4) Messengers are to observe the nightly curfew of 11:00 p.m. Chaperones may
authorize an earlier curfew if desired, but not a later one.
5) If a messenger is responsible for stealing or vandalism, the delegate or his
parents will be expected to pay any damages. Criminal acts may be subject to local police
authority.
6) Messengers attending the convention may not purchase, consume or be under
the influence of alcohol or drugs at any time. Tobacco products are prohibited and illegal
for minors to possess or use. Messengers who disregard these rules will be subject to
disciplinary actions and sent home. Chaperones will notify parents.
7) Messengers of the opposite sex are not allowed to visit in rooms unless a
chaperone is present. There will not be any display of romantic affection at any time during
the convention.

d. Dress Code... Messengers must dress appropriately at all times. The chaperone
shall use the guidelines provided below in determining proper attire.
1) Pants shall not sag, and all shirts shall be tucked neatly inside pants. There
shall be no display of midriff by anyone. Skirts and pants shall be at least knee-length. No
earrings will be worn by male messengers.
2) Youth Messengers are prohibited from wearing hair curlers, hairnets, roller
pins, bandanas, or other hair grooming aides.
