The Papacy, or <strong>Christendom</strong><br />
Under <strong>the</strong> Tiara<br />
WE now ascend to <strong>the</strong> summit <strong>of</strong> <strong>the</strong> European<br />
edifice as constituted <strong>at</strong> <strong>the</strong> beginning <strong>of</strong> <strong>the</strong><br />
sixteenth century. There was a higher monarch in<br />
<strong>the</strong> world than <strong>the</strong> emperor, and a more powerful<br />
kingdom in <strong>Christendom</strong> than <strong>the</strong> Empire. Th<strong>at</strong><br />
monarch was <strong>the</strong> Pope – th<strong>at</strong> Empire, <strong>the</strong> Papacy.<br />
Any view <strong>of</strong> <strong>Christendom</strong> th<strong>at</strong> fails to take note<br />
<strong>of</strong> <strong>the</strong> rel<strong>at</strong>ions <strong>of</strong> <strong>the</strong> Papacy to its several<br />
kingdoms, overlooks <strong>the</strong> prominent characteristic<br />
<strong>of</strong> Europe as it existed when <strong>the</strong> gre<strong>at</strong> struggle for<br />
religion and liberty was begun. The rel<strong>at</strong>ion <strong>of</strong> <strong>the</strong><br />
Papacy to <strong>the</strong> o<strong>the</strong>r kingdoms <strong>of</strong> <strong>Christendom</strong> was,<br />
in a word, th<strong>at</strong> <strong>of</strong> dominancy. It was <strong>the</strong>ir chief,<br />
<strong>the</strong>ir ruler. It taught <strong>the</strong>m to see in <strong>the</strong> Seven Hills,<br />
and <strong>the</strong> power se<strong>at</strong>ed <strong>the</strong>reon, <strong>the</strong> bond <strong>of</strong> <strong>the</strong>ir<br />
union, <strong>the</strong> fountain <strong>of</strong> <strong>the</strong>ir legisl<strong>at</strong>ion, and <strong>the</strong><br />
throne <strong>of</strong> <strong>the</strong>ir government. It thus knit all <strong>the</strong><br />
