The year in review<br />
<strong>ACER</strong> experienced continued business growth in <strong>2008</strong>-09 with annual income increasing to more<br />
than $59 million and a record operating surplus of $4.3 million. This is a pleasing result in a year in<br />
which many other parts of the economy experienced downturns.<br />
After conducting the national analysis and reporting of the NAPLAN <strong>2008</strong> results, <strong>ACER</strong><br />
successfully bid to undertake the national data analysis and reporting for the <strong>2009</strong> testing. In<br />
parallel, <strong>ACER</strong> is undertaking all of the test development for NAPLAN 2010 – the first year <strong>ACER</strong><br />
has been responsible for all test development for this program.<br />
<strong>ACER</strong> Press has been further developing the PAT Maths and PAT Science test materials<br />
to enable users to track student performance and progress from P–10. This work<br />
includes an exploration of the feasibility of aligning PAT test results with<br />
the scales used to monitor and report Year 3, 5, 7 and 9 literacy and<br />
numeracy results nationally.<br />
In May <strong>ACER</strong> launched a new bookshop in Brisbane. There are<br />
now bookshops located in Melbourne, Perth and Brisbane, in<br />
addition to the online services.<br />
The Queensland government asked <strong>ACER</strong> CEO Professor<br />
Geoff Masters to review literacy, numeracy and science<br />
standards in Queensland primary schools. The review<br />
involved analysis of available data on the performances of<br />
Queensland students, a review of international research<br />
evidence and consultations with stakeholders. Preliminary<br />
recommendations were made at the start of <strong>2009</strong> and the<br />
final report released in May.<br />
In May <strong>ACER</strong> hosted a forum on research evidence to<br />
inform work under the National Partnership agreements<br />
on literacy and numeracy, low SES communities and<br />
teacher quality. Representatives of the commonwealth, state<br />
and territory departments, and most Catholic education<br />
authorities and independent schools associations attended.<br />
<strong>ACER</strong> has been involved in the national component<br />
of several international studies: Programme for<br />
International Student Assessment (PISA),<br />
Trends in International Mathematics<br />
and Science Study (TIMSS), Progress in<br />
International Reading Literacy Study<br />
(PIRLS) 2011, OECD Teaching and
