PHCC BEGINS TO STRUCTURE ASSOCIATION<br />

HEALTH PLAN<br />

PHCC National Association wishes to thank the almost 100<br />

members who have participated in the Association Health Plan<br />

Survey. We are reaching out to our members to estimate the<br />

number of employers who would be interested in attaining<br />

large group status and the cost reductions associated with that<br />

status. These plans are envisioned to be especially beneficial<br />

to small businesses and will also include sole proprietors<br />

(working owners without other employees), their spouses, and<br />

dependents. If you have not received the link to the survey,<br />

contact your state PHCC office for assistance submitting your<br />

interest in affordable health care.<br />

UNFAIR UTILITY COMPETITION COMPLAIN<br />

By Chuck White, Vice President of Regulatory Affairs<br />

PHCC recently received a letter from a Virginia Beach contractor<br />

member expressing concern about a utility provider offering<br />

protection services for residential water service lines. The<br />

notice was reportedly included with the utility’s monthly<br />

billing, a marketing option most business owners do not have.<br />

The PHCC Government Relations Committee has established a<br />

sub-committee to review this situation and discuss actions that<br />

may be pursued. PHCC has, for many years, taken seriously the<br />

threat to small businesses that may not have the ability to push<br />

back on these tactics.<br />

EPA SEEKS TO REVISE WATER OF THE U.S. RULE<br />

By Chuck White, Vice President of Regulatory Affairs<br />

The U.S. Environmental Protection Agency (EPA) is accepting<br />

comments on a proposed rulemaking to revise the definitions<br />

contained in the Waters of the U.S. rule. This 2015 rule has<br />

been on hold pending litigation in multiple jurisdictions. EPA<br />

is proposing to rescind the 2015 rule, seen by many as an overextension<br />

of its authority, and reinstating the definitions and<br />

rules that were in effect immediately prior to the 2015 rule’s<br />

implementation date. PHCC is considering the implications of<br />

this proposal with an eye toward filing appropriate comments of<br />

the rule. Information on the rule may be found through the EPA<br />

Portal or the published proposed rule may be read here.<br />

PHCC CONTINUES TO PUSH CONGRESS<br />

TO FOCUS ON CAREER AND TECHNICAL<br />

EDUCATION<br />

The Senate Health, Education Labor & Pensions Committee<br />

approved a five-year reauthorization of the Carl D. Perkins Act<br />

(Perkins Act) with modest incremental increases in funding. The<br />

House passed reauthorization of the Perkins Act last year. The<br />

full Senate will soon consider reauthorization. The Perkins<br />

Act provides federal funding to support career and technical<br />

education. PHCC President Laurie Crigler sent a letter to the<br />

Members of the Senate HELP Committee - as well as the entire<br />

Senate - urging their support for not only reauthorization, but<br />

increased funding, as well. PHCC will continue to work with<br />

Members of the House and Senate to ensure that the Perkins Act<br />

is reauthorized.<br />

Nelson Plumbing <strong>Contractor</strong>s, Inc. recently enrolled 9 of their employees into the PHCC<br />

Academy, an online program for apprentices who need a non-traditional method of receiving<br />

their apprenticeship-related instruction. This program is recognized by the U.S. Department of<br />

Labor as a reasonable option for apprentice training. This program is also approved in the State<br />

of <strong>Alabama</strong> to meeting the apprenticeship educational requirements for certification.<br />

Each course is the equivalent of one year of classroom instruction. The eLearning coursework,<br />

in combination with on-the-job training, give these Apprentices the tools to succeed in the trade,<br />

and advance their career with the knowledge needed to pursue certification as a Journeyman or<br />

Master Plumber.<br />

We commend Ben Nelson and everyone at Nelson Plumbing <strong>Contractor</strong>s for taking this step<br />

to enhance their firm through the professional development of their team. And we wish the<br />
