cripple Creek out
on the Abergavenny Road.
Where would you go for a casual
evening out?
I’d probably start with a quiet
drink in The Beaufort Arms in the
village and then go on to The Ship
where, since the new owners have
taken over, they have been putting
on entertainment and have live music
evenings.
I’d go to Cardiff or Cribbs Causeway near Bristol.
Where do you shop for day-to-day groceries?
Where would you go to blow the
cobwebs away?
I would take my Husky dog for
a walk. We are very lucky to have a
dog-friendly, family-friendly Healthy
Footsteps walk around the village. If I
was going further afield, I would go to
the Sugar Loaf or Blorenge.
If you were going to splash out on a
smart new dress, where would
you go to shop for it?
There are very few days I don’t go to the local Nisa store for something or other.
If adult friends were staying with you, where would you take them?
I’d show them the village and take them to Raglan Castle and out into the
wonderful countryside surrounding us.
If friends with children were staying with you, where would you be most likely
to take them?
I think Raglan Farm Park would make a fun outing with children.
What’s the best time of year in your village?
Summer means festival time! There’s the Raglan Festival in June (this year June 8
to 10) and then there’s Raglan Day on August Bank Holiday Monday. That’s organised
by the Raglan Festival committee too. I remember going to this as a kid and we
brought it back about two years ago as a proper full day event with a parade. It’s
fantastic. In mid-August, the festival committee also jointly hosts a charity, ‘Veterans
versus Raglan Rovers’ football match. It’s held in conjunction with Raglan Rovers in
order to raise money and awareness for them and it’s being held for the third time this
year.
Tell me one fascinating fact about Raglan that you don’t think is widely known?
Comedian and TV presenter Alexander Armstrong is related to Edward Somerset,
6th Earl of Worcester who lived at Raglan Castle and is buried at Raglan Church. He
was known as Edward the Inventor as he invented what would have been one of the
earliest steam engines.
Facts and Figures
Raglan is a thriving, historic village, which with its associated wards has a population of around 2000. The village
is overlooked by the ruins of a majestic 15th Century castle, the youngest stone-built castle in Wales, which is
unusual in being six-sided in shape and unlike traditional castles since its keep is outside the main castle. Raglan is
approximately midway between the towns of Monmouth and Abergavenny and has good access to the A40 and
A449, bringing Cardiff and Bristol within easy travelling distance. It’s set amidst the rolling Monmouthshire hills,
ideal for walkers and country-lovers. For golf enthusiasts, Raglan Parc Golf Course is nearby.
14 NEWS
The weird and wonderful things
househunters do to get their
offers accepted
There’s no denying it, homebuyers face an emotional rollercoaster when it comes to finding the right property.
You can spend months searching for a property that ticks all the right boxes, so when you eventually find one,
the priority is making sure your offer is accepted. Propertymark asked its members to reveal the
extravagant things they have seen buyers do over the years to secure their dream home.
Porsche plea
One potential buyer was worried a sale wouldn’t be accepted at the last hurdle,
so offered to buy the owner’s Porsche as well as the house to help guarantee the sale.
The deal was sealed and the new owner sped off into the sunset having secured two
purchases instead of one.
Luxury retreat
Hoping to make their offer stand out from the crowd, one buyer took the owner
away to a country manor hotel and spa for a weekend of pampering.
Landscaping lure
After putting an offer forward, a persistent buyer volunteered to landscape and
tend to the owner’s new garden for two years free of charge, in exchange for accepting
the offer.
Trolley temptation
While viewing a potential property, a prospective buyer asked the agent to close
and lock the front door behind them at the viewing. The agent later discovered this
was because the viewer had brought the full asking price, in cash, in a gingham
shopping trolley, hoping to make a deal there and then.
Buy without viewing
One particularly impatient buyer couldn’t even wait to see their perfect property
before putting down an offer. All she had to go off was a description via email with the
agent and a blurry video – she hadn’t even seen any photos!
Throw money at the situation
A determined buyer offered £32,000 over the asking price to secure a property
that was already under offer to gazump the other party, while another offered £50,000
when a vendor withdrew a house from the market.
Paying for tenancy
In a desperate bid to get their offer accepted, one prospective buyer offered to pay
a full 12-month tenancy for the sellers to go and rent somewhere else, so they were
more likely to accept his offer.
Wining and dining the owners
One potential buyer invited the vendor out for an indulgent dinner at an expensive
restaurant, with the hope to persuade them into accepting their offer on the property.
It worked – winner, winner, chicken dinner!
A surprise introduction
Another buyer took matters into their own hands and presented themselves on
the doorstep of the seller asking to pay the deposit in full there and then to secure the
deal.
Mark Hayward, Chief Executive, NAEA Propertymark comments:“Buying a
home is a big financial investment and buyers want the process to go as smoothly
as possible. We hear many bizarre stories about buyers trying to woo sellers in a
desperate bid to secure the deal, but this is something that can be easily avoided. It’s
important to build a relationship with your agent to help ensure you’re getting the best
possible advice about your purchase. Experienced agents will anticipate any issues
that could arise and prevent potential buyers from having to go to these extremes to
secure an offer on their dream home.”

Taking control of the
home sales process
The rise of online estate agencies has quickly and
dramatically transformed the way people
buy and sell houses in the UK.
(L-R) Sarah Harrison, Hayley Brading and Elizabeth Jones head up Capsel Homes
- an innovative new estate agency for South Wales.
With many property searches starting online, tools such as Rightmove,
Zoopla and Gumtree have become an important way to find a new home.
For sellers, getting their property onto Rightmove has become arguably
the most important part of the sales process. All properties on Rightmove need to be
listed by a registered estate agency.
Capsel Homes enables sellers to get their homes onto Rightmove and the Capsel
Homes website for just £275 including VAT. People can then add optional extras –
from photography to accompanied viewings – meaning they only spend money on the
things they actually need.
Alternatively, Capsel Homes offers a full estate agency service for just £1,500
including VAT that covers all areas of the selling process – from arranging
accompanied house viewings to sales progression. Capsel Homes also offers a range of
affordable lettings services. This great value package is perfect for people with limited
time or who want to take the stress out of selling their home.
With both services offering telephone and email support from our friendly team
of local property experts – Capsel Homes offers people the best option for people
looking to sell their home in south Wales.
Capsel Homes is part of Monmouthshire Housing Association (MHA) and all
profits from Capsel Homes go towards building new affordable homes in south Wales
– so people get to save money and give back to their community.
The Energy Efficiency Regulations
The Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 establish a
minimum level of energy efficiency for privately rented property in England and Wales.
This means that, from April 2018, landlords of
privately rented domestic and non-domestic
property in England or Wales must ensure that
their properties reach at least an Energy Performance
Certificate (EPC) rating of E before granting a new
tenancy to new or existing tenants. These requirements
will then apply to all private rented properties in
England and Wales – even where there has been no
Change in tenancy arrangements - from 1 April
2020 for domestic properties, and from 1 April 2023 for
non-domestic properties.
Full guidance on the regulations for both domestic
and non-domestic landlords has been published by the
Department for Business, Energy and Industrial Strategy
and can be viewed online at: https://www.gov.uk/
government/publications/the-private-rented-propertyminimum-standard-landlord-guidance-documents.
The documents provide guidance and advice on:
• The scope of the regulations: the steps a landlord
should take to determine whether their property
is covered by the regulations, and the steps they
should take to ensure their property complies with
the minimum level of energy efficiency;
• Relevant improvements: how a landlord can identify
appropriate energy efficiency improvements for their
property;
• No-upfront Cost Funding (domestic only): how
a landlord can investigate availability of no-cost
funding to cover the cost of improving a domestic
property;
• Cost effectiveness (non-domestic only): how
a landlord can determine whether particular
improvements would be cost effective to install in a
non-domestic property;
• Exemptions and exclusions: the exemptions
framework and the steps a landlord should take to
register a valid exemption;
• Enforcement: the enforcement framework and the
options open to enforcement authorities when
policing compliance with the minimum standards,
including information on fines and other penalty
options;
• The appeals framework: landlord appeals will be
heard by the First-tier Tribunal, part of the court
system administered by Her Majesty’s Courts and
Tribunals Service; the guidance discusses the steps
a landlord will need to take to lodge an appeal, and
how that process will be managed.
If a landlord believes that an EPC F or G rated
property they let qualifies for an exemption from the
minimum energy efficiency standard, that exemption
must be registered on the Private Rented Sector (PRS)
Exemptions Register - a self-certification database.
Detailed information on exemptions criteria is set out
in the published guidance documents.
Unlock the value of your
home with Equity Release
Improving health and an increase in life expectancy is putting a strain on people who
fund their lifestyle on limited resources, particularly in times of instability on stock
markets and low interest rates.
Coupled with this is the increase in debt being carried into retirement, funding the
provision of care, supporting children in adulthood and the growth in relationship
breakdown with the over 60s.
As an owner, your property is probably your biggest asset and with the passage
of time there has been an ever-increasing number of homeowners turning to equity
release as a means of releasing some of the tax-free cash tied up in it. What started off
as a scheme to enable people in need to release capital or income from their home has
developed into an integral part of financial planning to be used in a variety of ways
including:
• maintaining your standard of living by supplementing income or replacing capital
• consolidating credit cards, loans and other debts
• paying off an interest-only age restricted mortgage
• home improvements and adaptations
• holiday of a lifetime
• funding medical and social care
• assisting children and grandchildren on the property ladder
• funding divorce or civil partnership settlements for self or children
• paying school and university fees
• mitigating inheritance tax
Equity release is highly regulated and there are many safeguards in place to protect
those who take out a plan, however, it is important that advice is sought from a
specialist solicitor and financial adviser with the relevant experience early in the
process.
Plastic Free Chepstow
Plastic Free Chepstow is one of the newest voluntary groups in Chepstow. Set up in February this year
and linked with Transition Chepstow, it is planning to make a big difference. Its objectives are straightforward
but ambitious: to drastically reduce the amount of plastic that is used once then thrown away,
and to eliminate plastic litter from our streets and countryside.
The reasons for this are compelling.
Most of the plastic that has
ever been made is still with us,
much of it entering the oceans with
devastating effects on marine life. 5,000
pieces of plastic pollution, including
more than 150 plastic bottles, have
been found for every mile of beach in
the United Kingdom. A UN report has
suggested that if current trends continue
unchecked there will be more plastic
than fish in the sea by 2050. While
action by governments is important, the
group believes that local action - by every
one of us - is essential.
Amongst Plastic Free Chepstow’s
first actions has been the campaign
SOS - Straws off Streets. Local
pubs, restaurants and cafes are being
encouraged to give up plastic straws and
donate them to primary schools, where
children have been invited to turn them
into sculptures. To help inspire them,
local businesses Compose Management
Limited, Moore Language Solutions
and Cherished Earth Wholefoods have
donated a series of books to seven local
primary schools. Wild Tribe Heroes tells
the stories of animals who are damaged
by the thoughtlessness of humans,
bringing environmental problems to
life through simple stories and beautiful
illustrations. Their author, Ellie Jackson,
will judge the competition, and winning
entries will be on display in June in the
library and under the town archway.
The group is working hard to
get Chepstow recognised as a Plastic
Free Town – a process set up by the
organisation Surfers Against Sewage.
To achieve this requires the support
of local government, businesses, and
community organisations. Chepstow
Town Council has already demonstrated
its commitment, passing a resolution to
remove single-use plastics from its own
premises and the events it supports.
During Plastic Free Chepstow
Week (June 10-17) there will be a
range of events promoting Plastic Free
Chepstow, including on June 10 a stall
at the Sunday market, on June 12 a talk
(promoted by Chepstow Bookshop) from
Martin Dorey, author of No.More.Plastic,
and the following weekend a litterpicking
walk followed by a Plastic Free
picnic. For details of these events and
more, visit the group’s Facebook page
Plastic-Free Chepstow.
Chepstow residents looking to cut
down on the amount of plastic they
use can remember the ‘5Rs’ - refuse
unnecessary plastic, refill your water
bottle and coffee cup - and also your
washing-up liquid and laundry bottles,
replace single-use plastic with more
sustainable alternatives and recycle
whatever you can. Last but not least,
take a bag when you go out and remove
plastic litter from your street or park:
together we can eliminate plastic litter
from Chepstow.

32 FINANCE
Advice for the first time buyer
You may find buying your first home a little bit daunting. With the challenge of finding your first property,
choosing the right mortgage, selecting the best solicitor and making sure the whole process runs smoothly, you
may find the information below useful to help you achieve the first rung of the property ladder.
The first step is to contact us at Blestium Financial Services and we will advise
you on the mortgage options available to you. It doesn’t matter if you haven’t
found a property just yet, we can provide you with some facts and figures that
will help you select the property within your price range. As we do not charge broker
or advice fees this information won’t cost you anything apart from 30 minutes of your
time.
In the meantime we’ve outlined below some background information on
mortgages for first time buyers that we hope you’ll find useful.
How much can you borrow?
The amount that a lender will lend to you, very much depends on your individual
circumstances and different lenders’ affordability criteria. Lenders look at what you
can afford, based on the number of people applying for the mortgage and assessing
affordability, by taking into consideration your income and outgoings and any other
liabilities that you may have. Some lenders offer very good deals for first time buyers,
so it is always worth asking us to research the market on your behalf. To help your
adviser have a recent payslip and bank statement available so that you can be given a
more accurate figure for your new mortgage.
What other costs do you need to be aware of?
It is also worth remembering the additional costs, on top of your deposit and
mortgage that you will be expected to pay.
For example, you will have to pay stamp duty for the property which you are
purchasing. The amount of stamp duty varies depending on the
price of the property and whether you are buying in Wales or
England.
Plus you will have to pay for the survey and the valuation of
the property, and solicitor’s fees.
You may also have fees to pay to the lender for your mortgage.
These could be an arrangement fee and/or booking fee.
buyers?
Help to buy ISA
The Help to Buy: ISA is available from a range of banks and building societies.
The accounts are available to each first time buyer, not each household. This
means that if you are planning to buy with your partner, for example, you could
receive a government bonus of up to £6,000 towards your first home.
Save up to £200 a month into your Help to Buy: ISA. To kickstart your account, in
your first month, you can deposit a lump sum of up to £1,200.
The minimum government bonus is £400, meaning that you need to have saved
at least £1,600 into your Help to Buy: ISA before you can claim your bonus. The
maximum government bonus you can receive is £3,000 – to receive that, you need to
have saved £12,000.
When you are close to buying your first home, you will need to instruct your
solicitor or conveyancer to apply for your government bonus. Once they receive the
government bonus, it will be added to the money you are putting towards your first
home. The bonus must be included with the funds consolidated at the completion
of the property transaction. The bonus cannot be used for the deposit due at the
exchange of contracts, to pay for solicitor’s, estate agent’s fees or any other indirect
costs associated with buying a home.
For more free advice contact Martin Newell at Blestium Financial Services. We
have offices in Monmouth and are happy to do appointments at your home or
workplace in the evening or weekends.

Homeowner Confidence in Property
Market Regains Momentum
• Brits predict average property price rises of 6.9 per cent in their area over next six months
• 84 per cent of Brits expect property value increases in their area over the next six months
• Expected average area price growth has risen from 4.9 per cent to 6.9 per cent over the last six months
• West Midlands is the most and North East England is the least confident region, with expected growth 10.6 and 2.6 per cent
respectively over the next six months
Homeowner confidence in the property market has risen, according to the
latest Housing Market Sentiment Survey from Zoopla. More than eight in 10
homeowners (84 per cent) now expect house prices in their area to grow in
value, an increase of 14 per cent since the survey was last taken in November 2017.
The research also shows that expected property price growth in their area has risen to
6.9 per cent, up from 4.9 per cent. Both percentages represent the largest increase in
consumer confidence since H1 2016.
Regionally, those in the East Midlands and the East of England are the most
optimistic about their local property market; 93 per cent and 90 per cent of
respondents respectively expect house price rises over the next six months. The South
West is the third most optimistic region, with 89 per cent of homeowners expecting
an increase in their area’s property values. In contrast, North East England is the least
confident region, with only 63 per cent expecting rises – this still represents a rise of
22 per cent since November 2017. London and the Yorkshire and Humber are the
second and third least confident regions, with 76 per cent and 84 per cent anticipating
increases respectively.
When it comes to the rate at which homeowners think local house prices will
increase in value in their area, this has also increased across the regions. Those in the
West Midlands are the most confident, with homeowners predicting properties in their
area to rise in value by 10.6 per cent over the next six months, compared to just 5.4
per cent in November. Homeowners in East Midlands are the second most confident,
followed by Scotland, with the regions expecting properties to grow in value by 9.2
per cent (up 4.1 per cent) and 8.6 per cent (up 1.7 per cent) respectively. The lowest
house price growth is expected in North East England, where homeowners anticipate
a minor increase of 2.6 percent.
However, despite this increase in confidence, the majority of homeowners are still
not planning on spending more on home improvements over the coming six months
(64 per cent). Fewer homeowners (6.7 per cent) are planning to refinance a mortgage,
a decrease of more than two per cent (2.3 per cent) from last November. In addition,
the amount of homeowners planning on making home improvements during this time
remains flat with 43 per cent planning on rejuvenating their home – the same since
the last survey.
Lawrence Hall, spokesperson for Zoopla, comments: “It’s encouraging to see a
bounce-back in consumer confidence in the market - it’s the largest increase we’ve
seen since 2016. This shows that homeowners are starting to regain their confidence
in the property market, with those in the East of the UK having the most optimism.”
Are you overpaying Stamp Duty?
HMRC has stated that at least 15,700 buyers overpaid stamp duty last year.
Are you, or your buyers, making incorrect assumptions about purchase costs?
Despite the high cost of stamp duty, some buyers
and, surprisingly often, their professional
advisors, are getting their tax calculations
wrong, prompting would-be movers to hold back and
others, HMRC has confirmed, to over-pay by tens of
thousands.
The Wilmslow branch of estate agents, Jackson-
Stops, recently saved one well-heeled buyer several
hundred thousand pounds in Stamp Duty Land Tax
(SDLT), merely by pointing out one aspect of the
current rules. Another nearly fell foul of a much more
common misinterpretation, the clarification of which
reduced their tax bill by £18,000 to £20,000.
Why the confusion?
The most common misunderstanding concerns
liability for the 3% additional property surcharge (lifting
SDLT on a £600,000 home from £20,000 to £38,000).
HMRC say they get calls about this every day and that
over 15,700 buyers overpaid last year.
Some assume that owning any other property
triggers liability for this. But it should not apply when
replacing your “principal place of residence” and, if you
move before selling your previous home, you have three
years to claim the 3% surcharge back, when you do.
Thus, to take one example, when the owner of a buy-tolet
property who sold her main residence to live abroad,
returned and bought a replacement, she did not have
to pay the 3% surcharge. Similarly, the buyer of a four
bed cottage with one bed studio who mistakenly paid a
£20,000 surcharge, was able to claim it back.
The second issue concerns mixed use properties.
CGT liabilities loom large here but, where a purchase
includes, for example, offices or land that is clearly
agricultural, commercial SDLT rates can apply. In the
case of one Midhurst buyer of a farmhouse with 50
acres, the difference was £186,750.
Relief is also available if buying multiple dwellings
in a single transaction. The process takes into account
the tax that would be paid on the individual average
price, as opposed to taxing, say, five £200,000 houses
as if they were a single £1 million property. It applies a
minimum rate of 1% but, again, can make a substantial
difference. Ultimately, HMRC deals with all purchases
on a case-by-case basis.
In an economy subdued by tight credit controls,
political uncertainties and affordability limits, the
market over around £1.25 million has been especially
hard hit by high property tax rates. This has pushed
prices down disproportionately (i.e. by more than the
extra SDLT) just as demand for good family houses
below £1 million continues its relative strength.
The upshot of this is that, whilst would-be
downsizers are left feeling a little disappointed by just
how far down they’ll have to go to realise the cash they
want, those trading up to what our back page writer
might refer to as “a very big house in the country” can
get a lot more for the price difference, than at this time
last year. Especially if they can pay less stamp duty than
envisaged, as well.
Voluntary First
Registration of Title
Titles to properties in England and Wales fall into two
categories, registered and unregistered.
Approximately 84% of all property titles are now registered
and the Land Registry is keen to encourage
voluntary first registration of the remaining 16%.
The Land Registry offer a 25% reduction on its fees for such an application. If
you own unregistered land then there are a number of reasons why you may
wish to consider a voluntary registration.
Since 1990 it has been compulsory to register land ownership. However, a trigger
to do so only occurs when there is a sale of a property, a mortgage or some other
change of ownership. There is a possibility that your property may be unregistered if
it has not been sold, mortgaged or transferred for at least 30 years. There are many
reasons why you should consider such an application: -
• Registered titles come with a state backed guarantee and are more secure.
Historically, title was proved by old deeds but a registered title is now recorded
on a central register allowing you to have access to proof of ownership. Currently
there are approximately 25 million titles registered on the Land Registry Database.
• Registered land is less susceptible to property fraud due to the Land Registry
identification procedures. If anyone attempts to make a claim on your land, the
Land Registry will notify you of that application. If your title is unregistered the
Land Registry do not know that you are the owner of the property and so cannot
contact you.
• Generally speaking, selling a property with a registered title simplifies the sale. It is
not uncommon when selling an unregistered title to find there are issues with the
title plans, descriptions of the property and even missing title documents which
can delay the sale and even cause the sale to fall through leading to frustration,
unnecessary expense and disappointment for all parties involved. If there are
any issues with an unregistered title these will be resolved when a voluntary first
application is made.
• If the unregistered title documents to your property are destroyed, lost or stolen
you would have to reconstruct the title which can be expensive and would require
an application to the Land Registry for registration of title.
Bank of Mum and Dad lending
needed for 1 in 4 UK housing
transactions in 2018
The Bank of Mum and Dad (BoMaD) will be the equivalent of a £5.7bn mortgage lender in 2018, according to new
research and forecasts from FTSE100 financial services group Legal & General and Cebr. ‘BoMaD’ remains a major
force in the UK housing market in 2018. 27% of buyers will receive help from friends or family, up from 25% in
2017. This year, the Bank of Mum and Dad will help 316,600 loved ones buy a home - up from 298,300 in 2017.
The value of Bank of Mum and Dad-supported property purchases in 2018 will
rise to £81.7 billion, representing a £4.2 billion or 5% increase since 2016.
However, parents are providing smaller sums - the average BoMaD
contribution will decline from £21,600 in 2017 to £18,000 in 2018. Total lending has
reduced from its height at £6.5bn in 2017 to £5.7bn in 2018. This is, however, still an
overall increase against £5bn of lending in 2016.
Nigel Wilson, Group Chief Executive at Legal & General, said: “The Bank of Mum
and Dad remains a prime mover in the UK housing market, and will lend the best part
of £6bn to buyers this year, with over 315,000 transactions being underpinned by
parental help.
“However, it’s clear that households are feeling the pinch, as BoMaD contributions
have reduced by an average of 17% from nearly £22,000 to a still very generous
£18,000.
“The fact that in 2018, 1 in 4 housing transactions in the UK will be dependent on
the Bank of Mum and Dad, while hard-pressed parents are finding it more difficult to
provide the funds to help their family with deposits, will further exacerbate the UK’s
housing crisis.
“We need more homes for the young, old and families alike. Legal & General is
playing its part by announcing an initiative to deliver thousands of new affordable
homes.”
Other key findings from Legal & General’s “Bank of Mum and Dad” research
include:
The number of properties funded by BoMaD financing has grown by 3% from
305,000 to almost 317,000.
BoMaD contributions are highest in London (almost £31,000 per transaction on
average) and lowest in Scotland (just under £11,000). More buyers in London (41%)
receive BoMaD help than in any other region
Under 35s are most likely to receive BoMaD assistance with nearly 3 in 5 receiving
money from family and friends to buy a property. This drops to just 8% for over 55s
Even homeowners aged between 45 and 55 are now relying on BoMaD, with one
in five (20%) receiving assistance from their parents.
Equity release has increased slightly as a source of funding for loved ones’ home
purchases, from 3% to 4%. However, nearly half of over 55s that are open to the
idea of an equity release would put the money towards a loved one’s home purchase
deposit, with 20% wanting to contribute to mortgage payments and other housing
costs.
Nigel Wilson, Group Chief Executive at Legal & General, concludes: “The volume
of transactions depending on Bank of Mum and Dad funding keeps on growing, even
as parents find it harder to provide as much money for the deposit. BoMaD funding
is a vital plank in the housing market, but this year the supply of funds is being
squeezed. This is not a positive trend - nor is it sustainable or fair for our parents
and young people to remain so co-dependent when it comes to housing purchases.
We need to take action to fix the housing market and open up affordability for all.
Institutions like Legal & General are making a positive difference in the supply of
affordable residential housing as well as the towns and cities in which the homes
are built. Jobs, infrastructure and economic growth are needed to create thriving
communities where people can afford to buy.”
The latest house price data released by Rightmove has revealed that prices of newto-the-market
property saw a 0.4% (+£1,228) rise this month. A modest increase by
all accounts but enough to push the national average to a new record of £305,732.
According to the figures, record monthly visits to Rightmove in March indicated
a strong interest in property, though the subdued 1.6% annual rate of price increase
warns that many buyers are increasingly price sensitive.
On average sellers are achieving 96.7% of their final asking price, a gap of just over
£10,000 on the current national asking price, though this varies by region, location
and property.
Russell Quirk, founder and CEO of Emoov.co.uk, commented: “There is still
an appetite for homeownership amongst UK buyers evident by the record number
of visits to Rightmove, but a lack of commitment is resulting in a reduction in the
number of sales agreed.
This is hardly surprising when you consider the reality gap between the
expectations of stubborn sellers and the current market climate. While actual price
growth is remaining somewhat static, over-optimism on the side of UK home sellers is
continuing to push asking prices ever higher.
This is becoming a big problem and the widening gap between asking price and
sold price will only result in a further decline in buyer interest and a continued market
slowdown.”

Monaco, still pole position
High demand and limited stock have led to another year of strong growth as Monaco retains its
position as the most expensive residential market in the world.
For the fourth successive year, residential transaction volumes in Monaco were more than €2 billion. Testament to a
supply-constrained market, volumes were down 23% on the record €2.7 billion in 2016.
High demand and a shortage of stock pushed up average prices a further 6% to €4.5 million. With an average price
per square metre of €41,300, Monaco remains the most expensive residential market in the world – 13% higher than
prime Hong Kong, the second most expensive market.
In 2017, almost one-quarter of all transactions in Monaco were for properties of €5 million or more. These included
34 sales of more than €10 million – accounting for 8% of all transactions. By comparison, there were 61 sales of £10
million-plus properties across the whole of London during the same period.
Diversity and demand
Monaco is home to 139 nationalities, a diverse demand base that supports a resilient residential market. According
to recent census figures, the Principality’s population grew 5.5% between 2008 and 2016. The French remain the largest
national group (24.9%), but the Monégasque (22.5%), and Italians (21.9%) are growing faster. The British account for
7.5% of the population.
The numbers of Russians and Greeks have grown rapidly since 2008, but only comprise 2% and 1% of the
population, respectively.
Home Security - Hints & Tips
Whether you live in a studio apartment, a two bed semi-detached house or a rural manor house, your home is your castle
and you need to protect it. Home security and safety is an important concern for most people, but it needn’t be a worry.
With a few simple techniques, you can sleep soundly knowing that your home is as safe and secure as can be.
Most of us would regard our homes as safe but there could be a few gaps in
your security system that can easily be fixed. Here’s how:
Think like a burglar
Try planning to burgle yourself! This is a great way to uncover any weaknesses in
your security system that may have previously escaped your notice.
Always lock up, even if you only pop out for a pint of milk. You would be
surprised how many burglars just walk in through an unlocked door or window
and don’t need much of an opportunity to do so. Also think about security of your
windows and doors. Wooden doors and windows or old uPVC windows can be
easier to break into. uPVC double glazing windows and doors of the highest quality
standard, complete with state of the art locks, are ideal for making your home as
secure as possible.
Fit an alarm and ensure all wiring is effectively hidden. Many professional burglars
seek out places where they can disconnect the security system. And if you have a
faulty alarm that frequently goes off, get it fixed immediately and let your neighbours
know that it’s been repaired. Many people ignore an alarm that goes off regularly.
Is there anyone home? Does your house appear occupied at all times? Leave a light
on that can be seen from outside or use timers to switch radios on and off when you’re
not at home.
New home, who has the key?
Always change all the locks when you move into a new house. You don’t know
how many people have been given a copy in the past and it’s better to be safe than
sorry. If you lose your keys, change the locks immediately.
Before handing your house key over to a cleaner for several hours, make sure the
person is honest and reputable. Check all references thoroughly. If the house cleaner is
from a firm, call your local Better Business Bureau to check on the firm’s reputation.
Locking yourself out is a pain, and leaving a spare key somewhere handy can seem
like a smart move. But keeping a spare key somewhere notoriously obvious like in
the mailbox, under the doormat, or on a nail behind the garage, can be a risky move.
Might you have a trusted neighbour you can leave a key with instead?
decorative glazing? See who is at the door before opening and with the use of privacy
glass make it more difficult for intruders to see what’s inside. Frosted glass offers
privacy, toughened glass offers security and options such as patterned glass, leaded
windows and even stained glass offer style choices to suite your style.
Man’s best friend
Dogs are good deterrents to burglars. Even a small, noisy dog can be effective —
burglars do not like to have attention drawn to their presence. Be aware, however, that
trained guard dogs do not make good pets. Obedience training and attack training are
entirely different, and only the former is appropriate for a house pet.
Privacy for your place
As well as looking great, window and door shutters allow you to adjust the amount
of privacy and offer a stylish alternative to traditional nets or curtains. They can be a
great deterrent for burglars too as they won’t be able to spot any valuables through the
window.
Are your windows and doors double glazed? Alongside being economical and
durable, uPVC double glazing gives you a sense of being extra safe and secure.
Nosey neighbours
Keep your neighbours in the loop, tell them when you’re going away but don’t
leave notes out for them, these can be welcome notes for a burglar. Also talk to your
neighbours about any suspicious people or strange cars you notice lurking about, they
might have seen something suspicious too.
Stranger danger
Ask for credentials from any sales-person who requests entry to your home. Ask
that their ID be pushed under the door. Many professional burglars use this cover to
check out homes. If you’re doubtful, check with the person’s office before letting him
or her in.
If someone comes to your door asking to use the phone to call a mechanic or the
police, keep the door locked and make the call yourself.
Why not replace the entrance to your home with a welcoming front door with
