CALL TO ORDER<br />

The Board of Directors meeting of the <strong>Cypress</strong> <strong>Mill</strong> Homeowners<br />

Association Inc. was held on June 27, <strong>2018</strong> at <strong>Cypress</strong> <strong>Mill</strong> Recreation<br />

Center, 14710 <strong>Mill</strong>s Park Lane, <strong>Cypress</strong>, Texas.<br />

With a quorum duly established, President Larry Ramirez, called <strong>Cypress</strong><br />

<strong>Mill</strong> Board of Director’s meeting to order at 6 PM. Larry Ramirez opened<br />

the meeting with a prayer.<br />

CONSTABLE/CONTRACTOR FORUM<br />

APPROVAL OF MINUTES<br />

The Board approved the Board of Directors Meeting Minutes of the May 23,<br />

<strong>2018</strong> were reviewed, discussed and approved.<br />

TREASURER’S REPORT<br />

Angela Rivera presented the May <strong>2018</strong> Financials. The Financials were<br />

accepted as presented. The following items noted:<br />

• Operating Funds of $349,565.07 and Reserve Funds of $292,479.65 as of<br />

May <strong>2018</strong>.<br />

• May <strong>2018</strong> YTD actual expenses were under budgeted by $15, 414.07.<br />

MANAGEMENT REPORT<br />

Angela Rivera review the monthly reports:<br />

• Covenants Status Count Report - 294 violations letters sent out in the last<br />

month and 82 closed violations. Most of violations were trash can in view.<br />

HOMEOWNER/CONTRACTOR FORUM<br />

Homeowners present discussed the following items:<br />

• 4 th of July - date of event<br />

• Astro-turf at <strong>Mill</strong>s Park Lane playground<br />

• Suggested cement - cooling surface at <strong>Mill</strong>s Park Lane pool #2<br />

• Suggested an outside shower at <strong>Cypress</strong>wood pool #1<br />

• Any options of pools opening on weekends in May<br />

• Discussion on trash bins/trash bags<br />

ADJOURN TO EXECUTIVE SESSION<br />

RECONVENE FROM EXECUTIVE SESSION<br />

The following items were discussed during the executive session.<br />

Motions were made and seconded and passed unanimously to:<br />

• The Board of Directors has instructed PMG of Houston approval of one<br />

attorney account per Board of Directors plan of action. One account was a<br />

no show for discussion. Two other accounts have not given a response to<br />

attend Board of Directors meeting - concluded to proceed with attorney.<br />

• Board of Directors have instructed PMG of Houston to get landscaping bids<br />

• Astro-turf repair at <strong>Mill</strong>s Park playground<br />

• Cement - cool surface at <strong>Mill</strong>s Park pool #2<br />

ADJOURNMENT<br />

There being no further business to come before the Board, the regular<br />

business session of the meeting was adjourned at 8:15 PM.<br />

Next meeting will be held on Wednesday, July 25, <strong>2018</strong> at 6 PM.<br />

By doing some simple preventative maintenance, you can extend the life of your home and<br />

minimize costly repairs.<br />

Painting - It is important to put a good coat of paint on your home which may mean painting<br />

every three to five years on an average, depending on the quality of the paint. Painting<br />

obviously improves the appearance of your home and protects your wood or hardiplank<br />

from the elements reducing rot. Don’t forget your ACC application along with paint color<br />

samples, which must be processed and approved first!<br />

Power washing - Take a walk around your property. If you see green or black mildew on<br />

your home and driveway, you can power wash the mildew off your gutters, home exterior,<br />

driveway and sidewalk. This small step of maintenance can keep your property looking well<br />

maintained.<br />

Gutters - Gutters need to be cleaned out on a regular basis. This time of year they fill up with<br />

pine needles and leaves. If the gutters are full of leaves and pine needles, they will not drain<br />

properly and will need to be cleaned. The extra weight will cause the gutter nails to become<br />

loose and the gutter will sag or fall from your home. Gutters are important as they protect<br />

the fascia boards.<br />

Landscaping - Trees, shrubs and seasonal flowers add a great deal to the value of your home<br />

and the community. Remember that over time trees and shrubs can become overgrown and<br />

unsightly. Please keep your landscaping well-trimmed and yard edged so that it enhances<br />

your home and does not interfere with the street.<br />

Street Parking - Please keep in mind that that the streets belong to the City. Please report<br />

all street parking to Harris County Constable Precinct 4 non-emergency line at 281-376- 3472.<br />

REMINDER TO RESIDENTS OF CYPRESS MILL<br />

Having your lawn cut either by yourself or a hired landscaper please don’t<br />

put out your grass clippings out on the sidewalk until trash day, Monday<br />

or Thursdays. We are getting complaints and calls of homeowners putting<br />

out grass clipping before trash days. Thank you for your corporation and<br />

understanding we are hoping everyone complies.<br />

BARKING DOG PROBLEM<br />

• The best way is to call the Constable office to make a noise complaint. 24<br />

dispatches number 281-376-3472.<br />

• Call from outside when the dogs are barking.<br />

• Request from the operator who answers the phone exactly what to ask<br />

for on a formal noise complaint.<br />

• Tell them you would like to meet the constable to a make a formal<br />

complaint.<br />

• If a ticket is issued and the dog does not stop barking, the owner of the<br />

dog could go to court and get a fine.<br />

• The best way is to talk to your neighbor, but if you don’t feel comfortable<br />

call the Constable 24 dispatch.<br />

DEED RESTICTION VIOLATIONS<br />

By PMG of Houston Management<br />

Trash bins need to be out of view from the street. That means<br />

you cannot have your trash bins on the driveway, side of home<br />

or behind columns in front of garage door. You will get a letter<br />

and if you don’t comply we will send you to the attorney just for<br />

this trash bin violation and you will receive the attorney charge<br />

on your account. Please move your trash bins out of view from<br />

the street.<br />

UNAUTHORIZED VEHICLES<br />

Our community is NOT gated; therefore, our roads are public. No<br />

dirt bikes, go-carts, 4-wheelers, ATVs or golf carts are legal. The<br />

law officers can give a warning the first time, the second time,<br />

a ticket can be issued to the owner of the vehicle. ONLY a golf<br />

cart can be modified to be street legal and MUST have a licensed<br />

driver behind the wheel. This is a safety concern, for minors, since<br />

most of them are not aware of street rules.<br />

NOTICE OF SAFETY ISSUE:<br />

As a kind reminder to residents of <strong>Cypress</strong> <strong>Mill</strong>, if possible, please<br />

try to park your vehicles in your driveway. It is causing a safety<br />

situation, obstructing the view of passing children and may cause<br />

an issue for emergency vehicles.<br />

RECREATION AREA<br />

<strong>Cypress</strong> <strong>Mill</strong> Park I - Basketball/Tennis courts are now open to the<br />

community. Signage is posted on the gate. <strong>Cypress</strong> <strong>Mill</strong> Residents<br />

and Guest Only One resident must accompany guests. Hours 7 AM<br />

to 10 PM. Texas Penal Code will be available.<br />

Children’s Playground Rules:<br />

Hours 7 AM to 10 PM<br />

• Playground for use by residents only<br />

• Proper footwear required<br />

• Use of playground equipment is at your own risk<br />

• Young children must be accompanied by an adult<br />

Trash is picked up on Mondays and Thursday except for public<br />

holidays (Christmas, New Year’s Day, Thanksgiving, Memorial<br />

AN ATTITUDE OF GRATITUDE<br />

An attitude of gratitude means making it a habit to express thankfulness<br />

and appreciation in all parts of your life, on a regular basis, for both the big<br />

and small things alike. Here is a menu of tactics to develop this mindset:<br />

• Wake up every day and express to yourself what you are grateful for.<br />

• Tell whomever you are with at the end of the day the 3 things you are<br />

most grateful for.<br />

• Tell whomever you are with right now (significant other, friend, family<br />

member, etc.) the 3 things that you are most grateful for in this moment.<br />

• Start a gratitude journal - Express gratitude in this journal every night<br />

by noting the things that you are grateful for, proud of and excited about.<br />

• Acknowledge yourself for what you have done and accomplished in<br />

the last day/week/month/year. Instead of comparing yourself to others,<br />

give yourself credit for the big and small things you have been doing!<br />

• Acknowledge other people and thank them for inspiring/helping/<br />

supporting you - oftentimes people wait their whole lives to be<br />

acknowledged (and yet it happens far too infrequently)!<br />

provide funds that directly go to Shriner’s Tissue Bank where hundreds of patients receive<br />

life-saving tissue which helps the children not only survive but also return home to their<br />

Shotgun start 11 AM. This annual golf tournament benefits the Adam J.<br />

Skinner Memorial Scholarship of the Cy-Fair Educational Foundation. In<br />

the 20 years since the tournament was established, more than $111,000<br />

has been given to the Adam Skinner Memorial Scholarship.<br />

The <strong>Cypress</strong>-Fairbanks Educational Foundation<br />

(CFEF) makes it possible to award the scholarship in Adam’s name for years<br />

to come. The scholarship is funded by family and friends on holidays and<br />

Adam’s birthday and a large portion has been donated from some of the<br />

proceeds from the Adam J. Skinner Memorial Golf Tournament every year.<br />

The Skinners wanted the scholarship to be given to a student who emulates<br />

some of Adam’s traits and interests, someone who is outgoing, optimistic<br />

and extremely energetic, possibly playing team sports, choir, high school<br />

drama, debate or Boy Scouts of America participation. Thanks to these golf<br />

tournaments, the scholarship amount was increased to $12,000 in 2017<br />

and is available to any eligible <strong>Cypress</strong>-Fairbanks ISD graduating student.<br />

SHOTS FOR HOLLY SLATES ANNUAL KICKOFF<br />

Flu season is around the corner and the Shots for Holly crew is gearing up<br />

for its busiest time of the year. Founder and president, Dr. Michelle Becker,<br />

said the group’s annual kickoff party is slated for Saturday, <strong>September</strong><br />

8 th , 2-5 PM at Creekwood Grill, 12710 Telge Road, <strong>Cypress</strong>, Texas 77429. A<br />

kickoff party might seem odd for flu season, but this is the fifth year the<br />

organization has held such an event. There will be a few silent auction<br />

items and Chinese raffle items. Proceeds from the auction and raffle will<br />

ART COLONY ASSOCIATION TO CELEBRATE 47 YEARS<br />

WITH BAYOU CITY ART FESTIVAL DOWNTOWN<br />

The Art Colony Association, Inc. (ACA) will celebrate 47 years of fine art and<br />

giving back to local non-profits as it spotlights 300 artists at Bayou City Art<br />

Festival in Downtown Houston, Saturday and Sunday, October 13-14,<br />

<strong>2018</strong>, 10 AM - 6 PM at 901 Bagby Street. Cost $12 online and $15 at the gate.<br />

The sophisticated gallery will transform the streets of Downtown into<br />

artistic avenues bursting with colors and culture. As one of the top outdoor<br />

fine art festivals in the U.S., the weekend festival will provide guests with<br />

Houston skyline. Bayou City Art Festival Downtown will benefit local nonprofits<br />

Cistern: Spatial Chromointerference will be encouraged to wear white or light<br />

colored clothing and will actively participate in viewing as the color changes<br />

creating a sensation of movement.<br />

Open House - Daily from dawn until dusk through February 28, 2019,<br />

admission free. Sam Houston Park, 1100 Bagby, Houston, TX 77002. The<br />

artistic duo, Havel Ruck Projects, made up of local artists, Dan Havel and<br />

Dean Ruck, transformed a previously abandoned house into an interactive<br />

temporary public sculpture. Sourced from Cherry House Moving Company,<br />

the 1940s-era house was originally located in Santa Fe, Texas. After moving<br />

the home to Sam Houston Park in April, Havel and Ruck stripped the<br />

structure’s interior and exterior using drill saws and other tools. They cut<br />

circular holes into the walls and filled them with PVC pipe to create a “Swiss<br />

cheese” or “lace” appearance and collaged the interior walls with vintage<br />

images sourced from family, friends and local resale shops representing the<br />

city’s people, places and past.<br />

SEEKING VOLUNTEERS<br />

Memorial Hermann Health System recognizes the vital importance of<br />

volunteers and the newly opened Memorial Hermann <strong>Cypress</strong> Hospital<br />

is no different. The hospital is now taking applications for its volunteer<br />

program. Volunteer tasks range from working at the front desk, to nursing<br />

unit assistance, helping discharge patients and much more. Dozens of<br />

volunteers have already joined the program, but there are more spots<br />

available. Four-hour volunteer shifts are available seven days a week from<br />

5 AM to 9 PM. Adults are asked to complete an application and schedule an<br />

StandUp For Kids is an all volunteer organization. We are in need of your<br />

support. For those who want to get involved in outreach, StandUp For<br />

Kids provides training to provide you the tools to reach out and make a<br />

difference in kids’ lives. Thirteen kids die on the street everyday, from<br />

abuse, disease and suicide. By getting involved you can make a difference<br />

Special CHEERS is a 501(c)(3) non-profit organization dedicated to<br />

providing Occupational Therapy to children with special needs of all ages<br />

living in and around the greater Houston area. Our facility is unique in that<br />

we utilize animals, including horses, dogs, goats, pigs, lambs and rabbits<br />

as an integral part of each child’s therapy treatment plan. Being a nonprofit<br />

organization, we are constantly looking for extra help around the<br />

farm. Therefore, Special CHEERS would like to welcome all high school<br />

and college-aged students interested in working with both children and<br />

animals to volunteer after school, on the weekends or seasonally (i.e.,<br />

PREPARATION FOR ADULT LIVING (PAL)<br />

When foster children reach age 18, they are considered independent.<br />

That’s difficult for kids who have been wards of the state, with necessities<br />

arranged by caseworkers with state funds. Now they’ll have to figure out<br />

how to organize themselves and make their money last a whole month.<br />

Fortunately, Child protective Services offers them a program to help<br />

prepare for independence: Preparation for Adult Living (PAL). The year-long<br />

course culminates in an all-day workshop hosted by the National Council<br />

for Jewish Women (NCJW). The course is held at Junior Achievement’s<br />

BizTown, using computer kiosks sponsored by local businesses.<br />

Time now to make plans for fall landscaping projects.<br />

• Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood.<br />

Light green leaves may signify lack of iron (chlorosis). Correct with iron<br />

cheleates.<br />

• Cut off old dead foliage on irises. Scratch in a little bone meal around the<br />

roots.<br />

• Prune roses to reshape and groom plants for fall growth. Follow up with a<br />

dose of fertilizer the first week of <strong>September</strong>.<br />

• Plants come out of summer rest and go crazy. Insect populations explode<br />

as we get into cooler temperatures. Diseases that have been dormant wake<br />

up.<br />

- Citrus, croton, avocado and mango are susceptible to spider mites and<br />

thrips. Discourage them with a strong jet of water from a hose directed to the<br />

undersides of the leaves.<br />

- Hibiscus, citrus, palms, gardenia and ixora are susceptible to scale and<br />

mealybug.<br />

• Winter vegetable gardens and perennials get planted.<br />

• Wait until November to plant petunias and pansies.<br />

• Fire ants baits should be put out in <strong>September</strong>-October to lessen the<br />

number of eggs that make it to Spring.<br />

• St. Augustine grass gets its fall fertilizer during <strong>September</strong>. Continue to<br />

mow at maximum height. You want to leave a lot of leaf surface to produce<br />

carbohydrate reserves for the winter.<br />

• Keep an eye out for sod webworms. First sign of them is grass that appears<br />

to stop growing. You need to get them early for biological controls to work.<br />

When the caterpillars are only 1/4 inch, Bacillus thuringiensis applications<br />

can slow them. Bt is a bacteria that works on the caterpillars’ digestive<br />

systems and makes them stop feeding. Do the application late in the day.<br />

The larvae feed at night and you want them to get nice fresh Bt.<br />

• When the heat and drought end, the weather could bring brown patch<br />

disease in the St. Augustine grass. Watch for yellowish spots if the nights<br />

drop into the 60’s and days stay in the 80’s.<br />

• Get any pruning of hedges and such done now. You want the flush of new<br />

growth to be hardened-off before the end of October. Tree pruning should<br />

be put off until winter, when the trees are dormant.<br />

• Pre-emerge herbicide applications targeting annual bluegrass and the<br />

earlier-germinating winter broadleaf weeds needed to be put out starting<br />

HOAGIE DIP<br />

You could make this on National Eat a Hoagie Day <strong>September</strong> 14 th !<br />

INGREDIENTS:<br />

1/2 pound cooked ham, thinly sliced<br />

1/2 pound Genoa salami, thinly sliced<br />

1 pound processed American cheese, sliced<br />

2 cups mayonnaise<br />

2 teaspoons dried oregano<br />

1 onion, chopped<br />

1/2 head iceberg lettuce, shredded<br />

2 tomatoes, diced<br />

12 hoagie rolls, torn into pieces for dipping<br />

DIRECTIONS:<br />

Tear the ham, salami and American cheese into small pieces. Place in a large bowl.<br />

In a medium bowl, blend the mayonnaise and oregano. Mix the mayonnaise mixture into<br />

the ham mixture 1/2 cup at a time, until meats and cheese are well coated. Mix in the onion.<br />

Before serving, mix in the lettuce and tomatoes. Serve with the hoagie roll pieces for dipping.<br />

APPLE DUMPLING<br />

You could make this on National Apple Dumpling Day <strong>September</strong> 17 th !<br />

INGREDIENTS:<br />

1 pastry for double-crust pie<br />

6 large Granny Smith apples, peeled and cored<br />

1/2 cup butter<br />

3/4 cup brown sugar<br />

1 teaspoon ground cinnamon<br />

1/2 teaspoon ground nutmeg<br />

3 cups water<br />

2 cups white sugar<br />

1 teaspoon vanilla extract<br />

DIRECTIONS:<br />

Preheat oven to 400 degrees F (200 degrees C). Butter a 9x13 inch pan.<br />

On a lightly floured surface, roll pastry into a large rectangle, about 24 by 16 inches. Cut<br />

into 6 square pieces. Place an apple on each pastry square with the cored opening facing<br />

upward. Cut butter into 8 pieces. Place 1 piece of butter in the opening of each apple; reserve<br />

remaining butter for sauce. Divide brown sugar between apples, poking some inside each<br />

cored opening and the rest around the base of each apple. Sprinkle cinnamon and nutmeg<br />

over the apples.<br />

With slightly wet fingertips, bring one corner of pastry square up to the top of the apple, then<br />

bring the opposite corner to the top and press together. Bring up the two remaining corners<br />

and seal. Slightly pinch the dough at the sides to completely seal in the apple. Repeat with<br />

the remaining apples. Place in prepared baking dish.<br />

In a saucepan, combine water, white sugar, vanilla extract and reserved butter. Place over<br />

medium heat and bring to a boil in a large saucepan. Boil for 5 minutes or until sugar is<br />

dissolved. Carefully pour over dumplings.<br />

Bake in preheated oven for 50 to 60 minutes. Place each apple dumpling in a dessert bowl<br />

and spoon some sauce over the top.<br />
