community’s students 

Portrait of a Graduate provides vision

Canal Winchester Schools Superintendent James Sotlar is 

looking for assistance from the community, staff and students, 

along with Battelle and one of its educational initiatives, Battelle 

for Kids, to help transform the picture of students post high 

school. 

“Battelle is a national not-for-profit organization committed to 

collaborating with school systems and communities to realize the 

power and promise of 21st century learning for every student,” 

said Sotlar in describing the joint effort, Portrait of a Graduate. 

“Many school systems across the country have engaged their larger 

community in developing a Portrait of a Graduate (POG), a collective 

vision that articulates the community’s aspirations for 

their students. Here at Canal Winchester Local Schools, we will 

be partnering with our community to do just that.” 

According to Sotlar, the process will take four to six months to 

implement. From November through December, a Core Design 

Team will gather input from staff, students and community members. 

In January and February, the team will review the data and 

develop a Portrait of a Graduate and then create a visual representation. 

Sotlar hopes to be able to present the completed portrait to the 

Canal Winchester Board of Education in March or April in 2019. 

“All stakeholders will have an opportunity to give their input 

via meetings and on-line questionnaires,” said Sotlar. “The Core 

Design Team will review all data and develop the POG based on 

the data from the meetings. The Design Team will then present 

the POG to the board of education.” 

The team, hand-picked by Sotlar, will consist of 20 to 25 members 

and include five to six staff members and the same number 

of community representatives, students and administrators. 

“The POG is the first step of the process,” said Sotlar. “Once 

developed, it will provide for us a direction to review and possible 

redesign the overall educational experiences for our kids. Every 

school system is unique, but all systems are connected by a shared 

aspiration: that all students have an educational experience that 

prepares them to become lifelong learners and contributors.” 

Sotlar emphasized that the experience must not only provide 

for the acquisition of rigorous academic content, but it must also 

be more intentional about fostering critical thinking, communication, 

collaboration, creativity, and other 21st century skills and 

habits of mind that students need to navigate and thrive in a complex, 

rapidly-changing world. 

“The Portrait of a Graduate by Battelle for Kids serves as a 

North Star for system transformation,” said Sotlar. “Providing 

strategic direction for the redesign of the overall educational experience 

for students, this collective vision reinvigorates and reengages 

students, teachers, and community stakeholders.”

Columbus to no longer collect 

taxes for area municipalities

This past summer the city of Columbus sprung a 

tax surprise on area suburbs when it informed area 

municipalities that it will no longer collect income 

taxes for them as of Jan. 1, 2019. 

Last June, Columbus City Auditor Megan Kilgore 

stated Columbus would no longer serve as a third 

party administrator for the collection of municipal 

income taxes because the task has “grown more difficult, 

in part due to the state’s recent mandated amendments 

to municipal income tax provisions...” 

The state recently instituted the centralized collection 

of business income taxes through its Ohio 

Business Gateway. 

Smaller cities use third party collection of income 

taxes because it would be costly to maintain their own 

taxation departments. 

Canal Winchester Finance Director Amanda 

Jackson said the city of Canal Winchester will join the 

Regional Income Tax Agency (RITA) to replace 

Columbus for income tax collection starting Jan. 1, 

2019 and will pay RITA around 2 percent of what is 

collected for its service. 

Currently, the city of Columbus acts as the city’s 

third party administrator for income tax collection.

being made, according to Canal Winchester city officials. 

RITA started in 1973 as a council of governments to 

collect the municipal income tax and currently the 

agency collects municipal income tax for over 200 Ohio 

municipalities. 

“The only change to the income taxes that is being 

made with Columbus ending their contract is who will 

be collecting the taxes. Everything else remains the 

same,” said Jackson. “Mandatory filing requires all 

residents age 18 and older to file, even if no tax is due. 

There are always exceptions to the rule, however.” 

Jackson said, for example, there is an exemption 

form that can be filed by retirees and those with no 

taxable income to prevent them from having to file 

each year the exemption applies. 

“Filing requirements for non-residents vary 

depending on if they were subject to withholding by 

their employer, if they earned non-wage income within 

the city, and if they conducted business within the 

city,” said Jackson.

sorghum. He said the chopped okra

The Canal Winchester Indians varsity football team is the 2018 Ohio Capital Conference Capital Division 

champion. The Indians finished the regular season 9-1 overall and 5-0 in conference play. After an opening 

game 34-21 loss to Thomas Worthington, the Indians went on to win nine straight games, including 

victories over Olentangy Berlin, 27-13; Teays Valley, 14-7; Westerville North, 38-15; Grove City, 28-13; 

New Albany, 30-28; Groveport, 14-7; Franklin Heights, 45-0; Newark, 59-13; and Big Walnut, 27-7. 

Veterans Day march and ceremony 

The city of Canal Winchester, with Canal 

Winchester Senior Citizens, Inc. and VFW Post 10523 

will host a Veterans March and Ceremony on Nov. 10 

at 10 a.m. 

The Veterans March begins at Frances Steube 

Community Center’s 22 S. Trine St. entrance and continue 

onto East Waterloo Street between Trine and 

High streets, turning at South High Street to end at 

Stradley Place. 

A ceremony at Stradley Place (located next to Canal 

Winchester Municipal Office Building at 36 S. High St. 

in downtown Canal Winchester) will be held immediately 

following the veterans march. 

The ceremony will include remarks from 

Commander Rick Williams of VFW Post #10523 and a 

keynote address by U.S. Air National Guard Senior 

Master Sgt. Edward Taylor III. Other highlights will 

include a special performance of the “National 

Anthem” by City Councilman Mike Walker, patriotic 

selections by CWHS Marching Band and CWHS Select 

Vocal Ensemble, a 21 gun salute, and the playing of 

“Taps.” 

The Nov. 10 veterans celebration will also feature a 

free pancake breakfast for veterans and their families 

(including widows and widowers) at the Frances 

Steube Community Center from 8:30-10 a.m.

Historic structure still serves community

Cars and pedestrians pass by the building at 11 N. High St. in 

Canal Winchester throughout the day, but the brick building 

framed by patriotic bunting has a long history of service to the 

city. 

An original structure at the same site is believed to have been 

built in the mid-1870s and housed the Weisman and Speilman 

Bros. Dry Goods store. Between 1880 and 1885, R. C. Caslow 

opened a drug store in the same location, having purchased the 

building from Weisman and Speilman. 

However, on Feb. 5, 1885, a fire started in a store room of 

James Billingsley’s dry goods store adjoining Caslow’s drug store 

to the north, which had previously been connected by an open 

archway. Both buildings were completely destroyed. 

On Christmas morning in 1925, a fire of unknown origin caused 

$40,000 in damage to the drug store. The building was completely 

renovated with a new front and fixtures added. Twenty years 

later, another fire also caused extensive damage. 

Caslow rebuilt the brick building and operated it as a familyrun 

drug store until Harry Caslow, R.C. Caslow’s nephew, passed 

away in 1942. 

According to the book “Canal Winchester, Ohio–The Second 

Ninety Years,” by Frances Steube and Lillian Carroll, “..the pharmacy 

was discontinued 

and the store 

continued as a 

patent medicine and 

variety store. After 

the closing of the 

Caslow pharmacy in 

1942, Canal Winchester 

had no prescription 

drug service 

until 1951.”

stepped in and saved the historic building from the wrecking ball. 

Richard learned the Caslow building was for sale in the summer 

of 1972 and his brother purchased it in September of the same 

year. Over the next three years, the two brothers reconstructed 

the building by lowering ceilings down from their original 12-foot 

height, gutting out walls and replacing floors and fixtures. 

“What first attracted me here was that the building is in the 

center of the business community and that is what has kept me 

here,” said Dr. Mills, who reported that over the last 45 years he 

has invested over a million dollars, including the purchase price, 

in the facility. 

Dr. Mills moved his dental offices onto the second floor, which 

was also occupied by an apartment. A lawyer’s office was located 

downstairs. At one time, he leased space to a State Savings Bank 

branch. Throughout the years the building has also housed real 

estate offices, doctor’s offices and several other businesses. 

“Following the 9-11 tragedy, the building was decorated with 

red, white and blue banners to honor the more than 3,000 people 

who lost their lives,” said Dr. Mills. “The buntings are replaced 

every two years so the building is never without the colors of the 

American flag.”
