Water rates to increase
By Rick Palsgrove
Southeast Editor
Groveport City Council approved a
water rate increase in 2019 for customers
on the city of Groveport’s water system.
“With expenses continuing to increase
due to inflation, a small increase of 3 percent
is recommended for 2019 to stay at
least current with our balance in the Water
Fund,” according to Groveport City
Administrator Marsha Hall.
Hall said it is better to have small periodic
water rate increases rather than go
years without an increase only to then face
a large rate hike later to meet expenses.
The Groveport water rate increase, will
be effective with the first billing cycle in
2019 and first be reflected in customers’
April 1, 2019 billing, according to Hall.
When asked what the average dollar
amount increase will be for the average
water bill, Hall said, “A 3 percent increase
would be $8.34, bringing the new average
bill for the past 12 months to $286.32.”
There was no Groveport water rate
increase in 2018 and the last water rate
increase for those on city of Groveport
water was a 3 percent hike in 2017.
Part of the city is on the Groveport
water system and another part of town is
on the Columbus water system. According
to Hall, there are 1,213 Groveport water
system accounts and 921 Columbus water
system accounts in Groveport.
Hall said the City of Columbus Sewer
and Water Advisory Board is recommending
Columbus City Council enact a 2 percent
water rate increase in 2019 for
Columbus water customers. Additionally,
the city of Columbus provides sanitary
sewer service to Groveport and Hall said,
“Columbus is currently going through the
process of approving a 3 percent sewer
usage rate increase for 2019. This will be
passed on to all of our customers.”
Hall said, “While we are currently holding
GM Schools consider new building options
By Rick Palsgrove
Southeast Editor
Groveport Madison Schools officials held public meetings on
Nov. 13, 14, and 15 at locations around the district to share information
and obtain community feedback on proposals to build new
schools to replace the district’s elementary and middle schools.
In October, the Groveport Madison Board of Education directed
Superintendent Garilee Ogden and Treasurer John Walsh to prepare
to place on the May 2019 ballot a 6.68 mill permanent continuing
operating levy to fund the district combined with a bond issue of a yet
to be determined amount to fund potential new school buildings.
At the public meeting held on Nov. 15 at Middle School Central,
Ogden said that, in 2012, the Ohio Facilities Construction
Commission recommended the district replace all of its schools
because the cost to renovate them would exceed the cost of building
new. (The high school has already been replaced.)
“To bring the schools up to current standards the cost to renovate
the schools would be $78 million,” said Ogden. “We could renovate
them, but we’d still be in old era buildings.”
She added that, if the district opted for new buildings, it could
save up to $22 million over 10 years in building system repairs,
according to Dynamix, the company the district contracts with for
utility and HVAC maintenance services.
Ogden cited student overcrowding, an inability to provide students
with access to programs, building conditions, leaky roofs, old
technology, and buildings that cannot be retro-fitted with modern
safety measures as other reasons the schools need replacing.
She noted the open classroom concept built into Middle School
North and Middle School South in the 1970s poses safety and
learning issues.
“We must be mindful in the future not to build by adopting the
latest trends, such as the open classroom concept that was popular
in the 1970s,” said Ogden. “We must build to meet long term needs.”
Ogden said there are 22 modular classrooms in use in the district’s
elementaries to combat overcrowding - four at Asbury, four
at Dunloe, two at Groveport, and 12 at Sedalia.
Community members at the Nov. 15 public meeting told school
officials these factors are important when considering new schools:
safety issues, good classroom environment, schools close to where
students live, good school libraries, handicap accessibility, and
access to academic programs for all students.
The current five year 6.68 mill levy was passed in May 2014
and is set to expire on Dec. 31, 2019. Walsh stated the levy needs
to be renewed in 2019 for collection to continue in 2020 to maintain
fiscal stability for the district.
Walsh said if the levy fails in May 2019 the district would not
“be destitute in 2020,” but the district’s revenue would fall dramatically
after that year.
To place the levy and bond issue on the May 2019 ballot, the
board must approve two resolutions in January declaring its
intentions and file for the ballot by Feb. 6, 2019.
Walsh said the district most likely would still need new money
in a few years and would have to place an operating levy on the
2023 ballot. If the 2019 levy is approved, the 2023 levy could be for
a smaller amount.
The levy would be combined with a bond issue of a yet to be
determined amount. The bond issue would provide funding, coupled
with funding from the Ohio Facilities Construction
Commission, to build new schools to replace the district’s six elementary
schools and three middle schools.
If a bond issue is approved, the OFCC would provide 53 percent
of the funding and the district would fund 47 percent of the proposed
projects. Groveport Madison is currently 34th on the
OFCC’s priority list for funding.
The district is forming a facilities planning team that will consist
of community members, parents, and district staff members.
This team will study the district’s various possible building
options and make a recommendation for the board of education’s
consideration at the board’s January meeting. The facilities planning
team will meet privately in three meetings in December.
“The facilities planning team will make a decision and recommendation
based on what they find to be the most fiscally responsible
and most educationally conducive school configuration plan,”
said Ogden.
Other decisions regarding a building plan include potential
land purchases, developing a plan for sequenced construction
using swing spaces, and realigning attendance boundaries.

WATER
Continued from page 1
our own for our projected balance (contingency) in
the Water Fund for operations of our water plant, our
projected expenses for 2019 are also less than 2018
expenses, so any unforeseen large expense would
result in a much lower balance going into 2020.”
Since water expenses for 2019 are projected to be
less than in 2018, then why is a water rate increase
necessary?
“The projected expenses are lower in 2019 due to a
lower estimate of contract services,” said Hall. “As
warranties at the new plant drop off, we will have
additional maintenance contracts in future years.
Ohio Senate Bill 2 now requires that all water systems
develop an Asset Management Plan that includes fiveyear
funding to adequately fund our water assets. We
will need to have available revenue to cover increased
contract services and to cover any emergencies that
may arise in the operations of the water system.”
Future water department expenses
Groveport City Engineer Steve Farst said some
future water expenses will include replacing the old
existing 4-inch water lines that remain in some neighborhoods
with newer, larger water mains.
Farst said 4-inch water lines on the following
streets could be addressed sometime in the next five
years: Elm Street, Center Street, and West Street west
of College Street; and Elm Street, Walnut Street, and
Grove Street east of College Street.
He said streets with 4-inch water mains on the
city’s long range outlook that will eventually be
replaced due to their age and condition when funded
and warranted are Cherry Street from West Street
east to Wirt Road; Crooked Alley from Main Street to
Cherry Street; Crow Avenue from West Street to its
end; and Naomi Court.
Other future water system improvements within
the long range outlook include water tank maintenance
and a new elevated water tower storage tank
(which would give Groveport two water towers again).
“With regard to tank maintenance, this is ongoing
in our annual tank maintenance program,” said Farst.
“The existing tank is in good condition and is undergoing
annual inspections and repairs as necessary.”
Farst said the cost of a new water tower tank has
not been confirmed and is subject to further study.
“This project is shown in our five year plan with
preliminary engineering to begin in 2022,” said Farst.
“The new tank provides more water in elevated storage
per an Ohio EPA recommendation and the new
tank would also provide for added flexibility in maintaining
the existing elevated storage tank, which is 50-
years-old.”
Farst said the preliminary engineering work will
determine size, estimate cost, and location of a new
tank. An updated schedule for its construction would
be estimated at that time.
ADDITION
When asked why a second water tower would be
needed because Groveport maintains an emergency
connection to city of Columbus water lines, Farst said,
“Columbus restricts the use of the connection to emergency
supply only. Maintenance of elevated storage
tanks in Columbus’ view, does not qualify as an activity
to allow use of the emergency connection.”
Farst said other future water expenses include
maintenance and eventual replacement of various
components in the city’s water plant and well field,
such as, but not limited to, pumps, motors, vessels,
electronics, piping.
“Motors and pumps have an expected useful life and
will expire sooner than vessels and piping,” said Farst.
“The long range outlook will address these replacement
items as appropriate.”
Farst said customer meters were replaced in 2013
and they have an estimated useful life of 20 years.
“These will eventually be plugged into the long
range outlook for replacement,” said Farst.
The $2.5 million Groveport water plant opened in
2015. Hall said the water debt is a 30 year debt service.
City council viewpoints
Councilwoman Jean Ann Hilbert, who voted
against the 3 percent water rate increase, feels the
likelihood of the city adding new Groveport water customers
to help share in the system’s costs is “slim to
none.”
“We only have about 1,200 customers on the
Groveport water system and they have to pay for all
this,” said Hilbert in an interview. “Every time there
is an added cost the same small number of people have
to pay. The EPA forces us to add more and more costs,
which are then passed on to the customers.
Unfortunately that’s the future from now on.”
Councilwoman Becky Hutson believes there is
potential to add more customers to the Groveport
water system and that these additional customers
would help share in the costs of maintaining the system.
She cited the construction of Groveport Senior
Village on Hendron Road as a recent example of customers
being added to the Groveport water system.
“There’s more growth to come,” said Hutson in an
interview. “There’s a lot of viable properties for growth
in Groveport and once they are developed they will use
the city’s water system. These are commercial properties
that, once developed, could use, and pay for, a lot
of Groveport water.”
For examples, Hutson cited the future potential
development of properties on Main Street including
the former used car lot at College and Main streets,
the open parcel next to Ace
Hardware, and the open parcel
beside the Groveport Animal
Hospital.
Continued from page 1
“We believe that the addition should not exceed the balance of the project money saved
from the initial build, and the co-funded amount, which is just over $2 million.”
When asked when the addition would be built and what is its anticipated completion
date would be, Ogden said, “We are still awaiting approval from the OFCC. We have submitted
our request, and provided them all of the requested documentation. They recently
requested our current enrollment to use, which is at 1,773.”
As to where the growth is coming from in the Groveport Madison school district,
Ogden said, “We did get a few new students from the closing of ECOT last spring, but
most of the students are new students moving to the district.”
Ogden said the new high school is capable of taking on more additions in the future if
necessary.
“We would have to work with the architects to design that based on what future addition
needs would be, but there is space to add on more rooms if needed,” said Ogden.
former Scioto Valley Traction Line (electric
interurban railway) tracks on Groveport’s
Blacklick Street.
The Scioto Valley Traction Line opened in
Groveport and Canal Winchester in 1904 and
provided the towns’ residents with a swift
way to travel throughout Central Ohio. The
SVTL’s cars could reach speeds of up to 60
mph enabling people to take the five mile trip
between Groveport and Canal Winchester in
mere minutes instead of the much longer
time necessary to get there by horse and
wagon or canal boat.
The tracks embedded in the bricks of
Blacklick Street are well over a century old,
but are still in good condition and serve as a
tangible reminder of what was once a popular
form of transportation in the days before cars
multiplied and filled the roads.
In Canal Winchester, the SVTL depot,
located near Stradley Park in the city’s downtown,
was recently restored and is another
physical reminder of the interurban railway’s
heyday. Groveport’s SVTL depot, now long
gone, was located on the northwest corner of
Brook Alley and Blacklick Street.
The interurban tracks ran straight
through the Canal Winchester’s downtown
near the Ohio and Erie Canal. The path is
marked with paving bricks on Canal
Winchester’s South High Street. (In fact, the
interurban right of way ran near the canal for
much of the distance between Groveport and
Canal Winchester.) These brick pavers in the
street give one a good view of how the tracks
and the canal passed through Canal
Winchester.
The interurban’s
path in Groveport
was different than in
Canal Winchester in
that the SVTL tracks
did not pass through
Editor’s Notebook
Groveport’s downtown.
The interurban
tracks came into
Groveport from the
west along Groveport
Road from Obetz.
Originally, the tracks
were then supposed to
go directly down
Groveport’s Main
Street. However, during
the planning of the
interurban’s route in
the early 1900s,
Rick
Palsgrove
Groveport Village Council decided the SVTL
tracks should be diverted slightly to the north
as they entered town near what is today
Hendron Road, then run along what were
once fields near what is now Holton Street,
and then extended east down the middle of
Blacklick Street. (People of my generation
and older still refer to this path that is parallel
to and north of Holton Street as “the
tracks” even though the rails were removed
from this section long ago.)
One of the reasons given by town officials
of the time for diverting the right-of-way for
the electric railway from Main Street to
Blacklick Street was to lessen the potential
danger to traffic and people on Main Street. I
wonder what the people of Blacklick Street
thought of this decision at the time?
It’s not like there was a lot of traffic on the
unpaved Main Street in 1904, though on a
residential street like Blacklick Street there
was certainly less traffic activity than on
Main Street. So the tracks were laid in the
dirt of Blacklick Street and the depot built.
(Blacklick Street was not paved with brick
Our Pictorial Past by Rick Palsgrove
until 1923.)
The decision to run the interurban rightof-way
down Blacklick Street is one of the
main reasons the steel rails of the SVTL
tracks still exist for us to see in Groveport
today. It seems likely that, if the tracks had
been laid down Main Street in the early
1900s, they would have been removed long
ago after the interurban stopped running in
the 1930s and would be only be a distant
memory today.
The Blacklick Street tracks have been a
fascination for adults and kids alike over the
years. Many times I have seen people, young
and old, balance themselves on the rails as
they walk down the street. Sometimes I’ve
seen couples walk hand-in-hand with each
other as they each balanced on one of the two
rails. Over the decades kids on bicycles have
tried to see how far they could ride on the
rails before losing balance. (They also had to
take care their bicycle tires did not get
wedged between the rails and the bricks
because that would lead to a certain crash.)
Some people don’t like the roughness of
driving over the tracks, yet others enjoy having
the unique sense of place provided by the
historical nature of the tracks embedded in
the street in front of their homes.
The interurban tracks have a historical
significance all their own, much like certain
old buildings do, as they represent people
who were here before us. Today, the tracks on
Blacklick Street serve as a visual and tangible
historical reminder of a transportation
system that helped Groveport gain easier
access to the world beyond its city borders
and to enter the 20th century with a modern,
electrified outlook.
But they are more than that. The tracks
are a right-of-way into the past.
Table top Christmas trees
delivered around city
By Rick Palsgrove
Southeast Editor
Groveport city employees were like
Santa’s elves on Nov. 27 as they made
Christmas a little brighter for some of the
city’s house bound and elderly residents.
City staff decorated and delivered 106
table top Christmas trees to residents at
Greenfield Place, Groveport Senior Village,
and others in the community who could use
some extra love this holiday season, according
to Jessica Reeves, Groveport public
relations and communications coordinator.
“The trees were decorated by city of
Groveport staff members with traditional
Christmas decorations donated by the
staff,” said Reeves. “Each 24 inch tree was
decorated with 10 miniature bulbs, jingle
bells, garland, and a bow tree topper.”
Reeves said the deliveries were made on
Nov. 27 as part of “Giving Tuesday.”
“Giving Tuesday, the Tuesday after
Thanksgiving, is a movement to create an
international day of giving to kick off
Christmas and the holiday season,” said
Reeves.
Reeves said City Administrator Marsha
Hall came up with the “awesome idea” for

city staff to decorate and deliver the table
top Christmas trees.
Hall said she was looking for a way for
city staff to give back to the community.
“The elderly and house bound are often
forgotten during the holidays,” said Hall.
“Providing table top Christmas trees to
them gives the staff the opportunity to let
the community know that we care.”
Added Mayor Lance Westcamp, “I feel it
is great that the employees have pride in
the community where they are employed.
The day is about caring and paying it forward.”
Reeves said the staff was excited to give
back to the community by making someone’s
holiday a little brighter.
“One of the police officers, Josh Gilbert,
contacted me to say he’d like to do some
deliveries personally to represent our
police department and the senior transportation
department volunteered vehicles
and drivers to chauffeur our delivery ‘elves’
around town!” said Reeves. “I feel very fortunate
to work for a place that cares so
much about the community. We have a
staff of amazing people with big hearts."
Reeves said the recipients of the trees,
who are Groveport residents, were selected
based on a list compiled through local
churches and Groveport’s Senior
Transportation Coordinator Lisa
Cruiser softball fields’ location and State Route 317
By Rick Palsgrove
Southeast Editor
As workers complete the finishing
touches to the landscaping, parking lot,
and softball fields in front of the new
Groveport Madison High School, some community
members have wondered about the
perceived close proximity of one of the softball
fields to State Route 317.
Groveport Madison Schools Deputy
Superintendent James Grube said the two
new softball fields were located with a professional
surveyor to align with the site
design.
“The softball fields are being installed
where they have been shown on the site
drawings ever since the site plan was solidified,”
said Grube.
Grube said the varsity softball field is
the one farthest away from State Route 317
and the junior varsity field is the one closest
to the road.
“The outfield fence for the junior varsity
field is 190 feet from home plate,” said
Grube. “The edge of State Route 317 is
about another 50 feet beyond this, or about
240 feet from home plate.”
Grube said a junior varsity softball
home run ball traveling 240 feet is not
impossible, but it is “very rare.”
“If this proves to be a problem, a section
of netting could be added to protect the
road from home run balls,” said Grube, who
added the district is investigating costs to
add the netting to protect balls from reaching
State Route 317.
The high school’s original two softball
fields were once located behind the old high
school and had to be removed when the
new high school was built. For the past two
seasons the varsity and junior varsity softball
teams played their games on the softball
fields located at Groveport
Elementary. The teams will begin play on
the two new softball fields at the high
school this spring for the 2019 season.
Cost of living increase
Groveport City Council approved legislation
to set an annual cost of living
increase of 2.8 percent regarding compensation
for city employees.
The action adjusts the city employee pay
scale’s minimum and maximum levels.
Groveport City Administrator Marsha
Hall said the city’s compensation plan is on
a three year calendar basis.
“The first year the city does a salary survey,
which was done in 2017,” said Hall.
“The other two years the city determines
whether there is a cost of living adjustment
based on any number of factors.”
She said 2018 included a 2 percent cost
of living increase.
“Social Security, one of our factors used,
announced that there is a 2.8 percent cost
of living increase for 2019.”
Hall said that is the reason for the recommended
2.8 percent increase to the city’s
employee pay scale for 2019. The ordinance
states that the maximum pay for all pay
grades would be increased by 2.8 percent.
Income tax revenue
The city of Groveport’s year to date
income tax revenue as of October 2018 is
3.13 percent higher than October 2017.
Income tax revenue as of October 2018 is
$15.01 million compared to $14.55 million
at the same time last year.
One of the great cinematic delights of
2012 was “Wreck-It Ralph,” a nostalgiafilled
animated feature starring the “bad
guy” of a popular arcade game who was on
a desperate quest to change his reputation.
When the film had its theatrical run, it
didn’t exactly light the box office on fire but
a strong word of mouth — as well as an
Academy Award nomination for Best
Animated Feature — gave it legs throughout
the years and it has since come to be
viewed as one of the best animated features
to come from Disney in the modern
era.
To the surprise of many, the studio that
is not known to greenlight sequels to their
popular animated films greenlit a sequel to
this popular animated film. The only question
was could it live up to the greatness of
the original.
The answer to the question is both yes
and no. “While Ralph Breaks the Internet”
does excel in some areas visually, it is not
as engaging as its predecessor nor does it
have its charm. With that being said, however,
it still is a really cute movie with a
great message.
It begins six years after the events of
Wreck-It Ralph with best friends Ralph
(voiced by John C. Reilly) and Princess
Vanellope von Schweetz (Sarah Silverman)
still basking in the glow of having found a
true partner. For as long as they have been
coded, they struggled to find someone who
could love them for who they are which
makes it hard for them to break away from
the other, even when it comes time to playing
in their respective games.
During a typical morning at Litwak’s
Family Fun Center and Arcade, something
atypical happens when Mr. Litwak (Ed
O’Neill) installs WiFi (or “Wee-Fee,” as
Holiday safety tips
With the holiday season on top of us, the
staff of the Groveport Police Department
wanted to provide a few safety tips.
While shopping:
•Keep your car doors locked. Keep packages
out of sight and locked in the trunk.
Consider covering the packages with a
blanket to prevent someone from seeing
what you just bought.
•When shopping always consider where
you are. We recommend you park in welllit
areas where there are other people.
Don’t park far from the store, as you
become an isolated target for thieves!
•Pay attention the possibility that the
vehicle following you may follow you to
your home. It is not unusual for thieves to
prey on holiday shoppers.
•Always try and shop with a friend, the
old adage, safety in numbers remains true
today. If you do go out by yourself be sure
to let family members know, where you are
shopping (at least the general area) and a
time you would be returning.
holiday entertainment
the characters stay away after being
warned of its potential dangers.
As they days go by, this magical WiFi
becomes an afterthought to the arcade
patrons, but when an accident befalls
Sugar Rush and puts the life of the game in
jeopardy, Ralph and Vanellope brave this
new world when they learn the Internet
has the part to revive it. While there, they
discover newfound interests and jealousies
that could tear their friendship apart.
After a slow start, the film picks up
steam when the duo finally make it to the
expansive world of the Internet but it
comes with a mixed bag of ideas and wayward
plots. Like the web itself, there is so
much to see and experience visually (and
so many product placements!) that it
makes it somewhat harder to pay attention
to the differing stories of Ralph and
Vanellope as they grow and regress in this
new realm. This, I thought, was the big
mistake of the movie as they truly are the
beating heart of this franchise.
While “Ralph Breaks the Internet” is definitely
a dazzling and entertaining film to
watch, it lacks the warmth of the original. It
won’t be for everyone, but it’s a good option
if you’re looking for a sweet family film with
a nice message about personal growth.
Groveport’s 2019 budget focuses on big projects
Projects include road
work, big traffic signal
upgrade, bike and pedestrian
path, and more
By Rick Palsgrove
Southeast Editor
Groveport City Council approved the
city’s 2019 budget at its Nov. 13 meeting.
The general fund revenue for 2019 is
estimated at $16.1 million, which is up
from the estimated $15.9 million in 2018.
The bulk of this funding comes from
Income tax revenue, which is projected to
be $14.54 million in 2019 compared to
$14.50 million in 2018. Other revenues
include $350,000 from property taxes and
various amounts in other city fund categories
that include grants, taxes, fees, and
permits.
“Although the budgeted numbers for the
general fund represent no increase in
income tax revenue, the 2019 appropriations
budget still maintains progress
toward several city council objectives:
increasing the balance in the rainy day
fund, increasing the general fund balance
by another 20 percent, and setting aside 20
percent of all income tax collection for debt
service,” wrote Groveport City
Administrator Marsha Hall in her budget
report to Groveport City Council.
The rainy day fund reached $1.5 million
in 2018 and is expected to rise to $1.6 million
in 2019 with the goal of reaching $2
million in the next few years.
Projects
Projects proposed in the 2019 budget
are:
•East Bixby Road pavement rehabilitation
(from near Ebright Road to U.S. 33),
$348,000 from street fund and $92,000
from storm water fund;
•West Main Street curb ramps, $34,000;
•Annual street maintenance program,
$450,000 from street fund and $105,000
from storm water fund. Includes resurfacing
work on Main Street from College
Street to Front Street (which was reconstructed
in 1989-90) and on Main Street
from Front Street east (which was reconstructed
in 2003) to a point near the
Groveport Recreation Center. Other
streets to be included for work in 2019 and
beyond are still to be determined.
•Hamilton Road/Firehouse Lane traffic
signal upgrade, $542,000 total grant project,
local match of $68,100 from street
fund;
•Generator for Bixford pump station,
$75,000;
The rainy day fund reached
$1.5 million in 2018 and is
expected to rise to $1.6 million in
2019 with the goal of reaching $2
million in the next few years.
•Sanitary sewer force main replacements,
$50,000;
•Master Parks Plan review, emphasizing
Groveport Park, $40,000;
•Bixford Green bike/pedestrian path,
$180,000 from parks fund.
The project involves the construction of
an 860 to 920 foot Bixford Green shareduse
path to connect the Bixford Green subdivision
to the Blacklick Creek Greenways
Trail in Three Creeks Metro Park.
Hall announced the city received a
$70,782 Ohio NatureWorks grant that will
help fund the construction of the path.
Hall said the Ohio NatureWorks grant
funds can only be used to help fund construction
of the portion of the path that is
not on Metro Parks property.
•Neighborhood parks development,
$75,000; and
•Sidewalk replacements, $50,000.
Purchases
The city plans to make the following
purchases in 2019:
•Replacement of front entrance barn at
The Links golf course, $250,000;
•Two police cruisers to replace two 2008
cruisers, $120,000;
•Banquet room air conditioning at The
Links golf course, $100,000;
•Additional leaf vacuum, $96,000. (It is
noted in the budget this is required
because after Kurtz Brothers moved from
the area the time and cost of transporting
leaves has “increased dramatically.” The
new system will have a larger capacity for
hauling leaves.)
•17 police body cameras, $74,314;
•Starcraft Allstar 12+2 vehicle for
transportation department, $62,200;
•Ventilation system for filtration room
at the indoor pool at the Groveport
Recreation Center, $42,170;
•Replace windows at municipal building,
$40,000;
•Replacement truck for the facilities
department, $30,000; and
•Replacement fence at KidSpace,
$6,000.
Other budget highlights
The proposed 2019 general fund appropriations
are estimated at $18.4 million,
which is down from $18.6 million in 2018.
Funding for festivals in 2019 includes
$50,000 for the Fourth of July, $18,650 for
the Christmas - A Heritage Holiday, and
$16,000 for Apple Butter Day.
