DOT pilot program to allow younger drivers with military CDL<br />

to haul interstate freight<br />

Secretary of Transportation Elaine L. Chao<br />

on July 2 joined Nebraska Sen. Deb Fischer<br />

and Rep. Don Bacon to reveal that the Department<br />

of Transportation will launch a pilot<br />

program to permit 18- to 20-year-olds who<br />

possess the U.S. Military equivalent of a CDL to<br />

operate large trucks in interstate commerce.<br />

“This program will allow our Veterans and<br />

Reservists to translate their extensive training<br />

into good-paying jobs operating<br />

commercial vehicles<br />

safely across the country,<br />

while also addressing the<br />

nationwide driver shortage,”<br />

said Chao.<br />

As directed by Section<br />

5404 of the Fixing America’s<br />

Surface Transportation<br />

(FAST) Act, the pilot program<br />

will grant a limited number<br />

of individuals between the<br />

ages of 18 and 20 to operate<br />

large trucks in interstate<br />

commerce — provided<br />

they possess the military<br />

equivalent of a CDL and are sponsored by a<br />

participating trucking company.<br />

In many states, drivers may get their CDLs<br />

at 18 years of age as long as they drive within<br />

the state lines,” Chao said. “However, Department<br />

of Transportation regulations require CDL<br />

holders to be 21 years old or older for interstate<br />

driving, for transporting hazardous materials, or<br />

for driving buses or similar passenger-carrying<br />

vehicles. This limits the number of potential<br />

truck drivers at a time when we need them.”<br />

Many potential truck drivers who could fill<br />

this gap are trained in the armed services,”<br />

Chao added.<br />

“The Department of Defense trains almost<br />

15,000 heavy truck drivers each year,” she said.<br />

“Most soldiers, sailors, airmen and Marines are<br />

over 21 by the time they leave the service, so<br />

they are unaffected by the 21-year age limit.<br />

“But National Guard and Reserve drivers<br />

have civilian as well as their military careers, so<br />

they can be looking for jobs in civilian transportation<br />

when they are still 18. So, exploring<br />

whether the 21-year age limit makes sense<br />

could create more opportunities for them and<br />

would help alleviate the driver shortage.”<br />

Chao noted the importance of the trucking<br />

industry to the nation’s economy, which she<br />

labeled as “booming.”<br />

“Trucks carry 70 percent of all freight transported<br />

in the United States. Since truckers are<br />

such an integral part of the economy, they are<br />

also a bellwether for how things are going,” she<br />

said.<br />

“We know that a booming economy increases<br />

the demand for skilled truck drivers,” Chao<br />

said, and “this comes at a time when, industry<br />

sources estimate that our country could face a<br />

shortage of 174,500 truck drivers by 2024.”<br />

“ … Secretary Chao and I were excited to<br />

highlight a program I helped champion to<br />

provide truck driver jobs to young veterans,”<br />

said Fischer.<br />

“This innovative program offers a way for our<br />

younger Veterans and Reservists to transition<br />

to the civilian workforce. I personally thank<br />

Secretary Chao and officials with the DOT who<br />

continue to find ways to utilize the training and<br />

talent of the men and women who served in<br />

uniform for our country,” Bacon said.<br />

During the pilot program, which is slated to<br />

run for three years, the safety records of these<br />

drivers will be compared to the records of a<br />

control group of drivers.<br />

Information on the pilot program was scheduled<br />

to be released in the Federal Register on<br />

July 5.<br />

FMCSA is required by federal statute to<br />

allow a public comment period, followed by the<br />

CFI increasing mileage pay<br />

for experienced drivers<br />

JOPLIN, Mo. — CFI, a North Ameri-can<br />

full-truckload carrier and subsidiary of TFI<br />

International, is increasing mileage pay for experienced<br />

over-the-road long-haul drivers, as<br />

well as making additional en-hancements to its<br />

overall compensation package for professional<br />

company drivers and independent contractors.<br />

Effective July 22, current company OTR<br />

drivers received a per-mile pay increase of<br />

between $0.01 and $0.03.<br />

The increase for which a driver qualifies<br />

is based on accumulated career driving miles<br />

with the company. CFI is also accel-erating the<br />

time it takes for a driver to reach top mileage<br />

pay, condensing the previous steps in mileage<br />

attainment and enabling drivers to reach higher<br />

pay levels faster.<br />

Independent contractors are included with<br />

a $0.03 cent-per-mile increase.<br />

“It is time to reward our professional<br />

drivers for their dedication and superior<br />

performance,” said Greg Orr, CFI’s presi-dent.<br />

“By collaborating with our custom-ers, we increased<br />

network efficiency to pro-vide record<br />

productivity for our drivers to run more miles.<br />

our drivers. This includes pay, amenities, support<br />

programs and benefits that demon-strate<br />

our driver-first culture. We believe the overall<br />

professionals, as well as those looking to start<br />

Orr said CFI recently added its first-ever<br />

CFI per-diem program in response to tax law<br />

changes for 2018. The program enables drivers<br />

to pay a low fee for CFI to adminis-ter the perdiem<br />

program as part of the pay-roll process,<br />

which enables drivers to max-imize potential<br />

tax savings from on-the-road meal deductions<br />

and keep more of their earnings.<br />

Orr said that CFI’s high-productivity<br />

performance also was supporting additional<br />

earnings opportunity for drivers.<br />

“We are doing an excellent job of get-ting<br />

our drivers quality miles, turning them quickly<br />

from one load to the next, maxim-izing fuel<br />

and route efficiency, and improv-ing revenue<br />

per truck,” he said. “That’s a testament to the<br />

skill and professionalism of our drivers and<br />

the operations team that supports them. And, it<br />

also means that our drivers are capturing up to<br />

200 more miles a week, which equates to some<br />

10,000 miles a year in extra productivity-based<br />

miles earned.”<br />

Other amenities available to CFI experienced<br />

drivers include competitive health benefits,<br />

a 401k retirement plan with com-pany<br />

match, a pet-companion policy, free passenger<br />

passes, paid parking, a destina-tion ownership<br />

program, a referral program, reimbursement<br />

for showers and rewards for safety performance.<br />

With modern equipment, Orr said CFI<br />

operates one of the industry’s youngest fleets,<br />

posting an average tractor age of just under<br />

two years. CFI is continuing to re-fresh its<br />

fleet with 600 new Kenworth T-680 overthe-road<br />

tractors in the company’s signature<br />

Latest ComfortPro APUs<br />

upgraded<br />

The latest generation of ComfortPro<br />

diesel-powered auxiliary power units from<br />

Carrier Transicold includes upgrades that<br />

improve reliability, reduce maintenance and<br />

double the length of the service interval.<br />

Among the latest enhancements are a<br />

new automotive-style multi-V drive belt<br />

and a tensioner that automatically adjusts<br />

the belt to help maintain full voltage output<br />

of the generator when the APU is running,<br />

according to Ryan Rubly, product manager,<br />

alternative power.<br />

This eliminates manual belt tensioning,<br />

as periodically required with earlier models.<br />

Also, the system now uses high-performance<br />

CK-4 heavy-duty engine oil, enabling the<br />

maintenance interval to be extended from<br />

Freymiller Trucking takes delivery on<br />

first Peterbilt 579 UltraLofts<br />

Peterbilt Motors Co. July 6 delivered<br />

the keys to the first production<br />

unit of the new Model 579 UltraLoft<br />

to David Freymiller, president and<br />

CEO of Oklahoma City-based<br />

Freymiller Trucking.<br />

Peterbilt had announced the introduction<br />

of the Model 579 UltraLoft<br />

earlier this year.<br />

The UltraLoft features a high roof<br />

integral cab and sleeper design for<br />

Peterbilt’s flagship on-highway Model 579 that<br />
