Time capsule: Not to be opened until 2043<br />

It took five men to slide the 1,400-pound<br />

capstone over the vault containing Plain<br />

City’s bicentennial time capsule. And that’s<br />

where the capstone will stay until the capsule<br />

is opened in 2043.<br />

Plain City Historical Society (PCHS)<br />

members and village officials closed and<br />

sealed the time capsule on the afternoon of<br />

Nov. 7. The ceremony is the last in a series<br />

of events celebrating Plain City’s 200th anniversary.<br />

The monument is located just inside<br />

the main entrance of Pastime Park,<br />

near the pioneer statue.<br />

“This has been a labor of love for the Historical<br />

Society, especially Annabelle Beach<br />

Tuller,” said Karen Vance, PCHS vice president.<br />

“A year ago, Annie asked, ‘What about<br />

a time capsule?’ Everyone thought it was a<br />

great idea. No one volunteered, so she took<br />

the project and ran with it.”<br />

Rather than set the capsule opening for<br />

50 or 100 years from now, the Historical Society<br />

chose 25 years so that the school children<br />

who submitted drawings and writings<br />

for the capsule could be among those who<br />

help to open it.<br />

“I’m hoping some of those kids will be active<br />

on council or active in the community or<br />

even mayor then,” said Tuller, PCHS treasurer.<br />

Photographs of every business in town<br />

are part of the time capsule stash. In 1982,<br />

the historical society’s founders photographed<br />

every building in the village.<br />

Today’s members repeated the effort this<br />

year. Those photos, along with pictures of<br />

area homes, sights, parades and events are<br />

contained in an album.<br />

This summer, PCHS members Jim and<br />

Judy Minshall Vowell recorded interviews<br />

with several long-time village residents. The<br />

resulting video is now preserved in three formats<br />

and nestled in the time capsule with<br />

devices that can run all three.<br />

“We didn’t know what technology would<br />

be used in 25 years, so we included our ‘ancient’<br />

machines,” Vance said.<br />

The time capsule also contains books,<br />

newspapers, price lists, menus, toys, coins,<br />

a percolator coffee pot, a 20<strong>18</strong> Jonathan<br />

Alder High School yearbook, and a pair of<br />

Crocs shoes.<br />

All of the items are sealed in acid-free<br />

archival plastic inside vacuum-sealed bags.<br />

Some of the bags are in plastic tubs. Everything<br />

sits in a 70x29x30-inch vault donated<br />

by Ferguson Funeral Home, in business in<br />

Plain City for 110 years. The vault sits on a<br />

concrete slab surrounded by concrete blocks.<br />

The limestone slab sits on top. Brian Taylor,<br />

a public works employee with the village,<br />

designed the monument that surrounds the<br />

time capsule. Fellow employee Dusty<br />

Stickel helped him build it.<br />

At a later date, a plaque will be affixed<br />

to the monument with this year’s date and<br />

the date it is to be opened.<br />

Plain City Mayor Darrin Lane thanked<br />

everyone who made the time capsule and<br />

the bicentennial celebration as a whole possible.<br />

He spoke briefly about the village’s<br />

past and its future, including its pending<br />

shift from village to city status following the<br />

next census.<br />

“I am sure that 200 years ago, our founding<br />

fathers could not imagine that what<br />

started as a small settlement would grow<br />

into this thriving village, nor could they<br />

imagine that Plain City would grow to be a<br />

city by the year 2020,” he said.<br />

“We live in a special community that is<br />

moving toward the future while maintaining<br />

its history and acknowledging its past.”<br />

Strong agency relationships help combat drug crime<br />

The <strong>Madison</strong> County Prosecutor’s Office<br />

had a hand in bringing together agencies<br />

from across the Midwest to share ideas on<br />

how to better intercept and prevent the<br />

movement of illegal drugs in the region.<br />

Using money confiscated from drug<br />

seizures in the county, Prosecutor Stephen<br />

J. Pronai and his department funded the<br />

Shield Conference, organized by the Ohio<br />

State Highway Patrol (OSHP) and held<br />

Sept. 19-20 in Dublin.<br />

Col. Paul Pride, head of the OSHP, recently<br />

presented Pronai’s office with a certificate<br />

of appreciation for making the<br />

conference possible.<br />

Representatives of 16 different entities<br />

from 14 states took part in the conference.<br />

Among the participants were state highway<br />

patrols, state police, the federal Drug Enforcement<br />

Administration, Homeland Security<br />

Investigations, and the High Intensity<br />

Drug Trafficking Area program.<br />

The conference had two main goals,<br />

Pride said. The first was to find out what<br />

the agencies were seeing day-to-day in<br />

terms of illegal drug movement in their<br />

areas from the country’s southern border.<br />

“The second goal was to figure out how we<br />

can shield the Midwest from this scourge of<br />

illegal narcotics coming in... what one or two<br />

things could we collaborate on,” Pride said.<br />

Stronger relationships among agencies<br />

and more communication across state lines<br />

were common themes, ones that Pride said<br />

have aided Ohio in becoming a state to<br />

watch for successful interdiction methods.<br />

“We are doing this like no one else is<br />

doing it,” he said. “You’ve got to have good<br />

partners, and we do here.”<br />

Lt. David J. Smith, central region criminal<br />

patrol commander for OSHP, pointed to<br />

the <strong>Madison</strong> County Prosecutor’s Office as<br />

one of those good partners. He said he appreciates<br />

not only the funding the office provided<br />

for the conference, but also the office’s<br />

ongoing support for training and equipment.<br />

Pronai said the partnership goes both ways.<br />

“You’re stopping the flow of dope into<br />

Ohio. Anything we can do to help you, you<br />

say the word,” Pronai said.<br />

Over the past two years, the Prosecutor’s<br />

Office has put hundreds of thousands of dollars<br />

in confiscated and forfeited drug funds<br />

back into the community for rehabilitation,<br />

prevention and interdiction efforts. Examples<br />

are as follows:<br />

* For the West Jefferson post of the Ohio<br />

State Highway Patrol—night vision goggles,<br />

training, and a portable X-ray scanner that<br />

allows officers to search cars for hidden<br />

drugs without tearing the cars apart;<br />

* For the West Jefferson Police Department—an<br />

undercover audio recorder for controlled<br />

drug buys and new Tasers for all<br />

officers;<br />

* For the London Police Department—mobile<br />

radios, cruiser laptops, administrative<br />

computers, and assistance<br />

with purchasing<br />

a dog and vehicle<br />

for the K-9 unit;<br />

* For the Plain<br />

City Police Department—a<br />

utility task<br />

vehicle, an education program for highschoolers<br />

about operating vehicles while intoxicated,<br />

and assistance with purchasing<br />

a dog and vehicle for the K-9 unit;<br />

* For the <strong>Madison</strong> County Sheriff’’s Office—mobile<br />

radios, Tasers, K-9 unit equipment,<br />

and investment in the DARE<br />

program, including assistance with purchasing<br />

a DARE car; and<br />

* For the London Recovery Program—assistance<br />

with the purchase of a car and a<br />

truck for transportation needs.<br />

So far this year in <strong>Madison</strong> County, the<br />

OSHP has seized 45 pounds of marijuana,<br />

34 pounds of methamphetamine, 124<br />

pounds of heroin and 132 pounds of cocaine.<br />

Seizures also have included fentanyl, crack,<br />

and prescription pills.<br />

Across the state, the numbers are: 3,715<br />

pounds of marijuana, 452 pounds of<br />

methamphetamine, 253 pounds of heroin<br />

and 467 pounds of cocaine.<br />

Improvements made at West Jefferson school facilities<br />

Upgrades made to track,<br />

gym, leaky roof, and<br />

more over the past year<br />

School security, safety and system upgrades<br />

in Jefferson Local Schools over the<br />

last year, coupled with renovations to a<br />

sports venue, kept facilities and transportation<br />

Director Bob Hiss busy over the past<br />

year.<br />

“We’ve done a lot of repairs and large<br />

projects,” Hiss said at the Jefferson Local<br />

Schools Board of Education meeting on Nov.<br />

12.<br />

The running track in the stadium was replaced<br />

and renovations made to the existing<br />

shot put and long jump pits. Hallways and<br />

classrooms were painted.<br />

In addition to the installation of three additional<br />

key fob access points, a control system<br />

in the high school gymnasium was<br />

upgraded and new cleaning equipment<br />

using water instead of chemicals was purchased.<br />

Recurring roof leaks at Norwood, coinciding<br />

with parapet walls not properly flashed,<br />

were repaired and a long-time smelly issue<br />

at the elementary building was fixed.<br />

The sulfur-like smell at the school, ongoing<br />

since 2005, was finally traced to incomplete<br />

plumbing, Hiss reported.<br />

“I don’t know how long we complained<br />

about the smell,” said Principal Sue Barte.<br />

“That was great getting it fixed.”<br />

According to Hiss, on Sept. 17 a water<br />

line in a second-story drinking fountain at<br />

Norwood split, flooding the hallway. He said<br />

water restoration was completed in one day<br />

and total restoration is now 95 percent complete,<br />

except for a few bookcases damaged<br />

by the water.<br />

complained about the smell.<br />

In reporting on future projects, Hiss said<br />

a redesign of the football press box is moving<br />

ahead. Meetings were held in May and<br />

September and electrical drawings are<br />

being prepared for final review.<br />

Discussions included the needs of football<br />

personnel, including the home team and visitors,<br />

the overall dimensions of the press box<br />

and conceptual design.<br />

The current press box could be expanded<br />

by an additional eight feet. The two-story<br />

structure would house two rooms on the<br />

first level, one larger and another smaller<br />

one. The second story, flanked by a wall of<br />

windows, would be completely open for<br />

home team use.<br />

“There’s more headroom and more viewing<br />

space,” said Hiss.<br />

Other news<br />

Superintendent William Mullett shared<br />

his appreciation for the passage of a ballot<br />

issue renewing a 1 percent earned income<br />

tax for seven years.<br />

It was the first renewal of the original,<br />

five-year income tax that expires on Dec. 31,<br />

2019. The tax–projected to bring in approximately<br />

$1.6 million–is on earned income<br />

only and does not apply to social security,<br />

pensions, unemployment and certificates of<br />

deposit or savings accounts.<br />

Unlike the West Jefferson village income<br />

tax, the school tax only impacts residents of<br />

the school district.<br />

“I want to say a big thank you to our community<br />

for their support,” said Mullett.<br />

“And I want to build on the trust we have<br />

with our community.”<br />

London advances in football playoffs<br />

London received the opening kick off and<br />

launched a 14 play drive that culminated<br />

with K. J. Price’s four yard touchdown run.<br />

With Eric Noble’s extra point kick, London<br />

took a 7-0 lead that it never gave up.<br />

London held on Massie’s first series, and<br />

then mounted a four play drive highlighted<br />

by Brennen Spiess’ 56 yard run to the one<br />

yard line. Price plunged over from the one<br />

to score, and with Noble’s kick, the score<br />

was 14-0.<br />

London held on the next series, and<br />

started a 13 play drive, that Bricker Thiel<br />

finished off with a one yard run. After<br />

Noble’s point after, London led 21-0 with<br />

1:44 left in the half. Massie then mounted<br />

a last minute drive, scoring with 7.1 seconds<br />

left in the half to make the score 21-7.<br />

In the second half, after holding Massie on<br />

downs at London’s 19 yard line, the Raiders<br />

started a 15 play drive of their own that<br />

ended the deep into Massie’s territory, to<br />

take the game into the fourth quarter. After<br />

holding Massie on downs, London started a<br />

four play drive themselves, ending with<br />

Spiess’ 25 yard touchdown jaunt. Noble’s<br />

PAT set the final score at 28-7.<br />

London was led offensively by Spiess’<br />

165 yard rushing and Price’s rushes for 157<br />

yards. London did not throw a pass, and the<br />

offensive line was overwhelming. The<br />

Raider defense was paced by Thiel’s season<br />

high 16 tackles. Nate Wells with eight tackles<br />

and Jayvion Stevens with six tackles<br />

backed up a strong defensive team outing.<br />

London is now 11-1 for the season and<br />

faces Cincinnati Wyoming at Centerville at<br />

7 p.m. Nov. 17 for the regional championship.<br />

Every weekend, we see upsets<br />

in the sports world. During postgame<br />

press conferences, we hear<br />

losing coaches dejectedly explain,<br />

“We came out flat, stayed flat, and<br />

didn’t show up to play,” while winning coaches proudly<br />

spout, “We had great practices all week, we knew we<br />

were ready, everyone gave their all.”<br />

The results aren’t by accident and are often predictable.<br />

During the practice week, one team had successfully<br />

attained motivation, the other hadn’t.<br />

Motivation feeds productivity, often the winning edge.<br />

It’s amazing how routinely that simple variable is<br />

downplayed, overlooked, or just poorly managed in so<br />

many settings, including the business world. I recently<br />

saw a prime example involving a United States Postal<br />

Service worker.<br />

Some years past, we got a new mail carrier. We’ve<br />

had many over the years, so it was nothing new and<br />

normally I wouldn’t notice. But this one stood out. I was<br />

jogging down our road and heard someone shout across<br />

the road to me, “How are you today, Mr. Burton?” It was<br />

the new mail carrier, and I yelled back, “Fine thanks.<br />

How about you?” I had never met him and wondered<br />

how he even knew who I was. In the months that followed,<br />

I saw him greeting other customers on the route<br />

by name and wishing them a good day.<br />

Not long after that encounter, I was working on the<br />

lawn when he arrived with the mail. He had a distinct<br />

spring in his walk and a smile. Again, I heard, “How are<br />

you today, Mr. Burton?” We talked for a minute or two,<br />

he confirmed he was the new area carrier, I thanked<br />

him for the mail and he was off. I was so impressed, I<br />

told my wife about it when I went inside. In all honesty,<br />

I had never had such a polite and respectful carrier.<br />

When I was a kid, there was a television show called<br />

“The Merry Mailman.” I can’t help thinking about that<br />

show when I see him doing his job every day. He fits my<br />

childhood image: someone you just liked, who took pride<br />

in his work, who you could trust and felt comfortable<br />

with, a part of the neighborhood.<br />

In the months that followed, we had a few brief discussions<br />

beyond the traditional<br />

“hi” you might pry out of a few of<br />

the other carriers we’ve had. Oh,<br />

we’ve had some decent ones, some<br />

good ones, but also some poor ones<br />

and nothing close to what we’ve<br />

been lucky to currently have. I’ve<br />

remained amazed and found it refreshing<br />

how much he seems to<br />

truly enjoy his job and the positive<br />

attitude he displays. If I was still<br />

in management, I’d jump at someone<br />

showing his motivation and<br />

attributes and do everything I<br />

could to encourage this young<br />

man’s development and potential.<br />

Most importantly, from a customer’s point of view—<br />

and what should be management’s point of interest—he’s<br />

been the most efficient mail carrier we’ve had in the<br />

many years we’ve lived here. We’ve had a few carriers<br />

where it was not uncommon for the mail to be delivered,<br />

then a half-hour later the block would be filled with<br />

homeowners exchanging mail. The time the mail arrives<br />

on the days he works is consistent, as opposed to<br />

his scheduled off days when it tends to arrive at any<br />

hour, most often very late as other carriers must do<br />

their routes first, then fill in for his.<br />

Recently, I was out front again when this mail carrier<br />

made the rounds on our block. As he approached, I<br />

didn’t see the usual bounce in his step. He was looking<br />

down as he walked. I got a forced monotone, “Hello, Mr.<br />

Burton.” I asked, “Why so glum?” He replied, “Sorry,<br />

can’t talk. Someone apparently complained I was stopping<br />

and talking too much to customers on my route. I<br />

was critiqued by management.”<br />

I was dumbfounded as he disappeared down the road<br />

looking like a character from the AMC series, “The<br />

Walking Dead.” My thoughts turned to an incident in<br />

my life from some 45 years ago when my motivation<br />

went from sky high to rock bottom in minutes. It, too,<br />

highlights good and bad management.<br />

I still remember the moment. It left that kind of scar<br />

on my personal esteem, quite possibly what this postal worker will<br />

now have. The inspector general flew into our air base for a no-notice<br />

evaluation of our readiness. The entire base went into a frantic,<br />

potentially pending doom mode. As fate would have it, my missile<br />

crew was selected to represent our missile wing. We were put into<br />

the missile control simulator where they threw various complex war<br />

scenarios and situations at us. It remains one of the more stressful<br />

few hours of my life.<br />

Well, I’m happy to say we nearly aced it! The base received a high<br />

readiness rating. My sheepish pacing around the halls, waiting for<br />

the results, turned into a strut. A few days later my crew commander<br />

and I were called into the squadron commander’s office. He<br />

handed us both a personalized letter of commendation from the<br />

wing commander. I still proudly read it from time to time. My motivation<br />

was so high I would have re-upped for the rest of my life at<br />

that moment.<br />

But then, after we saluted and prepared to leave the office, the<br />

squadron commander asked my crew commander to remain behind.<br />

I went out in the hall and waited. My commander came out. As we<br />

walked down the hallway, he told me the squadron commander<br />

asked him to tell me I needed a haircut. Say what? Yes, a haircut<br />

was in order, it was on my checklist, but I was no Ringo Starr.<br />

Maybe a little selective clear cutting was in order, but it wasn’t that<br />

bad and most importantly, that was not the time to convey that. My<br />

sky-high morale left me. Motivation employed at its best and worst,<br />

within moments.<br />

Some years after leaving the military, I was looking for employment.<br />

I took the postal service exam and later received an offer in<br />

the mail. By then, I’d already taken a career job. Based on what I’ve<br />

heard over the years since then and the how this young, high potential<br />

postal carrier has been needlessly potentially demotivated,<br />

I’m convinced I made the right decision.<br />

I was just reading where the USPS lost $65 billion over the last<br />

11 fiscal years. Its business model remains highly flawed. Its packaging<br />

and shipping segment are sustainable, but its mail segment<br />

is not. In fairness, their hands remained tied by the politics of Congress<br />

and the Postal Regulatory Commission who continue to prevent<br />

them from implementing many difficult, but common sense and<br />

necessary fixes to keep up with the times. The band-aid answer then<br />

always defaults to increasing the price of mail postage, thus ensuring<br />

more declining mail volume and more self-perpetuating losses.<br />

With all the ongoing problems the Postal Service faces, the one<br />

area it can and should control is the motivation of what is still its<br />

greatest asset—its employees. They need to be productive now more<br />

than ever in a difficult business environment. Motivation needs to<br />

be at the forefront. Management needs to understand that concept<br />

and nourish it, not stifle employee morale. Until they start using<br />

robots or drones, we don’t need unmotivated zombies roaming the<br />

streets with the mail.<br />

Jonathan Alder school board and students rock out<br />

The recent Jonathan Alder Board of Education<br />

meeting got off to a rockin’ good<br />

room for a demonstration of bucket drumming.<br />

In this exercise fourth graders overturned<br />

plastic drums and beat the bottom<br />

start.<br />

The board, meeting at Plain City Elementary<br />

School, heard first from second<br />

or the rim, and even tipped the bucket that<br />

came to rest on their feet. Teacher Cheryl<br />

graders in the Fundamentals program, led<br />

Manbeck projected the music score on the<br />

by teacher Julie Page. One student pretended<br />

to be the teacher and several other<br />

screen so students could follow along. She<br />

also had the appropriate music playing in<br />

students sat on the floor as the ‘teacher’ ran<br />

the background. The first selection — “Rock<br />

his ‘students’ through an exercise in vowels.<br />

Around the Clock” — had the audience clapping,<br />

toe tapping and swaying. The second<br />

members, Superintendent Gary Chapman,<br />

The board moves its meetings around to<br />

Chapman announced the reception of<br />

three grants:<br />

•$15,000 from the Jonathan Alder Education<br />

Foundation for programs and materials<br />

for the junior high students;<br />

•$3,300 from the Jonathan Alder Education<br />

Foundation for full-screening and support<br />

materials for Angst in collaboration<br />

with the Daily Needs Assistance of Plain<br />

City; and<br />

•$6,800 from Donnie Glick and Glick<br />

Grading, Monesi Trucking and Retherford<br />

(cq) Trucking for their efforts and donations<br />

to pay for mats for the junior high cheer program.<br />

Jeannette Oliver came with pre-school<br />

age daughter Aurora in tow. Others came<br />

with husbands or boyfriends or other members<br />

of the family.<br />

Most of the women were moms-to-be, but<br />

Oliver had given birth six and a half weeks<br />

prior. Little Gloria Anne was being cared for<br />

at home while Oliver came to a baby shower<br />

at the Community Center not far from her<br />

Mount Sterling home.<br />

“This is all new to me,” Oliver said as she<br />

strolled down the hallway of the center<br />

where a variety of maternal health and<br />

other exhibitors had set up displays to hand<br />

out information to the mothers.<br />

While Oliver talked to Diane Francescon<br />

about what to do when baby gets sick, her<br />

daughter, Aurora, was decked out in a pink<br />

coat and pink gloves, which gave her difficulties<br />

opening a book.<br />

When asked how she likes her baby sister,<br />

she replied, “She cries all the time.”<br />

And what does she do then. “I sing,” Aurora<br />

said, and her mother affirmed it.<br />

Aurora then started singing “I’m a Little<br />

Teapot” and “Twinkle, Twinkle Little Star.”<br />

Oliver was one of 17 moms or moms-tobe<br />

who attended the baby shower put on by<br />

the <strong>Madison</strong> County Department of Job and<br />

Family Services and offering information<br />

and items the women may not get elsewhere,<br />

said Amy Hix, a parent educator.<br />

The department started this project two<br />

years ago and stage two events a year, one<br />

in the spring and one in <strong>November</strong>, each in<br />

a different community.<br />

“In those two years we have reached one<br />

hundred moms,” she said.<br />

Large items, like a crib and mattress,<br />

stroller, and car seat, were purchased with<br />

monetary donations to the project while<br />

smaller items were donated by businesses,<br />

individuals and even inmates at London<br />

Correctional.<br />

Community Baby Shower Nov. 13 in<br />

were available for the 17 moms or momsto-be<br />

who attended this event. In addition<br />

to stocking up on the necessities, moms<br />

had a buffet dinner and could view short<br />

programs on maternal health. The event<br />

is held twice a year in the spring and in<br />

<strong>November</strong>.<br />

Moms received tickets upon registration<br />

and they could use them to drop in jars in<br />

hopes of winning an item they needed.<br />

They were also welcome to take the<br />

smaller items they would need.<br />

Among them were onesies and socks, necessities<br />

mom would need to bring baby<br />

home.<br />

In addition to stocking up on the necessities,<br />

moms had a buffet dinner and could<br />

view short programs on maternal health.

• A London car dealer reported someone stole three<br />

tailgates on Oct. 26.<br />

• A Mount Sterling man was charged with domestic<br />

violence on Oct. 27.<br />

• On Oct. 28, a deputy was on patrol, traveling westbound<br />

on U.S. Route 40 in London, when he observed a<br />

vehicle traveling directly at him in his lane. To avoid a<br />

head-on collision, he pulled off the side of the road, then<br />

turned around and initiated a traffic stop. The driver, a<br />

Columbus woman, was charged with driving while<br />

under the influence of alchol and driving with an open<br />

liquor container.<br />

• On Oct. 28, a deputy responded to a report of an<br />

unwanted guest at a home in Mount Sterling. The suspect,<br />

a Washington Court House woman, left the property<br />

and was criminally trespassed from the location.<br />

• On Oct. 29 someone stole 15 grave markers from a<br />

family cemetery near London.<br />

• A warrant was issued in a case of domestic violence<br />

on Oct. 28 in West Jefferson.<br />

• On Oct. 29 a deputy was dispatched to an unconscious<br />

overdose case in London. While attempt to assist<br />

the suspect, the suspect lunged at the officer and attempted<br />

to take the officer’s gun. The suspect was restrained,<br />

but then the suspect attempted to head butt<br />

the officer. The suspect was restrained again and taken<br />

to the cruiser.<br />

Hazel M. Flynn, 96, of London, died No. 12, 20<strong>18</strong> in<br />

the London Health and Rehabilitation with her family<br />

by her side.<br />

Born Sept. 2, 1922 in Somerford Township; she was<br />

a daughter of George and Anna Mae (Seymour) Boysel.<br />

Hazel had been an operator with Ohio Bell and had<br />

also worked with Adult Basic Education.<br />

Survivors include her children Beverly Hubbard<br />

(Kenny Skaggs), Jerry (June) Flynn and John Flynn<br />

(Jessie Peterman) all of London; grandchildren Shane<br />

Iams, Dustin (Michelle) Hubbard, Joshua (Monica)<br />

Flynn, Jennifer (Daniel) Robinette and Cherie Pilling;<br />

13 great-grandchildren and several niece sand nephews.<br />

She was preceded in death by her husband Joseph in<br />

worked at Krazy Glue in West Jefferson and had formerly<br />

attended St. Colman Catholic Church in Washington<br />

Court House. Survivors include: her sister, Mary<br />

C. Cline; nieces, Mary Ann Cline, Linda Lee and Nancy<br />

(Tony) Vagades; nephew, Kenneth J. Cline; great-nieces<br />

and great-nephews, Jennifer (Brad) Boehmer, Jason J.<br />

Cochran and Nicholas Cochran; great-great nieces and<br />

great-great nephews, Gracie Cochran, David Nelson,<br />

Ricky (Anna) Nelson and Nikki Nelson. She was preceded<br />

“Brownie” and Nellie (Hughes) Gammell. Marcella retired<br />

from Brillo (Dial Corp.) after 26 years of service.<br />

She is survived by: sons, Jim (Dianna) of London, Jeffrey<br />

of London, Scott (Judy) of Mount Sterling, Tom<br />

(Colleen) of Austintown, Ohio, and Randy of London;<br />

daughters, Rose (Neil) Thompson of Guyton, Ga., and<br />

Jane of London; daughter-in-law, Jenny Sanders; numerous<br />

grandchildren and great-grandchildren; and all<br />

of her friends at Arbors West. She was preceded in<br />

death by her parents; son, Steven Andrew; brothers,<br />

Rodger and Robert Wayne; and daughter-in-law, Gail.<br />

Judy had worked for MATCO.<br />

Jane (Ronnie) Wright of Greenfield and Tami<br />

(Mike) Warnock of Hamden; brothers Mike Tipton and<br />

Benjy Tipton of London and Tom Tipton of Grove City;<br />

numerous nieces and nephews and all her friends at<br />

She was preceded in death by her parents and sister<br />

Judy is to be cremated and interred with her parents<br />

Learn about animal behavior<br />

Dr. Stephen Boyles will give a presentation about animal behavior,<br />

handling, and transportation on Dec. 5 at 6 p.m. in the<br />

Della Selsor Building.<br />

Boyles grew up on farms in West Virginia and Ohio. He received<br />

his B.S. degree from Virginia Tech in animal science, a M.S. from<br />

The Ohio State University in reproductive physiology and a Ph.D.<br />

in ruminant nutrition from Kansas State University. Upon graduation,<br />

Dr. Boyles worked at North Dakota State University as a<br />

livestock extension specialist. His current area of focus in extension<br />

programming is Beef Quality Assurance, Animal Handling<br />

and Facility Design. He is a member of the Bovine Emergency Response<br />

Program team that trains law enforcement and emergency<br />

response personnel for livestock emergencies with a focus on highway<br />

situations. He received the Ohio Cattlemen’s Association - Industry<br />

Service Award and the Excellence in Extension Award from<br />

OSU Extension. His OSU on-campus teaching involves a course<br />

Impaired driving: A deadly danger at anksgiving<br />

<strong>Madison</strong> County Public Health and the National<br />

Highway Traffic Safety Administration joined forces<br />

this Thanksgiving to remind drivers that whether<br />

under the influence of illegal drugs, prescription drugs,<br />

or alcohol, any form of impaired driving is deadly dangerous<br />

- and illegal.<br />

Their message is clear: “If You Feel Different, You<br />

Drive Different. Drive Sober During Thanksgiving.”<br />

“Too often, while celebrating with family and friends<br />

over Thanksgiving weekend, impaired drivers get behind<br />

the wheel,” warned Amber Snyder, health educator.<br />

“But whether impaired by alcohol, marijuana, or<br />

anything else, it can be deadly to drive under the influence.<br />

No one should ever take that risk.”<br />

Drunk-driving-related crashes spike during the<br />

Thanksgiving holiday season. According to NHTSA,<br />

from 2013 to 2017, more than 800 people died in alcohol-impaired-driving<br />

crashes during the Thanksgiving<br />

holiday period (6 p.m. Wednesday to 5:59 a.m. Monday),<br />

making it the deadliest holiday on our roadways.<br />

During 2017, more than one out of every three traffic<br />

fatalities during the Thanksgiving holiday period involved<br />

an alcohol-impaired driver.<br />

Also, a new threat is emerging: drug-impaired driving.<br />

From 2007 to 2016, marijuana usage doubled<br />

among drivers killed in crashes, and in 2016, 42 percent<br />

of the drivers killed in fatal crashes who were tested,<br />

tested positive for drugs.<br />

Excessive alcohol and drug intoxication are also<br />

prevalent over Thanksgiving due in part to cultural<br />

phenomenons like “Blackout Wednesday” and “Danksgiving”<br />

that highlight and even encourage the heavy<br />

consumption of alcohol and marijuana throughout the<br />

holiday weekend.<br />

That is why this Thanksgiving holiday, NHTSA and<br />

its partners are doing even more to save lives on the<br />

road. A nationwide social media blitz–featuring hashtags<br />

#BoycottBlackoutWednesday and #DitchDanksgiving–will<br />

help deliver some new lifesaving messages<br />

into the public conversation and encourage positive actions<br />

that can help reduce danger on the roadways.<br />

Impaired driving in any form is illegal in all 50<br />

states. Whether a person is feeling a little high, buzzed,<br />

or stoned, wasted, or drunk, he or she is impaired and<br />

should never get behind the wheel.<br />

<strong>Madison</strong> County Public Health recommends these<br />

simple tips to stay safe on the road while celebrating<br />

this Thanksgiving:<br />

●Plan a way to safely get home before the Thanksgiving<br />

festivities begin.<br />

●Always designate a sober driver.<br />

●If you are impaired, take a taxi, call a sober friend<br />

or family member, or use public transportation.<br />

●Download NHTSA’s SaferRide mobile app, which<br />

helps you identify a sober ride home and your location<br />

for pickup.<br />

●If you see an impaired driver on the road, contact<br />

local law enforcement.<br />

●If you know someone who is about to drive while<br />

impaired, take their keys and help them make safe,<br />

sober travel arrangements to where they are going.<br />

America’s roadways safe.<br />

• London–Nov. 26. The Downtown London Association<br />

will present London’s Olde Fashioned Christmas<br />

on and around Main Street. A pet parade kicks off the<br />

fun at 4:30 p.m. Also new this year are a tribute to veterans<br />

set for 6 p.m. and a wreath sale. Business open<br />

houses, carriage rides, a visit from Santa, live entertainment,<br />

and live reindeer are all part of the evening festivities.<br />

• Plain City–Dec. 1. The Uptown Plain City Organization<br />

will host the 17th Annual Christmas Under the<br />

Clock from 5 to 8 p.m. A tree lighting at Main and Chillicothe<br />

streets kicks off the evening. Also planned are<br />

craft vendors, wagon rides, photos with Santa, live<br />

music, ice sculpting demonstrations,children’ crafts, a<br />

prize raffle and more. Many of the area businesses are<br />

planning open houses, giveaways and raffles.<br />

• West Jefferson–Dec. 14-16. Decorated with thousands<br />

of lights and holiday decorations, Garrette Park<br />

is the home of the annual Christmas in the Park. On<br />

opening night, Dec. 14, Santa flips the switch to turn on<br />

the lights; festivities run from 6-10 p.m. On Dec. 15, the<br />

fun runs from 5:30 to 10 p.m., starting with a lighted<br />

parade through town. On Dec. 16, hours are 5:30 to 9<br />

p.m., with a toy giveaway and announcement of house<br />

decoration contest winners at 8.<br />

• St. John’s. St. John’s Lutheran<br />

Church, 380 Keny Blvd., London, will host<br />

a Breakfast with Santa from 9 a.m. to noon<br />

Dec. 8. Breakfast includes pancakes,<br />

sausage, scrambled eggs, milk and juice.<br />

The cost is $6 for adults, $3 for children, and<br />

free for children younger than 2 years old.<br />

Bake sale<br />

Mount Sterling Community Center will<br />

hold its annual Christmas bake sale Dec. 7<br />

at Chase Bank and Milton Bank in Mount<br />

Sterling. The sale starts at 9 a.m. and goes<br />

like to donate sweet treats for the sale can<br />

Toy drive<br />

The fire fighters at the Jefferson Township<br />

Fire Department are collecting toys for<br />

underprivileged children ages newborn to 9<br />

years old and gift cards for children ages 10<br />

to 16 years old who live in the West Jefferson<br />

Gift cards and new, unwrapped toys can<br />

be dropped off at the fire station or West<br />

Jefferson High School.<br />

Auditions<br />

Since its beginnings in 1997, <strong>Madison</strong><br />

County Arts Council (MCAC) has presented<br />

“Sounds of the Season” each December.<br />

This year, the event will take place at 7<br />

p.m. Dec. 16 at London First United<br />

Methodist Church, 52 N. Main St.<br />

As always, a plethora of talented performers<br />

from <strong>Madison</strong> County and surrounding<br />

areas will participate in the<br />

holiday celebration of music.<br />

For those who would like a shot at performing<br />

in “Sounds of the Season,” MCAC is<br />

holding auditions from 7 to 8:30 p.m. Nov. 19-<br />

20 at Brennan Loft, 158 S. Main St., London.<br />

Bring a prepared number and a copy of<br />

the sheet music if you need accompaniment.<br />

A pianist will be on hand at auditions. No<br />

CDs or digital accompaniment is permitted.<br />

Performers of all kinds are welcome.<br />

For those who are selected to perform, a<br />

rehearsal will be held at 9 a.m. Dec. 15.<br />

A non-profit organization, MCAC is dedicated<br />

to providing and fostering education<br />

and entertainment through sponsorship<br />

and presentation of the performing and visual<br />

arts in <strong>Madison</strong> County.<br />

In addition to “Sounds of the Season,”<br />

MCAC annually presents a countywide<br />

summer musical (this year’s was “Shrek’)<br />

and a Young Artist Showcase, and awards<br />

fine arts scholarships to students from<br />

to donate toys and more around<br />

<strong>Madison</strong> County.<br />

• <strong>Madison</strong> County Job & Family Services<br />

and London Fire Department. Every<br />

year, the Holiday Helpers Firefighters Toy<br />

Drive provides gifts to between 700 and 800<br />

children, ages 0 to 12.<br />

The public can get involved a couple of<br />

ways, either by adopting a family and purchasing<br />

gifts specifically for those children,<br />

or by donating toys or money without adopting<br />

a particular family.<br />

Holiday Helpers supplies adopters with<br />

first names, ages and wish lists of the children.<br />

Participants then spend up to $75 per<br />

child and purchase no more than three gifts<br />

per child.<br />

Donations can be dropped off at Job &<br />

Family Services, 200 Midway St., London.<br />

<strong>Madison</strong> County families in need who<br />

want to receive gifts are encouraged to sign<br />

up as soon as possible; the deadline is Dec.<br />

19. Applications are available at Job &<br />

• Tri-County Joint Fire District in Mount<br />

Sterling. It is time again to fill out applications<br />

for the Tri-County Joint Fire Fighters’<br />

Toy Drive. Applicants must provide identification<br />

and proof of residence, such as an<br />

electric bill or phone bill, and must reside<br />

within the Tri-County Fire running district.<br />

The application period runs through Dec.<br />

7. Forms can be picked up at the fire house,<br />

7 W. Columbus St.: Monday-Friday, 7 a.m.-<br />

Toy and monetary donations will be accepted<br />

at the fire house until Dec. 7. The<br />

• Plain City Churches. The Plain City<br />

Church Fellowship is making plans for their<br />

annual Christmas Basket project. In 2017,<br />

baskets and gifts were distributed to 156<br />

families which included over 750 individuals,<br />

approximately 500 of whom were children.<br />

The fellowship is asking for names, addresses<br />

and phone numbers of families or<br />

individuals in Plain City or Jonathan Alder<br />

School District who might need assistance<br />

over the holidays. Names can be turned in<br />

by calling Plain City Presbyterian Church<br />

408-1617 by Nov. 15. All information is kept<br />

confidential.<br />

While the largest portion of food for the<br />

baskets is purchased by the fellowship<br />

through the Plain City Food Bank and at<br />

• West Jefferson Community Association<br />

Adopt-a-Family and Veterans of Foreign<br />

Wars (VFW) Post 7005. These two<br />

groups are collecting gifts for children up to<br />

high school age who live in West Jefferson<br />

and/or are enrolled in Jefferson Local<br />

Schools.<br />

Participants are invited to donate new,<br />

unwrapped gifts or money for the Community<br />

Association to purchase gifts. Monetary<br />

donations should be made out to “Community<br />

Association Adopt-a-Family” and<br />

mailed to the attention of Vickie Edwards<br />

at P.O. Box 142, West Jefferson, OH 43162.<br />

Another way to help is by “adopting”<br />

families for which to buy gifts. Tags that list<br />

the clothing sizes and toy wishes of area<br />

children decorate trees at West Jefferson<br />

Hardware. Participants take a tag and fulfill<br />

the wishes listed on it, then return the<br />

gifts to the hardware store by the date listed<br />

on the tag.<br />

Additionally, the VFW itself would like<br />

to adopt area families who have military<br />

backgrounds.<br />

Applications will be cross-checked with<br />

Lights of Love<br />

Set for Nov. 29, this year’s Lights of Love<br />

will start with a tree lighting ceremony at<br />

5:30 p.m. at the Park Avenue Medical<br />

Building entrance, 55 Park Ave., London.<br />

The centerpiece is a 14-foot tall tree.<br />

From 6 to 8 p.m., guests are invited to<br />

visit with Santa and enjoy refreshments at<br />

the Season Spectacular inside the medical<br />

building. The festivities also include trolley<br />

rides on Main Street to see holiday light displays.<br />

Lights of Love is designed as a way to<br />

pay tribute to loved ones. Participants can<br />

choose to honor or remember someone by<br />

purchasing a light on the 14-foot tall tree or<br />

Holiday memories become richer in the passing years<br />

Toyland…once you pass its borders, you<br />

can never return again.<br />

As a child of the late 1950s and early<br />

1960s, there were no mega-stores filled with<br />

aisle upon aisle of dolls in various stages of<br />

maturity – “Barbie” had just made her<br />

debut and was still years away from appearing<br />

in multiple career occupations.<br />

Boxed games only occupied the space of<br />

an end cap, not shelf after shelf after shelf,<br />

and appealed mainly to children or families–no<br />

naughty party games designed to<br />

entertain only adults.<br />

That was what playing cards were for.<br />

Half of the sixth floor at Lazarus in<br />

downtown Columbus was filled with toys<br />

and was the place to go, especially at Christmas<br />

time, to fill wish lists.<br />

Visits were always planned, day-long excursions<br />

and included stops with my mother<br />

in the dress department, housewares and<br />

lunch in the Colonial Room before reaching<br />

the Holy Grail–the sixth floor.<br />

Back at home, boys played with their<br />

“G.I. Joes,” baseballs and bats or with plastic<br />

bazookas in the trenches of new home<br />

construction sites.<br />

Count me in that last group because I<br />

was the lone girl in a sea of neighborhood<br />

maleness and adapted quickly to their mode<br />

of play.<br />

One year my grandparents thought I<br />

would like a form of new technology–an<br />

electric toothbrush.<br />

I was ten years old and wasn’t a fan of<br />

the old technology.<br />

I envied my cousin–who received a football<br />

and probably would have been more appreciative<br />

of an electric toothbrush than I.<br />

So, a couple of days after Christmas,<br />

when my grandparents were made aware of<br />

my disappointment,<br />

I stood next to my grandmother at the<br />

S&H Green Stamp redemption counter at<br />

Big Bear.<br />

I walked out of the grocery store, football<br />

in hand, ready to play with the boys.<br />

Speaking of “The Bear” (my grandma’s<br />

phraseology), I loved the “toy wall” nestled<br />

between the canned goods and cleaning supply<br />

aisles.<br />

Imagine, going into a grocery store, turning<br />

a corner, and coming face-to-face with plastic<br />

bags of dinosaurs, army men or cowboys.<br />

Cheap, imitation Barbies smiled down at<br />

me with perpetual grins and legs that broke<br />

off as soon as they were moved.<br />

Jacks, paddle balls and mini-bowling<br />

pins in containers hung precariously on<br />

steel rods next to flocked animals. Magic<br />

Places<br />

slates with their plastic<br />

pointers awaited<br />

young artists.<br />

I was amazed to<br />

find these toys in a<br />

market or drug store.<br />

One time, my mother<br />

won a small shopping<br />

trip to Big Bear and<br />

let me pick out one<br />

toy from the “wall.”<br />

I felt like I won the<br />

mother lode at an<br />

FAO Schwartz toy<br />

store.<br />

I remember when<br />

potato chip companies<br />

stapled coloring books<br />

to their bags during the holidays.<br />

I couldn’t wait to get home on a Saturday<br />

morning in December, rip the Conn’s chip<br />

bag apart to get to the coloring book and<br />

spend the next hour with my crayons in artful<br />

bliss.<br />

The best and most unexpected places to<br />

dream and plot and plan were the local<br />

hardware stores, at least to me and only<br />

during the weeks leading up to Christmas.<br />

As a kid, I never enjoyed going there, but, as<br />

if by magic, toys suddenly appeared around<br />

the holidays and I was the one bugging my<br />

father about making a “Zettler run.”<br />

While my father looked for electrical<br />

wire, I stood transfixed in front of shelves<br />

lined with farm playsets filled with plastic<br />

animals and metal barns.<br />

At the end of the aisle, there were always<br />

brand new bikes, shiny red wagons and kidsized<br />

wheel barrows.<br />

Don’t get me wrong. I loved going to<br />

Lazarus and wandering through aisle after<br />

aisle of neatly stacked toys, but the unexpected<br />

joy of the seasonal toy section at the<br />

hardware store was more magical to the<br />

younger version of me.<br />

It was like seeing a shooting star or a<br />

unicorn–a rare happenstance that you<br />

can’t forget.<br />

As long as I have these memories, those<br />

Toyland borders won’t be breeched and that<br />

young girl who played in the construction<br />

trenches and colored the potato chip pages<br />

lives on.<br />

WHEREAS, this Council desires to continue to pursue all reasonable and legitimate incentive property taxation. If new construction qualifies for exemption, during the period of the<br />

The percentage of the increase in the assessed valuation resulting from the construction or<br />

remodeling of commercial and industrial structures to be exempted from real property taxation,<br />

which shall be negotiated and approved as required by R.C. Section 3735.67 and 3735.671,<br />

shall not exceed 100%.<br />

The period of exemption, which shall be negotiated and approved as required by R.C. Sections<br />

3735.67 and 3735.671 shall:<br />

a. Not exceed fifteen (15) years for the remodeling existing commercial or industrial structures,<br />

negotiated on a project-by-project basis in advance of remodeling; and<br />

b. Not exceed fifteen (15) years for the construction of new commercial or industrial structures,<br />

negotiated on a project-by-project basis in advance of construction.<br />

If remodeling qualifies for an exemption, during the period of the exemption, the applicable<br />
