Canal Winchester is seeking to establish a Community<br />

Reinvestment Area along U.S. Route 33 to spur economic development<br />

in an area that has not enjoyed reinvestment from remodeling<br />

or new construction.<br />

The 450 acres designated by Canal Winchester City Council as<br />

the Route 33 Community Reinvestment Area is an area where<br />

housing or structures of historical significance are located and<br />

where new construction or repair of existing facilities has been<br />

discouraged.<br />

“There’s not a lot of money being invested in those properties<br />

for renovation,” said Development Director Lucas Haire. “The<br />

properties are declining or holding their value. The ages of the<br />

homes are older than surrounding communities.”<br />

According to a resolution unanimously passed by council on<br />

Oct. 15, the reinvestment area is bordered by the western boundary<br />

of the corporate city limits; the eastern edge of the county line<br />

north of U.S. 33 and the Tussing Bachman ditch south of U.S. 33;<br />

a northern boundary of U.S. 33 to the west and then crossing U.S.<br />

33 at Cemetery Road and then north to the corporate limits; and<br />

a southern boundary of Winchester Boulevard to the west and<br />

then following the frontage parcels of U.S 33. along Waterloo<br />

Street east to include one seven acre out parcel on the south side<br />

of Waterloo Street and then back to the north of Waterloo Street<br />

to the Tussing-Bachmann Ditch.<br />

“This resolution allows us to create a new CRA,” said Haire.<br />

“We have two CRAs–all pre-1994. This is the first time there is a<br />

proposal to create a post-1994 CRA. We chose this specific area<br />

because of some of the properties. Canal Winchester has really<br />

CW and the state centralized collection of income tax<br />

Some municipalities around the state,<br />

have questioned the state’s centralized collection<br />

of business income taxes, but state<br />

officials say the system is working as it<br />

should and municipalities are receiving all<br />

the money they are due.<br />

Earlier this year the state took over the<br />

centralized collection of business income<br />

taxes through its Ohio Business Gateway.<br />

Under the state’s control, the centralized<br />

system collects business income taxes and<br />

then distributes tax receipts to the intended<br />

municipalities. Municipalities, seeking<br />

to maintain local control, fought the state’s<br />

plan in court, but the state prevailed.<br />

State of Ohio viewpoint<br />

According to the Ohio Department of<br />

Taxation, the Ohio Tax Commissioner is<br />

the administrator of this tax. Businesses<br />

that decide to “opt-in” to the streamlined<br />

municipal net profit tax system file one<br />

return, rather than with each municipality<br />

in which the taxpayer does business. The<br />

tax return can be filed electronically<br />

through the Ohio Business Gateway, either<br />

through key-entry or file upload.<br />

“Businesses can choose to opt in to the<br />

program,” said Matthew Chafin, chief<br />

counsel for the Ohio Department of<br />

Taxation.<br />

Chafin said there is no delay in the payments<br />

and all funds have been distributed<br />

on time. He said the statute requires a lag<br />

period where, for example, payments made<br />

in April are distributed on June 5.<br />

“All the money goes back to the municipalities,<br />

including interest,” said Chafin.<br />

According to the Ohio Department of<br />

Taxation, each municipality retains control<br />

over the tax rates and the award of tax<br />

credits and provides the taxpayer a certificate<br />

for each tax year stating the dollar<br />

amount of the credit the business is entitled<br />

to claim.<br />

Tax collections are distributed monthly<br />

to the appropriate municipality by the Ohio<br />

Department of Taxation, with interest,<br />

minus a .5 percent administrative fee. Ohio<br />

Department of Taxation officials state this<br />

administrative fee is less costly for municipalities<br />

than a third-party administrator<br />

fee.<br />

As of Aug. 5, the Ohio Department of<br />

Taxation has distributed more than $11<br />

million to municipalities this year.<br />

Chafin said the Ohio Tax Commissioner<br />

has traveled the state talking with business<br />

ranging from retail to manufacturing<br />

Tax grant program<br />

The city of Canal Winchester is accepting applications for its<br />

2019 Transient Occupancy Tax Grant program.<br />

The grant program is open to non-profits or private organizations<br />

located within the city of Canal Winchester to help fund projects<br />

that will enhance Canal Winchester for residents and/or visitors<br />

to the community. Grants are funded with the hotel/motel tax<br />

revenue collected by the city of Canal Winchester.<br />

Canal Winchester has levied a 6 percent transient occupancy<br />

tax that is imposed when lodging is furnished to transient guests<br />

by a hotel, motel or similar business. One half (3 percent) of this<br />

tax is contributed to Destination: Canal Winchester, the designated<br />

visitors and convention bureau for Canal Winchester. The second<br />

half of the tax has been designated by city council to fund the<br />

annual Bed Tax Grant Program.<br />

boomed over the last 25 years. For this area, it’s not<br />

been so great, primarily because of U.S. 33.”<br />

Maintenance of existing structures and construction<br />

of new structures within the new CRA could<br />

encourage economic stability, maintain real property<br />

values, and generate new employment opportunities.<br />

Remodeling of existing structures and the construction<br />

of new structures in the area constitutes a public purpose<br />

for which real property exemptions may be granted.<br />

Tax exemptions of up to 10 years and up to 50 percent<br />

of at least $100,000 in remodeling costs of existing<br />

commercial or industrial facilities would be negotiated<br />

on a case-by-case basis.<br />

Exemptions of up to 15 years and up to 100 percent<br />

for the construction of new commercial or industrial<br />

facilities would also be negotiated on a case-by-case<br />

requests is easier administration of municipal net<br />

profits.<br />

“Say a company operates in 12 counties,” said<br />

Chafin. “The company has to identify all the municipalities<br />

in that area and could have 60 different tax filings.<br />

The cost of compliance for all these separate filings<br />

can cost more than the amount of tax owed.”<br />

Chafin said about 3,000 businesses statewide have<br />

opted in to the state centralized income tax collection<br />

system.<br />

“It’s extremely helpful to businesses,” said Chafin.<br />

He said the system is similar to how school income<br />

taxes and sales taxes are administered.<br />

currently administers and collects Canal Winchester’s<br />

taxes and remits them to the city on a monthly basis.<br />

“This will change beginning Jan. 1, 2019 when the<br />

Regional Income Tax Agency will take over the administration<br />

and collection services on our behalf,” said<br />

Run Your ‘Stache Off<br />

The fifth annual Run Your ‘Stache Off 5K run/walk and 1K<br />

kids’ run will be held Nov. 3 at 9 a.m. at Canal Winchester High<br />

School, 300 Washington St.<br />

The event, a Fairfield County Sheriff’s Office Fundraiser to<br />

benefit the St. Jude Children’s Research Hospital, is open to all<br />

who wish to participate, regardless of age or mustache growing<br />

ability. The day’s event will, in addition to the race, include food,<br />

music, and family fun. Don’t miss this chance to see the Fairfield<br />

County Sheriff’s Office SWAT Team equipment and vehicles,<br />

which will be on display at the event location. Representatives of<br />

various local police departments will also be in attendance.<br />

Haire said there are a variety of underdeveloped,<br />

area and, out of the 450 acres within the CRA, 240 are<br />

already for sale.<br />

“This area is definitely in need of new development<br />

and new construction,” said Haire, who added city<br />

approval of the CRA is only the first step in the<br />

process. “The development director for the state needs<br />

to sign off. We want to meet with the school board.<br />

We’ll negotiate with them what’s fair. We want it to be<br />

a win-win for everyone.”<br />

She said currently there are 727 business accounts<br />

in Canal Winchester, according to the most recent<br />

report from the city of Columbus, but Canal<br />

Winchester does not have a number on how many of<br />

those businesses have opted to file with the state<br />

rather than locally.<br />

“Tax revenues to date have not been hugely impacted<br />

by the centralization, although I do not think we<br />

have seen the true effect yet,” said Jackson. “We are<br />

taking this into consideration when budgeting for the<br />

future but, again, because the impact is still to be<br />

determined, we are continuing to be conservative in<br />

our estimates, just as we always have.”<br />

Jackson said that, overall, Canal Winchester is and<br />

was not in favor of the centralization of income tax collections.<br />

“We lose control over administering our income tax<br />

ordinance the way it was intended and it ultimately<br />

costs the city money by having to pay the state to<br />

administer it,” said Jackson. “The loss of local control<br />

over local tax revenue is concerning to us and will be<br />

something we continue to monitor and push back<br />

against.”

CWHS theatre season set to begin<br />

Canal Winchester High School thespians<br />

are gearing up for the <strong>2018</strong>-19 theatre season<br />

with a full schedule of Shakespearean<br />

merriment, rock star Elton John and Tim<br />

Rice’s take on a classic opera, and a series<br />

about brief romantic encounters.<br />

First on the schedule is the Fall Shorts<br />

Festival featuring eight short plays on Nov.<br />

16 and 17 at 7 p.m. at the CWLS Education<br />

Center Oley Speaks Auditorium, 100<br />

Washington St.<br />

“All of these short plays involve the folly<br />

and complexity of romantic relationships,”<br />

said Drama Director Abbey Phillips.<br />

Tickets are $7 for adults and $5 for students/seniors<br />

and are available at the door<br />

starting one hour before the show.<br />

Next up is the annual madrigal, Feb. 16,<br />

which is a dinner show, with tickets $15 at<br />

6 p.m. and a Feb. 17 lunch matinee for $10, at 2 p.m.,<br />

held at the high school, 300 Washington St.<br />

This year's production is Shakespeare’s only fullyoriginal<br />

story, “The Merry Wives of Windsor.” It was<br />

written around 1597 and it was first published in<br />

1602.<br />

The action focuses on Sir John Falstaff and his decision<br />

to pursue two of the married ladies of Windsor,<br />

Mistress Page and Mistress Ford. His reasons are less<br />

than honorable and primarily have to do with his need<br />

for financial income. The ladies, along with other<br />

members of the town, decide to make a fool of the loud,<br />

overbearing Falstaff.<br />

“The Merry Wives of Windsor is a great story of how<br />

strong women can band together to get the upper hand<br />

on a loud, chauvinistic man,” said Director Todd<br />

Phillips. “We last performed this play in 2007. This is<br />

our 30th annual show and we’ve been blessed to have<br />

great crowds and support from our community and<br />

school district. We’re excited to bring Shakespeare to<br />

the Canal Winchester community for three decades.”<br />

The last production of the year is the annual spring<br />

musical. The 2019 production is “Aida” and will be presented<br />

on April 26 at 7 p.m. and April 27, 2 p.m. and 7<br />

The musical production is based on the plot of the<br />

Verdi opera written in 1871. The story takes place in<br />

ancient Egypt where an Egyptian prince falls in love<br />

with a native African Nubian princess. The clash of<br />

cultures brings about a Romeo and Juliet-style conflict<br />

where, even as they feel drawn to each other, their<br />

families and societies refuse to accept their love for<br />

each other.<br />

“With this year’s musical, we enter a new genre of<br />

musicals,” Abbey said. “The Disney catalog offers a<br />

wide variety of complex stories and great, singable<br />

music. Our students are very excited to do Elton John<br />

and Tim Rice’s ‘Aida’”<br />

Tickets are $10 for adults and $7 for<br />

students/seniors and are available at the door starting<br />

one hour before the show.<br />

“So, turn off your TV and come see live theater.<br />

Your HBO is there every day, but live theater is only<br />

there for a moment,” said Abbey.<br />

CWHS’ academic and cultural bridge to France<br />

A years-long relationship with a French<br />

high school is sending both Canal<br />

Winchester students and teachers to<br />

France and bringing French students to<br />

the central Ohio city and high school.<br />

“We have had a partnership with this<br />

high school in France for about eight<br />

years,” said French teacher Julie Aldrich.<br />

“This is the fifth time French students<br />

have come to Canal Winchester High<br />

school for such an exchange. They spend 10<br />

days living with a host family, attending<br />

classes, hearing speakers, taking tours and<br />

just experiencing life as a teenager in<br />

America.”<br />

Students work on international projects,<br />

exchange letters and videos, work on growing<br />

their linguistic and cultural competence<br />

and make friends for life. Canal<br />

Winchester students also participate in an<br />

exchange to France.<br />

“Following a 10 day ‘tourist’ trip, French<br />

families from the partner school welcome<br />

our students into their homes in<br />

Normandy,” said Aldrich. “Our exchange<br />

happens in the summer, so we usually<br />

aren’t able to see classes while there, but<br />

they organize trips and visits for us.<br />

Several of the students who are hosting<br />

this year spent the summer in France.”<br />

Canal Winchester senior Sarah Gilliam<br />

traveled twice to France, once as a freshman<br />

and this past summer to France and<br />

Switzerland as well. She said she really<br />

enjoys learning French and traveling to<br />

foreign countries.<br />

“I thought it would be a good experience,”<br />

said Gilliam. “We did all kinds of<br />

tourist stuff in Paris and crazy things like<br />

high ropes and mountain climbing in<br />

Switzerland. I stayed with a host family<br />

while I was there.”<br />

Senior Sam Baucum also traveled overseas<br />

this summer. He said he paid for his<br />

trip by saving his<br />

money since his<br />

sophomore year.<br />

“My family barely<br />

travels, so it was a<br />

life-changing experience<br />

for me, especially<br />

being in a different<br />

part of the<br />

world,” said Baucum,<br />

who said living<br />

with a host family<br />

was the most interesting<br />

part of his<br />

journey. “The food<br />

and the cities are<br />

different. There are<br />

a lot more pedestrians,<br />

the streets are<br />

narrower and they<br />

are more environmentally<br />

aware."<br />

Troley said she always wanted to visit the<br />

United States and travel around the globe.<br />

She was happy to make the trip to America<br />

her first stop. She found it interesting that<br />

Americans often don’t check the price of an<br />

item before buying it.<br />

“In France, we usually look before we<br />

buy,” Troley said, “but the burgers here are<br />

better.”<br />

Marie Benejean said this was also her<br />

first time traveling to the United States<br />

and wanted to do so in order to experience<br />

a different culture.<br />

“It was my dream to go to the United<br />

States,” said Benejean. “Everything is so<br />

much bigger, like the Walmart store, which<br />

surprises me that it is open 24 hours a day.<br />

Our schools are very different. We start<br />

school at 8 a.m. and finish at 6 p.m. and<br />

students don’t work like they do here.”<br />

Aldrich is participating in an Ohio<br />

Department of Education sponsored<br />

exchange between teachers in Ohio and<br />

teachers in the Academie de Rouen.<br />

Aldrich and her French counterpart, Cyril<br />

Bonnaudet, were selected by their respective<br />

departments of education to exchange<br />

positions for the <strong>2018</strong>-19 school year.<br />

Bonnaudet is teaching French at Canal<br />

Winchester High School and Aldrich is<br />

teaching English at Lycee Augustin<br />

Fresnel, in Bernay, France.<br />

“This exchange is without a doubt one of<br />

the highlights of the French department at<br />

Canal Winchester,” said Aldrich. “It motivates<br />

students, opens doors of opportunity<br />

and creates a real-life connection in this<br />

increasingly global world. Our high school<br />

is diverse and inclusive and extending that<br />

across the ocean is a natural step. This student<br />

exchange is definitely one of the most<br />

rewarding things I do as a teacher and I’m<br />

grateful for the support of our district and<br />

community to make it happen.”<br />
