CNEWA-Pontifical Mission<br />
establishment and work today<br />
In 1949, after the Arab-Israeli War and the occupation of Palestine, Pope Pius XII<br />
founded the Pontifical Mission for Palestine (PMP) as his special agency for relief and<br />
development in the Middle East. The Pontiff entrusted its leadership and administration<br />
to the Catholic Near East Welfare Association (CNEWA) in New York, USA. CNEWA was<br />
founded by Pope Pius XI in 1926 to support the work and activities of the Eastern churches<br />
in Northeast Africa, India and Eastern Europe.<br />
PMP started implementing its programs and projects through three regional offices in<br />
Beirut, Jerusalem and Amman. The Amman Regional Office oversees projects in Jordan and<br />
Iraq and the Regional Office in Beirut oversees projects in Lebanon, Syria and Egypt.<br />
After the 1967 war and the occupation of the West Bank and East Jerusalem, with the blessing<br />
of Pope Paul VI, PMP began supporting a network of community-based organizations<br />
(CBOs) and Church-affiliated institutions throughout the Holy Land.<br />
Today, PMP works for, through and with the local churches, allocating funds for programs<br />
and projects that support the foundation of the church and community leaders in Palestine<br />
and Israel. For nearly 70 years, CNEWA-PMP’s work backed by the generous contributions<br />
from international donor agencies and contributors, has helped develop and strengthen a<br />
network of local community based institutions.<br />

Country Brief Palestine<br />
President Trump’s recognition of Jerusalem as the capital of Israel and his<br />
“deal of the century” which is looked at with alarm and uncertainty worldwide,<br />
has produced anger among the Palestinian leadership and society. The Palestinian<br />
Authority rejected any US role in future negotiations and is seeking an alternative<br />
third party to become arbitrator over peace negotiations.<br />
In the time being, Israel is accelerating West Bank settlement expansion where<br />
most of these settlers are hardline members of the national religious sector. Of<br />
concern is the East Jerusalem settlement expansion and construction in and around<br />
the Holy Basin as well as other Palestinian neighborhoods of East Jerusalem.<br />
The West Bank continues to be formed of isolated Palestinian Governorates<br />
monitored and controlled by the surrounding settlements and hundreds of Israeli<br />
checkpoints that make traveling from one city to the other a time-consuming<br />
experience. Within some Governorates – like Bethlehem – traffic jams are becoming<br />
a daily reality however the Oslo Agreement prohibits the Palestinian Authority from<br />
constructing bridges or tunnels to reduce the traffic. Israel continues to control access<br />
to natural water resources and the underground aquifers, electricity and remain in<br />
full control all civil and security of Area C (comprised of 60 percent of the entire<br />
West Bank area).<br />
Meanwhile, the humanitarian crisis in Gaza persists; Gaza continues to suffer<br />
from electricity outages with only four hours of power per day. Water pollution is<br />
rapidly increasing as the underground aquifer, natural streams and Gaza’s coastline<br />
is flooded with raw sewage, with limited access to clean water for Gaza residents.<br />
The unemployment rate is the highest among high school and university graduates<br />
and there are limited job openings and a very competitive job market.<br />

Country Brief Israel<br />
U.S. President Trump has not only approved the<br />
relocation of the American embassy to Jerusalem but has<br />
also recognized the Golan Heights as part of Israel. The<br />
Israeli government has also continued to expand settlement<br />
construction in Jerusalem and the West Bank, beyond the<br />
Green Line (i.e. Modíin, Maale Adumim, etc.) during the<br />
Trump presidency and Prime Minister Netenyahu has<br />
vowed to annex the West Bank after the Israeli elections .<br />
Poverty and unemployment continue to be rife in the<br />
Arab communities in Israel – who are among the lowest<br />
earning population sectors in Israel next to the Orthodox<br />
Jews.<br />
An identity crisis and lack of sense of belonging continue<br />
to grow within the Arab community. Discrimination<br />
against Arab Christians and Muslims is visible in almost<br />
all aspects of society. Lack of government subsidies for<br />
public infrastructure, health care clinics and schools,<br />
physical isolation of the Arab community and the lack<br />
of job opportunities and poor education, put around<br />
53% of Arab families in poverty (after taxes and transfer<br />
payments), compared with 14% of Jewish families (2016,<br />
<strong>Annual</strong> <strong>Report</strong> on Poverty and Social Gaps of the National<br />
Insurance Institute of Israel). In 2016, Israel had 1.8 million<br />
Arab citizens, representing 21% of the country’s total<br />
population.<br />

Intervention Strategy<br />
Strengthen Church and Community based organizations<br />
CNEWA-PMP is committed towards supporting a network of Church-affiliated<br />
institutions to develop and strengthen services and programs for the benefit of the people<br />
of the Holy Land. According to a study by Diyar Center, the Christian community in the<br />
Palestinian Territories, which constitute less than 2% of the total population, is responsible<br />
for over 45% of the total NGO sector such as schools, hospitals, social services, charitable<br />
societies and homes for the elderly. These institutions are operated under the careful<br />
guidance of the Sisters, Christian lay men and women and other administrations. These<br />
institutions provide valuable services with Christian values at heart, to the population at<br />
large - Christian, Muslim and Jews, without distinction. They are essentially the “agents of<br />
evangelization” exemplifying Christian values - which are in essence the human values of<br />
dignity, tolerance, respect, acceptance, charity, equality, etc. The exchange between services<br />
and beneficiary is profound, thus having a significant impact in the lives of the beneficiaries.<br />

Building resiliency of the Christian Communities<br />
CNEWA-PMP realizes the immediate threat to the indigenous Christian community in<br />
the Middle East region, most importantly in the Holy Land – the birthplace of Christianity.<br />
CNEWA-PMP gives special attention to pastoral formation and education among Christian<br />
children and youth, that focuses on increasing the connection to the land and sense of<br />
belonging. CNEWA-PMP believes that by investing in the leadership skills among the<br />
youth today, children and youth will have the<br />
skills they need to be strong leaders in their<br />
communities.<br />
Provide assistance to children & youth<br />
CNEWA-PMP believes that children and<br />
youth require a different educational approach<br />
in and outside the classroom. We work to help<br />
cultivate a creative learning environment at<br />
kindergartens and schools as well as local youth<br />
institutions. It is important that children and<br />
youth are provided with the opportunity to<br />
develop essential critical and creative thinking<br />
skills, character and peer relationships at an<br />
early age. Essentially, more work is needed to<br />
enhance research and debate skills, providing<br />
the tools that promote a curiosity and will to read<br />
books and have a wide variety of joint activities<br />
for both boys and girls/ Muslims and Christians<br />
that tackle sensitive gender and religious issues.<br />

Pastoral Programs<br />
The emigration trend in the past few decades have shown us that<br />
providing employment opportunities and housing for the younger<br />
generations and new families is not enough to stop emigration or<br />
reduce it. Observation of the ongoing trends lead us to a deeper<br />
conviction that the absence of a ‘sense of belonging’ to the Land<br />
of Jesus, to the land where Christianity started and the Church<br />
was established is key element to foster steadfastness and reduce<br />
emigration.<br />
CNEWA-PMP’s pastoral program was launched in 2017 to develop<br />
the sense of belonging among young people in the Palestinian<br />
Christian community in Palestine as well as those in Israel. The<br />
program aims to provide financial support for children and youth<br />
programs at Churches and parishes, monasteries and seminaries,<br />
Christian youth centers, and the Christian scout movement. CNEWA-<br />
PMP’s pastoral program specifically supports programs including<br />
catechetical programs and Sunday School programs, Bible summer<br />
camps for children and youth, an annual Bible competition as<br />
well as the Christian Scout movement. The program also supports<br />
rehabilitation projects on Churches and parishes.<br />
In <strong>2018</strong>, the pastoral program allocated USD 538,000 in donor<br />
contributions for 28 projects in Israel and Palestine benefiting a total<br />
of 10,413 people, mainly children and youth. There were 11 projects<br />
implemented in Israel including the cities and villages of Nazareth,<br />
Kufr Smei’, Haifa, Ramleh and Jaffa; and 17 in Palestine including<br />
East Jerusalem, and various areas of Ramallah, Bethlehem and Gaza.<br />

Latin Parish of St. Saviour,<br />
Jerusalem<br />
The Latin Parish of Jerusalem – St. Savior<br />
Church in Jerusalem is responsible for<br />
providing religious service and pastoral<br />
support for the Catholic community of<br />
Jerusalem. A generous donation from CNEWA<br />
in the amount of $10,000 was provided to the<br />
parish priest of the Latin Parish ‐ Jerusalem,<br />
to support the youth pastoral program of the<br />
parish. The youth program leads pastoral<br />
activities that help the young faithful practice<br />
Christian values and strengthen their faith<br />
as individuals, and within the community.<br />
With the grant, Fr. Nerwan Al‐Banna was able<br />
to arrange several religious trips to the holy<br />
sites, which helped the children understand<br />
and witness the history of Christianity in the<br />
Holy Land. The funds covered transportation<br />
costs, materials and supplies for the trips. The<br />
grant also helped other pastoral activities of<br />
the parish including its youth choir program<br />
where a new organ and CD player were<br />
purchased as well as a computer and printer<br />
for children’s religious activities, benefiting<br />
200 children.<br />
Additionally, $5,000 of the grant also supported<br />
the pastoral/leadership activities and work of<br />
the Focolare Movement in Jerusalem, covering<br />
the costs of religious trips to holy sites around<br />
the country (Ein Karem, Bethlehem, Jerusalem<br />
and Nazareth).<br />

Provide assistance to children & youth<br />
CNEWA-PMP’s extracurricular program is in its last year of implementation. Within a<br />
span of three years, it has combined capacity building training in strategic planning; proposal<br />
writing and fundraising with programs that has helped develop and improve planning<br />
procedures among 8 local partners. The program has also helped build support creative youth<br />
programs that has reached 1,467 Palestinian children and youth and 72 Palestinian public<br />
and private schools. Palestinian children and youth have participated in: environmental<br />
awareness and protection activities and campaigns; reading and researching, storytelling<br />
and creative writing campaigns and activities, participated in educational activities and<br />
tutoring in school subjects<br />
like English, Math and<br />
Arabic; researching, debate<br />
and leadership training;<br />
theatre and the arts.<br />

participants expressed<br />
that they feel “happier”<br />
and more “satisfied”<br />
about themselves since<br />
joining the program three<br />
years ago. Palestinian<br />
children and youth who<br />
have actively participated<br />
in the program are<br />
learning and internalizing<br />
positive messages from<br />
the programs. Through<br />

their own self-expression spaces, children and<br />
youth find it easier to express themselves. Leaders<br />
emphasize positive behavior within the groups<br />
where participants express mutual cooperation,<br />
acceptance of the “other” and respect.<br />

“I hope that this group meetings never end (draws the infinity symbol in her<br />
drawing that symbolizes continuity) ... They are closer than my sisters to me” and<br />
added “I see this group as a puzzle: each one of us is different, but together we all<br />
make the full picture”.<br />
Another participant said: “I see this group as place that helped me change for<br />
the better - in how I see life and in solving problems... I guess each person has<br />
changed for the better in some way”.<br />

Enhance and improve access to<br />
better public facilities<br />
CNEWA-PMP’s program aims to help local community – based organizations (CBOs) in<br />
Israel and Palestine sustain services and programs for the public. Many CBOs face problems<br />
such as severe financial constraints and fundraising capabilities, which further limits the<br />
ability to provide and sustain services in the long-term. Recognizing the importance of<br />
supporting CBOs, CNEWA-PMP and with the support of donors, provided financial support<br />
amounting to USD 680,000 for 39 local CBOs in <strong>2018</strong>, that has enhanced and improved the<br />
facilities and services.<br />

Grants enabled these institutions to procure needed equipment and rehabilitation<br />
work. Projects included the procurement of equipment helped advance healthcare and<br />
social programs at clinics, hospitals women’s society’s and elderly care centers. It has also<br />
enhanced kindergarten and school classrooms and facilities for better learning environments<br />
and expanded recreation and extracurricular sports facilities at schools and youth centers.<br />
Additionally, the project also provided partners the opportunity to participate in capacity<br />
building training in strategic planning, proposal writing and budgeting, that will help<br />
restructure organizational goals and strategies for the next five years.<br />

Rehabilitation of homes,<br />
Bethlehem<br />
A substantial grant has helped<br />
rehabilitate homes for 20 poor<br />
families in Bethlehem Governorate<br />
who were living in very difficult<br />
living situations and required<br />
assistance to improve their living<br />
environment, which included sitting<br />
rooms, bedrooms and kitchens as<br />
well as installing new doors and<br />
windows to main areas of the home.<br />
Work entailed plastering, insulation<br />
(outdoor and indoor gypsum board<br />
for damp), cement work, painting,<br />
tiling, cabinetry and countertops,<br />
window and door insulation and<br />
installation, electrical work, lighting<br />
and ceiling repair.<br />

Case Study<br />
SIRA School, Bethlehem<br />
SIRA is serving students with special needs, difficult social situation and learning<br />
difficulties.<br />
The old windows of SIRA school did not meet the safety criteria of the Palestinian<br />
Education Department for West Bank schools and thus the school’s license was refused.<br />
With a generous donation from a CNEWA-PMP donor, the school was able to replace<br />
the 37- year old windows with new aluminum windows according to fire and safety<br />
standards which would allow the school to renew its education license. The project also<br />
provides a positive learning environment for 84 students with special education needs<br />
and their teachers.<br />

Case Study<br />
Daughters of Charity – Creche<br />
The Sisters of the Creche reported that several washing machines and dryers of the<br />
complex were continuously breaking down and required repair service, which increased<br />
costs. Additionally, outsourcing the service slowed the operation of the Creche.<br />
To better serve the needs of all the beneficiaries and operations of the Creche, the Sisters<br />
appealed for two industrial washing machines (30 kg capacity each) and one industrial<br />
dryer (34 kg capacity each) as well as one iron table. Since the installation, the Daughters<br />
of Charity Sisters said that the staff who are working in the laundry department are<br />
now less stressful as the workload is easier to manage with the new machines. Also, the<br />
machines require a smaller amount of laundry detergent which has saved money for the<br />
institution.<br />

Subsidized Institutions<br />
CNEWA-PMP maintains its commitment to support three public institutions in the health<br />
and education sectors: Near East Council of Churches Mother and Child Clinics (NECC) in<br />
Gaza, Pope Paul VI Ephpheta Institute for the Deaf in Bethlehem, and the Pontifical Mission<br />
Educational and Cultural Center (PMECC), also in Bethlehem.<br />
Paul VI Ephpheta Institute, Bethlehem<br />
There are only 12 institutions for deaf persons in the Palestinian territories where most of<br />
these schools are in the northern district and provide a formal education for children up to<br />
the age of 14 years old; Ephpheta is operated by the Sisters of Saint Dorothy and is the only<br />
school that allows students to continue their formal education to the 12th grade. Ephpheta’s<br />
staff are comprised of 13 speech therapists, audiologists, social workers as well as 37 teachers<br />
trained in the field of oral deaf education and auditory‐verbal therapy, provide 174 deaf<br />
students with a valuable education for life. The school also provides support programs for<br />
parents and family members of the deaf where they have access to counseling services,<br />
advocacy training and guidance in related health and other issues on how to raise a deaf<br />
child. Moreover, Ephpheta also provides boarding for 23 students who come from areas<br />
beyond Bethlehem where access is severely restricted by checkpoints and other road blocks<br />
that make traveling to and from school extremely difficult. In <strong>2018</strong>, CNEWA supported<br />
the operating costs of the Ephpheta Institute which covered employee salaries for the year,<br />
minor maintenance work and upkeep of facilities.<br />

NECC Mother & Child Clinics<br />
The lack of a national healthcare<br />
system and lack of health insurance<br />
in Gaza puts 2 million Gaza residents<br />
at risk. NECC Mother and Child<br />
Clinics is part of a network of Gaza’s<br />
non-government organizations and<br />
medical institutions that provide free<br />
healthcare and wellbeing programs;<br />
NECC specifically targets mothers and<br />
their children (especially those that are<br />
non-refugee and ineligible for medical<br />
insurance by the UNWRA) and are<br />
often denied access to healthcare due<br />
to their non-refugee status. Medical<br />
prevention and care at NECC include<br />
prenatal and antenatal care (lab tests,<br />
medical examinations, medicine and<br />
vitamins for prevention/medical<br />
complications and conditions as well<br />
as ‘home visit’ follow-up, dental and<br />
access to educational workshops,<br />
whereby these services require donor<br />
funding annually.<br />

PM Educational & Cultural Center<br />
Bethlehem Governorate serving a population of over 220,000 people,<br />
including 16,000 refugees living in three refugee camps: Dheisheh, Aida and<br />
Beit Jibrin. There are around 170 public and private schools operating in the<br />
Governorate. With such a large, young population, there are no school libraries<br />
and only a few public libraries available for students.<br />
The PMECC was established in 1970 as a small library to cater to all children<br />
and youth who lacked access to a library, whether in their school or the public<br />
library. The success of this institution over the years has been tremendous.<br />
The Teresian Institute who operate the library have not only developed the<br />
reading program, but have also created and developed something more, that<br />
goes beyond a typical library.<br />
The Teresians and with the support of its team, created after-school<br />
programs and a summer camp program that uses ‘hands-on learning<br />
approach’ and tools in its programs which help school-aged children and<br />
youth to learn better. They can sign up for guitar lessons, creative writing,<br />
educational games competitions, film-viewings and discussion sessions,<br />
among other activities. In the summer, children and youth can participate in<br />
fun and interactive activities with peers through the summer camp program.<br />
For parents – especially working parents, the center’s programs are both<br />
educational and free, which lifts the burden of finding quality programs and<br />
paying a fee which many parents cannot afford. Outlying schools in the West<br />
Bank have also caught on to PMECC’s ‘hands-on approach”, requesting the<br />
center conduct activities at their schools. The response has been strong and<br />
PMECC has created an outreach program for local schools in rural areas of<br />
Bethlehem Governorate in <strong>2018</strong>. In 2019, the PMECC hopes to renovate and<br />
update its premise to meet the needs of its programs and expand its reading<br />
program to offer young readers the chance to challenge their reading skills.<br />

Emergency Aid and Relief<br />
Emergency assistance program provides funds to help<br />
mediate an emergency crisis. In <strong>2018</strong>, Gaza continues to<br />
experience heightened political tension, increasing electricity<br />
blackouts, joblessness and poverty, which have caused<br />
increasing vulnerability. CNEWA-PMP and in partnership<br />
with donor agencies, funded 5 projects totaling USD 404,000,<br />
that supported 700 people including children, young graduates,<br />
families and the elderly.<br />
During <strong>2018</strong>, CNEWA-PMP collaborated with Al-Ahli Arab<br />
Hospital to implement a malnourishment program to help<br />
alleviate child malnourishment in children; a job training and<br />
employment program for unemployed graduates in the medical<br />
field as well as a health care fund for the poor and elderly by<br />
covering medical expenses and healthcare costs. In addition to<br />
an employment program for 16 youth placed at four Christian<br />
institutions and a psychosocial intervention program for<br />
mothers and children at the NECC Mother & Child clinics.<br />
