NEWS BRIEFS
Government announces Part II
of Path Forward on the Trans
Mountain Expansion Project
OTTAWA- On October 3, the Honourable
Amarjeet Sohi, Minister of Natural
Resources, announced the second part
of the Government’s path forward to
address the Supreme Court’s August
30, 2018, decision on TMX. First, the
Government will not appeal the Court’s
decision. Second, the Government will
re-initiate Phase III consultations with
all 117 Indigenous groups impacted by
the project. Minister Sohi will begin by
talking to groups about how to get the
process right this time. “We will ensure
that Indigenous voices are at the table as
we move forward in this process,” Sohi
stated.
Third, the Government has appointed
former Supreme Court of Canada
Justice, the Honourable Frank Iacobucci
as a Federal Representative to oversee
the consultation process. He will initially
provide advice on designing the process
and will then oversee it to ensure that
Indigenous consultations are meaningful
and comply with the judgement of the
Federal Court of Appeal. He will work
directly with officials and other external
experts, as appropriate.
“These measures build on our government’s
September 21, 2018, announcement
in which we instructed the National
Energy Board (NEB) to reconsider its
recommendation of TMX, taking into
account the effects of project-related
marine shipping and its adverse impacts
on species at risk,” Sohi said. “The Government
of Canada welcomes the NEB’s
timely appointment on September 26,
2018, of the NEB Panel to Review TMX.
The government’s path forward constitutes
important progress toward moving
ahead in the right way with this project
for the benefit of all Canadians.”
“As we have said many times before,
the most important relationship to our
Government is with Indigenous peoples.
We will work to address concerns of First
Nations and Métis communities to move
forward in the right way on this project
in accordance with the Court’s direction.
We are bringing in the best possible expertise
and independent advice to ensure
that we move forward in the right way,”
Minister Sohi added.
Premiers Moe and Ford pledge to
continue fight against the federal
carbon tax
Last Thursday, Saskatchewan Premier
Scott Moe and Ontario Premier Doug
Ford met to discuss how their two governments
can continue to work together
to fight the federal government’s plans to
impose a carbon tax on Canadian families
and businesses.
“Premier Ford is a strong voice in the
fight against the carbon tax, and I want
to thank him again for his commitment
to intervene in Saskatchewan’s constitutional
challenge against this damaging
tax,” Moe said. “I am pleased to announce
that Saskatchewan will show the
same support by intervening in support
of Ontario’s constitutional challenge on
behalf of the people of Ontario.”
“A carbon tax, in any form, is the worst
possible tax for the Canadian economy
and Canadian families,” Ford said. “All
the carbon tax does is take money out
of the pockets of workers, families and
businesses, and instead fuel out-of-control
government spending. We will fight
this unfair, punishing tax with every tool
at our disposal. In this fight, we could
ask for no better partner than Premier
Moe and the Government of Saskatchewan.”
Ontario is intervening in the Government
of Saskatchewan’s reference
challenging the federal carbon tax, in
addition to bringing its own reference to
the Ontario Court of Appeal.(It should
be noted that the federal government’s
carbon tax plan would see every dollar
collected returned to the provinces for
use as they see fit.)
8 in 10 Canadians concerned
With the upcoming legalization of
cannabis, the majority of Canadians are
concerned about cannabis-impaired
drivers on the road. A recent poll conducted
by Leger on behalf of Insurance
Bureau of Canada (IBC) found that 84%
of Canadians believe that driving while
high poses a real risk to road safety. The
poll confirmed that the public is aware
that alcohol-impairment is dangerous
- however, the same understanding of
cannabis impairment is not well established
and we know very little about how
mixing of alcohol, or other drugs, with
cannabis, can affect impairment.
Legalization might normalize and
increase cannabis use, resulting in a corresponding
increase in the risk of harm
due to impaired behaviours, especially as
they relate to road safety. A recent study
commissioned by Public Safety Canada
found that 28% of 2,132 respondents
admitted to having driven high, and of
those, 17% believed the influence of cannabis
posed no real risks.
“What is more troubling is that one
in ten of those respondents believed
cannabis makes a person a “better
driver”. And, even more startling is that
the Leger poll found that 62% of Canadian
cannabis users have either driven
or been a passenger in a car where the
driver had recently consumed cannabis.
Drinking and driving is now socially
unacceptable. Unfortunately we can’t
assume the same for driving while under
the use of cannabis. We need the same
approach to deterrence - appropriate
penalties and detection tools - to discourage
all forms of impaired driving so
that broader use of legalized cannabis
doesn’t put public safety at risk,” said
Don Forgeron, President and CEO, IBC.
“It is imperative for governments
across Canada to invest sufficiently in
comprehensive public safety and awareness
frameworks that emphasize the
risks associated with driving under the
influence of cannabis,” added Forgeron.
“In addition to approving drug-screening
equipment, IBC encourages the federal
government to ensure provinces and
municipalities have sufficient resources
to enforce cannabis-related impaired
driving laws.”
Saskatchewan’s AAA credit rating
confirmed
Moody’s Investors Service recently
confirmed Saskatchewan’s AAA credit
rating, the agency’s highest rating for
Canadian provinces.
In its update report, Moody’s states
that “Saskatchewan’s strong debt affordability
and healthy cash levels position
the province solidly against provincial
peers and support its strong credit rating.”
Saskatchewan and British Columbia
are the only two provinces with AAA
ratings from Moody’s. Saskatchewan
continues to have the second-highest
overall credit rating among provinces,
behind only BC, when the ratings of the
three major agencies (Moody’s, Standard
and Poor’s and Dominion Bond Rating
Services) are considered.
