developed at the site.

Cheshire and Warrington’s financial & business

service sector accounts for 15% of overall

employment. 45,000 people are employed with

companies including Barclays Bank, M&S Financial

Services, Lloyds and Royal London. Alongside

Manchester and Liverpool it’s a compelling

proposition with a deep talent pool, all of which

Cheshire and Warrington’s unrivalled connectivity

THE CONSTELLATION PARTNERSHIP

A CONSTELLATION OF CONNECTED PLACES

HS2 is fast becoming a reality. The first phase

to Birmingham was recently given Royal Assent

and the Bill for Phase 2, which will bring HS2

from Birmingham to Crewe, is now in Parliament.

By 2027, Crewe will have a state of the art new

station, and by 2033, when the HS2 Hub is

complete, the town will be 55 minutes by rail

from London and 20 minutes from Birmingham

and Manchester.

This will transform rail connectivity not just into

Crewe but to the areas around it.

This gives Cheshire, Stoke-on-Trent and North

Staffordshire unrivalled growth potential.

The local authorities and two Local Enterprise

Partnerships across this area have developed

the ground-breaking Constellation Partnership to

capture this opportunity.

Backed by the Government, the Constellation

Partnership aims to deliver more than 100,000

new homes and 120,000 jobs by 2040 and is set

to drive huge opportunities for those looking to

In Winsford a £5 million infrastructure scheme has

been completed bringing forward 30ha of land

for manufacturing businesses. Anchor tenant

Tiger Trailers has committed to a £20 million

investment into growing its business on the site.

Elsewhere the Council is spearheading a number

of other major investments including phase one

of the Northgate development in the heart of

Chester city providing mixed use opportunities;

retail-led Barons Quay Northwich and Winsford

Cross Shopping Centre. Further expansion

opportunities exist at phase 2 of gateway scheme,

City Place, adjacent to Chester railway station.

WARRINGTON IS AN INTERNATIONALLY SIGNIFICANT

ECONOMIC POWERHOUSE WITH THE STRONGEST

‘CITY’ ECONOMY IN THE NORTH OF ENGLAND

Warrington is a highly successful business

location and home to the HQs of companies

including United Utilities, Electricity North

West, MHI Vestas Offshore Wind UK, Sellafield

Ltd, Nuvia UK, New Balance, Sonova UK and

Cavendish Nuclear. The economy is diverse but is

particularly strong in energy (specifically nuclear),

consulting engineering, logistics and software;

the latter represented by companies such as Tata

Consulting Services, HP and Dassault Systems.

Its location at the hub of the North West

motorway network, less than two hours away

from London by train and close to Manchester

and Liverpool airports helps keep Warrington’s

economy at the top of the economic league tables.

Warrington was named in the top ten places

to live in the UK (Property Week Hot Housing

Index) and it was awarded second place on

Channel 4’s 2017 programme UK’s Best Place

to Live. Warrington’s Local Plan will be issued

for consultation in Spring 2019 having assessed

housing requirements of approaching 1,000

homes per annum over the next 20 years. This

means output needs to multiply, an exciting time

for housing delivery in Warrington.

Sites have been identified, masterplans drawn,

and a vision created. Building on Warrington’s

successful attributes such as its blue and green

infrastructure, Warrington & Co are working with

all stakeholders to bring forward at least 20,000

new high quality, aspirational and affordable

homes, built to modern design standards which

enhance people’s health and wellbeing. Various

delivery models will be used such as the newly

created Local Housing Company and partnerships

with Registered providers and housebuilders.
