Pursuant to the authority and criteria contained in the California Environmental 

Quality Act (CEQA), the Planning Commission analyzed the 

proposed project. The Planning Commission found that this project is 

listed among the classes of projects that have been determined not to 

have a significant adverse effect on the environment. Therefore, the 

project is categorically exempt from the provisions of CEQA pursuant 

to CEQA Guidelines Sections 15303(a), (d), and (e) – New construction 

of a single-family residence, water main, and accessory structures. 

The Planning Commission has further determined that none of the six 

exceptions to the use of a categorical exemption apply to this project 

(CEQA Guidelines Section 15300.2). As such, Categorical Exemption 

No. 14-049 was filed for Coastal Development Permit No.13-045. 

A written staff report will be available at or before the hearing. Following 

an oral staff report at the beginning of the hearing, the appellants 

may be given up to 15 minutes to make a presentation. Any 

amount of that time may be saved for rebuttal. All other persons wishing 

to address the Council will be provided three minutes to address the 

Council. These time limits may be changed at the discretion of the 

Council. At the conclusion of the testimony, the Council will deliberate 

and its decision will be memorialized in a written resolution. 

Copies of all related documents, including the grounds for appeal, are 

available for review at City Hall during regular business hours. Written 

comments may be presented to the City Council at any time prior to 

the beginning of the public hearing.
