Experience When former Governor Jack Markell appointed Sam to Sheriff of New Castle County he stated the following, “Sam has dedicated his life’s work to serving the residents of our community. His law enforcement and human resources experience not only gives him excellent qualifications to be County Sheriff, but also valuable insight into ways he can help address the needs of the many Delawareans in vulnerable positions with whom he and his staff will interact each day.” Sam has served in a number of public service positions: CITY OF WILMINGTON • Director of Human Resources • Deputy Director of Human Resources • Chief of Police • 25-year veteran of the Wilmington Police Department; having served in all ranks of the Department from Patrol Officer up to and including Chief of Police. Sam is also a Viet Nam Veteran. Having served honorably in the U.S. Air Force, he was awarded the Silver Star for gallantry and the Purple Heart for injuries sustained during combat operations. EDUCATION • Master’s Degree – Human Resource Management • Bachelor’s Degree – Criminal Justice Administration (Wilmington University) (Wilmington University)
Mission My continued goals for the Sheriff's Office include the following: • Strengthening internals controls and improving the efficiency and effectiveness of the Office • Support the efforts of local and county government as they address vacant property issues • Continue to improve technology within the Office • Provide additional training opportunities for administrative staff and deputies • Improve and/or upgrade equipment utilized by administrative staff and deputies • Continue to support the Delaware Coalition Against Gun Violence • Educate our citizens concerning the function of the Sheriff’s Office Testimonials "It's no surprise why Sam Pratcher was chosen to fill the seat of Sheriff in New Castle County.
