AN APPLICATION to open an<br />
off-licence bottle store in Halswell<br />
still appears to be on track.<br />
<strong>Western</strong> <strong>News</strong> reported two<br />
weeks ago Bottle-O Halswell<br />
Ltd had cancelled its contract<br />
to purchase a shop at The Oaks<br />
Village Halswell complex,<br />
indicating the bottle store would<br />
not go ahead.<br />
However, it has now been<br />
revealed Bottle-O Halswell Ltd is<br />
negotiating to lease the premises at<br />
29 Ensign St, instead of buying it.<br />
Director and shareholder Wendy<br />
Gibbons would not comment on<br />
whether it would be leasing the<br />
premises.<br />
In December, Bottle-O Halswell<br />
Ltd was granted an application to<br />
open an off-licence liquor store on<br />
Ensign St.<br />
The decision was appealed<br />
by the Halswell Residents’<br />
Association and a hearing is<br />
scheduled in May.<br />

THE FALLOUT between Halswell<br />
residents over the community Facebook<br />
page has gone up a another notch (page 5).<br />
Greig Russell was ousted from the<br />
Halswell Community Group page after<br />
he posted a phone number of a motorist who had borrowed a<br />
wheel from him and then failed to return it.<br />
Russell asked the 11,000 or so Facebook members to call the<br />
guy, which he hoped would pressure him into returning the said<br />
goods. But that’s a no-no on the community page – and Russell<br />
was given the heave-ho.<br />
So he set up his own Facebook page, which <strong>Western</strong> <strong>News</strong><br />
reported last week.<br />
And now he’s upped the ante again, which the Halswell group<br />
has responded to.<br />

concerns over the safety of road<br />
users and the large number of<br />

greater cycle activity on Kahu<br />
Rd outside the school.<br />
The error meant all affected<br />
parties had to repeat their deputation<br />
to the boards again.<br />

Webber said he was very disappointed<br />
in the process.<br />
Residents were concerned<br />
the city council staff recommendation<br />
to have drop-off and<br />
pick-up zones on both sides of<br />
Kahu Rd and no stopping on<br />
Girvan St would mean a loss of<br />
car parks. However, the board<br />
members went against the staff<br />
recommendation and approved<br />
the installation of a drop-off and<br />
pick-up zone on the north side<br />
of Kahu Rd.<br />
It will be in effect between<br />
8.30-9.30am and 2-4pm,<br />
Mondsay to Friday. Outside<br />
these times parking will be<br />
unrestricted. <br />
Halswell-Hornby-Riccarton<br />
Community Board deputy<br />
chairwoman Helen Broughton<br />
said the boards decided to “take<br />
the middle path” to relieve some<br />
issues for the school and help<br />
residents.<br />
CBHS senior master Craig<br />
Dunnett said it would have been<br />
nice if the improvements had<br />
happened earlier.<br />
“Any change is a good change<br />
if it is going to make it safer<br />
for the school users and the<br />
community users on the road<br />
there,” he said.<br />
He said the school would<br />
have preferred the city council<br />
staff recommendation but<br />
understood residents were<br />
concerned about losing car<br />
parks.<br />
Mr Dunnett said the area<br />
outside the school was “an<br />
accident waiting to happen.”<br />
Mr Webber said the board<br />
made an acceptable decision, but<br />
it is the school’s responsibility to<br />
ensure its students’ safety.<br />
“CBHS are trying to transfer<br />
all the costs and trouble over<br />
to the public when the answer<br />
lies within the school itself,” Mr<br />
Webber said.<br />

disappointed that some<br />
residents have missed out<br />
on submission writing help<br />
sessions.<br />
Templeton residents were<br />
offered six generic submission<br />
writing sessions by the city<br />
council in order to prepare for<br />
the battle against a proposed<br />
Fulton Hogan quarry near the<br />
area – but Weedons residents<br />
did not receive any sessions.<br />

is publicly notified.<br />
“We are choosing to run these<br />
during the notification period<br />
as that is when the public can<br />
make submissions and therefore<br />
is more timely and can help<br />
inform an actual submission as<br />
the whole application will be<br />
available then,” she said.<br />
Said Mr Moore: “What’s the<br />
point of that? Why?”<br />
“Why do we have to wait? It’s<br />
going to be a rush as it is. I just<br />
don’t see any point,” he said.<br />

ONE OF the city’s oldest<br />
domestic buildings, located<br />
on Racecourse Rd, will be<br />
able to be lived in again<br />
after being unoccupied for<br />
about four years.<br />
The city council will<br />
carry out earthquake<br />
repairs on the historical<br />
Chokebore Lodge.<br />
Built in the 1850s, the<br />
lodge was sold to horse<br />
trainer and breeder Henry<br />
Redwood, who was later<br />
dubbed the father of New<br />
Zealand racing.<br />
Though Mr Redwood<br />
remained in Nelson, horses<br />
were trained at Chokebore<br />
by jockey and trainer Edward<br />
Cutts.<br />

of participating on it . . . nearly<br />
10,000 people are active on it.”<br />

his phone number and promised to<br />
return the spare tyre the next day.<br />
But nothing eventuated and Mr<br />
Russell’s calls were blocked.<br />
To pressure the man, he asked<br />
members of the Halswell Community<br />
Group to phone the<br />
number and ask for the wheel’s<br />
return. It was returned after<br />
several weeks.<br />
Dr Horn said: “It is not legal to<br />
post somebody’s phone number<br />
and to get complete strangers<br />
to ring them up on your behalf<br />
when there is no evidence that<br />
what you said is what went. That<br />
is harassment.”<br />
Mr Russell said it was not<br />
harassment, it was asking for a<br />
favour from the community.<br />
Since starting his own Facebook<br />
page, Mr Russell, who has lived<br />
in Halswell, has been asked by<br />
several residents to run for mayor<br />
for the elections in October.<br />
“I am seriously thinking about<br />
putting my name in the ballot<br />
. . . Tim Shadbolt does it, he is all<br />
right. I like him,” he said.<br />
Dr Horn said while she<br />
wouldn’t vote for Mr Russell,<br />
he would be very good at<br />
campaigning and if the public<br />
wanted a mayor who knew how<br />
to make a “loud noise,” he could<br />
do it.<br />

Chance for student to connect with China<br />

TIM MARSHALL has a strong<br />
interest in connecting people to<br />
China.<br />
So it is only fitting Canterbury<br />
University’s Global China Connection<br />
club president will travel<br />
to Washington next month to<br />
a global summit aiming to give<br />
young people business and cultural<br />
opportunities.<br />
The 20-year-old Halswell resident<br />
has been selected to attend<br />
the Global China Connection<br />
Summit in Washington, DC.<br />
The summit runs for two days<br />
and will include meeting with<br />
future leaders from US universities,<br />
speakers from Chinese and<br />
US humanitarian agencies and<br />
other members from GCC clubs<br />
around the world.<br />
It will be Mr Marshall’s first<br />
time travelling to the event, after<br />
being involved in the Global<br />
China Connection club for<br />
about two years before becoming<br />
president in November.<br />
“I think it is important because<br />
they (China) are trying to<br />
play a huge part in our economy<br />
and we have a lot of culture relations<br />
now.<br />
“We have a lot of students<br />
coming across now, I think it is<br />
important we all have all good<br />

strategies and ways to manage<br />
that and understand each other,”<br />
Mr Marshall said.<br />
He has just started his third<br />
year studying a Bachelor of<br />
Commerce at Canterbury University<br />
and is hoping to work in<br />
international relations when he<br />
graduates.<br />
“Helping New Zealand business<br />
connect with the Asian<br />
region or vice versa. I think it is<br />
really important we have those<br />
strong ties,” Mr Marshall said.<br />
He first became interested in<br />
China about two years ago while<br />
working with Chinese students<br />
on a language technology project.<br />
At the end of 2017, he<br />
travelled to Beijing for five<br />
weeks to research the culture<br />
and how to increase migration<br />
from China into Canterbury as<br />
part of the Canterbury Mayoral<br />
Forum.<br />
“It is on another level, it is an<br />
incredible place . . . the culture<br />
of the place is totally different,”<br />
Mr Marshall said.<br />
The key difference that stood<br />
out to him was the city having a<br />
rental bicycle system similar to<br />
the Lime scooters – where they<br />
can be picked up and dropped<br />
off from anywhere.<br />
Phones were also used as a<br />
form of payment instead of<br />
credit cards and the agriculture<br />
technology was very advanced,<br />
Mr Marshall said.<br />
He said while China and New<br />
Zealand’s political systems are<br />
different, the two countries have<br />
a good connection.<br />
Mr Marshall said businesses<br />
such as China Southern Airlines<br />
has been helpful to the city<br />
and sponsoring Canterbury<br />

CHANGES NEEDED to pave the<br />
way for a Hornby mega-facility<br />
to be built at Kyle Park have gone<br />
out for public consultation.<br />
The city council needs to<br />
make changes to the Kyle Park<br />
Management Plan and the area’s<br />
reserve classification in order for<br />
the Hornby Library, Customer<br />
Services and Leisure Centre to be<br />
built.<br />
The changes would apply to<br />
the north-east corner adjacent to<br />
Waterloo Rd and Smarts Rd —<br />
the part of the Kyle Park proposed<br />
for the new facility.<br />
The rest of the park will remain<br />
unaffected.<br />
It is after the Halswell-Hornby-<br />
Riccarton Community Board<br />
approved having the management<br />
plan go out for public<br />
consultation and to reclassify part<br />
of Kyle Park recently.<br />
The Hornby facility and<br />
associated car parks will make up<br />
four per cent of the total park area.<br />
The city council is proposing to<br />
reclassify 1.52ha, which is 17.5 per<br />
cent of the total part area<br />

ON DECEMBER 5, 2018, the<br />
Halswell-Hornby-Riccarton<br />
Community Board determined<br />
by a narrow vote, five to four, that<br />
Kyle Park be the site for the new<br />
$35.7 million Hornby Library,<br />
Customer Services and South<br />
West Leisure Centre.<br />
The originally chosen site, Denton<br />
Park, was rejected by a city<br />
council panel considering reserve<br />
reclassification after strong presentations<br />
from the community.<br />
The community board<br />
unanimously accepted the panel’s<br />
recommendation.<br />
Council is taking considerable<br />
risk in building a pool on uncontrolled<br />
landfill.<br />
Asbestos is present and 50 per<br />
cent of some areas are organic<br />
material; leachate testing has not<br />
been done.<br />
The initial geotechnical advice<br />
to the community board was that<br />
this site was difficult to remediate,<br />
costing between $8 to $10<br />
million, possibly higher.<br />
After additional testing at the<br />
board’s request, the additional<br />
cost was reduced to $ 5.8 million.<br />
The $5.8 million reduces the<br />
scale of the facility, as council<br />
has made it clear that the cost<br />
of ensuring land stability comes<br />
out of the $35.7 million budget<br />
allocation.<br />
Hornby will receive a smaller<br />
facility because of remediation<br />
costs.<br />
The cost of remediation could<br />
go higher – in my experience, few<br />
city council projects on<br />
flawed land come in at the estimated<br />
price.<br />
Any additional funding<br />
required reduces the size and<br />
facilities of the complex.<br />

who voted against Kyle had not<br />
discarded Kyle but merely wanted<br />
it considered with other options-<br />
Sockburn School, Waterloo Business<br />
Park and Warren Park.<br />
Unfortunately, all have complications<br />
– there is no ideal site.<br />
In my view, the board had the<br />
responsibility to consider these<br />
options and undertake further<br />
community consultation.<br />
This is a major project – southwest<br />
residents deserve the best<br />
possible facility.<br />

Ms Crothall ran her first<br />
session recently and will be<br />
rolling other sessions out to<br />
Bupa care homes.<br />
Ms Crothall said power chair,<br />
manual chair and scooter safety<br />
is “near and dear” to her heart<br />
after her power chair went off a<br />
kerb about a year ago.<br />
“I couldn’t see the kerb and I<br />
went flying,” she said.<br />
Ms Crothall said while she<br />
hit her head and had to have<br />
her arm X-rayed, she was not<br />
injured from the fall.<br />
“I had a tray on my<br />
wheelchair and it was a blue<br />
sparkly one and I couldn’t see<br />
off the end of it . . .<br />
I advise people to have a clear<br />
one, so you can see through,”<br />
she said.<br />
Ms Crothall said since the<br />
accident she has decided to see<br />
how she can improve safety for<br />
other wheelchair users.<br />
“I was determined to make<br />
it my responsibility to do<br />
everything I can in my power<br />
to stop any more of that<br />
happening,” she said.<br />
The sessions will discuss<br />
a wide range of tips for<br />
wheelchair users.<br />
Ms Crothall said key tips<br />
include always wearing a<br />
seat belt inside and outside,<br />
ensuring the wheelchair has<br />
a rear vision mirror, wearing<br />
a flag and going at a sensible<br />
speed.<br />
“You are essentially a car<br />
when you are using a scooter or<br />
a powered chair”.<br />
Ms Crothall, who was<br />
born with spina bifida, said<br />
it is also important to consider<br />
any other impairments a person<br />
may have when they are using<br />
the chair.<br />
“If I had to have an option<br />
of people making fun of me<br />
or teasing me for doing what I<br />
am doing or being unsafe . . . I<br />
would pick wearing safety gear.<br />
It is not worth the risk.”<br />
Ms Durning said the sessions<br />
have been great for improving<br />
safety.<br />

Jessica Swan, and we are<br />
privileged to serve Middleton<br />
Grange School as head boy and<br />

As representatives of the pupil<br />
leadership team, it is our greatest<br />
desire, that as we lead, pupils<br />
would feel a passion stir in their<br />

Lachlan – This year my main<br />
focus is to be a positive role<br />
model for the school through my<br />
role as head boy.<br />
I also aim to gain excellence<br />
endorsed overall for level 3<br />
NCEA and gain UE for an audio<br />
production degree at MAINZ<br />
next year.<br />
I am actively involved in<br />
playing football for club and<br />
school, and I also enjoy writing<br />
and performing music, especially<br />
through the music programme<br />
at Hornby High.<br />
I have always looked up to the<br />
prefects and head students ever<br />
since I started at Hornby High.<br />
I saw the positive influence they<br />
had on other students and it<br />
encouraged me to want to take<br />
an active leadership role in the<br />
school.<br />
The main reason that I wanted<br />
to be a head student was to give<br />
back to my school by sharing my<br />
experiences, and the knowledge<br />
I have learnt along the way with<br />
the younger students of the<br />
school, in the hope that they feel<br />
more comfortable to take pride<br />
in themselves and their school.<br />
Shardey – This year my<br />
focus is to keep a balance<br />
between my role as head girl,<br />
whilst maintaining good<br />
academic grades. This is so I can<br />
give back to my school as much<br />
as I can, while still aiming to<br />
achieve level 3 NCEA endorsed<br />

It is also important for me to<br />
know what direction I will be<br />
going in after leaving school,<br />
as I am still on the journey of<br />

who served others because of the<br />
pure fulfilment and joy they got<br />
out of it. I want to be able to help<br />
guide and support those younger<br />
than me, make a positive<br />
difference in their lives and share<br />
some of my school experiences<br />
with them that they can learn<br />
from.<br />
I also hope to encourage<br />
students to embrace who they<br />
are and take pride in themselves<br />
as individuals and as part of the<br />
wider Hornby whānau.<br />

a person, I have always tried<br />
to spread positivity amongst<br />
everyone I meet and I have<br />
always enjoyed supporting<br />
people and helping people.<br />
I knew that if I had got the role<br />
of head prefect I would be able<br />
to influence more people than<br />
I would usually and spread the<br />
positivity to a wider range of<br />
people.<br />
I also wanted to inspire other<br />
young Pasifika students to strive<br />
for the best to<br />

qualities and<br />

and it’s something I have always<br />
enjoyed.<br />
I have also always been in<br />
love with art and the ability<br />
to express yourself with not<br />
only visual art but also<br />

Mercy Day is one of my favourite<br />
events of the school year. Every<br />
second year, Villa Maria College<br />
hosts a Mercy Day, inviting other<br />
students from the community<br />
with disabilities to take part in<br />
fun activities with the students<br />
from Villa.<br />
Last year, a petting zoo was<br />
set up on the school grounds for<br />
visitors and students to interact<br />
with. The students also organised<br />
a wide range of interesting activities<br />
for our visitors. My group<br />
hosted a gingerbread decorating<br />
activity that was very popular<br />
among all.<br />
However, the highlight of<br />
Mercy Day is the concert that<br />
we put on, which was enjoyed by<br />
students and visitors alike.<br />
Villa offers a wide variety of<br />
opportunities for all students.<br />
Last year, I had the privilege<br />
of meeting the New Zealand<br />
Governor-General Dame Patsy<br />
Reddy, which was an inspiring<br />
experience.<br />
This year, the college leaders<br />
and I will focus on encouraging<br />
Villa girls to try something new<br />
and give every opportunity a go.<br />
I will also introduce a Māori<br />
“word of the week” to our college<br />
community, each new word will be<br />
one of encouragement, for example<br />
“Ka wani kē” meaning “wow.”<br />
A great amount of support<br />
comes from all my family, friends<br />
and teachers, without them I<br />
wouldn’t be where I am today.<br />
This support keeps me going and<br />
encourages me to achieve more<br />
and more.<br />
At Villa, there is so much talent<br />
in every student which inspires<br />
me too, we support and inspire<br />
each other, which creates a great<br />
environment for everyone.<br />
Following my graduation at<br />
the end of <strong>2019</strong>, I hope to study<br />
chemistry and biology at university.<br />
However, I like to focus on the<br />
present, and experience all this<br />
year has to offer.<br />

Strong summer of<br />
tennis earns reward<br />

FENDALTON resident Abby<br />
Mason has been rewarded for a<br />
strong summer by being selected<br />
in the New Zealand Junior Fed<br />
Cup team to compete at the<br />
Asia-Oceania qualifying event.<br />
Abby, 15, received a phone<br />
call last week during a coaching<br />
session to learn she will be<br />
heading to the tournament in<br />
New Delhi from April 15 to 20.<br />
“It was such a good feeling,”<br />
said Abby.<br />
“It’s something I’ve been<br />
aiming for, but I didn’t think I<br />
was going to make it so it was<br />
quite a surprise.”<br />
Over the last six months Abby<br />
has turned her focus to tennis,<br />
something she believes has<br />
helped elevate her game. She<br />
previously swam competitively<br />
which involved training four<br />
times a week and attending<br />
meetings at the weekends.<br />
She also played representative,<br />
club and school hockey last year.<br />
However, she will only play for<br />
school this year in her pursuit<br />
of improving her skills with the<br />
racket.<br />
“I’m putting a much<br />
bigger emphasis on tennis,” she<br />
said.<br />
“There was one point during<br />
the winter where I was playing<br />
more hockey than tennis. It<br />
definitely didn’t help at all, so<br />
hopefully, it will help my tennis<br />
this year.’’<br />
Abby’s coach James Meredith<br />
has been impressed with the<br />
steps forward her game has<br />
taken over the summer after<br />
shifting more of a focus to<br />
tennis. He believes she has the<br />
right tools to succeed going<br />
forward.<br />
“She’s an all-rounder, there’s<br />
no real weaknesses in her game.<br />
She’s tall and has a big serve<br />
which means she can win a<br />
lot of free points. She’s very fit<br />
which her hockey has probably<br />
helped with,” said Meredith.<br />
“She always does well on beep<br />
tests and can scramble to win<br />
make balls to keep points alive.”<br />

Getting fit for<br />

AFTER A lifetime of low<br />
self-esteem and a fear of injuries,<br />
Jennine White felt unfit,<br />
vulnerable and afraid to work<br />
out.<br />
Now the 33-year-old<br />
performance reporting analyst<br />
will take part in the 6km<br />
City2Surf run on <strong>March</strong> 24<br />
feeling better than ever.<br />
Mrs White decided to focus on<br />
her health in November after a<br />
visit to her doctor to talk about<br />
a shoulder injury turned into a<br />
discussion about how her lack<br />
of fitness was affecting her wellbeing.<br />
Her doctor recommended<br />
the ‘green prescription’, a free<br />
programme which offers advice<br />
from a physical activity coach.<br />
She received a plan from her<br />
coach Olivia Maisey and gained<br />
the confidence to participate<br />
in the City2Surf after she was<br />
encouraged to see a personal<br />
trainer, get injury rehabilitation<br />
and see a life coach.<br />
Mrs White is now positive she<br />
can push herself to do the 6km<br />
event if she alternates between a<br />
brisk walk and a jog to take care<br />
of her injury.<br />
While she has finished with<br />
the green prescription, she<br />
said Miss Maisey has been like<br />
her “cheerleader”. She said her<br />
personal trainer, life coach,<br />
family and friends have all helped<br />
her to stay motivated.<br />
“People like me need someone<br />
in our corner and someone to<br />
help us fight through to get a<br />
better lifestyle,” she said.<br />
Mrs White said she is focussed<br />
on her well-being rather<br />
than losing weight, and feels<br />
“amazing” because of it.<br />
“My mental health is so much<br />
better, I have reduced anxiety<br />
and sleep so well. I feel like I’m<br />
on another planet now,” said Mrs<br />
White.<br />
Miss Maisey said it was good to<br />
see how extra support can make a<br />
difference to someone’s lifestyle.<br />

Batting first CBHS scored 180<br />
where opening batsman and<br />
captain Robbie Foulkes laid a<br />
good platform, while wicketkeeper<br />
batsman Easton Stocks<br />
also made a healthy contribution.<br />
They then completed the job<br />
by bowling out the opposition<br />
for 139 to book a spot at the<br />
competition they last won in<br />
2015.<br />
“They’re really pleased,” said<br />
coach Rob Smith.<br />
“They’re a committed group<br />
and are looking forward to<br />
testing themselves against the<br />
country’s best schools.”<br />
