Are things about to change in the security<br />
industry? A new business model for selling<br />
and installing surveillance systems could be<br />
just around the corner<br />
At this time of year many of the security technology<br />
manufacturers are attending exhibitions, roadshows and<br />
events which means I get to talk to lots of people in short<br />
bursts over the course of a few hours a day on a host of subjects.<br />
The topics of conversation range from the commute to the state<br />
of play in the market with a little sport and music thrown in, but<br />
occasionally I’ll hear a little nugget of information or prediction<br />
that makes me think a little on the way home (unless there’s a<br />
match on the radio).<br />
One such occasion happened recently at a camera<br />
manufacturer’s event at which one of the experts told me that the<br />
company was putting most of its efforts into developing software<br />
- not hardware, which is probably the first time this was the case<br />
in the history of the business. They will keep on working to<br />
launch new cameras, but with the use of surveillance cameras<br />
going beyond security and the analysis of data being just as<br />
much an attraction to the end user as the prevention of a crime,<br />
the software installed in the system now needs to be capable of<br />
providing sophisticated services and functions or an alternative<br />
could be sourced.<br />
Now, that was interesting but not the reason for my homeward<br />
bound ponderings; it was the fact that he said that he could soon<br />
see the day when the hardware comes free of charge with the<br />
revenue coming in from software licences, monitoring services,<br />
cloud storage and continued mobile access rights etc. This<br />
wouldn’t be a first in a consumer-led market as mobile phone<br />
contracts and satellite TV deals often see hardware being<br />
provided without any upfront cost as recurring fees pay the way.<br />
Quite what this would mean for the installer, and particularly the<br />
distributor, remains to be seen, after all this type of business<br />
model would not work across all applications, but it would be an<br />
interesting development.<br />
This scenario does raise a few interesting points (see Panel<br />
elsewhere in this edition) such as if the customer doesn’t actually<br />
own the cameras in the job then what happens to them all once<br />
the system is upgraded or the customer no longer wishes to pay?<br />
Does this mean lots of used equipment with no real market value<br />
would be heading back to the supplier or would we just stick the<br />
kit up in the loft alongside the old Sky box and the last decade’s<br />
worth of mobile phones? Would system upgrades go from<br />
involving new hardware to just changing firmware?<br />
Software development for security systems is a major R&D<br />
spend these days so it won’t be given away for free, but will the<br />
technology it sits on be a loss leader?<br />

scholarships by Paxton<br />
Paxton has announced its scholarship students<br />
for 2019 which means four students from the<br />
University of Sussex and the University of<br />
Brighton will each receive £10,000 towards their<br />
university fees, plus a three-month paid work<br />
placement at Paxton where they will take part in<br />
technology research projects that will form the<br />
final year project of their degree course.<br />

CCTV ACCESS FIRE INTRUDER<br />

stops break-in<br />
Wigan-based Professional Surveillance<br />
Management (PSM) is claiming to be the first<br />
remote monitoring CCTV company in the country<br />
to have achieved Secured By Design (SBD)<br />
Police Preferred Specification.<br />
Within days of the award being issued to PSM<br />
this year the company proved why it was worthy<br />
of the accolade by helping to deter a break-in at<br />
a local business park. The incident began when<br />
PSM spotted a person trying to cut through the<br />
main gates of a North West business park with<br />
an angle grinder. The first response was to issue<br />
an audio warning alongside notifying the police<br />
and the key holder for the business park. The<br />
intruder decided it would be unwise to continue<br />
with the break-in and fled the scene without<br />
gaining entry.<br />
Kerry Jones, CEO of PSM, said: “The intruder<br />
could have caused devastation for many<br />
businesses and their premises without our<br />
surveillance. Luckily the owners recognised the<br />
value of bespoke remote monitoring services,<br />
not only for themselves but also for the<br />
businesses based at the park. Not a day goes by<br />
without our audio warnings challenging<br />
trespassers and potential criminals, forcing<br />
them to abandon their plans of attack.”<br />

Firexo admitted as full member of the FIA<br />
Firexo, creator of the liquid able to extinguish all classes of fire, has been admitted as a full<br />
member to the Fire Industry Association (FIA).<br />
The FIA is the largest fire protection trade association in the UK, representing over 800<br />
members – a significant proportion of the fire industry. Its main aim is to promote, improve and<br />
perfect fire protection methods, devices, services and apparatus. New members undergo a<br />
vetting process before being inducted into the association.<br />
Following its admittance, Firexo will now take part in setting industry best practice, shaping<br />
standards and influencing fire legislation.<br />

Fire and security apprentices compete in a<br />
six-hour installation challenge<br />
Electronic Fire and Security apprentices nearing the end of their<br />
training have showcased their skills in a three-day competition<br />
at New College Lanarkshire. Forty third-year Modern<br />
Apprentices took part in the Security Skills Challenge at the<br />
Kirkintilloch Campus.<br />
The main atrium of the building was transformed with a<br />
row of ten purpose-built competition booths in which trainees<br />
had to complete a six-hour challenge to install a fire or<br />
security alarm.<br />
The event, which was hosted in partnership with security<br />
equipment firms CSL, Dahua and Orisec, was organised to<br />
coincide with Scottish Apprenticeship Week 2019.<br />
The competition was attended by almost 100 industry<br />
specialists, including representatives from the National<br />
Security Inspectorate (NSI), British Security Industry<br />
Association (BSIA), Connelly Security Systems, Chubb, Border<br />
Safeguard, EFT Systems and Kings Security.<br />
The challenge was designed as a real-life scenario in which<br />
students use the skills and knowledge gained over the course<br />
of their studies to install and commission either a fire alarm or<br />
intruder alarm to the relevant British and European standards.<br />
The four apprentices who garnered the most points from<br />
their installations will now receive sponsored spots at the<br />
IFSEC International event in London in June to compete against<br />
the best in the UK at the Engineers of Tomorrow competition.<br />
The winning apprentices were: Lee Scobbie of Johnson<br />
Controls in Uddingston; Stephen Gray from Fortress Security in<br />
Kilmarnock; Michael Battersby, of Palmaris in Coatbridge and<br />
Ryan Gibb who works for Tyger Security in Motherwell.<br />
David Scott, Curriculum and Quality Leader at New College<br />
Lanarkshire, said: “The apprentices put on an amazing<br />
spectacle. Year on year, the standard of the apprentices’ work<br />
continues to improve. The Electronic Fire and Security team<br />
organised an amazing event, and I am proud to be part of<br />
such a hard-working team of professionals. Without the<br />
continued support from our partners – BSIA, NSI, CSL, Dahua<br />
and Orisec – events such as this just wouldn’t be possible, so<br />
I’d like to say a big thank you to all the sponsors who made<br />
the event such a success.”<br />

This month Simon Banks talks to Roman Cooper, Executive Director at<br />
Allcooper Group. Founded over 30 years ago, Allcooper are an independent,<br />
family-run business specialising in the installation, maintenance and<br />
monitoring of a wide range of security and fire systems.<br />
How important have newer technologies<br />
been in the development of the solutions<br />
Allcooper are now delivering?<br />
Some of our disciplines, such as CCTV and<br />
Security Monitoring, have moved on a great<br />
deal in recent years, whilst others, such as<br />
Fire, have been static due to wider<br />
constraints. The advent of IP solutions has<br />
meant that the industry has had to join the<br />
‘digital revolution’ and we have had to<br />
embrace the challenge of moving our staff<br />
from an analogue world into this new digital<br />
one.<br />
The opportunity to implement new<br />
technologies should also be a chance for<br />
improvement in efficiency. Despite this, time<br />
saved on installation and commissioning on<br />
the one hand can be countered with IP and<br />
network issues on the other. In the long term,<br />
upgrading to ‘software as a service’ will bring<br />
additional control and increased reliability. We<br />
need to embrace new technologies but keep<br />
focused on what we are ultimately trying to<br />
achieve, as well as ensure it will be the best<br />
long-term solution for our customers.<br />
One example of where we are doing this, is by<br />
upgrading older systems to new smart<br />
systems, offering App control and options for<br />
self-monitoring to customers who have not<br />
benefited from monitoring before. They also<br />
have the option to upgrade to professional<br />
ARC monitoring, as and when required. This is<br />
a great step forward for our customers.<br />
In terms of upgrading older systems, how<br />
do the challenges vary between<br />
Commercial and Domestic customers?<br />
Commercially, customers need to understand<br />
the true benefits of any upgrade. They aren’t<br />
going to spend their money just because we<br />
tell them it’s a good idea! They want to see<br />
the value that a new system will bring:<br />
advanced management information, increased<br />
‘sweating’ of the assets and better protection<br />
from both internal and external threats.<br />
In the domestic market, customers have had<br />
our systems installed and working reliably for<br />
many years. They are happy with what they<br />
have, and it has provided them with the<br />
protection they need. Opportunities may exist<br />
with non-invasive information being provided<br />
to reassure people that all is well at home<br />
e.g. checking that your children got home<br />
from school OK as the alarm was unset. I<br />
think the opportunity in this market is huge,<br />
but it must be more than just security.<br />
Despite being based in Gloucester you<br />
have clients across the country including<br />
London and Birmingham. How have you<br />
managed to achieve this?<br />
Our Head Office is in Gloucester and we have<br />
grown both organically and through acquisition<br />
in this region. Beyond Gloucester, many years<br />
ago we were asked by a local M&E contractor<br />
to help on a project in Eaton Square in London<br />
that had gone pear-shaped. Gerard (Cooper)<br />
and I went to London and sorted the problem<br />
out. The Client, the PM, the Architect and<br />
Designer all liked the way we pulled the job<br />
together and from this opportunity we were<br />
awarded another project and it grew from<br />
there. Gerard has built a strong niche business<br />
in London and the Home Counties in the<br />
Private Client market. He has just completed a<br />
project worth over £800k in one residence<br />
and is currently working on several<br />
international opportunities alongside this.<br />
In Birmingham, we acquired a business there<br />
three and a half years ago. This deal was<br />

partly strategic and partly opportunistic. The<br />
owner wanted to retire, and it seemed a good<br />
fit for us, so we bought the business and have<br />
taken it forward from there. This gives us a<br />
strong geographical spread and next we are<br />
looking to grow our business in the North.<br />
In terms of the staff you have that have<br />
enabled this level of service to be<br />
delivered, what challenges do you face in<br />
bringing in and retaining the right people?<br />
We are proud to have many long-serving staff<br />
members at Allcooper. They enable us to bring<br />
consistency and continuity to our customers,<br />
as well as provide leadership and direction to<br />
all our new staff. This reinforces our own “this<br />
is how we do things here” culture.<br />
Whilst we still believe in the importance of<br />
developing Apprentices (something we have<br />
encouraged continually since the business was<br />
formed), we have recently switched our focus<br />
to recruiting more experienced people, who<br />
are looking for a career change or who have<br />
left the armed forces. So far, this has been<br />
very successful. To support them, we have two<br />
full-time Training Managers who are mainly<br />
field based. This has been a massive<br />
commitment, but it is working, with staff<br />
feeling valued, invested in and supported.<br />
Consequently, this has helped with staff<br />
retention and overall job satisfaction.<br />

can be linked to an access control system as an<br />
input device. It can be network linked to the<br />
Hikvision iVMS video management software as<br />
an access control device; a copy of this software<br />
is supplied on the CD.<br />
The unit has a fixed IP address which must be<br />
changed to suit the local addressing scheme.<br />
Hikvision SADP software can be used to find the<br />
device and update the IP address even if not in<br />
the same subnet.<br />

The Hikvision Face Recognition terminal is a<br />
self-contained image capture and display<br />
device that can be used to authenticate<br />
individuals by their facial details to allow access<br />
to buildings or facilities. In addition, there is a<br />
built-in Mifare card reader and the ability to add<br />
PIN code entry. The “F” suffix identifies that this<br />
model includes an optical fingerprint reader for<br />
a further level of security.<br />
Getting started<br />
A 2-pole connector is used to feed 12v DC power<br />
into the unit with one of two RJ45 connectors for<br />
network data. The 20-way connector provides<br />
access to features such as RS485, Weigand,<br />
door control and alarm handling.<br />

In stand-alone mode the device’s menu can be<br />
accessed by a long press off around three<br />
seconds on the touch screen. This displays the<br />
password entry screen and when the input box<br />
is selected an alphanumeric Qwerty keyboard is<br />
presented. The buttons are only 6mm² so it’s<br />
very easy to miss-key if you don’t use a suitable<br />
stylus. The keyboard characters remain in upper<br />
case regardless of the latching Shift key state<br />
so care must be taken when switching case. A<br />
further annoyance was the fact that the<br />
keyboard must be closed before each entry will<br />
be accepted. This was particularly odd at first<br />
start-up when the keyboard had to be closed<br />
between entering the admin password and reconfirming<br />
it. This was also noted when entering<br />
values in some of the user fields.<br />
The device’s native menu structure is a<br />
simple icon-based layout with headings of User,<br />
Comm, ACS, System, Data, Log, Time, Transfer<br />
and Info.<br />
For improved configuration, the Hikvision<br />
iVMS4200 software is provided and this gives a<br />
more conventional set of menus based on:<br />
System: Device information, Time & Date,<br />
System Maintenance, User management and<br />
Security.<br />
Network: Network parameter setup.<br />
Alarm: Triggered output, naming and delay<br />
time.<br />
Other: Access Control parameters, Enabling<br />
and Face Comparison settings.<br />
Image: Camera settings and audio volume<br />
controls.<br />
Operation: Open or Close door with status<br />

The configuration menu structure is for both<br />
the Facial recognition unit and also the Video<br />
entry unit so some of the video setting features<br />
are greyed out for this unit. The reason for the<br />
Status option is unclear as this appears to be<br />
shown more effectively on the Operation window.<br />
The iVMS4200 software includes an Access<br />
Control module that is used for entering people<br />
data and images. There are very flexible options<br />
for downloading this data as CSV files and<br />
uploading additional entries. An additional<br />
module provides Time & Attendance tracking and<br />
reporting if the system is set for commercial<br />
rather than residential property.<br />
Hardware<br />
The device is housed in a robust plastic enclosure<br />
with a 7” portrait mode touch screen to show the<br />
facial image and display on-screen prompts and<br />
menu data. For the fingerprint model the optical<br />
reader is placed just below the touch screen. A<br />
red light above this shows the lock status and<br />
changes to green for approximately 2 seconds<br />
when activated.<br />
At the top of the device are two cameras, one is<br />
colour and the other is infrared responsive. The<br />
recognition engine uses input from both modules.<br />
Two white illuminators ensure facial details are<br />
sufficiently lit at the target distance of 0.3 to 1<br />
metre.<br />
Used in its simplest form to directly control a<br />
door, would not be particularly secure as if prised<br />
from the wall, all of the connections become<br />
accessible. To overcome this potential weakness,<br />
the unit has a number of options:<br />
A Wiegand connection can be made into an<br />
access control system; it can communicate door<br />
control commands through the iVMS software or<br />
the use of an optional Secure Door Control Unit<br />
part number DS-K2M060 uses RS485 commands<br />
from the terminal to the additional device<br />
powered and located on the secure side of the<br />
entrance.<br />
The terminal has a fan that regularly starts and<br />
stops, this is quite noticeable but should not be<br />
too intrusive in most office environments.<br />
The Wiegand connection can be set to send or<br />
receive mode to interface with a third-party<br />
controller or to connect a card reader.<br />
A SIM card can be inserted for wireless<br />
connectivity, but this requires linking through a<br />
Hikvision EHome account.<br />
capture time stated, however this was with a<br />
relatively small sample of users. Face recognition<br />
accuracy is said to be >=99% but this can be a<br />
security risk if a large number of people are<br />
enrolled on the system. Hikvision do refer to the<br />
potential for false acceptance and false rejections<br />
in the user manual and the settings that can<br />
mitigate the problem. If used solely as a facial<br />
recognition device the unit must compare the<br />
captured face with the full database (1:N<br />
authentication), however, if two factor<br />
authentication is implemented with fingerprint<br />
and face then the fingerprint is compared on a 1:N<br />
basis and then the face is 1:1 compared with the<br />
result of the fingerprint match. When using card<br />
or pin entry, the comparison is always on a 1:1<br />
basis and security can be greater.<br />
It is relatively easy to get confused working<br />
through the various system configuration and<br />
people management menus, especially when<br />
allocating permissions and linking the face, card<br />
and fingerprint devices so you should allow<br />
plenty of time for first-time set-up. While the user<br />
manual is comprehensive it does not have an easy<br />
flow to explain the process.<br />
The image on the 7” screen is mirror imaged so<br />
giving a more natural appearance to the terminal<br />
user. The camera image when viewed on the iVMS<br />
screen is correctly presented though horizontally<br />
stretched.<br />
The unit has a spoken voice stating<br />
“Authenticated” when a match is positive, but this<br />
can be turned off if preferred.<br />
It has a capacity of up to 10,000 faces, 5,000<br />
fingerprints and a card and event capacity of<br />
50,000 entries being stored.<br />
Two-way audio to the VMS is supported and<br />
can be called from the door station or control. The<br />
call option on the terminal allows communication<br />
with a number of stations or the control point. If<br />
control is called, then a video pop-up window<br />
appears showing the camera image with audio<br />
from the terminal.<br />
Conclusion<br />
An impressive piece of kit that can provide a<br />
suitably high-tech impression when used for<br />
building or departmental access control. The<br />
menu structures could be improved but once set<br />
up the unit performs reliably.<br />

ON ACCESS<br />
We’ve had a lot of arguments in our office about this advert.<br />
You see the problem is we have been selling this hardware for a couple of years now,<br />
it’s already a well-established favourite for a lot of installers, and the marketing department<br />
wanted to advertise something new, a fresh perspective.<br />
They wanted to shout about our brand-new Janus C4 software platform.<br />
They argue that the software is our USP (this is marketing speak for why our access control<br />
system is better than others) and that the beauty of it is that it really provides such a simple<br />
and elegant solution to complex real-life access control problems.<br />
Then they point out that we should be shouting about the integrations we have<br />
for leading CCTV, Intruder and other BMS equipment.<br />
And don’t get them started on the User Interface itself and how intuitive<br />
the screen navigation is.
PERSPECTIVE<br />
CONTROL<br />
Now don’t get me wrong, they make some eloquent points; but here’s the thing.<br />
There are still some people that haven’t tried our hardware yet,<br />
and we don’t think that’s right.<br />
We won’t rest until every access control installer has had chance to see for<br />
themselves how easy it is to cable, or how quickly the Blades snap into the<br />
Controllers, or even how cost effectively a system can be built up using a<br />
modular approach of Single and Multi-Controllers.<br />
In the end there was only one thing we could all agree on – we<br />
really ought to be making more of our support for OSDP, as<br />
that really is a game changer. Maybe we’ll cover that in the<br />
next advert - if we can agree on the wording.<br />

This month we talk to Matthew<br />
Epps, Owner and MD at Oprema,<br />
about security technology<br />
distribution and bringing new<br />
systems to the UK market<br />
How have the last twelve months been<br />
for you?<br />
Business is good and in the last year we have<br />
really grown in size too, taking on around 20<br />
new members of staff in 2018. We've invested<br />
heavily in the sales team and we now have nine<br />
Business Development Managers in the team<br />
and we are starting to see the rewards of this<br />
investment. Our growth was around 70% from<br />
2017 to 2018 and in 2019 we are looking to<br />
achieve a further 40-50% growth as a minimum.<br />
What's popular in the market?<br />
I think the major trend in the UK market recently<br />
has been the movement towards IP across all<br />
divisions. We've seen growth in all of the main<br />
technology sectors we operate in, not just CCTV,<br />
with fire, access control and intruder successes<br />
with the likes of Paxton, Videx, Apollo, Hochiki<br />
and Honeywell.<br />
So are you looking to work with new<br />
brands?<br />
We work with around 100 brands and we are<br />
always looking to bring new partners on board,<br />
but to be honest, we're very selective in who we<br />
choose to work with. Potential new brands need<br />
to match our technology-led ethos meaning we<br />
are really only looking for key partners. We<br />
might take on two or three new suppliers this<br />
year, but they will need to fit our criteria. 80% of<br />
our business is with our key partners so this is<br />
the type of company we would like to represent<br />
rather than someone who will not be a major<br />
part of our business. We certainly will not be<br />
“badge collecting”; we'll focus on established<br />
companies that we may have been impressed<br />
with or it could be someone relatively unknown<br />
but with a new technology. An example of this<br />
would be Doordeck who offer a smartphone<br />
driven keyless access control system.<br />
Are there any trends in the requests you<br />
see from installers?<br />
We deal with all sizes of installation companies,<br />
from the man with a van up to big companies<br />
spending an excess of a £million a year. But<br />
what I think we are seeing as a strong trend is<br />
that larger companies are now more willing to<br />
invest in training which is great for us because<br />
we're now running multiple training sessions<br />
weekly. These are all free to attend and are<br />
either hosted by a manufacturer or our in-house<br />
technical team. This change is probably<br />
happening because being an installer these<br />
days is much more about the technology you're<br />
fitting; what it can do and how it can improve<br />
situations, rather than just putting a BNC on the<br />
end of a cable, so employers are more willing to<br />
invest in engineer training especially in the CPD<br />
verified courses.<br />
How has the market changed since you<br />
started the business?<br />
It's quite interesting to look back to the early<br />
days because we started with the intention of<br />
being an IP CCTV distributor but in the first 18<br />
months to two years, only about 5% of our<br />
turnover was with IP cameras. The big change<br />
that we have seen since those days is the UK<br />
market waking up to IP and a lot of that is down<br />
to companies like Milestone and Avigilon.<br />
However once Dahua and Hikvision came into<br />
the market it completely changed the picture,<br />
making IP cost-effective compared to analogue.<br />
Also, a lot of the new systems coming to the<br />
security market today are software based which<br />

again means that training is essential for<br />
installers as systems become even more<br />
sophisticated.<br />
How do you bring a new product to<br />
market?<br />
It depends on the product being introduced to<br />
be honest. For a small product we will be sent<br />
all of the information about it prior to launch but<br />
for a major launch we would have someone from<br />
the manufacturer coming in and training our<br />
teams and we would then have a day dedicated<br />
to selling the product with special offers to<br />
announce its arrival.<br />
How do you utilise your tech support?<br />
There are some companies, such as Paxton, that<br />
have a really good support team of their own, so<br />
we don't tend to have too much to do there<br />
unless it is an integration in to the likes of<br />
Dahua or Milestone. We act as the first line of<br />
support for many other of our partners, and only<br />
escalate it to the manufacturer if need be. For<br />
companies like Dahua, where we provide the full<br />
support service and training in house, our tech<br />
manager trains the team on the systems. If<br />
something really unusual happens we have the<br />
capability to take the product off the shelf and<br />
replicate the installation here to figure out what<br />
has happened.<br />
You are exhibiting at SiX in November,<br />
what was the appeal?<br />
There are two reasons why we booked - firstly it<br />
is a show that's installer focused and secondly, I<br />
think people have been crying out for something<br />
away from London. It's in a good location for us<br />
as we're really strong in the North and there are<br />
a lot of security companies based around<br />
Manchester. I think it's going to be a good event<br />
for everyone, so much so it's the first event ever<br />
that we've booked in its inaugural year. Of<br />
course, we're also looking forward to the<br />
Premier Awards night in the evening of the first<br />
day!<br />
Are you worried about Brexit?<br />
The biggest risk for us is what happens with<br />
currency and that has always been something<br />
we need to be aware of. If we think back to<br />
twelve years ago, we were close to $2/£1 that<br />
suddenly changed dropped massively and so<br />
prices went up, but as soon as the currency got<br />
stronger prices went back down. That is what we<br />
have to monitor, although unless you are talking<br />

about real high-end cameras the price changes<br />
aren't too big. I don't see any issues with stock<br />
control either, yet if we do need to change we<br />
will. This business was started in a recession<br />
and if we can live through that then I have no<br />
concerns about Brexit. Basically, whatever<br />
happens we will just get on with it and adapt<br />
where required.<br />
What's the best thing about working in<br />
the security industry?<br />
We have a great team, we all get on well and<br />
while we work hard we also have a lot of fun<br />
along the way and I think the industry itself is<br />
like that. I've made some great friends through<br />
this business - we're all an interesting bunch in<br />
this sector!<br />
How will the security industry change<br />
over the next few years?<br />
I think there will be a lot more of the softwareled<br />
companies coming to the fore. I think we're<br />
going to continue to see HD over coax<br />
technology, but it will be a shrinking market,<br />
due to the modern infrastructure that lends<br />
itself to IP. The areas where I feel there may be<br />
big industry trends are all on the analytics side<br />
such as facial recognition as they become<br />
embedded into cameras, supplied as standard<br />
as we go forward.<br />

How close are we to the surveillance business model changing to<br />
hardware not having an upfront cost for some applications? What would<br />
be the impact of paying only for software or taking a share of revenue<br />
generated for the installer or the distributor? The PSI Panel deliberates...<br />
Talking to an expert at one camera<br />
manufacturing company’s recent roadshow,<br />
the subject of how your customers could<br />
pay for their installations in the future came up.<br />
The idea being put forward was that there would<br />
be no charge for the hardware with software<br />
licences or even a percentage of the money<br />
raised as a result of the software (such as with<br />
fines) would be the revenue stream. Could this<br />
really be the next surveillance business model?<br />
We asked the experts for their opinions:<br />
David Davies – DVS<br />
Interesting indeed as most<br />
hardware based systems out<br />
there still do work on paying<br />
for the hardware outright ( in<br />
most cases) and if any ongoing<br />
software or analytical<br />
packages are nornally paid for<br />
monthly , quarterly or yearly on top. And this<br />
seems be quite acceptable at this point in time<br />
as it’s a very clear and easy to understand.<br />
If we start to see the move over to the<br />
hardware becomes included as part of an<br />
ongoing SaaS offering then the cost of the<br />
hardware would need to be looked at. Some<br />
hardware is extremely costly at this point in<br />
time and would not lend itself very easily to that<br />
type of market. Other questions like minimum<br />
term contracts and payment structures to<br />
protect all involved, as typically a distribution<br />
partner makes a hardware sale, then after the<br />
set term that pthe ayment is met, a shift to a<br />
differing model would have to be seriously<br />
looked at, but this is typically how the mobile<br />

phone market works so it can be achieved with<br />
some thought.<br />
And I suppose just like a mobile phone<br />
contract until this payment term is met then the<br />
hardware would still belong to the manufacturer<br />
or distribution partner, but without the risk of<br />
the customer returning the equipment due to<br />
them not wanting to continue the payment<br />
options they would have an obligation. Once<br />
this obligation is met then the payment may<br />
drop in line with the solution offered.<br />
One market where this does work well actually<br />
is the ANPR market where the hardware is<br />
provided in some instances and installed free of<br />
charge, but the on-going revenue it makes from<br />
speeding, illegal parking, overstay etc. is then<br />
claimed in majority by that installation provider<br />
allowing them to make on-going revenue while<br />
providing a service with low overhead to the<br />
customer that has an issue to fix.<br />

It is getting much closer for<br />
sure. In our field (CCTV camera<br />
manufacturing), technology is<br />
evolving in a similar way to<br />
consumer products, in that<br />
products such as our cameras are primarily<br />
network accessible (be that via local network,<br />
internet, 4G/LTE or satellite, etc) and as such,<br />
this means that updates and feature additions<br />
can now be completed remotely without the<br />
need for potentially costly site visits.<br />
If this model evolves further, there is good<br />
reason to consider subscription based<br />
accessibility to camera surveillance hardware –<br />
the ability to grant or deny access to the<br />
streaming feed is possible, and this could be<br />
tied into a monthly or annual arrangement quite<br />
easily.<br />
Beyond that, there is the potential to bring<br />
‘app’ opportunities to the hardware – allowing<br />
the customer to purchase hardware that is fully<br />
featured but with certain aspects ‘disabled,’<br />
until an app or subscription is triggered. A good<br />
example would be PTZ access by a person or<br />
Video Analytics. In fact, for Video Analytics, this<br />
could be broken down into a series of ‘apps’<br />
around analytic type, allowing the customer to<br />
pick and choose at will, similar to the apps on a<br />
smartphone or tablet – paying for what is<br />
needed 'as and when' required.<br />
Potentially, with the ability to update and/or<br />
upgrade software features, there is a good<br />
argument to say that CCTV surveillance could be<br />
financed in a similar way to perhaps mobile<br />
phone contracts, with the end customer paying<br />
a monthly fee that covers a ‘pay back’ cost for<br />
the hardware, as well as a contractual<br />
accessibility to the video stream. It is certainly<br />
an interesting idea to potentially make<br />
necessary surveillance cost-effective to a wider<br />
customer audience!<br />

Return on investment is the<br />
main focus here. Installers<br />
and distributors need to<br />
benefit from the advances in<br />
technology, and tailor their<br />
offer around services and<br />
hardware, as the technological world evolves.<br />
We are getting a step closer as many<br />
installers will fit systems FOC and then gain<br />
profit off the company’s use of the system, for<br />
example receiving a percentage of Parking<br />
Company’s fines. In this situation, the installer<br />
would not be left out of pocket as the software<br />
would be the return on investment.<br />
It would greatly benefit the retail industry.<br />
Due to the advancements in technology,<br />
business intelligence would rapidly increase,<br />
meaning that the retailer is able to act more<br />
efficiently. Cameras providing analytics for the<br />
organisation can allow them to spread their<br />
marketing budget efficiently as they will have a<br />
better knowledge of the level of footfall, and<br />
their customer type- including age, gender and<br />
mood. Staff allocation is more efficient and<br />
targeted advertising can be utilised based upon<br />
the above information. Retailers will be able to<br />
use this to their advantage meaning they are<br />
best prepared for situations yet to arise.<br />
Student ID cards can inform university<br />
welfare departments of student attendance and<br />
entry in and out of buildings. With rising annual<br />

student fee costs, there is an argument to have<br />
an access control management system to track<br />
student movements and decrease the number of<br />
first year drop-outs in particular. There is a fairly<br />
simplistic return on investment model that could<br />
allow the hardware to be free of charge.<br />
In summary, security as a service rather than<br />
only as a protection / monitoring tool, opens the<br />
scope for the industry to tap into other areas of<br />
budget rather than only loss prevention and<br />
health and safety.<br />

Things often go full circle.<br />
Once upon a time we ordered<br />
items from catalogue<br />
companies and received them<br />
by courier. Then, large out of<br />
town retail outlets became the<br />
rage, and now we have reverted back to ‘online<br />
catalogues’ such as Amazon with courier<br />
deliveries!<br />
Likewise, in the 1990s many security<br />
integrators and distributors sold lease services<br />
– something that had cashflow, accessibility and<br />
tax advantages. Fast forward to 2019 and as a<br />
service (aaS) is de rigueur again.<br />
Within the security sector the aaS service<br />
model gives end users a lower cost entry point,<br />
which invariably drives higher volumes for<br />
integrators and distributors. It allows a service<br />
to adapt based upon changing business needs,<br />
providing flexibility for end users and a revenue<br />
stream for integrators, without too much heavy<br />
lifting in terms of hardware change.<br />
Today, differentiation within a security<br />
solution comes in the form of the services<br />
offered by the integrator such as remote<br />
monitoring, maintenance and support, as well<br />
as innovative software features enabled within<br />
products. The actual cost of hardware compared<br />
to the overall solution may be relatively low,<br />
making the aaS model financially viable.<br />
Recurring revenue models generally drive<br />
strong demand in markets where large capital<br />
purchases are a barrier to entry. For example,<br />
Netflix has a zero hardware entry cost and has<br />
negated the need for long-term contracts, as the<br />
service has no payback risk. This results in a<br />
high degree of customer uptake, and a<br />
sustainable and secure revenue stream.<br />
Although this is attractive to the security<br />
market, integrators need to cover or amortise<br />
upfront installation costs, which could be<br />

difficult. Likewise, distributors have to choose<br />
between a lower monthly income with a longterm<br />
arrangement or a one off profit.<br />
For the end user ‘servitisation’ is really a<br />
question of opportunity cost. Some models<br />
could even be self-funding eg could AI, data<br />
analytics and video forensics provide a faster<br />
more efficient way to reduce manual workload<br />
and operator costs? We are continually<br />
reassessing these technological and market<br />
opportunities.<br />
Anthony King –<br />

The sense is, that we are<br />
drawing increasingly closer to<br />
this model of<br />
Software/Security as a Service<br />
(SaaS), as the use of CCTV<br />
cloud storage services<br />
becomes an ever increasing reality. SaaS<br />
providers such as Ocucon, are now already<br />
deploying this model of no upfront installation<br />
and equipment costs and replacing this with a<br />
monthly subscription service. I believe we will<br />
start to see global players such as Amazon and<br />
Google, back and support these SaaS initiatives,<br />
that will provide both challenge and opportunity<br />
to installers and manufactures. The shift change<br />
in using CCTV coupled with Artificial Intelligence<br />
(AI) to drive CCTV to be proactive and generating<br />
Intelligence Assisted (IA) solutions, means we<br />
are moving towards the installation and<br />
provision of equipment becoming only a<br />
necessary requirement to generate the data<br />
needed to drive future solutions.<br />
Rob Evans – CSL<br />
This type of business model is<br />
not something new and<br />
manufacturers have been<br />
utilising its commercial<br />
benefits for some time. The<br />
annuity model breaks down<br />
the upfront cost which can<br />
potentially spoil a customer’s initial<br />
commitment. This model has then been<br />
replicated as businesses continue to introduce<br />
new products and services into the sector –<br />
often enabling them to prevent encroachment<br />
by companies from other industries. Asking<br />
Installers, both small and large, to part with a<br />
substantial amount of money at the start of a<br />
project can be limiting so it is important to do<br />
whatever is possible to help them get the<br />

product on the wall. There is some element of<br />
risk here for the manufacturer, but with most<br />
installations having at least a 7-year lifespan,<br />
there is plenty of scope to estimate the<br />
necessary annual or monthly costs required to<br />
ensure the product is viable for a business.<br />
In the future this could be replicated across<br />
other areas of the market or within solutions.<br />
The way that hardware has morphed into<br />
software through SIMs is particularly<br />
interesting. If all the smart technology is on the<br />
independent SIM then, in theory, you can<br />
negotiate with Mobile Network Operators on<br />
their tariffs to ensure your business gets the<br />
best deal. This would have been unthinkable<br />
years ago, but it now reveals a new business<br />
stream that will ultimately drive reliability and<br />
value for the end-user.<br />
Billy Hopkins – IDIS<br />
IoT and the advent of 5G<br />
certainly opens various<br />
options to package up and<br />
sell simple surveillance<br />
setups in various guises. It’s a<br />
business model that in theory<br />
speeds up sales by avoiding capex expenditure<br />
and one that is designed to lock customers into<br />
long term contracts.<br />
Yet leasing has been an option for years,<br />
and most end users still prefer to pay for their<br />
hardware upfront as building business cases<br />
based on lifecycle costs means a mindset<br />
change in most sectors.<br />
We’re already seeing the big IT and<br />
automation players taking advantage of<br />
commoditized hardware as they are positioned<br />
to absorb manufacturing and distribution costs.<br />
The ‘race to the bottom’ has already made<br />
cameras relatively low cost, so today small<br />
Video-Surveillance as-a-Service (VSaas)<br />
systems offer cheap cameras with free software<br />
and storage.<br />
This increased commoditization together<br />
with the prevalence of DIY, plug-and-play<br />
systems is likely to further negatively impact<br />
on the perceived value of professional,<br />
accredited installers. And it’s difficult to see a<br />
value-add role for distributors outside of<br />
logistics services. To take ‘servitisation’ to an<br />
advanced level, means manufacturers no<br />
longer selling units, but offering end-to-end<br />
solutions based on the entire lifespan,<br />
usability, maintenance and services. There<br />
could be some short-term wins for installers<br />
through subcontracting but in the longer term,<br />
outside of acquisition, that isn’t a promising<br />
outlook.<br />
For most commerical applications, end users<br />
want specialist cameras plus an integrated,<br />
best-in-breed mix of technology and secure<br />
storage combined with tailored, professional<br />
services to meet their physical security<br />
challenges without increasing their cyber risk.<br />
That mix of tech and expertise is an almost<br />
impossible off-the-shelf licensing proposition.<br />
There also remains a high demand for NVR<br />
based-surveillance as costs can be more than<br />
50% lower compared to server-based systems.<br />
As such, there is always going to be an upfront<br />
cost for hardware.<br />
Flip this around and security manufacturers<br />
can also easily offer free software as the<br />
marginal cost is lower. If surveillance<br />
manufacturers aren’t doing this for small to<br />
mid-sized applications that might be another<br />
question worth asking.<br />

platforms offers significant<br />
opportunities for the<br />
surveillance industry, both<br />
for installers and the channel partners<br />
typically required to deliver this kind of multivendor<br />
system approach.<br />
There are already a number of examples in<br />
other industries of SaaS providers offering<br />
hardware as part of their product offer without<br />
upfront costs, and it’s only a matter of time<br />
before this becomes more common within the<br />
surveillance industry. But if this is to be<br />
successful and prove a compelling proposition<br />
for customers, then we need to do more than<br />
just remove upfront costs.<br />
Typically companies will remove upfront<br />
costs by back-loading costs at the end of a<br />
contract, which at best offers limited benefit to<br />
customers other than delaying payment and at<br />
worst, the lack (or perceived lack) of<br />
transparency can negatively impact the<br />
consumer relationship. Instead the real<br />
opportunity for software providers is to<br />
identify ways to structure the business model<br />
so that we can offset the cost of hardware<br />
entirely and communicate this to customers<br />
openly and transparently.”<br />

How far has AI come?<br />

AI has come and what it<br />
potentially can do for society and<br />
surveillance<br />
ince the term was introduced in 1956, the<br />
SAI technology has gone from being hailed<br />
as the key to a bright new future, to<br />
complete failure, to an interesting tool for many<br />
applications, including surveillance. Since 2015,<br />
AI technology – or at least the embryo of it – has<br />
become part of our everyday lives and is<br />
currently a popular tagline in many applications.<br />
We might be far from a truly intelligent<br />
machine, but AI technology is used in voice<br />
recognition and search engines, as well as in<br />
healthcare where it can help identifying<br />
indicators for cancer. However, translations still<br />
have a way to go (as anyone who has read a<br />
machine-translated text will vouch for) and so<br />
far, we only have prototypes for self-driving cars<br />
and service robots.<br />
Some people expect AI to eventually become<br />
a game-changer in surveillance solutions and<br />
it’s easy to understand why. AI systems are able<br />
to analyze huge amounts of data, which of<br />
course is advantageous when you have to<br />
review hours of surveillance images. By<br />
“learning” how the observed object moves, how<br />
tall or small it is, whether it has two arms and<br />
two legs and how fast it is going, the AI<br />
application ranks the information and decides<br />
whether it is probable that the object is human,<br />
for example. The system can also be<br />
programmed to tell you in what direction the<br />
object is moving and whether there is more than<br />
one object. This kind of functionality is common<br />
in the field of safety and security today.<br />
AI in surveillance – design<br />
A surveillance solution – with or without AI – is<br />
rarely an off-the-shelf solution since every<br />
business and every premise are unique.<br />
Understanding the primary purpose of the<br />
system and how the footage eventually might<br />
be used is essential. And image usability can<br />
only be achieved if the system has been<br />
adapted to the specific conditions of the<br />

premise and if it’s properly maintained. To<br />
succeed the primary focus therefore can’t be on<br />
the technology, but always on the solution of a<br />
particular use case. Only as part of a complete<br />
and well-designed solution, where human<br />
expertise has taken all kinds of considerations<br />
into account, can AI offer great opportunities<br />
within surveillance.<br />
AI in surveillance – advantages<br />
Whenever there is a need to process and<br />
analyze huge amounts of data, computers beat<br />
humans. A well-trained AI can take this to an<br />
even higher level of data and image analysis.<br />
This functionality can be of practical use in<br />
many applications.<br />
AI in surveillance: challenges<br />
It’s easy to get carried away by the potential of<br />
AI in a range of applications, such as<br />
improvement of configuration, system<br />
optimization, site design, image configuration,<br />
and device management. However, there are still<br />
fundamental challenges that need to be solved.<br />
Conclusion<br />
AI systems have developed quickly over the past<br />
years and show potential within the field of<br />
surveillance, but we are far from having<br />
developed human-level intelligence, or “true”<br />
AI. It will take some time before we see selflearning<br />
surveillance systems that can make<br />
accurate assumptions in general scenarios<br />
without risking too many false alarms or the<br />
violation of people’s integrity.<br />

Behind the scenes, away from the spotlight of media coverage and awards<br />
nights, you’d find David Snook working on technology that would change<br />
the industry forever. His impact has been undeniable and cannot be<br />
exaggerated as PSI reports...<br />
In today’s narcissistic social media-led society,<br />
people are often well-known and receive<br />
masses of media coverage without having any<br />
perceivable talent or skill. Simply by taking<br />
multiple photos of yourself pouting can get you<br />
attention all over the world.<br />
In business however it’s not quite the same –<br />
none of us are ever really aware of making any<br />
impact upon the industry or customer base we<br />
serve and do our jobs without any expectation of<br />
reward or desire for the limelight. Maybe this will<br />
change in the future as the approval-seeking<br />
generation comes on-board, but for the moment<br />
many of those approaching the end of their<br />
careers will not be aware of how much of an<br />
impression they will be leaving behind when they<br />
step away and they won’t ask for recognition<br />
either.<br />
One such person is David Snook, one of the<br />
original directors of Scantronic where he was the<br />
Technical Director from the very start, who then<br />
went on to design for CSL DualCom, Dycon and<br />
Yale. You may not know his name, but as an<br />
installer you will have fitted technology that he<br />
designed – no matter where you are in the world,<br />
and you will have benefitted as a result.<br />
“David paved the way for keypad control<br />
panels as we know them today,” says long-time<br />
colleague and friend Tony Makosinski of Dycon<br />
Power Solutions. “He originated all the Scantronic<br />
greats, the massively popular 9100, 9200, 9600<br />
and 9800 and most of those panels are still<br />
operating. If you look at today’s alarm control<br />
panels, in their DNA you will find things that David<br />
incorporated into those early panels; the menu<br />
driven-operation and programming, plug on<br />
communications, flush mounted keypads, proper<br />
downloadable logs and much, much more.”<br />
Wherever panels could be sold David’s<br />
hardware sold in many hundreds of thousands of<br />
units and they didn’t change much whichever<br />
market they went into although he would work on<br />
specific panels to meet each country’s standards<br />
perhaps varying power supplies or whatever<br />
requirements his research found necessary and<br />
factor that into redesigns.<br />
After Scantronic, where he perfected the first<br />
Digicom, he went on to work on the DualCom<br />
products for CSL bringing a new kind of<br />
technology to alarm communication.<br />

because there must be half a million of them in<br />
use today,” says Simon Banks of CSL. “He made<br />
extremely reliable hardware and knew how to<br />
source good componentry at a good price to make<br />
truly robust and viable systems. I can’t stress how<br />
valuable he was to the success of the company,<br />
and to honest we still turn out around 10,000<br />
hardware products a month and most of those<br />
were designed by him.”<br />
David was the pioneer of using<br />
microprocessors in security systems and talking<br />
to his colleagues it’s clear that he was one of<br />
those rare breeds of designers that listened to the<br />
customer and also provided them with something<br />
they didn’t know they needed.<br />
“He is a very humble guy,” continues Simon<br />
Banks. “He’s not the sort to boast about what he<br />
does – he just gets on with it. I’m sure he’s never<br />
thought about it, but his work has been very much<br />
appreciated, not just by those he worked with but<br />
by all of the installers who used his products and<br />
their customers who he helped keep secure. I have<br />
huge respect for him and most engineers will<br />
agree that David’s designs were bullet-proof which<br />
is why whatever he worked on was a success.”<br />
David, a people person, got on well with both<br />
technical and non-technical people although he<br />
did like an argument about technical issues!<br />
Those who worked with him knew how he was a<br />
terrier when he could make a system work more<br />
reliably and he kept pushing the idea until it was<br />
adopted, ultimately to the benefit of installers<br />
and users alike.<br />
Many was the time David and his colleagues<br />
worked late into the night before an IFSEC or an<br />
Essen show to finish a stand because he had<br />
wanted to show off his latest innovation the next<br />
morning and they would work late until he had it<br />
working.<br />
“I first met David in 1984 when I was running<br />
Intercept Alarms and needed a more modern way<br />
of signalling alarm conditions,” recalls Tony<br />
Makosinski. “David had just perfected the first<br />
Scantronic Digicom and that gave me the answer!<br />
Not many people realise that David also designed<br />
the original Yale DIY alarm systems that became<br />
the top seller in DIY stores throughout the world.<br />
Not only could he design new technology for the<br />
professional alarm market, but he proved here<br />
that he could raise the standard for nonregulated,<br />
DIY alarms that impacted on many a<br />
layman’s idea of security as well.”<br />
Despite recent health issues David is still<br />
innovating today with Dycon Power Solutions,<br />
designing and making reliable, British-made<br />
power supplies, using his unique lateral-thinking<br />
solutions.<br />

“He always engineered for quality but unlike a lot<br />
of purists he knew it had to be competitive to sell<br />

Visit any online forum and when the subject of<br />
those early Scantronic panels crops up you will<br />
see comments such as “91s are great”, and “it<br />
ruled the waves” being typical of the continued<br />
respect that the units garner today which is<br />
extraordinarily rare for any form of technology.<br />
After all, in the time since those panels came out<br />
we’ve seen countless other systems come and go<br />
into obsolescence while David’s designs still<br />
prosper.<br />
It is often said that there’s nothing really new<br />
in the electronic security industry and that’s<br />
probably due to the fact that David Snook has<br />
already thought of it. We won’t see an innovator<br />
like him again for a long time, if ever. It’s right and<br />
proper that we recognise his contribution to the<br />
worldwide, widespread success of the alarm<br />
panels and systems he designed.<br />
The respect he has from within the sector is<br />
unmatched and his hardware designs and<br />
technology will continue to be the backbone of<br />
the industry for many, many years. There aren’t<br />
too many designers that can boast that of their<br />
career output. David Snook could, but he<br />
probably wouldn’t want to.<br />

This year sees the inaugural<br />
installer event SiX at EventCity in<br />
Manchester in November. Here we<br />
continue our preview of what is in<br />
store for those attending and<br />
reveal yet more organisations<br />

Asquarely at the security installer and<br />
system integrator. Running on 5-6th<br />
November 2019, the event will offer a<br />
conference programme delivered by experts, not<br />
manufacturers or government bodies, alongside<br />
an exhibition at EventCity Manchester. In<br />
addition, the annual PSI Premier Awards Dinner<br />
will be held on the evening of 5th November.<br />
There are a number of reasons why PSI<br />
publisher Pro-Activ took the decision to host the<br />
show including the location, the timing and the<br />
installer audience which has told us for some<br />
time that they want their own event.<br />
Industry approval for SiX<br />
In the last month we have received the support<br />
of two more industry organisations with both<br />
the SSAIB and NSI publicly putting their seal of<br />
approval on SiX. This level of backing, from the<br />
two main security approval bodies in the UK<br />
alongside that of the FIA, BSIA and FSA<br />
indicates the desire within the industry for an<br />
installer focused event that addresses the needs<br />
of the professional fire and security market.<br />

We do both with a lot of our products and<br />
equipment sourced through Mayflex and NBM.<br />
We buy the Smokecloak systems direct. We've<br />
been with Mayflex for years and it's our most<br />
predominantly used account for the products that<br />
we use and install.<br />
Is third party accreditation beneficial to<br />
your company?<br />
It's extremely beneficial and our approval through<br />
an independent audit proves to our customers<br />
and others in the sector that we are professional<br />
in the way we work and run our business. We have<br />
always looked at gaining accreditations for the<br />
work that we do and in the last four months we<br />
have secured our NSI NACOSS Gold,<br />
SafeContractor, ISO9001 and CHAS for over five<br />
employees to go alongside our CyberEssentials.<br />
Now that we are NSI Gold it brings to the<br />
forefront our credentials as installers. This means<br />
that when we advise our customers I think that<br />
brings it more to their attention because we are<br />
coming from a position of authority.<br />
To be honest, in the past I always thought<br />
gaining approval was just a tick-box exercise, but<br />
having gone through the process I know that’s not<br />
the case. The two auditors we've had in were<br />
fantastic, in fact I can say that the whole of the<br />
NSI has helped us. It's great that what we do can<br />
be measured to such a very high standard.<br />

What would be a typical project for you?<br />
We are concentrating on our B2B customers. Our<br />
specialist area is the open campus environment<br />
and we advise, design, install and support<br />
customers who have large dynamic areas. It’s<br />
highly challenging as the security threat can<br />
change dramatically and quickly within these<br />
areas and with our guidance, this is controlled.<br />
We like to be dynamic in what we install and so<br />
limit ourselves to a number of products that have<br />
been tried and tested and are proved to work in<br />
these environments. We predominantly use<br />
Avigilon and Mobotix because it's really good kit<br />
and it works all the time.<br />
We do very little for domestic customer<br />

bought online or in your local DIY outlets. It<br />
makes our high quality products and professional<br />
installation a hard sell.<br />
Are there any common requests from<br />
customers that give you problems?<br />
There isn't anything specific but I do think that<br />
there is a lack of knowledge with some customers<br />
as to what they are going to get and what it can<br />
do. They don't really understand the technology<br />
and because we have a regular request to install<br />
systems after a security problem has occurred,<br />
they don't necessarily want to spend any time<br />
looking at different options.<br />
What is the best thing about working in<br />
security?<br />
When I was a kid I always wanted to go into the<br />
armed forces and never did, but I now feel like I'm<br />
helping bring security in another way. Our key<br />
area is academia and we want to make schools,<br />
colleges and universities safer because we<br />
believe in education and ensuring that our<br />
children are given all of the chances possible in a<br />
safe environment. We want to make sure they're<br />
safe by offering a professional service and making<br />
sure that people feel secure. Nowadays situations<br />
can change quickly and dramatically.<br />
Is there is a security skills shortage?<br />
Yes, there is a massive shortage of talent. We've<br />
just gone through a recruitment process for a new<br />
engineer. We got the feeling that those applying<br />
knew about the skills shortage and had the<br />
attitude that they could ask for more money than<br />
their talent actually warranted.<br />
We need more qualified engineers and for a<br />
better educated public on the benefits of using<br />
approved companies. There is a massive shortage<br />
and it's difficult to train your own engineers.<br />
While we were researching apprenticeship<br />
courses we only found one course within the<br />
whole of the UK that met our criteria so enrolling<br />
people on this course would require them to<br />
travel into Knutsford (nearly 100 miles each way).<br />
What will be the impact of smart/home<br />
automation on the security sector?<br />
While the take-up of the technology is growing<br />
and is heavily marketed we need to ensure that<br />
the public is made aware of any relevant<br />
legislation and emphasise the importance of<br />
having the system installed and maintained by<br />
professional, accredited installers. All of the<br />
marketing is telling people they can fit it<br />
themselves so there's no guarantee it will be<br />
fitted properly or in the right place which does not<br />
make for good security. Legislation such as GDPR<br />
and ICO registration are not common knowledge<br />
so while people can buy cameras there's more to<br />
fitting it than just fixing it to a wall. Another<br />
problem with many of the home surveillance<br />
systems is that it is nearly all internal, so it's not<br />
protecting anything. By the time it starts<br />
recording, it's too late.<br />
What is the industry’s biggest myth?<br />
It can be tricky getting beyond the mindset that<br />
some people have about intruder alarms not<br />
doing anything to prevent burglaries - all as a<br />
result of bells-only systems being ignored by<br />
passers-by. The lack of awareness about ARCs<br />
and police response can lead people to believe<br />
that alarms either serve no purpose or they can fit<br />
it themselves. Only a properly installed system<br />
will work properly.<br />
Are you concerned about Brexit?<br />
I think everyone has got to be concerned to some<br />
extent. I've spoken to some very big companies<br />
about this and for me, I think that if bigger<br />
companies that have more money to spend on<br />
researching these things aren't too worried then I'm<br />
not either. My local Chamber of Commerce in<br />
Coventry is offering a lot of support, but we still<br />
don't really know what will happen. I think that<br />
perhaps it's being made a drama because the<br />
European Union is scared of us leaving as we are<br />
such a major player – there are other countries in<br />
Europe that aren't in the EU and they are doing fine.<br />
What would make your job easier?<br />
Having more people that are willing to go above<br />
and beyond (like Sharon who works in our office)<br />
come and work here would be great.<br />
What is your ultimate/fantasy electronic<br />
security product?<br />
A camera that stops dogs from barking!<br />
Will England ever win the football World<br />
Cup again?<br />
Yes - it's coming home! While the next competition<br />
is going to be played at high temperatures in Qatar<br />
I'm not too concerned because everyone will have<br />
to play in the heat. I'm sure that the FA has already<br />
planned what needs to be done in order to<br />
compete in those conditions.<br />
If you won £25,000 what would you do with<br />
it?<br />
I'd donate it to Zoe's Place, which is a local baby<br />
hospice. It's a charity that does a lot for the kids<br />
and their parents and I don't think they get<br />
enough money or attention. I did a half marathon<br />
last year for them so I support them.<br />

How to break into the fire<br />
detection and alarms sector<br />

studying the FIA fire detection and alarm qualifications<br />
For those of you who are involved – or<br />
interested in getting involved - in fire detection<br />
and alarm systems design, installation, and<br />
maintenance, there are a number of routes into<br />
developing those skills needed to survive in the<br />
sector.<br />
For those of you looking for a bit of advice about<br />
how to go about getting qualified in fire detection<br />
and alarms, listen up.<br />
The sheer number and range of available<br />
courses available online can be daunting. Many<br />
you can rule out immediately, and others hold no<br />
merit in the real world, as they don’t lead to a<br />
qualification. Don’t fall into the trap of thinking<br />
that any course will do the job – it’s your money<br />
and time, and your education (or your team’s<br />
education) after all.<br />
In my experience, seeking answers and<br />
guidance on LinkedIn helps. When I was searching<br />
for a course, I connected with many established<br />
and successful Fire & Security Engineers currently<br />
employed within the industry. I’m grateful to have<br />
such helpful connections with a wealth of<br />
knowledge, who offered invaluable hints and tips.<br />
Building my network on LinkedIn really helped,<br />
as time after time the same name was mentioned<br />
and I was quickly pointed towards the Fire Industry<br />
Association (FIA) website. If you’re going to<br />
expand your current business into the fire<br />
detection and alarm sector, or you’re like me and<br />
just looking to gain employment in this area, then<br />
building a network of connections and getting<br />
yourself onto the FIA website and seeing what they<br />
have to offer really helps.<br />
When I first visited the FIA website, I was<br />
instantly impressed by the professionalism of the<br />
FIA, and their dedication to Fire Safety.<br />
The FIA are currently in the last phases of<br />
developing a new range of nationally recognised<br />
formal qualifications which will likely be the new<br />
professional standard for the fire industry. A month<br />
after release, I reserved a space on the FIA AO<br />
Foundation in Fire Detection and Alarm course.<br />
I chose the to train with the FIA because they<br />
offer the most comprehensive, relevant fire safety<br />
training available in the UK today and offer a<br />
course designed for anyone, at any stage of their<br />
career in the fire detection and alarm sector, which<br />
was perfect for myself.<br />
For those of you who may have heard of the FIA<br />
qualifications but don’t know much about them,<br />
there are four qualifications you can get: Advanced<br />
Fire Detection and Alarm Design, Installation,<br />
Maintenance, and Commissioning (one for each of<br />
those areas). I decided I wanted to get qualified in<br />
Advanced Fire Detection and Alarm Maintenance.<br />
The FIA has a range of qualifications available in<br />
fire detection and alarm systems. The<br />
qualifications are made up of a range of units,<br />
which, upon successful completion, will lead to a<br />
Level 3 qualification on the Regulated<br />
Qualifications Framework (RQF).<br />
The qualifications are fully recognised by the<br />
official government bodies for education and<br />
qualifications in England, Wales, and Northern<br />
Ireland.<br />
The idea behind the new qualifications is that it<br />
will bring in new people to the industry, and help<br />
drive up the level of professionalism across the<br />
industry. For someone like me, it’s an opportunity<br />
to expand my skills.<br />
My professional background is not from security<br />
installation or the fire industry but from the Royal<br />
Air Force. At the age of 24, I began a career in the<br />
RAF as a trainee electrician. After completion of a<br />
military apprenticeship, I gained further experience<br />
and was selected for promotion.<br />

I'm now employed as an Electrical Maintenance<br />
Technician and Junior Manager. I’m responsible for<br />
the scheduled and reactive maintenance, fault<br />
diagnosis and rectification of Aircraft Ground Support<br />
Equipment (AGSE), Airport X-Ray security equipment,<br />
specialist airfield and emergency vehicles.<br />
I'm also a member of the Institution of<br />
Engineering and Technology (TMIET), and I have<br />
completed an NVQ Level 3 Extended Diploma in<br />
Electrical Engineering Maintenance, as well as<br />
holding an ILM Level 3 and City & Guilds Level 4 in<br />
Leadership and Management. I have recently<br />
registered with the Engineering Council (UK) and<br />
have been professionally recognised as an<br />
Engineering Technician and should soon hold the<br />
title of EngTech.<br />
I’ll soon have served a full 22 years career in<br />
the Royal Air Force and on completion of service<br />
I’ll be seeking new employment and new<br />
challenges and firmly believe that planning will be<br />
paramount to my success. I’ve investigated<br />
numerous roles, trades, opportunities and spoke<br />
to many industry professionals, both in person<br />
and via LinkedIn. The input and support I’ve<br />
received has been fantastic and with that came<br />
suggestions for future roles and employment, one<br />
industry stood out - the fire industry.<br />
After being employed in a professional<br />
engineering environment for over 21 years it’s<br />

something I’m determined to continue doing, with<br />

good understanding, coupled with that – they<br />
needed to offer industry recognised qualifications -<br />
that’s where my search began.<br />
My advice to those looking to get qualified,<br />
especially if you aren’t directly in the sector –<br />
perhaps you’re a security installer – is to look for<br />
accredited courses that can expand your skillset<br />
and demonstrate your professionalism. Getting a<br />
bonafide qualification holds more worth than a<br />
simple training course. That’s why I chose to study<br />
the FIA fire detection and alarm qualifications.<br />
So far, I have attended and passed the first unit<br />
of the FIA qualifications, the FIA AO Foundation in<br />
Fire Detection and Alarm, the starting point for the<br />
full qualification and more recently attended the<br />
FIA AO Environmental Requirements for Field<br />

Advanced Maintainer unit, which, upon<br />
successfully passing, I will be fully qualified in fire<br />
detection and alarm maintenance.<br />
I’m particularly looking forward to studying the<br />
next stage in the qualification. The Advanced<br />
Maintainer unit is comprehensive and helps<br />
service technicians to become specialists in fire<br />
detection and alarm maintenance, including fault<br />
finding, false alarm management, and BS 5839.<br />
The FIA courses that I’ve attended so far have<br />
provided me with a great starting point and solid<br />
grounding, that will undoubtedly help me earn the<br />
full FIA qualification to Advanced Maintainer. The<br />
course content and the way in which it was<br />
delivered has given me a much better<br />
understanding of fire standards and the codes of<br />
practice. I'd definitely recommend it if you’re<br />
looking to up-level your skills.<br />
So far, the qualification course has taken me<br />
from a complete beginner, with little knowledge to<br />
the point where I now have a much greater<br />
understanding of Fire Detection, Alarms and fire<br />
safety and I feel much more confident moving<br />
forward onto the remaining courses. I believe as I<br />
move into the industry and gain ‘hands on’<br />
experience everything will fall into place and the<br />
knowledge I’ve gained can be put into practice.<br />
The final food for thought I’ll leave you with is<br />
about the quality of the teachers or tutors that you<br />
get. The FIA trainers were great. They presented<br />
the course in a professional and approachable<br />
manner, breaking the training sessions up with<br />
questions and answers, quizzes, and small group<br />
discussions, which kept all the people on the<br />
course attentive and involved.<br />
The tutors were more than happy to make<br />
themselves available to answer any question and<br />
explain anything that wasn’t understood over<br />
lunch and rest breaks, which was much<br />
appreciated.<br />
The qualification has changed how I see<br />
buildings. Now when I walk into buildings, I find<br />
myself asking questions about Manual Call<br />
Points, escape routes, the sighting of control and<br />
indicating equipment, and the location of the log<br />
book!<br />
The course has without doubt educated and<br />
equipped me with a wealth of information and<br />
hopefully take forward into a new role within the<br />
industry.<br />
And before you start wondering whether the<br />
course is right for you – it is. The FIA are currently<br />
the only course that offer an actual qualification at<br />
Level 3 on the RQF.<br />
Of course, effort is required and a certain<br />
amount of self-discipline and self-guided study is<br />
recommended – but achieving the certificate after<br />
all that hard work only makes it all the more<br />
worthwhile.<br />

choice in system design. Fully scalable and networked to become<br />
part of much larger systems if the need arises, it provides a<br />
solution for any size of installation.<br />

The Italian Job<br />
As part of a project to revitalise a semi-abandoned<br />
Venetian suburb, and transform the district of Mestre from<br />
industrial precinct to recreational hotspot, HTM Hybrid<br />
Tower has undergone an extensive redevelopment. The<br />
project was supported by Hochiki Italia, the Italian arm of<br />
leading life safety systems manufacturer, Hochiki, who<br />
were selected to provide solutions that would protect this<br />
now iconic building and its occupants.<br />

The 19 floors of the<br />
HTM Hybrid Tower are<br />
comprised of commercial<br />
offices, a beauty centre<br />
and residential and retail<br />
environments, as well as<br />
dining and garage<br />
spaces. Comin Impianti<br />
srl, a local civil and<br />
industrial systems<br />
installer, was selected to<br />
specify solutions which<br />
would meet the needs of such a versatile<br />
building.<br />
The installers chose to specify Hochiki fire<br />
detection systems which would suit each of the<br />
different environments within the tower.<br />
Working closely with Comin Impianti srl, Hochiki<br />
Italia identified a need to use solutions that<br />
could be networked with one another via<br />
multiple control panels, programmed in a way<br />
so that each device is interconnected.<br />
It was also essential that the system was<br />
capable of identifying issues and reasons for<br />
alarm quickly, to give building occupants as<br />
much warning as possible.<br />
Hochiki Italia specified a range of solutions<br />
from the Enhanced Systems Protocol (ESP)<br />
range to meet these challenges. The collection<br />
of intelligent, addressable fire detection and<br />
alarm equipment offers HTM Tower high<br />
performance and reliability, combined with an<br />
enhanced open protocol, giving building owners<br />
the added control of their systems.<br />
Over 180 ALN-EN smoke detectors and ten<br />
ACC-EN multi-sensors were installed throughout<br />
HTM Hybrid Tower. The devices can all be<br />
controlled from eight panels networked so that,<br />
in instances where there is cause for alarm<br />
and/or evacuation, only affected zones will be<br />
notified.<br />
In addition, Hochiki’s devices offer both<br />
visual and audio alerts, which can be<br />
individually managed so only one operates in a<br />
given zone when needed, reducing the need for<br />
a full building evacuation for minor incidents.<br />

Hybrid Tower require a range of complex<br />
devices. As well as solutions that offer<br />
unrivalled reliability, it is essential to use<br />
products that can be networked to suit specific<br />
environmental considerations.<br />
“A restaurant kitchen will require very<br />
different levels of monitoring compared to a<br />
garage space, and these variables need to be<br />
monitored and controlled. The Hochiki ESP<br />
range allows building owners to do just that,<br />
giving them a control system that can be<br />
tailored to ensure optimum performance.”<br />

said: “The HTM Hybrid Tower is a contemporary,<br />
hybrid project, where multiple functional levels<br />
co-exist. Protecting such a complex structure<br />
from the risk of fire was a challenge. However,<br />

communicate on the network was a key element<br />
in the specification process”<br />

solution’s audio and visual capabilities can be<br />
managed separately which helps avoid<br />
unnecessary panic in case of a false alarm.”<br />

An overview of some of the products we have featured in PSI independent<br />
test reports. This month we highlight recent CCTV reviews; products are listed<br />
in no particular order. As always, manufacturers and distributors have no input<br />
in the test reports or results<br />
Bosch – Flexidome NDE-4502-AL<br />
This is a compact, easy to install, ONVIF compliant dome with a remote<br />
zoom and focus 3mm to 10mm auto-iris lens. It provides up to two 1920<br />
x1080p streams with a third using MJPEG. Both H.264 and H.265 are<br />
supported. A wide selection of video analytic features along with local<br />
alarm input & output connection and audio line in and out. Infrared illumination is quoted<br />
to 30 metres.<br />
Review: A very capable camera with good sensitivity and 1080p HD detail. Can be configured<br />
to record directly to iSCSI drive as well as its optional internal Micro SD card. Web access to<br />
relevant information is not a straightforward as it<br />
could be.<br />
IDIS – DC-Y3C14WRX<br />
This is a 180° “Fisheye” IP dome with built-in infrared<br />
illumination. It supports two-way audio, alarm input and<br />
outputs and a range of viewing modes.<br />
Review: This is a well-built 180° camera with some very<br />
flexible display modes. For maximum benefit it would<br />
ideally be used with an IDIS NVR or front end but<br />
works well with the supplied software or Web viewer.<br />
Concept Pro – CP-HSD20-AHD<br />
This Concept Pro IP66 IK10 rated speed-dome is based on the Starvis 1/2.8” CMOS<br />
sensor, giving a 2MP (1920 x 1080p) image with a 20x zoom lens and in-built infrared<br />
illuminators with a stated range of up to 150 metres. A 30x zoom version is also<br />
available. The camera provides outputs for all the main analogue HD formats such as<br />
AHD, CVI, TVI along with the digital over coax SDI standard.<br />
Review: An interesting highly sensitive HD speed dome that gives a potentially easy route to<br />
changing from analogue HD to IP based viewing and control, compatible with all key analogue HD<br />
systems. Some of the camera’s core configuration options are not currently<br />
accessible via the browser but possibly may be included in a future<br />
firmware version.<br />
Vista – VK2-MP4XVDIR28V12M<br />
This dome is a 4MP vandal resistant model from the Vista VK2 range, with IP66<br />
and IK10 protection ratings. A motorised 2.8 to 12 mm lens allows simple<br />
adjustment of the required field of view once installed. H.264 and H.265 formats<br />
are available with up to four streams. IR LED illumination is stated up to 25 metres.<br />
Review: A well-featured external vandal resistant camera with excellent resolution and good sensitivity.<br />
Support documentation is of a good standard. Additional software performed reasonably well.<br />

Hikvision – DS-2CD4A26FWD<br />
This camera is a high-end outdoor bullet camera identified as part of<br />
Hikvision’s DarkFighter range. The camera offers very high sensitivity and<br />
1920 x 1080p HD performance with pre-installed firmware to provide video<br />
analytic functions. These can be selected from options including Audio<br />
Exception, Defocus, Scene Change, Face, Line Crossing, Intrusion, Region Entrance,<br />
Region Exiting, Unattended Baggage and Object Removal Detection.<br />
Review: The wide range of detection methods mean that this camera can fulfil the majority of current security video tasks. Its builtin<br />
Infrared illuminator range and high sensitivity provide very good image quality even in challenging conditions.<br />
Tyco – Illustra Flex IFS02P6INWIT<br />
This Indoor HD PTZ dome is from the Illustra Flex range and has a 30 times optical and<br />
12 times digital zoom range with IR illumination up to 25 metres. An external variant<br />
has IR support to 150 metres.<br />
Review: A very well constructed PTZ camera unit with straightforward connection and<br />
configuration. Some minor issues encountered with setup functions and lens performance but overall,<br />
good image quality and extended zoom range.<br />
Hanwha Techwin – Wisenet PNM-9320VQP<br />
The Wisenet PNM-9320VQP is a relatively large assembly that can house up<br />
to 4 fixed camera modules for wide area coverage and with a PTZ camera<br />
beneath fitted with a 32x zoom lens of 4.44mm to 142.6mm. The wide<br />
range of fixed camera modules means that the camera can cover a full 360° field of view or 4<br />
specific narrower views to suit the surveillance requirement.<br />
Review: An interesting device to provide wide area surveillance with PTZ<br />
support for close-up or automated tracking of subjects. The single network<br />
connection means that an existing network camera can be upgraded to a multiview<br />
capability without the need for additional network hardware.<br />
Dahua DH-IPC-HF8835FP<br />
This is an 8MP (UHD) box style camera with very high<br />
sensitivity and intelligent video detection capabilities. It is<br />
promoted as a Starlight+ camera. Due to the large format<br />
of the CMOS sensor used, the lens mount is an M43 (Micro<br />
four thirds) bayonet-style connection.<br />
Review: It is likely that lens choice will be limited for some time unless this mount finds more<br />
common usage in the security industry. Various compact mirrorless digital cameras use the M43 format so this may be the best way to<br />
provide a variety of options, but controlled zoom versions may be limited and expensive.<br />
Flir – CC-3103-01-I<br />
This is an IP66 rated corner mounting 3MP IP camera from the Flir Ariel range with<br />
a lens viewing angle designed to provide wall to wall and ceiling to floor coverage<br />
of the surveyed area. It has a curved front plate to ensure no grip is possible and<br />
that no ligature can be attached. A microphone allows sound to be captured and<br />
discrete infrared illumination is available for low or zero visible light use.<br />
Review: This camera is very simple to get up and running and has a wide range of settings to optimise its<br />
performance. Image quality and colour rendition is very good and alarm settings are clearly laid out and<br />
function well. The ease of browser access was a welcome change from some supplier offerings.<br />

campaign is now underway – and it<br />
is up to you to nominate the entries<br />
for the competition<br />
Have you used a piece of kit or a supplier that<br />
has been mightily impressive over the last<br />
twelve months? As a manufacturer of<br />
electronic security systems do you think that your<br />
company’s products and services deserve to be<br />
recognised as the best that the sector has to<br />
offer? We are now asking you to tell us what the<br />
best products are and who gives the best service<br />
for the PSI Premier Awards 2019.<br />
Nominate online<br />
The annual PSI Premier Awards campaigns have<br />
recognised innovation and the highest achievers<br />
that the industry has to offer from across a<br />
number of disciplines for many years.<br />
We are now asking for nominations for the<br />
products and services and suppliers that<br />
installers think are the best in the market. After<br />
the deadline we will then collate all of the entries<br />
and, where necessary, ask a number of installers<br />
to give us their opinions on the nominated<br />
systems. This will give us a final listing of entries<br />
that we know will be without anomaly.<br />
The types of technology we are looking for are<br />
products that are different, not “me too” systems<br />
and we want to hear about distributors that go<br />
above and beyond box-shifting. The UK security<br />
market is brimming with talent so we want to<br />
make sure we feature the best new releases of<br />
recent times and the suppliers that give the<br />
highest levels of support.<br />
The PSI Premier Awards Dinner will be held on<br />
5th November on the evening of the first day of<br />
the new SiX event in Manchester (see elsewhere<br />
in this edition for more info).<br />
