Government announces Part II<br />
of Path Forward on the Trans<br />
Mountain Expansion Project<br />
OTTAWA- On <strong>October</strong> 3, the Honourable<br />
Amarjeet Sohi, Minister of Natural<br />
Resources, announced the second part<br />
of the Government’s path forward to<br />
address the Supreme Court’s August<br />
30, <strong>2018</strong>, decision on TMX. First, the<br />
Government will not appeal the Court’s<br />
decision. Second, the Government will<br />
re-initiate Phase III consultations with<br />
all 117 Indigenous groups impacted by<br />
the project. Minister Sohi will begin by<br />
talking to groups about how to get the<br />
process right this time. “We will ensure<br />
that Indigenous voices are at the table as<br />
we move forward in this process,” Sohi<br />
stated.<br />
Third, the Government has appointed<br />
former Supreme Court of Canada<br />
Justice, the Honourable Frank Iacobucci<br />
as a Federal Representative to oversee<br />
the consultation process. He will initially<br />
provide advice on designing the process<br />
and will then oversee it to ensure that<br />
Indigenous consultations are meaningful<br />
and comply with the judgement of the<br />
Federal Court of Appeal. He will work<br />
directly with officials and other external<br />
experts, as appropriate.<br />
“These measures build on our government’s<br />

in which we instructed the National<br />
Energy Board (NEB) to reconsider its<br />
recommendation of TMX, taking into<br />
account the effects of project-related<br />
marine shipping and its adverse impacts<br />
on species at risk,” Sohi said. “The Government<br />
of Canada welcomes the NEB’s<br />
timely appointment on September 26,<br />
<strong>2018</strong>, of the NEB Panel to Review TMX.<br />

Premiers Moe and Ford pledge to<br />
continue fight against the federal<br />
carbon tax<br />
Last Thursday, Saskatchewan Premier<br />
Scott Moe and Ontario Premier Doug<br />
Ford met to discuss how their two governments<br />
can continue to work together<br />
to fight the federal government’s plans to<br />
impose a carbon tax on Canadian families<br />
and businesses.<br />
“Premier Ford is a strong voice in the<br />
fight against the carbon tax, and I want<br />
to thank him again for his commitment<br />
to intervene in Saskatchewan’s constitutional<br />
challenge against this damaging<br />
tax,” Moe said. “I am pleased to announce<br />
that Saskatchewan will show the<br />
same support by intervening in support<br />
of Ontario’s constitutional challenge on<br />
behalf of the people of Ontario.”<br />
“A carbon tax, in any form, is the worst<br />
possible tax for the Canadian economy<br />
and Canadian families,” Ford said. “All<br />
the carbon tax does is take money out<br />
of the pockets of workers, families and<br />
businesses, and instead fuel out-of-control<br />
government spending. We will fight<br />
this unfair, punishing tax with every tool<br />
at our disposal. In this fight, we could<br />
ask for no better partner than Premier<br />
Moe and the Government of Saskatchewan.”<br />
Ontario is intervening in the Government<br />
of Saskatchewan’s reference<br />
challenging the federal carbon tax, in<br />
addition to bringing its own reference to<br />
the Ontario Court of Appeal.(It should<br />
be noted that the federal government’s<br />
carbon tax plan would see every dollar<br />
collected returned to the provinces for<br />
use as they see fit.)<br />
8 in 10 Canadians concerned<br />
With the upcoming legalization of<br />
cannabis, the majority of Canadians are<br />
concerned about cannabis-impaired<br />
drivers on the road. A recent poll conducted<br />
by Leger on behalf of Insurance<br />
Bureau of Canada (IBC) found that 84%<br />
of Canadians believe that driving while<br />
high poses a real risk to road safety. The<br />
poll confirmed that the public is aware<br />
that alcohol-impairment is dangerous<br />
- however, the same understanding of<br />
cannabis impairment is not well established<br />
and we know very little about how<br />
mixing of alcohol, or other drugs, with<br />
cannabis, can affect impairment.<br />
Legalization might normalize and<br />
increase cannabis use, resulting in a corresponding<br />
increase in the risk of harm<br />
due to impaired behaviours, especially as<br />
they relate to road safety. A recent study<br />
commissioned by Public Safety Canada<br />
found that 28% of 2,132 respondents<br />
admitted to having driven high, and of<br />
those, 17% believed the influence of cannabis<br />
posed no real risks.<br />
“What is more troubling is that one<br />
in ten of those respondents believed<br />
cannabis makes a person a “better<br />
driver”. And, even more startling is that<br />
the Leger poll found that 62% of Canadian<br />
cannabis users have either driven<br />
or been a passenger in a car where the<br />
driver had recently consumed cannabis.<br />
Drinking and driving is now socially<br />
unacceptable. Unfortunately we can’t<br />
assume the same for driving while under<br />
the use of cannabis. We need the same<br />
approach to deterrence - appropriate<br />
penalties and detection tools - to discourage<br />
all forms of impaired driving so<br />
that broader use of legalized cannabis<br />
doesn’t put public safety at risk,” said<br />
Don Forgeron, President and CEO, IBC.<br />
“It is imperative for governments<br />
across Canada to invest sufficiently in<br />
comprehensive public safety and awareness<br />
frameworks that emphasize the<br />
risks associated with driving under the<br />
influence of cannabis,” added Forgeron.<br />
“In addition to approving drug-screening<br />
equipment, IBC encourages the federal<br />
government to ensure provinces and<br />
municipalities have sufficient resources<br />
to enforce cannabis-related impaired<br />
driving laws.”<br />
Saskatchewan’s AAA credit rating<br />
confirmed<br />
Moody’s Investors Service recently<br />
confirmed Saskatchewan’s AAA credit<br />
rating, the agency’s highest rating for<br />
Canadian provinces.<br />
In its update report, Moody’s states<br />
that “Saskatchewan’s strong debt affordability<br />
and healthy cash levels position<br />
the province solidly against provincial<br />
peers and support its strong credit rating.”<br />
Saskatchewan and British Columbia<br />
are the only two provinces with AAA<br />
ratings from Moody’s. Saskatchewan<br />
continues to have the second-highest<br />
overall credit rating among provinces,<br />
behind only BC, when the ratings of the<br />
three major agencies (Moody’s, Standard<br />
and Poor’s and Dominion Bond Rating<br />
Services) are considered.<br />
