Groveport City Council approved a<br />

water rate increase in 2019 for customers<br />

on the city of Groveport’s water system.<br />

“With expenses continuing to increase<br />

due to inflation, a small increase of 3 percent<br />

is recommended for 2019 to stay at<br />

least current with our balance in the Water<br />

Fund,” according to Groveport City<br />

Administrator Marsha Hall.<br />

Hall said it is better to have small periodic<br />

water rate increases rather than go<br />

years without an increase only to then face<br />

a large rate hike later to meet expenses.<br />

The Groveport water rate increase, will<br />

be effective with the first billing cycle in<br />

2019 and first be reflected in customers’<br />

April 1, 2019 billing, according to Hall.<br />

When asked what the average dollar<br />

amount increase will be for the average<br />

water bill, Hall said, “A 3 percent increase<br />

would be $8.34, bringing the new average<br />

bill for the past 12 months to $286.32.”<br />

There was no Groveport water rate<br />

increase in <strong>2018</strong> and the last water rate<br />

increase for those on city of Groveport<br />

water was a 3 percent hike in 2017.<br />

Part of the city is on the Groveport<br />

water system and another part of town is<br />

on the Columbus water system. According<br />

to Hall, there are 1,213 Groveport water<br />

system accounts and 921 Columbus water<br />

system accounts in Groveport.<br />

Hall said the City of Columbus Sewer<br />

and Water Advisory Board is recommending<br />

Columbus City Council enact a 2 percent<br />

water rate increase in 2019 for<br />

Columbus water customers. Additionally,<br />

the city of Columbus provides sanitary<br />

sewer service to Groveport and Hall said,<br />

“Columbus is currently going through the<br />

process of approving a 3 percent sewer<br />

usage rate increase for 2019. This will be<br />

passed on to all of our customers.”<br />

GM Schools consider new building options<br />

Groveport Madison Schools officials held public meetings on<br />

Nov. 13, 14, and 15 at locations around the district to share information<br />

and obtain community feedback on proposals to build new<br />

schools to replace the district’s elementary and middle schools.<br />

In October, the Groveport Madison Board of Education directed<br />

Superintendent Garilee Ogden and Treasurer John Walsh to prepare<br />

to place on the May 2019 ballot a 6.68 mill permanent continuing<br />

operating levy to fund the district combined with a bond issue of a yet<br />

to be determined amount to fund potential new school buildings.<br />

At the public meeting held on Nov. 15 at Middle School Central,<br />

Ogden said that, in 2012, the Ohio Facilities Construction<br />

Commission recommended the district replace all of its schools<br />

because the cost to renovate them would exceed the cost of building<br />

new. (The high school has already been replaced.)<br />

“To bring the schools up to current standards the cost to renovate<br />

the schools would be $78 million,” said Ogden. “We could renovate<br />

them, but we’d still be in old era buildings.”<br />

She added that, if the district opted for new buildings, it could<br />

save up to $22 million over 10 years in building system repairs,<br />

according to Dynamix, the company the district contracts with for<br />

utility and HVAC maintenance services.<br />

Ogden cited student overcrowding, an inability to provide students<br />

with access to programs, building conditions, leaky roofs, old<br />

technology, and buildings that cannot be retro-fitted with modern<br />

safety measures as other reasons the schools need replacing.<br />

She noted the open classroom concept built into Middle School<br />

North and Middle School South in the 1970s poses safety and<br />

learning issues.<br />

latest trends, such as the open classroom concept that was popular<br />

in the 1970s,” said Ogden. “We must build to meet long term needs.”<br />

Ogden said there are 22 modular classrooms in use in the district’s<br />

elementaries to combat overcrowding - four at Asbury, four<br />

at Dunloe, two at Groveport, and 12 at Sedalia.<br />

Community members at the Nov. 15 public meeting told school<br />

officials these factors are important when considering new schools:<br />

safety issues, good classroom environment, schools close to where<br />

students live, good school libraries, handicap accessibility, and<br />

access to academic programs for all students.<br />

The current five year 6.68 mill levy was passed in May 2014<br />

and is set to expire on Dec. 31, 2019. Walsh stated the levy needs<br />

to be renewed in 2019 for collection to continue in 2020 to maintain<br />

fiscal stability for the district.<br />

Walsh said if the levy fails in May 2019 the district would not<br />

“be destitute in 2020,” but the district’s revenue would fall dramatically<br />

after that year.<br />

To place the levy and bond issue on the May 2019 ballot, the<br />

board must approve two resolutions in January declaring its<br />

intentions and file for the ballot by Feb. 6, 2019.<br />

Walsh said the district most likely would still need new money<br />

in a few years and would have to place an operating levy on the<br />

2023 ballot. If the 2019 levy is approved, the 2023 levy could be for<br />

a smaller amount.<br />

The levy would be combined with a bond issue of a yet to be<br />

determined amount. The bond issue would provide funding, coupled<br />

with funding from the Ohio Facilities Construction<br />

Commission, to build new schools to replace the district’s six elementary<br />

schools and three middle schools.<br />

If a bond issue is approved, the OFCC would provide 53 percent<br />

of the funding and the district would fund 47 percent of the proposed<br />

projects. Groveport Madison is currently 34th on the<br />

OFCC’s priority list for funding.<br />

The district is forming a facilities planning team that will consist<br />

of community members, parents, and district staff members.<br />

This team will study the district’s various possible building<br />

options and make a recommendation for the board of education’s<br />

consideration at the board’s January meeting. The facilities planning<br />

team will meet privately in three meetings in <strong>December</strong>.<br />

“The facilities planning team will make a decision and recommendation<br />

based on what they find to be the most fiscally responsible<br />

and most educationally conducive school configuration plan,”<br />

said Ogden.<br />

Other decisions regarding a building plan include potential<br />

land purchases, developing a plan for sequenced construction<br />

using swing spaces, and realigning attendance boundaries.

our own for our projected balance (contingency) in<br />

the Water Fund for operations of our water plant, our<br />

projected expenses for 2019 are also less than <strong>2018</strong><br />

expenses, so any unforeseen large expense would<br />

result in a much lower balance going into 2020.”<br />

Since water expenses for 2019 are projected to be<br />

less than in <strong>2018</strong>, then why is a water rate increase<br />

necessary?<br />

“The projected expenses are lower in 2019 due to a<br />

lower estimate of contract services,” said Hall. “As<br />

warranties at the new plant drop off, we will have<br />

additional maintenance contracts in future years.<br />

Ohio Senate Bill 2 now requires that all water systems<br />

develop an Asset Management Plan that includes fiveyear<br />

funding to adequately fund our water assets. We<br />

will need to have available revenue to cover increased<br />

contract services and to cover any emergencies that<br />

may arise in the operations of the water system.”<br />

Future water department expenses<br />

Groveport City Engineer Steve Farst said some<br />

future water expenses will include replacing the old<br />

existing 4-inch water lines that remain in some neighborhoods<br />

with newer, larger water mains.<br />

Farst said 4-inch water lines on the following<br />

streets could be addressed sometime in the next five<br />

years: Elm Street, Center Street, and West Street west<br />

of College Street; and Elm Street, Walnut Street, and<br />

Grove Street east of College Street.<br />

He said streets with 4-inch water mains on the<br />

city’s long range outlook that will eventually be<br />

replaced due to their age and condition when funded<br />

and warranted are Cherry Street from West Street<br />

east to Wirt Road; Crooked Alley from Main Street to<br />

Cherry Street; Crow Avenue from West Street to its<br />

end; and Naomi Court.<br />

Other future water system improvements within<br />

the long range outlook include water tank maintenance<br />

and a new elevated water tower storage tank<br />

(which would give Groveport two water towers again).<br />

“With regard to tank maintenance, this is ongoing<br />

in our annual tank maintenance program,” said Farst.<br />

“The existing tank is in good condition and is undergoing<br />

annual inspections and repairs as necessary.”<br />

Farst said the cost of a new water tower tank has<br />

not been confirmed and is subject to further study.<br />

“This project is shown in our five year plan with<br />

preliminary engineering to begin in 2022,” said Farst.<br />

“The new tank provides more water in elevated storage<br />

per an Ohio EPA recommendation and the new<br />

tank would also provide for added flexibility in maintaining<br />

the existing elevated storage tank, which is 50-<br />

years-old.”<br />

Farst said the preliminary engineering work will<br />

determine size, estimate cost, and location of a new<br />

tank. An updated schedule for its construction would<br />

be estimated at that time.<br />

ADDITION<br />

When asked why a second water tower would be<br />

needed because Groveport maintains an emergency<br />

connection to city of Columbus water lines, Farst said,<br />

“Columbus restricts the use of the connection to emergency<br />

supply only. Maintenance of elevated storage<br />

tanks in Columbus’ view, does not qualify as an activity<br />

to allow use of the emergency connection.”<br />

Farst said other future water expenses include<br />

maintenance and eventual replacement of various<br />

components in the city’s water plant and well field,<br />

such as, but not limited to, pumps, motors, vessels,<br />

electronics, piping.<br />

“Motors and pumps have an expected useful life and<br />

will expire sooner than vessels and piping,” said Farst.<br />

“The long range outlook will address these replacement<br />

items as appropriate.”<br />

Farst said customer meters were replaced in 2013<br />

and they have an estimated useful life of 20 years.<br />

“These will eventually be plugged into the long<br />

range outlook for replacement,” said Farst.<br />

The $2.5 million Groveport water plant opened in<br />

2015. Hall said the water debt is a 30 year debt service.<br />

City council viewpoints<br />

Councilwoman Jean Ann Hilbert, who voted<br />

against the 3 percent water rate increase, feels the<br />

likelihood of the city adding new Groveport water customers<br />

to help share in the system’s costs is “slim to<br />

none.”<br />

“We only have about 1,200 customers on the<br />

Groveport water system and they have to pay for all<br />

this,” said Hilbert in an interview. “Every time there<br />

is an added cost the same small number of people have<br />

to pay. The EPA forces us to add more and more costs,<br />

which are then passed on to the customers.<br />

Unfortunately that’s the future from now on.”<br />

Councilwoman Becky Hutson believes there is<br />

potential to add more customers to the Groveport<br />

water system and that these additional customers<br />

would help share in the costs of maintaining the system.<br />

She cited the construction of Groveport Senior<br />

Village on Hendron Road as a recent example of customers<br />

being added to the Groveport water system.<br />

“There’s more growth to come,” said Hutson in an<br />

interview. “There’s a lot of viable properties for growth<br />

in Groveport and once they are developed they will use<br />

the city’s water system. These are commercial properties<br />

that, once developed, could use, and pay for, a lot<br />

of Groveport water.”<br />

For examples, Hutson cited the future potential<br />

development of properties on Main Street including<br />

the former used car lot at College and Main streets,<br />

the open parcel next to Ace<br />

Hardware, and the open parcel<br />

beside the Groveport Animal<br />

“We believe that the addition should not exceed the balance of the project money saved<br />

from the initial build, and the co-funded amount, which is just over $2 million.”<br />

When asked when the addition would be built and what is its anticipated completion<br />

date would be, Ogden said, “We are still awaiting approval from the OFCC. We have submitted<br />

our request, and provided them all of the requested documentation. They recently<br />

requested our current enrollment to use, which is at 1,773.”<br />

As to where the growth is coming from in the Groveport Madison school district,<br />

Ogden said, “We did get a few new students from the closing of ECOT last spring, but<br />

most of the students are new students moving to the district.”<br />

Ogden said the new high school is capable of taking on more additions in the future if<br />

necessary.<br />

“We would have to work with the architects to design that based on what future addition<br />

needs would be, but there is space to add on more rooms if needed,” said Ogden.<br />

Blacklick Street tracks remnant of interurban railway<br />

former Scioto Valley Traction Line (electric<br />

interurban railway) tracks on Groveport’s<br />

Blacklick Street.<br />

The Scioto Valley Traction Line opened in<br />

Groveport and Canal Winchester in 1904 and<br />

provided the towns’ residents with a swift<br />

way to travel throughout Central Ohio. The<br />

SVTL’s cars could reach speeds of up to 60<br />

mph enabling people to take the five mile trip<br />

between Groveport and Canal Winchester in<br />

mere minutes instead of the much longer<br />

time necessary to get there by horse and<br />

wagon or canal boat.<br />

The tracks embedded in the bricks of<br />

Blacklick Street are well over a century old,<br />

but are still in good condition and serve as a<br />

tangible reminder of what was once a popular<br />

form of transportation in the days before cars<br />

multiplied and filled the roads.<br />

In Canal Winchester, the SVTL depot,<br />

located near Stradley Park in the city’s downtown,<br />

was recently restored and is another<br />

physical reminder of the interurban railway’s<br />

heyday. Groveport’s SVTL depot, now long<br />

gone, was located on the northwest corner of<br />

Brook Alley and Blacklick Street.<br />

The interurban tracks ran straight<br />

through the Canal Winchester’s downtown<br />

near the Ohio and Erie Canal. The path is<br />

marked with paving bricks on Canal<br />

Winchester’s South High Street. (In fact, the<br />

interurban right of way ran near the canal for<br />

much of the distance between Groveport and<br />

Canal Winchester.) These brick pavers in the<br />

street give one a good view of how the tracks<br />

and the canal passed through Canal<br />

Winchester.<br />

Hendron Road, then run along what were<br />

once fields near what is now Holton Street,<br />

and then extended east down the middle of<br />

Blacklick Street. (People of my generation<br />

and older still refer to this path that is parallel<br />

to and north of Holton Street as “the<br />

tracks” even though the rails were removed<br />

from this section long ago.)<br />

One of the reasons given by town officials<br />

of the time for diverting the right-of-way for<br />

the electric railway from Main Street to<br />

Blacklick Street was to lessen the potential<br />

danger to traffic and people on Main Street. I<br />

wonder what the people of Blacklick Street<br />

thought of this decision at the time?<br />

It’s not like there was a lot of traffic on the<br />

unpaved Main Street in 1904, though on a<br />

residential street like Blacklick Street there<br />

was certainly less traffic activity than on<br />

Main Street. So the tracks were laid in the<br />

dirt of Blacklick Street and the depot built.<br />

The decision to run the interurban rightof-way<br />

down Blacklick Street is one of the<br />

main reasons the steel rails of the SVTL<br />

tracks still exist for us to see in Groveport<br />

today. It seems likely that, if the tracks had<br />

been laid down Main Street in the early<br />

1900s, they would have been removed long<br />

ago after the interurban stopped running in<br />

the 1930s and would be only be a distant<br />

memory today.<br />

The Blacklick Street tracks have been a<br />

fascination for adults and kids alike over the<br />

years. Many times I have seen people, young<br />

and old, balance themselves on the rails as<br />

they walk down the street. Sometimes I’ve<br />

seen couples walk hand-in-hand with each<br />

other as they each balanced on one of the two<br />

rails. Over the decades kids on bicycles have<br />

tried to see how far they could ride on the<br />

rails before losing balance. (They also had to<br />

take care their bicycle tires did not get<br />

wedged between the rails and the bricks<br />

because that would lead to a certain crash.)<br />

Some people don’t like the roughness of<br />

driving over the tracks, yet others enjoy having<br />

the unique sense of place provided by the<br />

historical nature of the tracks embedded in<br />

the street in front of their homes.<br />

The interurban tracks have a historical<br />

significance all their own, much like certain<br />

old buildings do, as they represent people<br />

who were here before us. Today, the tracks on<br />

Blacklick Street serve as a visual and tangible<br />

historical reminder of a transportation<br />

system that helped Groveport gain easier<br />

access to the world beyond its city borders<br />

and to enter the 20th century with a modern,<br />

electrified outlook.<br />

But they are more than that. The tracks<br />

are a right-of-way into the past.<br />

Groveport city employees were like<br />

Santa’s elves on Nov. 27 as they made<br />

Christmas a little brighter for some of the<br />

city’s house bound and elderly residents.<br />

City staff decorated and delivered 106<br />

table top Christmas trees to residents at<br />

Greenfield Place, Groveport Senior Village,<br />

and others in the community who could use<br />

some extra love this holiday season, according<br />

to Jessica Reeves, Groveport public<br />

relations and communications coordinator.<br />

“The trees were decorated by city of<br />

Groveport staff members with traditional<br />

Christmas decorations donated by the<br />

staff,” said Reeves. “Each 24 inch tree was<br />

decorated with 10 miniature bulbs, jingle<br />

bells, garland, and a bow tree topper.”<br />

Reeves said the deliveries were made on<br />

Nov. 27 as part of “Giving Tuesday.”<br />

“Giving Tuesday, the Tuesday after<br />

Thanksgiving, is a movement to create an<br />

international day of giving to kick off<br />

Christmas and the holiday season,” said<br />

Reeves.<br />

Hall came up with the “awesome idea” for<br />

city staff to decorate and deliver the table<br />

top Christmas trees.<br />

Hall said she was looking for a way for<br />

city staff to give back to the community.<br />

“The elderly and house bound are often<br />

forgotten during the holidays,” said Hall.<br />

“Providing table top Christmas trees to<br />

them gives the staff the opportunity to let<br />

the community know that we care.”<br />

Added Mayor Lance Westcamp, “I feel it<br />

is great that the employees have pride in<br />

the community where they are employed.<br />

The day is about caring and paying it forward.”<br />

Reeves said the staff was excited to give<br />

back to the community by making someone’s<br />

holiday a little brighter.<br />

“One of the police officers, Josh Gilbert,<br />

contacted me to say he’d like to do some<br />

deliveries personally to represent our<br />

police department and the senior transportation<br />

department volunteered vehicles<br />

and drivers to chauffeur our delivery ‘elves’<br />

around town!” said Reeves. “I feel very fortunate<br />

to work for a place that cares so<br />

much about the community. We have a<br />

staff of amazing people with big hearts."<br />

Reeves said the recipients of the trees,<br />

who are Groveport residents, were selected<br />

based on a list compiled through local<br />

churches and Groveport’s Senior<br />

Cruiser softball fields’ location and State Route 317<br />

As workers complete the finishing<br />

touches to the landscaping, parking lot,<br />

and softball fields in front of the new<br />

Groveport Madison High School, some community<br />

members have wondered about the<br />

perceived close proximity of one of the softball<br />

fields to State Route 317.<br />

Groveport Madison Schools Deputy<br />

Superintendent James Grube said the two<br />

new softball fields were located with a professional<br />

surveyor to align with the site<br />

design.<br />

“The softball fields are being installed<br />

where they have been shown on the site<br />

drawings ever since the site plan was solidified,”<br />

said Grube.<br />

Grube said the varsity softball field is<br />

the one farthest away from State Route 317<br />

and the junior varsity field is the one closest<br />

to the road.<br />

“The outfield fence for the junior varsity<br />

field is 190 feet from home plate,” said<br />

Grube. “The edge of State Route 317 is<br />

about another 50 feet beyond this, or about<br />

240 feet from home plate.”<br />

Grube said a junior varsity softball<br />

home run ball traveling 240 feet is not<br />

impossible, but it is “very rare.”<br />

“If this proves to be a problem, a section<br />

of netting could be added to protect the<br />

road from home run balls,” said Grube, who<br />

added the district is investigating costs to<br />

add the netting to protect balls from reaching<br />

State Route 317.<br />

The high school’s original two softball<br />

fields were once located behind the old high<br />

school and had to be removed when the<br />

new high school was built. For the past two<br />

seasons the varsity and junior varsity softball<br />

teams played their games on the softball<br />

fields located at Groveport<br />

Elementary. The teams will begin play on<br />

the two new softball fields at the high<br />

school this spring for the 2019 season.<br />

Cost of living increase<br />

Groveport City Council approved legislation<br />

to set an annual cost of living<br />

increase of 2.8 percent regarding compensation<br />

for city employees.<br />

The action adjusts the city employee pay<br />

scale’s minimum and maximum levels.<br />

Groveport City Administrator Marsha<br />

Hall said the city’s compensation plan is on<br />

a three year calendar basis.<br />

“The first year the city does a salary survey,<br />

which was done in 2017,” said Hall.<br />

“The other two years the city determines<br />

whether there is a cost of living adjustment<br />

based on any number of factors.”<br />

She said <strong>2018</strong> included a 2 percent cost<br />

of living increase.<br />

“Social Security, one of our factors used,<br />

announced that there is a 2.8 percent cost<br />

of living increase for 2019.”<br />

Hall said that is the reason for the recommended<br />

2.8 percent increase to the city’s<br />

employee pay scale for 2019. The ordinance<br />

states that the maximum pay for all pay<br />

grades would be increased by 2.8 percent.<br />

Income tax revenue<br />

The city of Groveport’s year to date<br />

income tax revenue as of October <strong>2018</strong> is<br />

3.13 percent higher than October 2017.<br />

Income tax revenue as of October <strong>2018</strong> is<br />

$15.01 million compared to $14.55 million<br />

at the same time last year.<br />

The Groveport Blacklick Haunted Park,<br />

held Oct. 26-27 in the city’s Blacklick Park,<br />

raised $2,386 for the Groveport Food<br />

Pantry and Greater Groveport Human<br />

Hendron Ditch dredging<br />

According to Groveport City Engineer<br />

Steve Farst, work to clean the Hendron<br />

Ditch of sediment is substantially completed.<br />

The sediment is staged and secured to<br />

dessicate until spring when it will be graded<br />

out and seeded in place south of the ditch.<br />

The Groveport Public Works Department<br />

also completed maintenance on the pump<br />

station, entry gates, and pumps.<br />

New library manager<br />

The Columbus Metropolitan Library<br />

hired Cindy Cawley as manager of its<br />

<strong>Southeast</strong> Branch. She began her new role<br />

on Nov. 18.<br />

Cawley, who’s been with CML for 23<br />

years, previously served as customer services<br />

manager at its Northside, Whetstone<br />

and Karl Road branches.<br />

“Cindy knows this organization inside<br />

and out,” said CML Chief Customer<br />

Experience Officer Alison Circle. “We<br />

know she’ll bring her passion for customer<br />

service to the <strong>Southeast</strong>-side community.”<br />

The Groveport Public Works<br />

Department will pick up curbside leaves.<br />

and trash, will not be picked up. Avoid<br />

1979-<strong>2018</strong><br />

Dana D. “Ike” Parsons II, age 39, of Groveport,<br />

died Tuesday, November 20, <strong>2018</strong> at Grant<br />

Medical Center.<br />

He was born January 26, 1979 in Columbus,<br />

OH. Ike was a 1997 graduate of Groveport<br />

Madison High School. He was most recently a<br />

member of Obetz United Methodist Church and<br />

a longtime member of Groveport United<br />

Methodist Church. Ike was a member of Groveport<br />

Lodge #240 F&A.M. also a member of the<br />

Order of Eastern Star #440, and had been<br />

elected as Junior Warden for Lodge #240. He<br />

was a past Master Counselor of Groveport<br />

DeMolay.<br />

Preceded in death by his mother, Brenda<br />

(Peck) Parsons; grandparents, James and<br />

Majean Peck, David and Thelma Parsons. Ike<br />

is survived by his father, Dana D. Parsons, Sr.;<br />

step-mother, Rev. Sherry Parsons; step-brother,<br />

Jaison Jamison, Butler, PA; step-grandmother,<br />

Hazel Tatman, Groveport, OH; several aunts,<br />

uncles and cousins.<br />

A memorial service, officiated by Rev. Dallas<br />

Tatman, will be held at 4:00pm on Sunday,<br />

<strong>December</strong> 2, at the Groveport United Methodist<br />

Church, 512 Main St, Groveport, OH 43125;<br />

Order of Eastern Star and Masonic Lodge<br />

One of the great cinematic delights of<br />

2012 was “Wreck-It Ralph,” a nostalgiafilled<br />

animated feature starring the “bad<br />

guy” of a popular arcade game who was on<br />

a desperate quest to change his reputation.<br />

When the film had its theatrical run, it<br />

didn’t exactly light the box office on fire but<br />

a strong word of mouth — as well as an<br />

Academy Award nomination for Best<br />

Animated Feature — gave it legs throughout<br />

the years and it has since come to be<br />

viewed as one of the best animated features<br />

to come from Disney in the modern<br />

era.<br />

To the surprise of many, the studio that<br />

is not known to greenlight sequels to their<br />

popular animated films greenlit a sequel to<br />

this popular animated film. The only question<br />

was could it live up to the greatness of<br />

the original.<br />

The answer to the question is both yes<br />

and no. “While Ralph Breaks the Internet”<br />

does excel in some areas visually, it is not<br />

as engaging as its predecessor nor does it<br />

have its charm. With that being said, however,<br />

it still is a really cute movie with a<br />

great message.<br />

It begins six years after the events of<br />

Wreck-It Ralph with best friends Ralph<br />

(voiced by John C. Reilly) and Princess<br />

Vanellope von Schweetz (Sarah Silverman)<br />

still basking in the glow of having found a<br />

true partner. For as long as they have been<br />

coded, they struggled to find someone who<br />

could love them for who they are which<br />

makes it hard for them to break away from<br />

the other, even when it comes time to playing<br />

in their respective games.<br />

With the holiday season on top of us, the<br />

staff of the Groveport Police Department<br />

wanted to provide a few safety tips.<br />

While shopping:<br />

•Keep your car doors locked. Keep packages<br />

out of sight and locked in the trunk.<br />

Consider covering the packages with a<br />

blanket to prevent someone from seeing<br />

what you just bought.<br />

•When shopping always consider where<br />

you are. We recommend you park in welllit<br />

areas where there are other people.<br />

Don’t park far from the store, as you<br />

become an isolated target for thieves!<br />

•Pay attention the possibility that the<br />

vehicle following you may follow you to<br />

your home. It is not unusual for thieves to<br />

has the part to revive it. While there, they<br />

discover newfound interests and jealousies<br />

After a slow start, the film picks up<br />

steam when the duo finally make it to the<br />

expansive world of the Internet but it<br />

comes with a mixed bag of ideas and wayward<br />

plots. Like the web itself, there is so<br />

much to see and experience visually (and<br />

so many product placements!) that it<br />

makes it somewhat harder to pay attention<br />

to the differing stories of Ralph and<br />

Vanellope as they grow and regress in this<br />

new realm. This, I thought, was the big<br />

mistake of the movie as they truly are the<br />

beating heart of this franchise.<br />

While “Ralph Breaks the Internet” is definitely<br />

a dazzling and entertaining film to<br />

watch, it lacks the warmth of the original. It<br />

won’t be for everyone, but it’s a good option<br />

if you’re looking for a sweet family film with<br />

a nice message about personal growth.<br />

Groveport’s 2019 budget focuses on big projects<br />

Projects include road<br />

work, big traffic signal<br />

upgrade, bike and pedestrian<br />

path, and more<br />

Groveport City Council approved the<br />

city’s 2019 budget at its Nov. 13 meeting.<br />

The general fund revenue for 2019 is<br />

estimated at $16.1 million, which is up<br />

from the estimated $15.9 million in <strong>2018</strong>.<br />

The bulk of this funding comes from<br />

Income tax revenue, which is projected to<br />

be $14.54 million in 2019 compared to<br />

$14.50 million in <strong>2018</strong>. Other revenues<br />

include $350,000 from property taxes and<br />

various amounts in other city fund categories<br />

that include grants, taxes, fees, and<br />

permits.<br />

“Although the budgeted numbers for the<br />

general fund represent no increase in<br />

income tax revenue, the 2019 appropriations<br />

budget still maintains progress<br />

toward several city council objectives:<br />

increasing the balance in the rainy day<br />

fund, increasing the general fund balance<br />

by another 20 percent, and setting aside 20<br />

percent of all income tax collection for debt<br />

service,” wrote Groveport City<br />

Administrator Marsha Hall in her budget<br />

report to Groveport City Council.<br />

The rainy day fund reached $1.5 million<br />

in <strong>2018</strong> and is expected to rise to $1.6 million<br />

in 2019 with the goal of reaching $2<br />

million in the next few years.<br />

Projects<br />

Projects proposed in the 2019 budget<br />

are:<br />

•East Bixby Road pavement rehabilitation<br />

(from near Ebright Road to U.S. 33),<br />

$348,000 from street fund and $92,000<br />

from storm water fund;<br />

•West Main Street curb ramps, $34,000;<br />

•Annual street maintenance program,<br />

$450,000 from street fund and $105,000<br />

from storm water fund. Includes resurfacing<br />

work on Main Street from College<br />

Street to Front Street (which was reconstructed<br />

in 1989-90) and on Main Street<br />

from Front Street east (which was reconstructed<br />

in 2003) to a point near the<br />

Groveport Recreation Center. Other<br />

streets to be included for work in 2019 and<br />

beyond are still to be determined.<br />

•Hamilton Road/Firehouse Lane traffic<br />

signal upgrade, $542,000 total grant project,<br />

local match of $68,100 from street<br />

fund;<br />

•Generator for Bixford pump station,<br />

$75,000;<br />

The rainy day fund reached<br />

2019 with the goal of reaching $2<br />

million in the next few years.<br />

•Sanitary sewer force main replacements,<br />

$50,000;<br />

•Master Parks Plan review, emphasizing<br />

Groveport Park, $40,000;<br />

•Bixford Green bike/pedestrian path,<br />

$180,000 from parks fund.<br />

The project involves the construction of<br />

an 860 to 920 foot Bixford Green shareduse<br />

path to connect the Bixford Green subdivision<br />

to the Blacklick Creek Greenways<br />

Trail in Three Creeks Metro Park.<br />

Hall announced the city received a<br />

$70,782 Ohio NatureWorks grant that will<br />

help fund the construction of the path.<br />

Hall said the Ohio NatureWorks grant<br />

funds can only be used to help fund construction<br />

of the portion of the path that is<br />

not on Metro Parks property.<br />

•Neighborhood parks development,<br />

$75,000; and<br />

•Sidewalk replacements, $50,000.<br />

Purchases<br />

The city plans to make the following<br />

purchases in 2019:<br />

•Replacement of front entrance barn at<br />

The Links golf course, $250,000;<br />

•Two police cruisers to replace two 2008<br />

cruisers, $120,000;<br />

•Banquet room air conditioning at The<br />

Links golf course, $100,000;<br />

•Additional leaf vacuum, $96,000. (It is<br />

noted in the budget this is required<br />

because after Kurtz Brothers moved from<br />

the area the time and cost of transporting<br />

leaves has “increased dramatically.” The<br />

new system will have a larger capacity for<br />

hauling leaves.)<br />

•17 police body cameras, $74,314;<br />

•Starcraft Allstar 12+2 vehicle for<br />

transportation department, $62,200;<br />

•Ventilation system for filtration room<br />

at the indoor pool at the Groveport<br />

Recreation Center, $42,170;<br />

•Replace windows at municipal building,<br />

$40,000;<br />

•Replacement truck for the facilities<br />

department, $30,000; and<br />

•Replacement fence at KidSpace,<br />

$6,000.<br />

Other budget highlights<br />

The proposed 2019 general fund appropriations<br />

are estimated at $18.4 million,<br />

which is down from $18.6 million in <strong>2018</strong>.<br />

Funding for festivals in 2019 includes<br />

$50,000 for the Fourth of July, $18,650 for<br />

the Christmas - A Heritage Holiday, and<br />

$16,000 for Apple Butter Day.<br />
