Village council reacted positively at their Feb. 22 regular council meeting as the inclusion of these new business ventures will ease the burden of the commercial tax base. Some of these include a new bake shop, a deli and art gallery, a niche soap shop and an energy services outlet. Council received a request from the Boys and Girls Club of Red Deer for funding to host three two-day sessions to benefit children in Delburne. The matter was referred to administration for further action. Also, the matter of future seniors’ housing engendered some discussion as did the issue of combining waste disposal and recycling services under one contract. No final decision was made regarding the two issues. The Delburne Medical Centre Agreement was reviewed and several Fire department update Coronation Deputy Fire Chief, Chris Brearley updated town councillors at their regular meeting Mon. Feb. 25 explaining they had three volunteer members away for a course as they were running short of drivers with their air brake endorsement. He also noted that they have been asked to join the Delburne council changes in wording and dates was agreed to by council and directed to administration to revise. Council gave third and final reading to the Fees and Charges By-law for the village in which adjustments were made to the water rates, both the flat rate and additional consumption rate. Website improvements Council was given a short visual presentation on improving the website for the Village. The changes would include brighter colourful pictures, more information via video links, more events listed and adding councillor’s bios. “Our website needs to be more easily readable and eye catching!” said Deputy Mayor Jeff Bourne. The website will be divided into four major headings: Business Development, Information for Residents, Recreation and Culture, and Explore Delburne. Council plans to finalize the new website at their two council meetings in March. E C A r e v i e w H A N N A / C o r o N A t i o n / S t e t t l e r , A b M a r C H 7 ' 1 9 3 Big Valley Council Traffic Bylaw tabled pending research Terri Huxley ECA Review Big Valley council delved into the current Traffic Bylaw on Feb. 28, finding many changes that can help maintain up-to-date regulations involving traffic management. They agreed to table the discussion in hopes of allowing administration time to change the bylaw to fit their needs and find some answers to their questions by sharing the bylaw with different levels of authority including the RCMP. First reading has already taken place but Coun. Harry Nibourg found the fines not reflective of what Council would like to see implemented. A parked vehicle carrying dangerous goods on an undesignated highway results in a $100 fine for the first offence compared to a resident parking a recreational vehicle (RV) for $200. Both can be deemed abandoned after 72 hours. The bylaw also states that anyone who has mechanical issues and can not move the RV immediately are not in breach but should be making arrangements to get said vehicle moved, especially in an area that requires regular access. “So a guy can pull up here and park out there with Uranium 238 or yellow cake and not even get a $100 fine whereas someone who pulls their trailer up here gets a $200 fine. “We are actually saying that parking a trailer is more detrimental than dangerous goods like radioactive drill fluid or whatever you find here in Coronation Music Festival Thurs. - Thurs., March 7 - 14 Piano Classes Sun. Dawn Bancroft has stepped down from Village Council for personal reasons. A by-election will be scheduled at the next council meeting set to take place next week on Wed. Mar. 13. Elections are handled under the Municipal Government Act (MGA) and the Local Authorities Election Act. Municipalities are required to hold an by-election within 90 days of the councillor’s resignation while the Local Authorities Election Act states how the nomination process works. Once the date for the by-election is set, the Village will accept applications up to six weeks prior to this date so people have time to submit their paperwork and campaign. mower and driving down the road. - COUN. This has happened numerous times in Big Valley,” said Mayor Schell. Big Valley’s Traffic Bylaw was first enacted in 1973 with little changes since then making this review the most in-depth. Brown appointed CAO Priscilla Brown was appointed the new Chief Administrative Officer (CAO) for Big Valley at the meeting.
