aspirations for<br />

community’s students<br />

Portrait of a Graduate provides vision<br />

Canal Winchester Schools Superintendent James Sotlar is<br />

looking for assistance from the community, staff and students,<br />

along with Battelle and one of its educational initiatives, Battelle<br />

for Kids, to help transform the picture of students post high<br />

school.<br />

“Battelle is a national not-for-profit organization committed to<br />

collaborating with school systems and communities to realize the<br />

power and promise of 21st century learning for every student,”<br />

said Sotlar in describing the joint effort, Portrait of a Graduate.<br />

“Many school systems across the country have engaged their larger<br />

community in developing a Portrait of a Graduate (POG), a collective<br />

vision that articulates the community’s aspirations for<br />

their students. Here at Canal Winchester Local Schools, we will<br />

be partnering with our community to do just that.”<br />

According to Sotlar, the process will take four to six months to<br />

implement. From <strong>November</strong> through December, a Core Design<br />

Team will gather input from staff, students and community members.<br />

In January and February, the team will review the data and<br />

develop a Portrait of a Graduate and then create a visual representation.<br />

Sotlar hopes to be able to present the completed portrait to the<br />

Canal Winchester Board of Education in March or April in 2019.<br />

“All stakeholders will have an opportunity to give their input<br />

via meetings and on-line questionnaires,” said Sotlar. “The Core<br />

Design Team will review all data and develop the POG based on<br />

the data from the meetings. The Design Team will then present<br />

the POG to the board of education.”<br />

The team, hand-picked by Sotlar, will consist of 20 to 25 members<br />

and include five to six staff members and the same number<br />

of community representatives, students and administrators.<br />

“The POG is the first step of the process,” said Sotlar. “Once<br />

developed, it will provide for us a direction to review and possible<br />

redesign the overall educational experiences for our kids. Every<br />

school system is unique, but all systems are connected by a shared<br />

aspiration: that all students have an educational experience that<br />

prepares them to become lifelong learners and contributors.”<br />

Sotlar emphasized that the experience must not only provide<br />

for the acquisition of rigorous academic content, but it must also<br />

be more intentional about fostering critical thinking, communication,<br />

collaboration, creativity, and other 21st century skills and<br />

habits of mind that students need to navigate and thrive in a complex,<br />

rapidly-changing world.<br />

“The Portrait of a Graduate by Battelle for Kids serves as a<br />

North Star for system transformation,” said Sotlar. “Providing<br />

strategic direction for the redesign of the overall educational experience<br />

for students, this collective vision reinvigorates and reengages<br />

students, teachers, and community stakeholders.”<br />

Columbus to no longer collect<br />

taxes for area municipalities<br />

This past summer the city of Columbus sprung a<br />

tax surprise on area suburbs when it informed area<br />

municipalities that it will no longer collect income<br />

taxes for them as of Jan. 1, 2019.<br />

Last June, Columbus City Auditor Megan Kilgore<br />

stated Columbus would no longer serve as a third<br />

party administrator for the collection of municipal<br />

income taxes because the task has “grown more difficult,<br />

in part due to the state’s recent mandated amendments<br />

to municipal income tax provisions...”<br />

The state recently instituted the centralized collection<br />

of business income taxes through its Ohio<br />

Business Gateway.<br />

Smaller cities use third party collection of income<br />

taxes because it would be costly to maintain their own<br />

taxation departments.<br />

Jackson said the city of Canal Winchester will join the<br />

Regional Income Tax Agency (RITA) to replace<br />

Columbus for income tax collection starting Jan. 1,<br />

2019 and will pay RITA around 2 percent of what is<br />

collected for its service.<br />

Currently, the city of Columbus acts as the city’s<br />

third party administrator for income tax collection.<br />

of the municipal income tax, with no other changes<br />

being made, according to Canal Winchester city officials.<br />

RITA started in 1973 as a council of governments to<br />

collect the municipal income tax and currently the<br />

agency collects municipal income tax for over 200 Ohio<br />

municipalities.<br />

“The only change to the income taxes that is being<br />

made with Columbus ending their contract is who will<br />

be collecting the taxes. Everything else remains the<br />

same,” said Jackson. “Mandatory filing requires all<br />

residents age 18 and older to file, even if no tax is due.<br />

There are always exceptions to the rule, however.”<br />

Jackson said, for example, there is an exemption<br />

form that can be filed by retirees and those with no<br />

taxable income to prevent them from having to file<br />

each year the exemption applies.<br />

“Filing requirements for non-residents vary<br />

depending on if they were subject to withholding by<br />

their employer, if they earned non-wage income within<br />

the city, and if they conducted business within the<br />

city,” said Jackson.<br />

The Canal Winchester Indians varsity football team is the <strong>2018</strong> Ohio Capital Conference Capital Division<br />

champion. The Indians finished the regular season 9-1 overall and 5-0 in conference play. After an opening<br />

game 34-21 loss to Thomas Worthington, the Indians went on to win nine straight games, including<br />

Veterans Day march and ceremony<br />

will host a Veterans March and Ceremony on Nov. 10<br />

The Veterans March begins at Frances Steube<br />

High streets, turning at South High Street to end at<br />

Stradley Place.<br />

A ceremony at Stradley Place (located next to Canal<br />

Winchester Municipal Office Building at 36 S. High St.<br />

in downtown Canal Winchester) will be held immediately<br />

following the veterans march.<br />

The ceremony will include remarks from<br />

Commander Rick Williams of VFW Post #10523 and a<br />

keynote address by U.S. Air National Guard Senior<br />

Master Sgt. Edward Taylor III. Other highlights will<br />

include a special performance of the “National<br />

Anthem” by City Councilman Mike Walker, patriotic<br />

selections by CWHS Marching Band and CWHS Select<br />

Vocal Ensemble, a 21 gun salute, and the playing of<br />

“Taps.”<br />

The Nov. 10 veterans celebration will also feature a<br />

free pancake breakfast for veterans and their families<br />

(including widows and widowers) at the Frances<br />

Steube Community Center from 8:30-10 a.m.<br />

Historic structure still serves community<br />

Cars and pedestrians pass by the building at 11 N. High St. in<br />

Canal Winchester throughout the day, but the brick building<br />

framed by patriotic bunting has a long history of service to the<br />

city.<br />

An original structure at the same site is believed to have been<br />

built in the mid-1870s and housed the Weisman and Speilman<br />

Bros. Dry Goods store. Between 1880 and 1885, R. C. Caslow<br />

opened a drug store in the same location, having purchased the<br />

building from Weisman and Speilman.<br />

However, on Feb. 5, 1885, a fire started in a store room of<br />

James Billingsley’s dry goods store adjoining Caslow’s drug store<br />

to the north, which had previously been connected by an open<br />

archway. Both buildings were completely destroyed.<br />

On Christmas morning in 1925, a fire of unknown origin caused<br />

$40,000 in damage to the drug store. The building was completely<br />

renovated with a new front and fixtures added. Twenty years<br />

later, another fire also caused extensive damage.<br />

Caslow rebuilt the brick building and operated it as a familyrun<br />

drug store until Harry Caslow, R.C. Caslow’s nephew, passed<br />

away in 1942.<br />

According to the book “Canal Winchester, Ohio–The Second<br />

Ninety Years,” by Frances Steube and Lillian Carroll, “..the pharmacy<br />

stepped in and saved the historic building from the wrecking ball.<br />

Richard learned the Caslow building was for sale in the summer<br />

of 1972 and his brother purchased it in September of the same<br />

year. Over the next three years, the two brothers reconstructed<br />

the building by lowering ceilings down from their original 12-foot<br />

height, gutting out walls and replacing floors and fixtures.<br />

“What first attracted me here was that the building is in the<br />

center of the business community and that is what has kept me<br />

here,” said Dr. Mills, who reported that over the last 45 years he<br />

has invested over a million dollars, including the purchase price,<br />

in the facility.<br />

Dr. Mills moved his dental offices onto the second floor, which<br />

was also occupied by an apartment. A lawyer’s office was located<br />

downstairs. At one time, he leased space to a State Savings Bank<br />

branch. Throughout the years the building has also housed real<br />

estate offices, doctor’s offices and several other businesses.<br />

“Following the 9-11 tragedy, the building was decorated with<br />

red, white and blue banners to honor the more than 3,000 people<br />

who lost their lives,” said Dr. Mills. “The buntings are replaced<br />

every two years so the building is never without the colors of the<br />

American flag.”<br />
