Implications for Providers These emerging trends are changing the service provision and funding landscape and presenting new challenges for providers of disability and aged care. Remote Servicing Traditional residential care environments are structured and closely monitored, allowing a high degree of control over service delivery and staff activity. By contrast, in-home and community-based care is delivered remotely in uncontrolled environments with minimal opportunities for supervision. In addition, while in-home care reduces the cost of fixed infrastructure, providers must now bear the cost and risk of moving staff from place to place to offer services. Travel between locations represents significant ‘downtime’ which reduces overall productivity. Competition for Staff In addition to increased demand from an ageing population and structural shifts in the sector, providers are facing labour market challenges. 6
The NDIS Integrated Market, Sector and Workforce Strategy (2015) notes that securing a sustainable workforce is central to delivering on the NDIS and is equally central to the home care sector who are increasingly delivering both NDIS and home care with the same staff. It is anticipated that the disability sector workforce will need to more-than-double in size between now and full implementation of the NDIS. An estimated 60,000 more full time workers will be required by 2019. The aged care workforce is also growing, but over a broader time period, from 366,000 in 2016 to 980,000 workers by 2050. This is now coupled with the overall contraction of the workforce due to the ageing population in Australia (see Productivity Commission reports). Fixed Pricing The Government’s managed market approach and capped service fees prevent providers from raising prices in response to increased demand, costs and risk. Fee for service arrangements also mean that providers can no longer aggregate funding from multiple contracts to cover corporate overheads and fixed infrastructure costs.
