DOT pilot program to allow younger drivers with military CDL
to haul interstate freight
Secretary of Transportation Elaine L. Chao
on July 2 joined Nebraska Sen. Deb Fischer
and Rep. Don Bacon to reveal that the Department
of Transportation will launch a pilot
program to permit 18- to 20-year-olds who
possess the U.S. Military equivalent of a CDL to
operate large trucks in interstate commerce.
“This program will allow our Veterans and
Reservists to translate their extensive training
into good-paying jobs operating
commercial vehicles
safely across the country,
while also addressing the
nationwide driver shortage,”
said Chao.
As directed by Section
5404 of the Fixing America’s
Surface Transportation
(FAST) Act, the pilot program
will grant a limited number
of individuals between the
ages of 18 and 20 to operate
large trucks in interstate
commerce — provided
they possess the military
equivalent of a CDL and are sponsored by a
participating trucking company.
In many states, drivers may get their CDLs
at 18 years of age as long as they drive within
the state lines,” Chao said. “However, Department
of Transportation regulations require CDL
holders to be 21 years old or older for interstate
driving, for transporting hazardous materials, or
for driving buses or similar passenger-carrying
vehicles. This limits the number of potential
truck drivers at a time when we need them.”
Many potential truck drivers who could fill
this gap are trained in the armed services,”
Chao added.
“The Department of Defense trains almost
15,000 heavy truck drivers each year,” she said.
“Most soldiers, sailors, airmen and Marines are
over 21 by the time they leave the service, so
they are unaffected by the 21-year age limit.
“But National Guard and Reserve drivers
have civilian as well as their military careers, so
they can be looking for jobs in civilian transportation
when they are still 18. So, exploring
whether the 21-year age limit makes sense
could create more opportunities for them and
would help alleviate the driver shortage.”
Chao noted the importance of the trucking
industry to the nation’s economy, which she
labeled as “booming.”
“Trucks carry 70 percent of all freight transported
in the United States. Since truckers are
such an integral part of the economy, they are
also a bellwether for how things are going,” she
said.
“We know that a booming economy increases
the demand for skilled truck drivers,” Chao
said, and “this comes at a time when, industry
sources estimate that our country could face a
shortage of 174,500 truck drivers by 2024.”
“ … Secretary Chao and I were excited to
highlight a program I helped champion to
provide truck driver jobs to young veterans,”
said Fischer.
“This innovative program offers a way for our
younger Veterans and Reservists to transition
to the civilian workforce. I personally thank
Secretary Chao and officials with the DOT who
continue to find ways to utilize the training and
talent of the men and women who served in
uniform for our country,” Bacon said.
During the pilot program, which is slated to
run for three years, the safety records of these
drivers will be compared to the records of a
control group of drivers.
Information on the pilot program was scheduled
to be released in the Federal Register on
July 5.
A copy is available on FMCSA’s website at
FMCSA is required by federal statute to
allow a public comment period, followed by the
agency’s published responses in the Federal
Register.
August 2018
CFI increasing mileage pay
for experienced drivers
JOPLIN, Mo. — CFI, a North Ameri-can
full-truckload carrier and subsidiary of TFI
International, is increasing mileage pay for experienced
over-the-road long-haul drivers, as
well as making additional en-hancements to its
overall compensation package for professional
company drivers and independent contractors.
Effective July 22, current company OTR
drivers received a per-mile pay increase of
between $0.01 and $0.03.
The increase for which a driver qualifies
is based on accumulated career driving miles
with the company. CFI is also accel-erating the
time it takes for a driver to reach top mileage
pay, condensing the previous steps in mileage
attainment and enabling drivers to reach higher
pay levels faster.
Independent contractors are included with
a $0.03 cent-per-mile increase.
“It is time to reward our professional
drivers for their dedication and superior
performance,” said Greg Orr, CFI’s presi-dent.
“By collaborating with our custom-ers, we increased
network efficiency to pro-vide record
productivity for our drivers to run more miles.
“We’re pleased to share the success with
our drivers. This includes pay, amenities, support
programs and benefits that demon-strate
our driver-first culture. We believe the overall
package and work environment we offer
makes CFI the best choice for ex-perienced
professionals, as well as those looking to start
a career in trucking.”
Orr said CFI recently added its first-ever
CFI per-diem program in response to tax law
changes for 2018. The program enables drivers
to pay a low fee for CFI to adminis-ter the perdiem
program as part of the pay-roll process,
which enables drivers to max-imize potential
tax savings from on-the-road meal deductions
and keep more of their earnings.
Orr said that CFI’s high-productivity
performance also was supporting additional
earnings opportunity for drivers.
“We are doing an excellent job of get-ting
our drivers quality miles, turning them quickly
from one load to the next, maxim-izing fuel
and route efficiency, and improv-ing revenue
per truck,” he said. “That’s a testament to the
skill and professionalism of our drivers and
the operations team that supports them. And, it
also means that our drivers are capturing up to
200 more miles a week, which equates to some
10,000 miles a year in extra productivity-based
miles earned.”
Other amenities available to CFI experienced
drivers include competitive health benefits,
a 401k retirement plan with com-pany
match, a pet-companion policy, free passenger
passes, paid parking, a destina-tion ownership
program, a referral program, reimbursement
for showers and rewards for safety performance.
With modern equipment, Orr said CFI
operates one of the industry’s youngest fleets,
posting an average tractor age of just under
two years. CFI is continuing to re-fresh its
fleet with 600 new Kenworth T-680 overthe-road
tractors in the company’s signature
“Viper Red” color.
All these programs and investments, supported
by a family-friendly culture, rein-force
CFI’s goal to be the driver-preferred truckload
carrier in the industry, Orr said.
“Professional truckload drivers provide an
invaluable service that underpins the growth
and prosperity of our economy,” he said.
“We recognize this and focus on help-ing our
drivers enjoy a compensation pack-age that’s
among the industry’s best, and a work environment
that supports the best possible quality of
life for drivers and their families.”
CFI currently has over 600 current driv-ers
who have reached the 1-million mile mark.
Latest ComfortPro APUs
upgraded
The latest generation of ComfortPro
diesel-powered auxiliary power units from
Carrier Transicold includes upgrades that
improve reliability, reduce maintenance and
double the length of the service interval.
Among the latest enhancements are a
new automotive-style multi-V drive belt
and a tensioner that automatically adjusts
the belt to help maintain full voltage output
of the generator when the APU is running,
according to Ryan Rubly, product manager,
alternative power.
This eliminates manual belt tensioning,
as periodically required with earlier models.
Also, the system now uses high-performance
CK-4 heavy-duty engine oil, enabling the
maintenance interval to be extended from
1,000 to 2,000 hours, he said.
“Backed by Carrier Transicold’s
extensive dealer network, ComfortPro
diesel APUs offer the trucking industry the
most well-rounded suite of performance
and features,” Rubly said. “When Carrier
Transicold acquired the ComfortPro line last
year, one of our top priorities was engaging
our engineers to improve the APUs based on
feedback from our dealers and customers.
These latest design revisions significantly
advance the product in terms of service ease.”
By providing cab climate control and
other capabilities, APUs reduce truck idling,
helping drivers comply with local and
regional anti-idling regulations while saving
fuel and reducing wear and tear on their
truck engines.
Fully featured ComfortPro dieselpowered
APUs offer air conditioning,
heating, cab power, engine warming, truck
battery monitoring and charging, plus
optional shore power connectivity — more
capabilities than standard APU offerings
from other providers, stated a company news
release.
These models provide 12,000 BTUs of
cooling and up to 10,000 BTUs of heating
for year-round driver comfort.
traLoft is the result of the collaborative process
between Peterbilt and many of our customers
and drivers. They asked for the best and we delivered.”
Driver experience was the key driver in designing
the Model 579 UltraLoft, Woodall said,
adding that by optimizing the space available,
the new sleeper model includes “industry-leading
storage and comfort.”
“The UltraLoft gives drivers the largest upper
and lower bunk mattresses, best-in-class headroom
in both bunks and class-leading creature
comforts with space to accommodate the industry’s
largest microwave and enough room to fit a
32 inch flat screen TV,” Woodall said.
The UltraLoft provides an estimated 2 percent
aerodynamic improvement and a 220-pound
weight reduction to push the limits of efficiency
even further.
“Peterbilt trucks are the class of the industry.
The superior craftsmanship, performance and
design set them apart from the crowd and the
pride of driving a Peterbilt is a tool we use to
retain and recruit quality drivers,” said David
Freymiller, president and CEO of Freymiller.
“The Model 579 UltraLoft is a game changer as
it takes it to a new level. Our drivers are excited
to take advantage of the increased space and
premium cab design.”
