Colorful run
Canal Winchester Middle School sixth grader Hailey Boss is splashed with colorful powder as she crosses
the finish line during the Color Splash Fun Run held at the school on Oct. 21. Runners tackled the
school’s cross country course and were sprayed with colorful dye and powder at different stations along
the course. The event was a fundraiser for Canal Winchester Middle School community projects and for
the school’s student council. According to Bethany Rinear, eighth grade science teacher and Student
Council advisor, the Color Splash Fun Run was organized by CWMS Team 8-3 and CWMS Student
Council. Runners of all ages were invited. “Money raised will go toward a picnic table made from recycled
plastic lids that we’ve been collecting at the middle school as well as other student service projects,”
said Rinear. “Special thanks to the Brockstrong Foundation for helping sponsor the Color Run!”
Canal Winchester is seeking to establish a Community
Reinvestment Area along U.S. Route 33 to spur economic development
in an area that has not enjoyed reinvestment from remodeling
or new construction.
The 450 acres designated by Canal Winchester City Council as
the Route 33 Community Reinvestment Area is an area where
housing or structures of historical significance are located and
where new construction or repair of existing facilities has been
discouraged.
“There’s not a lot of money being invested in those properties
for renovation,” said Development Director Lucas Haire. “The
properties are declining or holding their value. The ages of the
homes are older than surrounding communities.”
According to a resolution unanimously passed by council on
Oct. 15, the reinvestment area is bordered by the western boundary
of the corporate city limits; the eastern edge of the county line
north of U.S. 33 and the Tussing Bachman ditch south of U.S. 33;
a northern boundary of U.S. 33 to the west and then crossing U.S.
33 at Cemetery Road and then north to the corporate limits; and
a southern boundary of Winchester Boulevard to the west and
then following the frontage parcels of U.S 33. along Waterloo
Street east to include one seven acre out parcel on the south side
of Waterloo Street and then back to the north of Waterloo Street
to the Tussing-Bachmann Ditch.
“This resolution allows us to create a new CRA,” said Haire.
“We have two CRAs–all pre-1994. This is the first time there is a
proposal to create a post-1994 CRA. We chose this specific area
because of some of the properties. Canal Winchester has really
CW and the state centralized collection of income tax
By Rick Palsgrove
Eastside Editor
Some municipalities around the state,
have questioned the state’s centralized collection
of business income taxes, but state
officials say the system is working as it
should and municipalities are receiving all
the money they are due.
Earlier this year the state took over the
centralized collection of business income
taxes through its Ohio Business Gateway.
Under the state’s control, the centralized
system collects business income taxes and
then distributes tax receipts to the intended
municipalities. Municipalities, seeking
to maintain local control, fought the state’s
plan in court, but the state prevailed.
State of Ohio viewpoint
According to the Ohio Department of
Taxation, the Ohio Tax Commissioner is
the administrator of this tax. Businesses
that decide to “opt-in” to the streamlined
municipal net profit tax system file one
return, rather than with each municipality
in which the taxpayer does business. The
tax return can be filed electronically
through the Ohio Business Gateway, either
through key-entry or file upload.
“Businesses can choose to opt in to the
program,” said Matthew Chafin, chief
counsel for the Ohio Department of
Taxation.
Chafin said there is no delay in the payments
and all funds have been distributed
on time. He said the statute requires a lag
period where, for example, payments made
in April are distributed on June 5.
“All the money goes back to the municipalities,
including interest,” said Chafin.
According to the Ohio Department of
Taxation, each municipality retains control
over the tax rates and the award of tax
credits and provides the taxpayer a certificate
for each tax year stating the dollar
amount of the credit the business is entitled
to claim.
Tax collections are distributed monthly
to the appropriate municipality by the Ohio
Department of Taxation, with interest,
minus a .5 percent administrative fee. Ohio
Department of Taxation officials state this
administrative fee is less costly for municipalities
than a third-party administrator
fee.
As of Aug. 5, the Ohio Department of
Taxation has distributed more than $11
million to municipalities this year.
Chafin said the Ohio Tax Commissioner
has traveled the state talking with business
ranging from retail to manufacturing
The city of Canal Winchester is accepting applications for its
2019 Transient Occupancy Tax Grant program.
The grant program is open to non-profits or private organizations
located within the city of Canal Winchester to help fund projects
that will enhance Canal Winchester for residents and/or visitors
to the community. Grants are funded with the hotel/motel tax
revenue collected by the city of Canal Winchester.
Canal Winchester has levied a 6 percent transient occupancy
tax that is imposed when lodging is furnished to transient guests
by a hotel, motel or similar business. One half (3 percent) of this
tax is contributed to Destination: Canal Winchester, the designated
visitors and convention bureau for Canal Winchester. The second
half of the tax has been designated by city council to fund the
Maintenance of existing structures and construction
encourage economic stability, maintain real property
Remodeling of existing structures and the construction
Tax exemptions of up to 10 years and up to 50 percent
Chafin. “The company has to identify all the municipalities
The cost of compliance for all these separate filings
Chafin said about 3,000 businesses statewide have
opted in to the state centralized income tax collection
“It’s extremely helpful to businesses,” said Chafin.
He said the system is similar to how school income
City of Canal Winchester Finance Director Amanda
Jackson said the city of Columbus Income Tax Division
currently administers and collects Canal Winchester’s
taxes and remits them to the city on a monthly basis.
“This will change beginning Jan. 1, 2019 when the
Regional Income Tax Agency will take over the administration
and collection services on our behalf,” said
Jackson.
High St., Canal Winchester, OH 43110.
Completed applications must be submitted
basis in advance of construction.
Only commercial and/or industrial properties consistent
with the applicable zoning regulations within
the Community Reinvestment Area would be eligible
for exemptions under the program.
Haire said there are a variety of underdeveloped,
developed and available parcels with in the designated
area and, out of the 450 acres within the CRA, 240 are
already for sale.
“This area is definitely in need of new development
and new construction,” said Haire, who added city
approval of the CRA is only the first step in the
process. “The development director for the state needs
to sign off. We want to meet with the school board.
We’ll negotiate with them what’s fair. We want it to be
a win-win for everyone.”
She said currently there are 727 business accounts
in Canal Winchester, according to the most recent
report from the city of Columbus, but Canal
Winchester does not have a number on how many of
those businesses have opted to file with the state
rather than locally.
“Tax revenues to date have not been hugely impacted
by the centralization, although I do not think we
have seen the true effect yet,” said Jackson. “We are
taking this into consideration when budgeting for the
future but, again, because the impact is still to be
determined, we are continuing to be conservative in
our estimates, just as we always have.”
Jackson said that, overall, Canal Winchester is and
was not in favor of the centralization of income tax collections.
“We lose control over administering our income tax
ordinance the way it was intended and it ultimately
costs the city money by having to pay the state to
administer it,” said Jackson. “The loss of local control
over local tax revenue is concerning to us and will be
something we continue to monitor and push back
against.”

CWHS theatre season set to begin
By Linda Dillman
Staff Writer
Canal Winchester High School thespians
are gearing up for the 2018-19 theatre season
with a full schedule of Shakespearean
merriment, rock star Elton John and Tim
Rice’s take on a classic opera, and a series
about brief romantic encounters.
First on the schedule is the Fall Shorts
Festival featuring eight short plays on Nov.
16 and 17 at 7 p.m. at the CWLS Education
Center Oley Speaks Auditorium, 100
Washington St.
“All of these short plays involve the folly
and complexity of romantic relationships,”
said Drama Director Abbey Phillips.
Tickets are $7 for adults and $5 for students/seniors
and are available at the door
starting one hour before the show.
Next up is the annual madrigal, Feb. 16,
which is a dinner show, with tickets $15 at
6 p.m. and a Feb. 17 lunch matinee for $10, at 2 p.m.,
held at the high school, 300 Washington St.
This year's production is Shakespeare’s only fullyoriginal
story, “The Merry Wives of Windsor.” It was
written around 1597 and it was first published in
1602.
The action focuses on Sir John Falstaff and his decision
to pursue two of the married ladies of Windsor,
Mistress Page and Mistress Ford. His reasons are less
than honorable and primarily have to do with his need
for financial income. The ladies, along with other
members of the town, decide to make a fool of the loud,
overbearing Falstaff.
“The Merry Wives of Windsor is a great story of how
strong women can band together to get the upper hand
on a loud, chauvinistic man,” said Director Todd
Phillips. “We last performed this play in 2007. This is
our 30th annual show and we’ve been blessed to have
great crowds and support from our community and
school district. We’re excited to bring Shakespeare to
the Canal Winchester community for three decades.”
The last production of the year is the annual spring
musical. The 2019 production is “Aida” and will be presented
on April 26 at 7 p.m. and April 27, 2 p.m. and 7
A scene from last year’s performance of Canal Winchester High
School spring musical, “Fame.”
p.m. at the CWLS Education Center Oley Speaks
Auditorium, 100 Washington St.
The musical production is based on the plot of the
Verdi opera written in 1871. The story takes place in
ancient Egypt where an Egyptian prince falls in love
with a native African Nubian princess. The clash of
cultures brings about a Romeo and Juliet-style conflict
where, even as they feel drawn to each other, their
families and societies refuse to accept their love for
each other.
“With this year’s musical, we enter a new genre of
musicals,” Abbey said. “The Disney catalog offers a
wide variety of complex stories and great, singable
music. Our students are very excited to do Elton John
and Tim Rice’s ‘Aida’”
Tickets are $10 for adults and $7 for
students/seniors and are available at the door starting
one hour before the show.
“So, turn off your TV and come see live theater.
Your HBO is there every day, but live theater is only
there for a moment,” said Abbey.
the value of their service
or product is advised by
this publication. In order
to avoid misunderstandings,
some advertisers do
not offer “employment”
NO circumstance
money in advance or give
the client your checking,
CWHS’ academic and cultural bridge to France
By Linda Dillman
Staff Writer
A years-long relationship with a French
high school is sending both Canal
Winchester students and teachers to
France and bringing French students to
the central Ohio city and high school.
“We have had a partnership with this
high school in France for about eight
years,” said French teacher Julie Aldrich.
“This is the fifth time French students
have come to Canal Winchester High
school for such an exchange. They spend 10
days living with a host family, attending
classes, hearing speakers, taking tours and
just experiencing life as a teenager in
America.”
Students work on international projects,
exchange letters and videos, work on growing
their linguistic and cultural competence
and make friends for life. Canal
Winchester students also participate in an
exchange to France.
“Following a 10 day ‘tourist’ trip, French
families from the partner school welcome
our students into their homes in
Normandy,” said Aldrich. “Our exchange
happens in the summer, so we usually
aren’t able to see classes while there, but
they organize trips and visits for us.
Several of the students who are hosting
this year spent the summer in France.”
Canal Winchester senior Sarah Gilliam
traveled twice to France, once as a freshman
and this past summer to France and
Switzerland as well. She said she really
enjoys learning French and traveling to
foreign countries.
“I thought it would be a good experience,”
said Gilliam. “We did all kinds of
tourist stuff in Paris and crazy things like
high ropes and mountain climbing in
Switzerland. I stayed with a host family
while I was there.”
Senior Sam Baucum also traveled overseas
this summer. He said he paid for his
trip by saving his
money since his
sophomore year.
“My family barely
travels, so it was a
life-changing experience
for me, especially
being in a different
part of the
world,” said Baucum,
who said living
with a host family
was the most interesting
part of his
journey. “The food
and the cities are
different. There are
a lot more pedestrians,
the streets are
narrower and they
are more environmentally
aware."
French exchange students Maiwenn Troley, left, Salome Mazure, center, and Marie
Benejean, right, spent 10 days living with a Canal Winchester host family, touring central
Ohio and attending classes at Canal Winchester High School.
French exchange student Maiwenn
Troley said she always wanted to visit the
United States and travel around the globe.
She was happy to make the trip to America
her first stop. She found it interesting that
Americans often don’t check the price of an
item before buying it.
“In France, we usually look before we
buy,” Troley said, “but the burgers here are
better.”
Marie Benejean said this was also her
first time traveling to the United States
and wanted to do so in order to experience
a different culture.
“It was my dream to go to the United
States,” said Benejean. “Everything is so
much bigger, like the Walmart store, which
surprises me that it is open 24 hours a day.
Our schools are very different. We start
school at 8 a.m. and finish at 6 p.m. and
students don’t work like they do here.”
Aldrich is participating in an Ohio
Department of Education sponsored
exchange between teachers in Ohio and
teachers in the Academie de Rouen.
Aldrich and her French counterpart, Cyril
Bonnaudet, were selected by their respective
departments of education to exchange
positions for the 2018-19 school year.
Bonnaudet is teaching French at Canal
Winchester High School and Aldrich is
teaching English at Lycee Augustin
Fresnel, in Bernay, France.
“This exchange is without a doubt one of
the highlights of the French department at
Canal Winchester,” said Aldrich. “It motivates
students, opens doors of opportunity
and creates a real-life connection in this
increasingly global world. Our high school
is diverse and inclusive and extending that
across the ocean is a natural step. This student
exchange is definitely one of the most
rewarding things I do as a teacher and I’m
grateful for the support of our district and
community to make it happen.”
