The Hanna & District Chamber of<br />

Commerce held their Chamber<br />

Business Awards on Thurs. Oct. 18 to<br />

commemorate the hard work and innovation<br />

individuals and businesses<br />

consistently enhance the community.<br />

Comedian Daryl Makk performed<br />

for an hour before the award presentations<br />

began.<br />

The Hanna Legion was full of<br />

smiling faces throughout the evening.<br />

The Business of the Year Award was<br />

given to Super A Foods for their contributions<br />

to the community as well as<br />

Hanna centred business and employee<br />

base.<br />

Following Business of the Year was<br />

Small Business of the Year. East Side<br />

Auto Body won the award for also<br />

showing community contributions and<br />

achieving growth and innovation with<br />

less than <strong>10</strong> employees on staff.<br />

Live, Love, Laugh Shoes claimed<br />

Rookie Business of the Year by<br />

showing current business success and<br />

future potential.<br />

The Business Customer Service<br />

Excellence Award was awarded to the<br />

Hanna Pizza & Steakhouse while the<br />

Individual Customer Service<br />

Excellence Award was a tie. Both Kim<br />

Barth and Wanda Kautz received the<br />

award.<br />

The Mentorship Award highlights<br />

employers that give equal opportunity,<br />

show strong positive leadership, and<br />

demonstrates a commitment to hiring<br />

youth. Kim Barth was the recipient of<br />

this award as well.<br />

The Hanna Public Library was<br />

awarded the Community Spirit Award<br />

by supporting recreational and cultural<br />

projects as well as supporting<br />

seniors, youth, and local culture.<br />

Employee’s Choice Award went to<br />

Freson Bros. after being nominated by<br />

an employee or employees of a business<br />

as being an exceptional place to work.<br />

The Innovative Entrepreneur Award<br />

recipient exemplifies qualities of effective<br />

leadership, innovatively applied<br />

know-how and excellent potential for<br />

growth. Hanna Chiropractic Clinic<br />

won this award.<br />

Chamber Member of the Year is an<br />

award that focuses on a recipient that<br />

supports Chamber led events and holds<br />

an advertising spot on the Highway<br />

billboard. Freson Bros. also won this<br />

award.<br />

Wade Kroening, Operations<br />

Manager for Flint Hills Resources and<br />

Kevin Hayes, Area Manager for<br />

Gibson Energy Inc. attended the Tues.<br />

Oct. 9 council meeting to inform<br />

council of a Mutual Aid Agreement<br />

between large oil patch players.<br />

The agreement was made between<br />

Flint Hills Resources, Gibson Energy<br />

Inc., Husky Oil, Enbridge,<br />

TransCanada, Plains and<br />

Interpipeline.<br />

They explained the vision of these<br />

petroleum-based companies was about<br />

involving the Hardisty Mutual Aid<br />

Group (HMAG) to ensure people, the<br />

environment and property is well<br />

looked after if an emergency situation<br />

should occur.<br />

“It gives us a broad base of<br />

resources and equipment,” stated<br />

Kroening.<br />

Kroening went on to say that some<br />

incidents may require more manpower<br />

or extended time periods to deal<br />

with emergencies and it will be a benefit<br />

having the HMAG working<br />

together and communicating on the<br />

same level.<br />

The HMAG plans on participating<br />

in table top exercises and live exercises<br />

that will deal with different types of<br />

scenarios that could happen in the<br />

daily operations of the companies and<br />

will extend an invitation to the Town<br />

of Hardisty employees to attend these<br />

vehicle calls.<br />

“These are people that are<br />

adding to the list that want<br />

to have their vehicles picked<br />

up,” explained Chief<br />

Administrative Officer<br />

(CAO) Sandra Kulyk.<br />

Kulyk went on to add that<br />

derelict vehicle calls to the<br />

bylaw officer are a positive<br />

thing as the Town of<br />

Coronation has made<br />

arrangements to pick up<br />

scrap vehicles from resident’s<br />

properties.<br />

“That’s good people are<br />

adding their vehicles to the<br />

list” stated Coun. Vickey<br />

Horkoff with both Mayor<br />

Mark Stannard and Coun.<br />

On Thurs. Oct. 18 at approximately<br />

<strong>10</strong>:00 a.m., Coronation<br />

RCMP responded to a report of<br />

a two vehicle collision on<br />

Highway 12 in the County of<br />

Paintearth.<br />

Preliminary investigation<br />

has revealed a truck heading<br />

southbound on Range Road 131<br />

proceeded from a controlled<br />

intersection at Highway 12 and<br />

collided with an eastbound<br />

semi-tractor.<br />

Tragically, the 77-year-old<br />

lone male occupant of the truck<br />

from Castor, Alberta was pronounced<br />

deceased at the scene.<br />

The driver of the semi-tractor<br />

was not injured.<br />

Coronation RCMP and an<br />

RCMP Collision Analyst<br />

attended the scene and continue<br />

to investigate.<br />

No further updates are<br />

anticipated.<br />

Our thoughts are with the<br />

family of the deceased at this<br />

time and his name will not be<br />

released.<br />

A topic of concern brought up at the<br />

CAC meeting was the cell service in<br />

communities such as Amisk and<br />

Hardisty.<br />

Beringer suggested that lobbying to<br />

TELUS is needed for improvement as<br />

it is a safety concern.<br />

Council reports<br />

Council debated the pros and cons of<br />

using Calcium Chloride on a few of the<br />

roads around Hardisty and brainstormed<br />

different ideas that may be<br />

keynote address at the Three<br />

Hills and District Chamber of<br />

Commerce awards annual<br />

evening Sept. 18.<br />

But when 70 per cent of<br />

Canada’s small business<br />

owners do not have a succession<br />

plan, Hall said<br />

something as simple as a wellthought-out<br />

strategy can<br />

prevent decades of business<br />

building being ruined by<br />

family in-fighting, customer<br />

confusion, and employee<br />

tension.<br />

“With only 30 per cent of<br />

small business owners<br />

having a written exit plan,”<br />

said Hall, “it makes sense to<br />

prepare a strategy and follow<br />

it, without being swayed by<br />

negative reactions from<br />

family or business partners.”<br />

In conducting the<br />

Chamber’s <strong>2018</strong> awards ceremony,<br />

President Jeannette<br />

Austin had nothing but praise<br />

for all nominees, commenting<br />

specifically on the quality of<br />

all involved in the process.<br />

She said there were two<br />

awards available this year:<br />

Customer Service and,<br />

Overall Excellence.<br />

Of the six Customer<br />

Service nominees, the Three<br />

Hills Health Food Store was<br />

selected. In reviewing how<br />

this store seeks to<br />

serve customers<br />

well, Austin mentioned<br />

placing<br />

special orders, doing<br />

Parkland Regional Library budget approved<br />

used for road repair and maintenance.<br />

Calcium Chloride can be used as a<br />

dust suppressant on roads as it retains<br />

moisture for prolonged periods and<br />

this helps to hold down dust and stabilize<br />

unpaved road surfaces creating a<br />

smoother road.<br />

The chemical also melts ice faster<br />

than many other de-icing products,<br />

and unlike sand, it can be applied<br />

before bad weather hits, preventing<br />

ice before it forms.<br />

However, there is potential costs to<br />

vehicles as the Calcium Chloride can<br />

cling to the underbody of vehicles<br />

causing corrosion.<br />

Checks and balances on power is one<br />

of the imperatives to successful<br />

democracies.<br />

The Fifth Estate on CBC recently<br />

aired an investigative story on school<br />

bus safety. Based on 1984 Transport<br />

Canada crash tests, seat belts on school<br />

buses were deemed unnecessary for<br />

safety and, in fact, seat belts may put<br />

students at greater risk. The Canada<br />

Safety Council (CSC), an independent<br />

body committed to safety, also stood<br />

behind these findings.<br />

For 40 years we’ve been told seat<br />

belts save lives. And most of us buckle<br />

up faithfully believing it is safer to<br />

remain in our seats rather than being<br />

thrown out or becoming a projectile<br />

harming other passengers. Yet<br />

Transport Canada, political parties of<br />

all strips and CSC hold to the 1984<br />

study when it comes to seatbelts on<br />

school buses.<br />

Those 1984 crash tests only tested<br />

head-on collisions. The high, padded<br />

seat backs were successful in protecting<br />

students propelled forward.<br />

Rollovers and side-impact crashes<br />

were never tested. Anybody understanding<br />

basic physics knows an object<br />

is not propelled forward in either rollovers<br />

or side-impact collisions.<br />

In their investigation, the Fifth<br />

Estate learned two critical facts. First,<br />

34 years ago, Transport Canada<br />

planned to mandate seat belts on<br />

school buses. They withdrew this<br />

safety requirement after lobbying from<br />

bus manufacturers and school boards.<br />

Today I doubt any school board trustee<br />

is aware of this history but they are<br />

very aware that provincial governments<br />

don’t provide adequate funding<br />

for busing.<br />

Adding seat belts would increase<br />

the cost of a bus by $<strong>10</strong>,000 to $12,000.<br />

The cost-benefit analysis was whether<br />

a few student deaths or injuries would<br />

be worth the extra cost. The government<br />

of the day and subsequent<br />

governments sided with the money, or<br />

it’s just stayed under the radar until<br />

now. However, the more than two<br />

dozen parents who have lost their children<br />

in school bus accidents and the<br />

thousands who have had unnecessary<br />

injuries would strongly disagree.<br />

The second fact uncovered by the<br />

Fifth Estate was test results from a<br />

20<strong>10</strong> crash test study by Transport<br />

Canada that were never made public.<br />

These tests included all forms of collisions,<br />

and, of course, the conclusions<br />

found high seat backs alone were not<br />

adequate to prevent serious injury or<br />

death in a rollover or side-impact<br />

collision.<br />

Transport Canada is charged with<br />

protecting children on school buses.<br />

School boards who lobbied against seat<br />

belts had an obligation to protect children.<br />

The independent safety body,<br />

CSC, accepted the 1984 crash test<br />

results without due diligence.<br />

Politicians and/or bureaucrats who<br />

shelved the 20<strong>10</strong> crash test results<br />

acted without conscience. All miserably<br />

failed their individual mandates<br />

to protect children.<br />

In this story, the media became the<br />

only effective check and balance. Now<br />

it rests with the public. Election season<br />

is upon us. We can let the politicians<br />

dictate the agenda—immigration and<br />

government debt—or we can challenge<br />

them on life and death concerns, “If<br />

elected, will you mandate three-point<br />

lap and shoulder belts on school<br />

buses?”<br />

not to impair (or destroy) a writer’s point of view, a wellformulated<br />

The County of Stettler No. 6 is prepared<br />

for the legalization of cannabis<br />

that took place on Wed. Oct. 17, <strong>2018</strong>.<br />

On Oct. <strong>10</strong>, Council passed Bylaw<br />

1598-18 - Cannabis Consumption Bylaw<br />

which addresses the consumption of<br />

cannabis in the County of Stettler.<br />

It states that cannabis may only be<br />

consumed in private residences or on<br />

private property.<br />

Residents will not be allowed to<br />

smoke or vape cannabis on any public<br />

property within the County of Stettler,<br />

including all of the hamlets.<br />

Penalties associated with offences to<br />

this bylaw are $250 for a first offence;<br />

$500 for a second offence within one<br />

year of the first; and $750 for a third<br />

and any subsequent offence within a<br />

year of a prior offence.<br />

The County of Stettler’s Land Use<br />

Bylaw was also amended to provide<br />

for Cannabis Retail Sales.<br />

Municipalities cannot prohibit cannabis<br />

production and sales, however,<br />

Council was able to customize the<br />

locations and setback requirements of<br />

these facilities to suit the community.<br />

A survey conducted by the County<br />

was responded to by over 600 participants<br />

who showed the following<br />

results relative to the location of cannabis<br />

stores:<br />

Seventy-eight per cent were either<br />

neutral or very concerned about the<br />

separation distance of cannabis stores<br />

to places where youth gather.<br />

Sixty-nine per cent wanted cannabis<br />

stores separated from places where<br />

youth gather by 200 metres or more.<br />

Forty-four per cent thought that<br />

hamlet commercial areas are an<br />

appropriate cannabis store location.<br />

Fifty-eight per cent were either neutral<br />

or not concerned at all about the<br />

Morrin council<br />

Organizational<br />

meeting for<br />

Village of Morrin<br />

Howard Helton and M’Liss Edwards<br />

were returned to their positions as<br />

mayor and deputy mayor consecutively<br />

in a 2 - 1 vote at the Village of<br />

Morrin organizational meeting on<br />

Wed. Oct. 17.<br />

Coun. Bob Graham asked why it<br />

would not be logical to rotate the three<br />

positions.<br />

“My thought was that right now it<br />

seems to me that we’re are on a roll<br />

and to do it [rotate positions] in another<br />

year,” said Coun. Edwards.<br />

Council unanimously voted all other<br />

board reps remain the same except for<br />

the Chief Administrative Officer<br />

(CAO) be director for Public Safety<br />

Services committee and Public Safety<br />

Alternate as per the Municipal<br />

Government Act (MGA).<br />

A new planning committee was also<br />

added with the CAO Annette Plachner,<br />

Coun. Graham and Mayor Helton<br />

appointed.<br />

The Alberta Government has made<br />

it mandatory for villages to develop a<br />

Intermunicipal Development Plan<br />

(IDP), a Intermunicipal Collaboration<br />

Framework (ICF) and a Municipal<br />

Development Plan (MDP). Previously<br />

villages were exempt from this municipal<br />

planning.<br />

Council passed a motion in the regular<br />

meeting on Oct. 18 to hire Vicinia<br />

Planning & Engagement Inc. of<br />

Calgary to do the study. The villages<br />

of Morrin, Munson and Delia and<br />

Starland County area will all be<br />

included in the plans which will also<br />

include public input.<br />

“It is a community document,”<br />

stated Elizabeth Armitage, principal of<br />

Vicinia Planning in a phone interview,<br />

“and we are here to help develop them<br />

with community members”.<br />

Council signed a government grant<br />

application for $20,000 to pay Vicinia<br />

for the study.<br />

Council amended the minutes of the<br />

Sept. 19 meeting in regards to the<br />

school award incorrectly named for<br />

the most improved Grade <strong>10</strong> student<br />

back to a Social 30 village award.<br />

The mix-up occurred involving the<br />

personal award by the previous deputy<br />

mayor, David Macleod.<br />

Village Employee<br />

Code of Conduct Policy<br />

CAO Plachner told council there<br />

already was a copy of the Municipal<br />

Code of Conduct for CAO’s in<br />

Municipal Affairs Act.<br />

“I’m covered with this so we can<br />

make one for Dave,” said CAO<br />

Plachner.<br />

Developing this bylaw had first been<br />

brought up in the July 18 meeting.<br />

We can create our own,” said Mayor<br />

Helton.<br />

Coun. Edwards drew attention to an<br />

AUMA document that was given to all<br />

new councillors in their training session<br />

that provides information for a<br />

formal approach and process stating<br />

“this is quite good. It gives us an idea<br />

of what we are doing.”<br />

Municipal Affairs says a performance<br />

appraisal once a year and<br />

evaluation is part of the process.<br />

Mayor Helton reiterated that “part of<br />

the project was to compare that one<br />

with this one”.<br />

Coun. Graham tabled the motion so<br />

that the two documents can be compared<br />

by the councillors and come up<br />

with a Employee Code of Conduct for<br />

the CAO and employees of the village.<br />

Christmas decorations<br />

In other business, council did not<br />

have costs for Christmas light pole<br />

decorations, however, Coun. Graham<br />

moved to have the CAO purchase six<br />

as it would be too late to order them for<br />

this Christmas if the decision was left<br />

to the next meeting.<br />

“I was looking at the simplest ones,<br />

easy to put up, easy to take down,” said<br />

Coun. Edwards. “Very similar to what<br />

we had before.”<br />

Usually around $600 - 700 each,” said<br />

Project Status Reports<br />

Council went over the Project Status<br />

Report with many of the projects being<br />

finalized including the flags, sidewalk<br />

tripping repairs and curb stops that<br />

are ongoing and Peloquin sewer repair<br />

completed. The size of the generator<br />

for the village water pumps is still<br />

being looked at.<br />

It was not known who was supposed<br />

to be doing the flower barrels.<br />

Just leave it on, said Coun. Graham.<br />

Coun. Edwards reported on her conversation<br />

with Don Yavis,<br />

administrator at the Morrin School.<br />

“Each classroom is going to paint a<br />

[refuge] barrel. He thought it was a<br />

great idea.”<br />

Coun. Edwards will contact Dave<br />

Benci to make sure we have enough<br />

barrels for each class and to determine<br />

how many are needed throughout the<br />

village.<br />

Edwards also noted that the senior<br />

high classes would do the curb<br />

painting in the spring. Students have<br />

to put in volunteer hours so that will<br />

work in well.<br />

When questioned as to the plastic<br />

pipe in the tennis court and a need for<br />

a larger gate into the court, council<br />

learned that public works was<br />

intending on utilizing the space for<br />

storage rather than a bike park which<br />

had been suggested at a previous<br />

meeting by a resident.<br />

A suggestion that plastic pipe deteriorates<br />

in the sunlight and public works<br />

should check out the value of storing<br />

this pipe, prices for a larger gate and a<br />

tarp to surround it prompted CAO<br />

Plachner to have public works look<br />

into all of it.<br />

CAO Plachner volunteered to get<br />

copies of other Cannabis bylaws from<br />

similar-sized communities to bring<br />

forward to the village council at their<br />

November meeting.<br />

Fire Department Request<br />

In council reports, Coun. Edwards,<br />

the council rep on the Morrin Fire<br />

Dept. brought forward a request from<br />

the department to appear in front of<br />

council at their next meeting.<br />

Coun. Graham noted that Don Yavis<br />

would like to start a hockey program<br />

through the school and was hoping for<br />

use of the ice however, Graham noted<br />

the Ag Society, who operates the arena<br />

didn’t see that as possible as it would<br />

involve extra staff.<br />

Stettler earns ‘Five Blooms’ score<br />

for community orchard<br />

The Town of Stettler received a Five<br />

Blooms - Bronze rating and a special<br />

mention for the Community Orchard<br />

during the <strong>2018</strong> National/<br />

International Symposium and Awards<br />

Ceremonies held in Strathcona<br />

County, Ab.<br />

The community also received an<br />

Outstanding Achievement Award for<br />

the Scotts Community of Gardeners<br />

Award.<br />

The Town of Stettler participated in<br />

the International Challenge (medium)<br />

category along with Lewes Delaware,<br />

USA; Killarney-Turtle Mountain,<br />

Man.; Pincher Creek, Ab.; Jasper, Ab.<br />

and Novi Vinodolski, Croatia.<br />

Over the summer, trained volunteer<br />

judges travelled to participating communities<br />

to evaluate the overall<br />

contributions of municipal council and<br />

departments; industry; businesses and<br />

the private sector – including volunteer<br />

efforts – in regards to the<br />

following criteria: tidiness, environmental<br />

action, heritage conservation,<br />

urban forestry, landscape and floral<br />

displays.<br />

Following their evaluation, volunteer<br />

judges Larry Hall and Bernadette<br />

Solon wrote:<br />

“The new community orchard is a<br />

wonderful addition to the community<br />

as it is now, when completed it will be<br />

absolutely outstanding. The scope of<br />

this project alone makes it something<br />

to be proud of. This will become a<br />

legacy project.<br />

“Well done to all of the businesses<br />

that have contributed to the project,<br />

and especially coordinator, Rob<br />

Spencer.<br />

“The diversity of the 200 fruit trees<br />

and bushes, along with the vast<br />

planting of 12,000 flowers is very special,<br />

and as the peony is the town<br />

flower, it was great to see the large<br />

number of peonies included in the<br />

planting.<br />

“The flowers were a good idea but<br />

the inclusion of bee and bat habitats to<br />

assist with pollination will make this<br />

one of the town sites to be visited and<br />

appreciated.”<br />

A bale fire located <strong>10</strong> miles north of<br />

Stanmore, Ab. had neighbouring<br />

farmers arriving with heavy loaders<br />

and tractors attempting to save as<br />

many bales as they could before they<br />

were engulfed by flames on Sun. Oct.<br />

21. There was approximately 1,500<br />

bales in the stock pile and neighbour<br />

Carter Link estimated that at least 75<br />

were salvaged.<br />

Youngstown Fire Department<br />

attended the scene first and then called<br />

in the Hanna Fire Department as a<br />

mutual aid call.<br />

This all began at <strong>10</strong>:51 a.m. and the<br />

departments did not leave until they<br />

were certain it wasn’t going to start up<br />

again. The last department was<br />

reported to be back in service around<br />

3:30 p.m.<br />

“It was in Youngstown’s response<br />

area but they called for mutual aid<br />

because I’d seen it from Hanna and<br />

thought ‘Well if I can see it from<br />

Hanna, I’m going to respond’,” said<br />

Special Areas Fire Chief Glen Durand.<br />

“It’s just the nature of it, it’s so dry<br />

with the low humidity. It was early in<br />

the morning which was good. It wasn’t<br />

windy and there was still some pretty<br />

high humidity there but it was in a<br />

field which was all brown grass so a<br />

wildfire certainly could have existed.”<br />

The Chief suspected spontaneous<br />

combustion as the culprit for the fire<br />

although the incident still remains<br />

under investigation.<br />

“It’s an organic breakdown that creates<br />

a lot of heat in the bale. The bale<br />

starts on fire is what happens. That’s<br />

what it appears to be happening [in<br />

this case]. Those green feed bales are<br />

the ones that go first and that makes<br />

sense because it has the highest moisture,”<br />

explained Durand.<br />

While all hay will heat internally as<br />

it dries from the natural fermentation<br />

process, hay that is very high in moisture<br />

will get hot enough that it can<br />

form flammable gases inside of the<br />

bales that can catch on fire.<br />

The owner, Thane Russell, was on<br />

babysitting duty overnight as the pile<br />

continued to burn slowly. The area was<br />

disked to make a barrier around the<br />

area to further prevent any outside<br />

burning.<br />

This bale fire is only a sign of more<br />

bad news for farmers as feed prices<br />

rise due to poor weather conditions<br />

over the past two years as well.<br />

“With feed already around $120 to<br />

$140 a tonne, it’s a very significant loss<br />

so it could potentially be a couple hundred<br />

thousand dollar loss. It’s pretty<br />

hard to absorb that,” added Durand.<br />

Russell owns property in Cochrane<br />

and Special Areas. He was going to use<br />

the feed stored over the winter for<br />

stock he has in Cochrane and does not<br />

sell feed as it is all used for personal<br />

purposes such as this.<br />

“We almost never sell forage so for<br />

us it’s really just our cost of production<br />

that we are worried about and how we<br />

are going to replace it,” said Russell.<br />

At the time of the incident, Russell<br />

was on a cattle drive in another pasture<br />

when he received a call from a<br />

neighbour about smoke coming from<br />

the bale stack.<br />

“We rushed over as fast as we could<br />

but when we got there, there wasn’t<br />

much we could do,” said Russell.<br />

He planned on keeping all of their<br />

heifers for an expanded herd next year<br />

but ‘with this loss we might not be able<br />

to do that.’<br />

Russell was grateful for the community<br />

support when it was needed most.<br />

“This community is so fantastic,”<br />

said Russell. “You know they are<br />

always ready to chip in and within 15<br />

or 20 minutes we had all kinds of<br />

neighbours here.<br />

away. We really<br />

couldn’t ask for<br />

any better<br />

response from<br />

neighbours or fire<br />

departments.”<br />

He concluded,<br />

“That’s what is<br />

insistent about<br />

this community<br />

around Hanna.<br />

On a historic day in Canada, Wed.<br />

Oct. 17, Alix Council added to the<br />

excitement over the legalization of<br />

cannabis.<br />

Both the cannabis consumption<br />

bylaw and land use bylaw were passed<br />

after extensive consultation with residents<br />

and prior conversation.<br />

A public survey regarding the legalized<br />

drug was handed out during a<br />

public forum held earlier this month at<br />

the Alix Community Hall.<br />

An Alberta Health Services representative<br />

also gave an informative<br />

presentation on the drug before the<br />

survey was distributed.<br />

Questions like ‘Where should the<br />

Village of Alix allow public consumption<br />

of cannabis?’ and ‘Should the<br />

Village of Alix completely prohibit the<br />

public consumption of cannabis,<br />

thereby limiting it to private residences<br />

and property only?’ were on<br />

the survey.<br />

Most answers were agreed upon as<br />

many believed a restrictive approach<br />

to the bylaws was the best route to<br />

take according to these results, while<br />

others were more lenient.<br />

“It does give you a fair representation<br />

across the board as far as it was<br />

multiple sectors that were interested<br />

in filling them out so I think that we,<br />

despite the small numbers, have some<br />

information for you to consider,” said<br />

Chief Administrative Officer (CAO)<br />

Michelle White.<br />

Council took the information into<br />

account and passed second and third<br />

reading of both bylaws.<br />

This means that no one will be<br />

allowed to smoke cannabis anywhere<br />

on public property within the village<br />

and that potential cannabis related<br />

businesses must be located at least 200<br />

metres away from the school.<br />

(FCSS) made a presentation to council<br />

about the current state of the program,<br />

a list of jobs they do, future programming<br />

and its success within the<br />

village.<br />

Mayor Rob Fehr asked about the collaboration<br />

between FCSS and other<br />

organizations.<br />

“Oh yes, we partner with the<br />

Recreation Board, the Chamber, and<br />

the School,” said Carlson.<br />

The list provided focused on continuous<br />

ongoing programs that can be<br />

done in the budget.<br />

Coun. Ed Cole asked if they pursue<br />

grants at the provincial and federal<br />

level.<br />

Carlson explained that the larger<br />

FCSS branches will apply and typically<br />

receive funding which is then<br />

divided amongst smaller branches.<br />

“We are almost like a satellite to<br />

Lacombe in a way. They get those<br />

grants and so it trickles down to us,”<br />

said Carlson.<br />

Alix’s FCSS is open two days a week<br />

as Carlson is working those two days,<br />

then in school for the other two days<br />

with the final day left for odds and<br />

ends work from either.<br />

She will get calls ‘all the time’ as<br />

well and meets outside the regular<br />

hours.<br />

Council urged Carlson to track her<br />

hours doing this because it could lead<br />

to more funding as the services are<br />

noticeably getting more usage.<br />

“Oh I know I should,” said Carlson.<br />

“You should because there has to be<br />

a funding cut down the road just for<br />

example,” said Coun. Cole. “If you<br />

could show us well okay we got paid<br />

for 20 hours but I’m actually working<br />

40, I would be more apt not to cut your<br />

funding, you know what I mean?”<br />

Cole recommended a tiny log of all<br />

her times outside of office hours<br />

including the ‘Flex Friday’ which she<br />

happily agreed to.<br />

Mayor Fehr also recommended she<br />

keep track of the headcount of people<br />

who actually attended any of the<br />

events they host as well as the dollar<br />

figure for that program for budget<br />

purposes.<br />

CAO White brought up an idea to<br />

have a few of the organizations in town<br />

that put on events to come together<br />

and coordinate on times, dates, topics,<br />

et cetera in an effort to avoid overlap<br />

between them. FCSS would coordinate<br />

this meeting.<br />

information.<br />

Red Deer/Lacombe<br />

Rural Crime Watch<br />

The village had been looking for<br />

ways to get involved with the local Red<br />

Deer/Lacombe Rural Crime Watch<br />

group.<br />

Through consultation with crime<br />

watch board members, it was determined<br />

the village may be named an<br />

honourary member.<br />

Council made a resolution in support<br />

of the Red Deer Lacombe Rural<br />

Crime Watch, recognizing the current<br />

500 members from both counties who<br />

belong to the organization.<br />

Alix residents are encouraged to<br />

join the organization in an effort to<br />

protect the area and the people and the<br />

belongings in it.<br />

Fire Chief selection process<br />

Lacombe County fire chief from recreating<br />

Notice of Decrease<br />

to Franchise Fee<br />

on Natural Gas Billings:<br />

The Village of Alix is proposing to decrease the natural gas distribution<br />

franchise fee which it charges ATCO Gas and Pipelines Ltd., for the<br />

exclusive right to deliver natural gas to the residents of the Village of<br />

Alix and for use of municipal lands for it natural gas lines. The franchise<br />

fee applies to all customers that receive gas services in the Village of<br />

Alix; and is required to be billed as a separate charge on gas billings.<br />

The current franchise fee is set at 20% for ATCO Gas and Pipelines Ltd.<br />

delivery revenues and will decrease to 12% effective January 1, 2019.<br />

For an average residential customer using 120 GJ’s (gigajoules) per year,<br />

this will result in an annual decrease of about $39.66 from the average<br />

paid in <strong>2018</strong>. The franchise fee currently accounts for approximately<br />

$99.15 of the average annual bill.<br />

are rolled out for council to<br />

approve or deny.<br />

The Heartland<br />

Beautification Committee<br />

maintains the duties to<br />

present Stettler as a wellkept<br />

town that prides itself<br />

on its appearance.<br />

It is divided into subcommittees<br />

for things as simple<br />

as tidiness and parks and<br />

trees.<br />

Each subcommittee<br />

requires a certain amount of<br />

monetary funds for the year.<br />

This year, they requested<br />

a budget for $22,200 from<br />

council on the Tues. Oct. 19<br />

meeting.<br />

This amount is consistent<br />

with the past three years<br />

including <strong>2018</strong>.<br />

They have goals in 2019 to<br />

increase the overall awareness<br />

of the committee and<br />

upcoming projects and to<br />

increase engagement and<br />

participation of youth.<br />

They also wish to continue<br />

participation in the<br />

Communities in Bloom<br />

national competition.<br />

Council moved to accept<br />

this budget, allotment of<br />

$22,200 for the committee in<br />

the 2019 Capital Budget.<br />

Stettler accepts regional<br />

library budget<br />

The town was presented<br />

with another budget to consider,<br />

this being the 2019<br />

Parkland Regional Library<br />

Budget.<br />

The Regional Library<br />

requested council accept a<br />

requisition of $8.25 which is<br />

a 1.66 per cent increase from<br />

last year at $8.12.<br />

That being said, Stettler’s<br />

population of 5952 will make<br />

the budget increase by $773.<br />

A motion was made to<br />

accept the budget which was<br />

carried.<br />

Council will also send a<br />

letter before November 1<br />

outlining this approval.<br />

Franchise Fee<br />

Decrease Notice<br />

Please be advised that the Village of Alix is proposing to decrease the<br />

local access fee, which is charged to FortisAlberta Inc. (FortisAlberta)<br />

for use of municipal lands for its power lines effective January 1, 2019.<br />

The fee is recovered by FortisAlberta from its customers as the local<br />

municipal access fee on electric billings of all customers that receive<br />

electric service in the Village of Alix. This local access fee will be<br />

decreased from $ <strong>10</strong>.72 (18%) to $5.40 (8.5%) of the delivery charge of<br />

FortisAlberta, excluding energy related riders. This calculation is based<br />

on 625kWh consumption in 30 days.<br />

This vibrant community in East Central Alberta Region of<br />

Alberta is seeking applications for a Chief Administrative<br />

Officer. The new CAO must be a team player working<br />

with Village Council to provide exceptional leadership.<br />

Top-notch marketer, promoter,<br />

breeder, and Charolais ambassador<br />

Don Pochylko, Stettler, Ab. in his<br />

own brusque and boisterous way, was<br />

the leader of the Charolais breed for<br />

the better part of the ‘70s and ‘80s.<br />

Don, 82, died Sept. 2, <strong>2018</strong>.<br />

While other breeders<br />

worked to top a $4,000 sale<br />

average, Don’s SanDan<br />

Charolais (named for wife<br />

SANdra and first son<br />

DANny) productions cleared<br />

$8,000. He was a top-notch<br />

marketer, promoter, breeder,<br />

and Charolais ambassador.<br />

Occasionally, SanDan’s<br />

sales featured diamond ring<br />

giveaways to buyers of high Pochylko<br />

sellers.<br />

Knowing that a tossed magazine<br />

can easily land back-cover up,<br />

Don bought that spot in the Charolais<br />

Banner for a decade.<br />

His ad, always noticed and always<br />

debated, promoted his cattle into the<br />

Charolais forefront. But Don added to<br />

that. He attended Charolais events and<br />

sales throughout Western Canada –<br />

meeting people, selling the breed, and<br />

selling his cattle.<br />

Don also sold beef. In 1989 at a<br />

Charolais banquet at Agribition in<br />

Regina, he first bawled out the chef,<br />

then chased him back into the kitchen.<br />

The transgression? The chef was<br />

carving the hip of beef “with the<br />

grain” instead of against it. “Who<br />

wants stringy beef?” Don asked.<br />

He then found an apron, gave the hip<br />

half a turn, grabbed the knife, and<br />

proceeded to carve beef for the next 30<br />

minutes. Properly cut, the beef fell<br />

apart nicely on the plate – and on the<br />

palate.<br />

His feisty personality served the<br />

early days of the Canadian Charolais<br />

industry well.<br />

bemused chef,<br />

steaks Papa!”<br />

fledgling breed at<br />

heart.<br />

Don knew he was<br />

leader. When he<br />

would bid on cattle<br />

in the auction ring,<br />

other bidders joined<br />

in knowing Don<br />

had spotted a good<br />

one. Their bids<br />

would drive the price higher.<br />

Don would then disguise his<br />

intentions to passive action:<br />

“If my feet are crossed, I’m<br />

bidding – if they’re not, I’m<br />

out” he told a ringman.<br />

Often, the bidders focused<br />

on the bloodlines or the<br />

progeny of Poker King Jr.,<br />

Don’s industry-leading<br />

Charolais bull. From about<br />

’80 to ’85 Charolais breeders<br />

couldn’t get enough of the<br />

highly promoted bull.<br />

Many suggested Don rode<br />

the wave of the bull’s popularity.<br />

The more astute knew<br />

that Don created the marketing<br />

wave.<br />

In his later years, now<br />

retired to Red Deer, Don was<br />

still involved with the purebred<br />

cattle business. He<br />

cooked up beef in big ovens,<br />

and catered events and sales.<br />

He suffered a stroke<br />

several years ago, which<br />

slowed him, but did not<br />

diminish his spirit. He was<br />

often on the phone giving<br />

opinions or gathering them.<br />

Don was successful by<br />

many standards in the beef<br />

business. His Stettler<br />

funeral attracted hundreds<br />

from Western Canada. He<br />

had no magic formula for<br />

his success.<br />

One of Don’s favourite<br />

sayings was “The harder I<br />

work, the luckier I get.”<br />

But more importantly, he<br />

helped others along the<br />

way.<br />

“I’ll say this – a lot of<br />

people learned a lot of<br />

things off Don,” said Hazel<br />

George, a former Alberta<br />

Charolais secretary and<br />

fellow breeder at Airdrie.<br />

Don’s “rising tide” lifted all<br />

Charolais boats, she added.<br />

To those he knew, Don<br />

accepted the nickname of<br />

“Pooch.” Like a lovable dog,<br />

he was there for his friends<br />

– which included a large<br />

section of Charolais cattlemen.<br />

They were always<br />

stronger and more courageous<br />

with him on their<br />

side.<br />

about them at a friend’s<br />

place near Innisfail, Ab.<br />

Loved each and every visit from friends<br />

With great sadness we announce the<br />

passing of Winton Edwin Wangsness<br />

on Sun. Oct. 14, <strong>2018</strong> in Brooks, Ab. at<br />

the age 91 years. Same day as his<br />

father’s birthday.<br />

Winton was born on Nov. 21, 1926<br />

at home near Coronation, Ab. to parents<br />

Joe and Anna, the third<br />

oldest of five children. He met<br />

mom, Jean Schmidt at a function<br />

in Coronation and were<br />

married on Nov. 7, 1949. They<br />

were blessed with seven<br />

children.<br />

Dad grew up south of<br />

Coronation, went to Glengile<br />

and Sounding Creek schools.<br />

He was employed by<br />

Central Alberta Dairy Pool in<br />

Coronation hauling cream<br />

from farms in the area. In 1953, he<br />

bought his own truck and hauled<br />

cream for another six years.<br />

In the spring of 1960, he started<br />

working as a battery operator for<br />

Petcal Co. Ltd. who contracted for<br />

Canadian Homestead. In 1969 he was<br />

transferred to Duchess, Ab. where he<br />

operated their plant at Princess, Ab.<br />

In 1971 he was transferred to the<br />

plant at Hatton, Sk. and they moved to<br />

Irvine, Ab. where he worked until he<br />

retired in 1991, and they moved to<br />

Innisfail.<br />

They moved<br />

back to Brooks,<br />

Ab. in 2003 to be<br />

closer to family.<br />

where he was treated with compassion<br />

and dignity.<br />

Dad has always enjoyed woodworking<br />

and has sold his work to<br />

people in England and many parts of<br />

the U.S.A. and Canada. All of his<br />

family proudly display his work.<br />

He also enjoyed hunting,<br />

fishing, drawing, feeding the<br />

birds, music, shuffleboard,<br />

tending to his flower beds<br />

and pots, going for drives,<br />

camping in the mini-home<br />

and Christmas was his very<br />

favourite holiday.<br />

Most of all, he loved<br />

spending time with his<br />

family and loved each and<br />

every visit from his friends<br />

as well.<br />

Dad will always be remembered and<br />

loved by his five daughters, Trudy<br />

Elliott of Rocky Mountain House,<br />

Lorrie (Greg) Franz of Medicine Hat,<br />

Renie (Brian) McAmmond of Medicine<br />
