South Solon goes
Casey O’Neill hauled in suitcase after suitcase,
each one carefully labeled: “blouse juvenile petite 2-
petite 4;” “jacket size 6-8,” and so on.
From the suitcases, she pulled velvet jackets in
blues, burgundies and emerald greens, blouses layered
with lace, and skirts that flowed to the floor. At the
end of one clothing rack sat a box overflowing with
broad-brimmed hats in a riot of hues, from delicate
pink to look-at-me silver.
“I’ve been collecting vintage clothes for 25 years.
It’s an obsession,” said O’Neill, who has amassed her
trove of throwback threads at thrift stores and church
O’Neill has put the collection to good and varied use
over the years. When she taught fourth and fifth grade
at Mount Sterling Elementary, she outfitted students
for a “Famous Ohioans” segment. She is a great costume
And for the past six years, much of her collection has
been on display—on people—at the Victorian Sweetheart
Once again, O’Neill is lending out pieces from her
The village of South Solon hopes to nab state funding for everything
from water and sewer plant upgrades to drainage, street and
park improvements.
Mayor Joseph Haney attended the first hearing for this year’s
round of Community Development Block Grant (CDBG) funding,
held Jan. 29 in the Madison County commissioners office.
Administered through the state Office of Community Development,
CDBG funds go toward improvements that benefit low- to
moderate-income populations. With help from Whitaker Wright of
CDC of Ohio, the county’s CDBG coordinator, South Solon officials
plan to apply for two types of CDBG funding.
The first is a critical infrastructure grant. With this grant program,
a community can apply for up to $500,000 for a single project
that focuses on a major repair or upgrade. South Solon’s focus is its
water and sewer plants.
According to Haney, both plants need new generators and the
auger at the sewer plant needs to be replaced. Also, the Environmental
Protection Agency has been urging the village to install
water meters.
Applications for critical infrastructure funding are due in June.
South Solon officials have already started the process. They completed
an income survey in December, visiting 100 homes to determine
the percentage of residents with low to moderate incomes. The
number came back as 69.7 percent, which makes the village eligible
to apply.
The next step, Wright said, is to secure cost estimates for the
project. Haney said he is working with an engineer to get those
costs. Once the application is filled out, Wright will run it by state
officials in a preliminary screening. If the state officials think the
application has merit, Wright will file the application and wait to
hear if it is funded.
This fall, South Solon will begin work on an application for a second
type of CDBG funding—a neighborhood revitalization grant. The
application is due in June 2019. In the past, a community could
apply for up to $500,000 through this program. Wright said there’s
a chance the state will raise the limit to $750,000.
A neighborhood revitalization grant can cover a variety of projects.
South Solon officials haven’t pinned down their list, but possibilities
include improvements to streets, drainage, fire protection
and the park. The money also can be used to tear down houses.
The village of Midway secured a neighborhood revitalization
grant last year. (The funding is offered every other year.) Village
officials hope to bid out the work this summer and complete most
of it this year. Projects include installation of a tornado siren, two
new cisterns for fire protection, better drainage on the east side of
State Route 38, and a new sidewalk between South and West
streets. Repairs are planned for North, South and Broad streets.
The park will get a walking path, 12 handicap-compliant parking
spaces, and new playground equipment, benches and picnic tables.
Mt. Sterling looks to hire village administrator
By Amanda Ensinger
Staff Writer
Personnel changes could be in the works for the village
of Mount Sterling.
“Recently, I was called to a meeting with the state
auditor who said we have to get a village administrator,”
said Mayor Billy Martin at the Jan. 28 village
council meeting. “As you are aware, (Courtney Bricker)
is fulfilling 75 percent of what this job entails, but we
need someone who can do this job all the time.”
For more than a year, Bricker has been fulfilling her
duties as fiscal officer and clerk of council, as well as
performing most of the duties associated with the village
administrator position. Mount Sterling has been
without an administrator since terminating John Martin’s
contract in the fall of 2017.
“I think this will be a great opportunity for the village,”
Bricker said about filling the position. “Where I
lack or don’t have time to do things, this person will be
able to step in.”
The village administrator’s duties include overseeing
village employees, managing budget appropriations, requesting
bids and contracts for improvement projects,
ensuring Environmental Protection Agency compliance,
researching and applying for grants, and making purchasing
and cost-saving decisions.
The financial commission committee, which includes
Mayor Martin, council president pro tem David Timmons,
and representatives from the state, will discuss
the administrator position during a meeting at 10 a.m.
Feb. 5 at town hall. A special meeting of council is likely
to follow within a few days, with the job being posted
within a couple of weeks, according to Bricker.
While council members did not voice opposition to
hiring an administrator, some were concerned about the
State Auditor’s Office continuing to tell Mount Sterling
leadership how to run the village.
“I have no problem hiring an administrator. My issue
is with the state auditor and them telling us what to
do,” said council member Lowell Anderson. “We can
have a village administrator position without filling it.
I am sick of the state auditor telling us what to do and
this needs to stop.”
The state has been overseeing the village’s financials
since declaring the village to be in a state of fiscal emergency
in June 2017.
Council also discussed the need to hire additional
staff. Recently, the water plant operator resigned, leaving
the village with two full-time laborists—the street utility/mechanic
and the waste water technician. Previously,
the village had five to seven full-time labor staffers. The
village has posted the water operator position.
“It may take us longer to respond to certain things
with this limited staff,” Bricker warned residents.
“Please be patient and know we are getting to you as
quick as possible.”
Bricker commended the staff for not taking overtime
pay during recent snow removal. Bricker said some employees
worked as much as 15 hours overtime and, instead
of taking time-and-a-half pay, opted for additional
comp time to help the village save money.
Mayor Martin announced there will be no nuisance
or block watch committees this year due to council members
refusing to serve on the committees. At a recent
meeting, council members Tammy Vansickle, Rebecca
Burns and Tom Ward refused to serve on committees to
which Timmons assigned them. The council members
cited time constraints and health concerns as their reasons
for not serving on the committees.
“The rules of council say you cannot refuse to be on
an assigned committee,” Mayor Martin said. “However,
right now we have several council members refusing to
serve on the committees they were assigned. As a result,
we will not have a nuisance and abatement and block
watch committees.”
Also at the meeting, residents and internal staff voiced concerns
about council members’ ongoing arguments and bickering with one
another.
Resident Bob Fish talked about Ward walking out of the prayer
at the beginning of the last council meeting.
“I am very disappointed in council. To invite a guest to the meeting
and then walk out is embarrassing,” Fish said, referring to the
local pastor who led the prayer. “This guest has helped the village
and to walk out on them is an embarrassment.”
Mark Pitstick, village law director, also expressed frustration.
“I also am disappointed with council. We were at the top and
heading towards easy street, but instead the council is now split
50/50 with the mayor having to break ties,” Pitstick said. “I think
we need to come together, sit down, apologize and act like adults.
We are all 50-plus (years old) and need to step up to the plate and
do what is best for the citizens.”
TEA
Continued from page 1
Mount Sterling First United Methodist Church. Last week, she
began organizing a pop-up fitting shop at a vacant downtown storefront
between Ben & Joy’s Restaurant and Kustom Floors.
“I can outfit infants up to size 35 women,” said O’Neill. “I probably
outfitted 45 or so people last year.”
While vintage apparel (or apparel that looks vintage) is not required
to attend the tea, it is what makes the event unique.
“When Casey first suggested dressing up for the tea, a lot of us
weren’t so sure about it, but it’s become a big smash,” said Melissa
Reese, assistant librarian.
Besides a Civil War-themed New Year’s Eve Grand Ball in South
Charleston and a fancy tea in Washington Court House, there’s
nothing in the area quite like Mount Sterling’s Victorian Sweetheart
Tea.
“We held the first tea in 2013 at Ben & Joy’s and had about 20
people. It’s expanded so much. Now, we hold it at the church and
we’re expecting 75 to 80 people,” Reese said.
An entire Girl Scout troop makes a point of attending each year.
The Washington Court House Red Hat Society has already let organizers
know they’re coming again. Many sets of grandmothers,
mothers and daughters have turned the event into a family tradition.
“We give prizes for things like longest distance traveled, number
of guests brought, most and fewest birthdays, best costumes, and
birthday closest to Queen Victoria’s (May 24, 1819). One year, we
gave a prize to the only man who attended,” O’Neill said.
Friends of the Library members and library staffers make or buy
and donate all of the food for the buffet, including tea sandwiches,
fruit, scones, pastries, desserts, flavored teas and pink lemonade.
Members of the Madison-Plains High School Key Club dress up and
provide tableside tea service.
“Last year was the Key Club’s first year helping out. It was very
awesome. They looked so cool,” Reese said. “They bring the carts
around, pour tea for everybody, and refill hot water.”
In addition to the tea and treats, the event includes a boutique
stocked with Victorian-inspired and tea-themed items for purchase—
cups, saucers, teapots, doilies, handkerchiefs, linen napkins and
knickknacks—more of O’Neill’s thrift store and rummage sale finds.
A purple velvet curtain provides the perfect backdrop for individuals
and groups to capture photos of the fun day.
Pre-sale tickets are available at the library, 60 W. Columbus St.,
and are $5 for children 10 and younger and $7 for adults. The price
goes up $1 for tickets at the door.
Anyone who would like to borrow clothing to wear to the event
can contact O’Neill to make an appointment, (740) 869-3548. She
is happy to lend out items at no charge. She also will have hats and
bonnets, including a handful of hats for men, available the day of
the tea.
Madison Counties launched the program in Champaign County in
2016 and in Clark County in 2017. The agency plans to launch it in
Madison County early this year.
The Imagination Library is a partnership of the Dolly Parton
Foundation, United Way, local educators, librarians and other
sponsors.
The purpose of the program is to improve home literacy environments,
children’s attitudes toward reading, and early literacy skills.
It takes $25 to fund a child for a year, but the program is completely
free to children who are registered. Contributions raised
future plans, and an essay. This year’s essay question
was, “What new challenges will America face as we
move forward into the future?” This year’s overall
theme was “Our American Heritage and Our Responsibility
for Preserving It.”
The judges had a hard time putting scores on this
year’s applications. The scores were very close. The students
chosen to represent their schools as Good Citizens
were: Hailey Kurtz of Hillard Darby, Sophie VanKirk
of Jonathan Alder, Katie Tieman of Hilliard Bradley
record-breaking year in a row in 2018.
New records set in central and southeastern Ohio included
the following:
• 130 individuals shared the gift of life through
organ donation, a 5 percent increase over last year.
• 410 organs were transplanted from donors, which
saved 366 lives, also an increase over last year.
• 594 individuals shared the gift of healing through
tissue donation, a 25 percent increase over last year.
• 249 individuals shared the gift of sight through
cornea donation, a 47 percent increase over last year.
Lifeline of Ohio worked closely with transplant centers
and donor families to make sure every opportunity
for donation in 2018 was maximized to save the greatest
number of lives. Lifeline serves 72 hospitals in 37 counties
in Ohio and two in West Virginia.
In Madison County, 65.3 percent of residents are registered
organ, eye and tissue donors. Across all of Ohio,
the percentage is 59.2 percent.
Feb. 23: Leprechauns &
Lederhosen at St. Pat’s
By Kristy Zurbrick
Madison Editor
Members of the committee
for St. Patrick
Catholic Church’s annual
dinner and auction were
batting around ideas for
this year’s theme when
Dan Hann, a deacon at the
church, had a eureka moment.
He thought, “Leprechauns
in lederhosen!”
then, calling on his many
years as an art teacher,
quickly drew just that—a
Leprechaun wearing a
traditional German outfit
and holding a beer stein.
“He came up with it
and we just ran with it,”
said Amy Hann-Morrow, Dan’s daughter
and chair of the event. “We’re using the
drawing on tickets, programs, everything.”
The idea combines the church’s Irish and
German heritage, and it just so happens
that the parish’s new priest, Father Michael
Hinterschied, is of German descent.
This year’s dinner and auction will take
place on Feb. 23 in the Froning Center at St.
Patrick Catholic School, 226 Elm St., London.
Doors open at 5:30 p.m. Tickets are $35
and can be purchased at the school office.
“We sold out twice last year. We added
another three tables, which was another 24
people. We ended up with about 200 guests,”
Hann-Morrow said.
Last year’s event raised $19,000. Proceeds
go to upkeep and improvements at the
school, which serves
students in early education
classes through
eighth grade.
In keeping with this
year’s theme,
Schmidt’s, an iconic
German restaurant in
Columbus, is catering
the dinner. The menu
will include, among
other tasty bites,
Schmidt’s famous
cream puffs. Vallery
Farmhouse Bakery in
London also will provide
desserts.
Entertainment for
the evening includes a
performance by the
Columbus Police and
Fire Pipes and Drums, an adult version of a
cakewalk, and a wine and whiskey pool
where guests can buy chances to win adult
beverages but won’t know what they’re winning
until the bottles are unwrapped.
The night also includes an auction.
Among the big ticket items up for bid are a
4-H market hog, a vacation trip, a one-night
stay at Great Wolf Lodge, and a quilt made
by one of the church’s parishioners. The auction
also includes artwork by students. Each
class works on a group project. Among the
items they’ve created this year are a mosaic
Block O, in celebration of The Ohio State
University, and a pottery bowl made of
handprints.
For more information about the dinner
and auction, call St. Patrick School at (740)
852-0161.
School dress code: pajamas
St. Patrick School in London celebrated Catholic Schools Week Jan. 28-Feb. 1 with a
variety of fun activities, including themed dress-up days. Here, sixth-graders show
off their favorite sleeping attire for Pajamas Day: (front row, from left) Chase Gregonis,
Michael Davis, Claire Williams, Jacob Hatem, Ezekiel Grapp, Nate Kiser; (back
row) Winston Lawver, Isaiah Capell, David Perdomo, Callie Jenkins, LilyJane Jones
and Elizabeth Dumolt. Other special events included Muffins with Mom, Doughnuts
with Dad, a staff vs. students relay race and dodgeball, and a penny war in which
classes competed to collect the most coins. Proceeds from the penny war will go to
the St. Baldrick’s Foundation to help find cures for childhood cancers. Some of the
week’s events were rescheduled for this week due to weather-related school closures.
The open house planned for last week was moved to Feb. 28, 7-8 p.m.
