Delegation of European Commission – DG Trade<br />

Delegation of European Commission DG Trade introduced on the “Contribution of trade<br />

policies to the recovery in the field of public procurement”, focusing on the EC strategy towards the<br />

opening of public procurement markets. Such a strategy consists in: using existing tools such as<br />

multilateral and bilateral framework; advocating the opening of markets at the international level<br />

and the upgrade of multilateralism; concluding complementary/additional agreements in the<br />

framework of bilateral FTAs; working on market access barriers. Tracking protectionism, using<br />

appropriate tools to tackle it, highlighting promising business opportunity and favour binding<br />

disciplines represents the way forward.<br />

Delegation of European Bank for Reconstruction and Development<br />

Representative of EBRD focused on the investor role of the Bank in promoting the public<br />

procurement reforms. In particular, the Legal Transition Program that aims to the development of<br />

sound legal rules and the establishment of the legal institutions and culture on which a vibrant<br />

market-oriented economy depends on. Such a program consists in promoting standards and<br />

international good practice; conducting legal assessments.<br />

Prof. Roberto Adam, Head of Department for the coordination of European Union Policies<br />

Prof. Roberto Adam, Head of Department for the coordination of European Union Policies, on<br />

behalf of Italian Minister of European Union Policies, underlined the importance of the cooperation<br />

between the Department and the Authority in the field of public procurement policy, formalized by<br />

a memorandum of understanding signed in June 2009.<br />

Prof Adam also stressed the importance of <strong>PPN</strong> as a platform for the harmonization and the<br />

implementation of public procurement law and as a useful tool to support the European<br />

Commission, in particular in the current economic context where public procurement can be<br />

considered as a strategic vector for innovation and economic growth. Hence it is necessary to<br />

complete the harmonization process and to ensure a correct implementation of EU public<br />

procurement law. In this framework Prof. Adam emphasized the role of the Department as the<br />

Government body entrusted of the coordination of the national position on EU draft law and the<br />

transposition of EU law into the national legislation.<br />
