for safety

frustrates
principal

MAIREHAU Primary School’s
principal is still waiting for a
safety report on two “dangerous”
pedestrian crossings used daily by
its pupils.
In September, the Papanui-
Innes Community Board asked
the city council to investigate
the crossings on Innes Rd after
concerns were raised about
motorists failing to stop.
Principal John Bangma said
he is “frustrated” that the school
has heard nothing after six
months and the problem “hasn’t
changed.”
The New Zealand Transport
Agency told Pegasus Post in
September it had recorded five
crashes at the crossing outside
Mairehau Primary School dating
back to 2002 – one fatal, one
serious, one minor and two noninjury.
Board deputy chairwoman
Emma Norrish followed up
the issue with the city council
recently and was told staff aim to
provide information for each of
the crossings this month.

ON PAGE 1 today, we revisit the safety concerns raised
by Mairehau Primary School principal John Bangma over
two dangerous crossings near the school on Innes Rd.
It has been six months since Pegasus Post reported that
the city council was asked to produce a report on the
crossings.
Mr Bangma says problems with vehicles not stopping
persist as pupils continue to use the crossings.

Petition leads to pump track funding

A CHILD’S petition has lead to
an almost $90,000 cash injection
for a pump track in Shirley.
City councillors approved a
funding application of $87,850
at their meeting on Thursday
for a pump track at the site of
the former Shirley Community
Centre.
Last year, 11-year-old Shannon
Smith from Shirley Primary
School organised a petition for
a scooter, skateboard and bike
park to be built at MacFarlane
Park.
It was signed by 28 children
and two adults before being
presented to the Papanui-Innes
Community Board.
However, city council investigation
found the site at 10
Shirley Rd was more appropriate
for a pump track – an off-road
track, which can be used by
bicycles and scooters.
Shannon told the Pegasus
Post he did not want the track
to be temporary, though he said
a temporary track will be great
while it lasts.
City councillor Pauline Cotter
said the area had been hard hit
in the earthquakes.

a construction site . . . for years,”
she said.
“Now it’s a green space, but its
vacant and it would be wonderful
for it to be activated.”
Cr Cotter said the local community
was keen to be involved
in the project, including landscaping
and maintenance.
City councillor Yani Johanson
questioned whether any other
funding options were available.
Though, said it was a transitional,
gap filler and saw the value of
this kind of facility.
“I initially had some concern
but given that this is a site that
used to have a community
centre, it doesn’t have any
transitional use at the moment,
it is good to put something
there.”

could be installed at New
Brighton with funding allocated
in the draft Annual Plan. The
Coastal-Burwood Community
Board asked staff to investigate if
the bins on the north and south
ramps and south of the New
Brighton Pier could be replaced
with seagull-proof or Big Belly
bins. If a bid to get more funding
in the Annual Plan is successful,
one bin could also be installed at
Thomson Park.
PRESTONS DRAINAGE
City council staff have found
that the Prestons subdivision’s
south drainage has no impact
on the Styx River. All of the land
drainage goes south into the
Snellings Drain system, through
Horseshoe Lake and then into
the Avon River. The original
Prestons subdivision has an
outlet to the Styx but it only takes
a portion of the subdivision’s
discharge.

The Coastal-Burwood
Community Board is
investigating the possibility
of installing an artwork on
the new Thomson Park toilets.
There is currently no budget for

In this issue let’s talk about cruising (River and Ocean). For Kiwi’s travelling abroad a cruise has become a HOT choice
and our cruising stats have increased massively over the last few years. The myths about cruising seem to have fallen
by the wayside with so many great cruise companies offering products to suit one and all with competitive pricing. It is

Here are a few of our favourites cruising destinations and cruise companies…
OCEAN CRUISING
CLOSE TO HOME: Nothing beats P&O Cruises around the
beautiful Pacific Islands. Recently, we’ve welcomed the Pacific
Aria to our shores, and she is now based out of Auckland. A
lovely ship that is perfect for families, couples and groups and
offers something for everyone. A few of our team have been
lucky enough to sail with P&O so we have first-hand experience
and knowledge of their ships. We were all pleasantly surprised at
the level of service on board, the excellent food and world class
entertainment. A very easy relaxing holiday and a chance to visit
some of our island neighbours.
Another very popular itinerary for close to home options are the
“Around Australia” cruises – these are normally between 15-30
days and some circumnavigate the whole of Australia, but you
need to book at least one year in advance for these cruises as
they sell out fast.
USA/CANADA: Probably our most popular cruise line for
this region would be Princess Cruises. They have a variety of
different sized ships all sitting at about 4.5* standard. A cruise
up the Inside Passage from Canada to Alaska is a chance to
view spectacular scenery and see whales and bears along the
way. Alternatively, if you like somewhere with a bit more colour
and culture then cruise south from LA down into the Mexican
riviera where you head into the quaint old colonial
cities and have a margherita or two! Ole!
MEDITERREAN: Cruising around the Med has been
super popular over the last few years with a myriad
of companies offering itineraries in this area. An
easy way to travel in this area which can cover a lot of ground (or
ocean!) very quickly, which means more time to explore some of
these vibrant coastal ports. One day you can be sampling tapas
in Barcelona, the next croissants in France followed by pizza in
Italy. Some of our favourite cruise lines in this area are: Celebrity
(mostly large stylish ships that attract a diverse clientele),
Azamara (smaller ships with fantastic service yet still very relaxed),
Royal Caribbean (great for families and couples with lots of fun
activities on board).
ASIA: Cruising around Japan is currently a HOT destination.
With the Rugby World Cup gracing Japan’s shores in 2019 these
cruises are a great way to see the whole country before or after
watching the All Blacks win, again! However, there are many great
cruise itineraries around Asia, and we are finding other popular
destinations are cruises from Singapore that head up to Sri Lanka
and India. Something to spice up your life!!
RIVER CRUISING

Coastal residents outline inquiry for mayor

THE TERMS of an independent
inquiry have been laid out by
coastal residents for Mayor
Lianne Dalziel in the wake of
District Plan changes.
Ms Dalziel responded to the
call for an independent inquiry
from city councillor David East,
who previously claimed a clause,
giving leeway
to people in
specific coastal
areas deemed at
risk of flooding
to build
and extend
homes, was
intentionally

District Plan.
“I have been holding
informal conversations with the
Christchurch Coastal Residents
United regarding the issues
that need to be independently
reviewed . . . I advised (Cr East)
informally last year that I was
going to work with CCRU on
this matter,” she said.
CCRU chairman Simon Watts
said it has laid out the terms of
reference for an independent
review and delivered that to Ms
Dalziel.
“It’s necessary, the community
has been quite anxious. There are
a lot of overarching questions,”
he said. Cr East also said it
was a good step forward. “I’m
happy with the work the CCRU
has done, it’ll just be up to the
council now to react,” he said.
An audit, which the city
council commissioned, by
Environment Canterbury
councillor and former
Environment Court judge Peter
Skelton found there never was a
missing clause.
However, Cr East said the
Skelton audit did not address a
number of irregularities or how
the clause came to be missing
and an independent inquiry was
necessary. He said the saga had
highlighted issues with some
aspects of the city council’s
culture.
But a city council
spokesperson said Cr East had
not raised any specific concerns
with the council relating to the
claims about its culture and it
had not received any further
word from him.

meet with the community board
on April 17 to confirm top
priority community transport
projects.
“Mairehau Primary School
and/or the St Francis of Assisi
School zebra crossings are being
considered. Staff will refine
options to improve the zebra
crossings if funding is allocated
to the project,” he said.
Ms Norris is frustrated
the process is taking so long and
the board will continue chasing
it up, she said. Mr Bangma has
worked at the school for 17 years
and said the problem has got
worse.
He said motorists speed
through the crossings even when
the signs are out before and after
school.
“The law is clear that when one
sign is out, regardless of which
side it’s on, that traffic must stop.
We get cars speeding up so they
can get through before the other
sign can be put out,” said Mr
Bangma.

“THIS YEAR was special.”

Steve McCaughan said this year’s
45th fun run was one of the most
poignant City2Surf events there
has been.
Thousands of Cantabrians
turned out, entries were well
up on 2018, with a surge of last
minute entries at the end of the
week.
Had it been any closer to the
tragic terror attack of March 15
that claimed 50 lives, Mr
McCaughan said the City2Surf
would not have gone ahead.
Instead it was a chance to bring
people together to have a positive
distraction through the adversity,
he said.
“It felt like the first step that
Cantabrians could take in the
healing process and moving back
to some normality . . . we needed
this,” he said.
“It brought people together
to share in a community activity
with the benefit of some physical
activity.”
There was also an increase in
the number of small groups, with
more people running in twos,
threes and fours than usual, Mr
McCaughan said.
“People were getting together
and saying let’s do this.”
This year’s supporting charity
was the Canterbury Charity
Hospital Trust, which is currently
offering free counselling following
the Christchurch shootings.
Maori health provider He
Waka Tapu had 1200 people running,
jogging and walking under
its banner.
The major prize, return flights
to Singapore with Singapore
Airlines, was won by one of its
team.
“There was a strong sense of elation
at the finish line, more so than
usual,” Mr McCaughan said.
“People from almost every part
of the community came over the
line as one. It was inclusive, which
is a value that New Zealanders
have embraced.”

mitre 10 mega ferrymead
lend a helping hand
On Wednesday 20th March, the Mitre 10 MEGA Ferrymead team
lent a helping hand to the rudolf Steiner School in Opawa.
The team were on site bright and early at 6:30am to
get stuck into doing up an old shed, making it a more
suitable space for teaching. The building, an original
from when the school was first built, was in need of
a lot of love and care. In order to breathe life back
into the space the team got stuck
in whitewashing the newly plyed
walls, repainting the ceiling and
sanding and staining the exterior. A
new partition wall was built, a new
door with locks was hung and the
wooden floors were given a good
sand and new cladding was fixed
to the existing framing of the green
house. With 10 in the team and
some of the school parents lending
a hand we were able to get through
most of jobs by the end of a long 11
hour day. Mitre 10 MEGA Ferrymead
spokeswoman Leah Ingram said “We would not have
been able to complete this project without the help
of our many suppliers who came on board. From ply,
paint and lighting to the cladding for the green house
and tools to complete the job. Thank you.”

On behalf of the Christchurch Rudolf Steiner School and the Parent & Child group, we would like to take this
opportunity to thank you for the transformation that took place on the horticulture building at the centre of our
school garden.
The building was one of the founding buildings from when the school was first established, and with your help
and generosity new life has been breathed into it. It has gone from being an old and somewhat tired building,
housing gardening equipment, to a clean and beautiful multipurpose building, not only for its primary use as the
horticulture lesson space but now also to house our Parent & Child Group for children ages 0-4. In addition it has
the potential for it to be used by our school community as a music recital room, community craft group sessions,
workshops and even a gallery exhibition evenings.
You may think that you have just provided the people and the materials, but actually you have rejuvenated this
area of the school and inspired families to appreciate and engage more fully in the incredible garden resource we
have. Different groups have come together to make this huge project happen, and ensured that the parent and
child group has a home.
This project with you has been a catalyst for positive community engagement and the change makes this building
now multipurpose learning space.

The new 13.5 metre high slide will attach
to our existing hydroslide tower above the
SuperBowl flume.
We’re yet to name the slide, but it will be
a rush. Riders will shoot down a winding
hydroslide in 2-person tubes, before going
down a steep drop that propels them
up a near-vertical wall for a moment of
weightlessness, before zooming back down
and onto the slide’s finish.
Five new pools
Five new pools will sit among river boulder
terraces and native gardens next to the
Rainbow Pools. They’ll be linked by cascading
water over the rocks – a peaceful place
to relax and soak while enjoying the water
sounds surrounding you.
The bottom pool will have beach-style
access making it easy for everyone to use.
Environmentally
sustainable
Half of the energy required to run the
new pools and slide will come from a heat
transfer unit that will utilise energy which is
a bi-product of our electricity generator.
The pools are designed to be super water
efficient with no holding tanks. That was
important to us – we’ve worked hard to save
58,000,000 litres of thermal water a year in
recent times.
We are also pioneering new construction
techniques so the pools’ foundation will sit
above ground and not damage tree roots
below.

Weekend of hard yards for councillor

But on March 23 the Burwood
Ward city councillor cycled
53km in Le Race from Cathedral
Square to Little River and followed
it up with a 14km fun run
in the City2Surf the next day..
It was the first time Cr Livingstone
had done both events in
succession and he said he treated
it like a “mini coast to coast.”
His only goal was to get over the
finish line of both as he did the
mountain run of the Coast to Coast
and has since had a few injuries.

“Trying to balance with family.
All these things are a balancing
act whether its council, training
and family,” Cr Livingstone said.
Since the terror attack, he said
he has been “totally dislocated”
like most people around the city.
“After Friday two weeks ago,
I couldn’t do the lawns. But in
normal times dealing with the
pressure, it’s good to go for a
run,” he said.
Next on his list will be the
Christchurch marathon or half.
“I’ll need to see what I can fit
in. Planning on the whole Coast
to Coast in February.”

Library
reopens
PARKLANDS LIBRARY has
reopened ahead of schedule after
a major upgrade and earthquake
repairs.
The library, which shut in
November, was initially scheduled
to reopen in April. However, the
overall work was not as extensive
as expected, resulting in the
reopening on Friday.
The library cafe is expected to
reopen in a few months, with the
cafe operation still open for tender.
City council head of libraries and
information Carolyn Robertson
said the revamped Parklands
Library is a wonderful “fit” for the
local community, offering a more
open space.
“Local connections are more
important than ever and our updated
library is an integral element
of the Parklands community,” Ms
Robertson said.
Parklands Library has been
strengthened and refurbished, with
spaces reworked to better meet
community needs. The heating
and ventilation system has been replaced,
while energy-efficient LED
fittings have been installed. Floor
coverings have been replaced,
computer stations moved and all
areas have undergone a makeover.

A diversity of
pre-loved books
on display
Anyone with a passion for pre-loved
books will find a treasure-trove of titles on
a huge diversity of topics at Barnabas Books
in New Brighton.
In July 2018, the existing shop and its
contents were gifted to the Linwood-Aranui
Parish of the Anglican Church by the St
Christopher’s Trust, based in Avonhead.
The 13 volunteers who run the shop under
the leadership of project manager Deacon
Anne Russell-Brighty all share a common
interest – a love of books.
The books, all of which have been donated,
are neatly displayed under the various
categories – fiction, non-fiction, and so on.
The staff members are especially proud of
the New Zealand section, which includes
books about New Zealand and books by
New Zealand authors. There is also a section
of self-help titles covering a wide range of
topics from budgeting advice to astrology
and everything in between, and a selection
of cooking and healthy eating books.
Proceeds from the book sales go towards
the many community, family and individual
support programmes and services provided
by the Linwood-Aranui Parish in East
Christchurch.
Barnabas Books is located in The
Barn arcade, and staff member Davyd
says he particularly enjoys the “collegial
atmosphere” that exists among the business
operators in the arcade.
Barnabas Books is open Tuesday to

SHIRLEY BOYS’ High School
broke in the new tennis facilities
at Nga Puna Wai by winning the
Boys Cup as part of the national
secondary schools teams finals.
The team of Reece Falck, Jordan
Edwards and Luca Landells
won the cup by defeating Fielding
High School 2-1 in the final
last week. The tournament was
the first national tennis tournament
played at the recently
opened Nga Puna Wai Sports
Hub.
The cup competition was
played in conjunction with the
national secondary school championships
- the country’s top
secondary school tournament -
being held at Wilding Park.
Through the five singles
matches Falck played during the
tournament he dropped just two
games.
In their first pool game Shirley
defeated Marlborough Boys’ College
3-0. Falck won his opening
match 6-0, 6-0, while Edwards
accounted was just as dominant
in a 6-0, 6-1 victory in the other
singles tie. SBHS then completed
the clean sweep when Falck
teamed up with Landells to win
the doubles tie 6-4, 6-4.
SBHS swept Auckland’s
Lynfield College in their second
pool game 3-0. Flack won again
without dropping a game and
Landells won the second singles
tie 6-3, 6-2. Falck and Edwards

Falck once again got his team

6-0 win. Edwards then clinched
the tie with a gutsy 6-2, 1-6, 10-5
victory. With the tie already
decided the doubles wasn’t
played.
In the final Falck secured a
6-0, 6-2 over Connor Backhouse.
Edwards then sealed the title
with 6-1, 6-3 win against
Jonty Stewart. In the doubles
Backhouse and Stewart defeated
Edwards and Landells 2-6, 2-6.

ratepayers contact me
expressing their concerns
over the rate rises, and
the idea that we will all
eventually be “rated out
of our own homes.” It
particularly worries me
for the large fixed income
population across our
community.
It’s appropriate for me
to note this is my personal
view and I’m not speaking
on behalf of our board as I
write this.
As an area, we
contribute just over $100
million in rates to the
council each year, so when
we factor in the yearly
increases, this is a large
contribution from us all

The council draft
Annual Plan has been out
for public submissions
over the past several
weeks. This has been
an opportunity for us
all to have a say and to
tell councillors and the
mayor what we think
the priorities are in our
city, whether that be
local projects or the rates
charged to us all.
As you will recall, the
council 10-year Long
Term Plan was set last
year, which on current
projections would mean
our rates will increase
by 50 per cent over this
period.
That isn’t sustainable
and nowhere near
the annual inflation
increase.
Whether it be deferring

Signatures are being co lected
in a bid to get funding for a community
facility in Shirley.
It comes after the city council
removed funding for the centre
pla ned for Shirley Rd, near the
intersection with Hi ls Rd. This
was the site of the former community
centre, which was badly
damaged in the February 2,
20 1, earthquake.
The removal o funding
prompted community board
chairwoman Ali Jones to threaten
to stand down, citing it as her “die
in the ditch” project.
Ms Jone said the board’s role
is to represen the community,
and by gathering signatures from
residents, it was fulfi ling that
role.
“One of the roles of a community
board is to represent and act
as advocate for the interests of its
community and this is what we
are doing. The LTP and a nual

Takahe was earlier made by the
Spreydon-Cashmere Community
Board.

The changes are designed to try
