Steps taken for
new industry hub
in western CW
By Linda Dillman
Staff Writer
Land on the western edge of Canal Winchester is inching closer
to becoming the next industrial development hub in the city’s
inventory.
Twenty years ago, Canal Winchester embarked on its first
industrial center–Canal Pointe.
Today, that complex is nearing capacity with only a pair of
parcels available for development.
In November, the city approved a $931,000 real estate agreement
for 110 acres on the south side of Bixby Road–not far from
the Gender Road commercial corridor–dependent on factors such
as annexation and soil test borings.
On April 15, Canal Winchester City Council heard the first
reading on an ordinance amending city code rezoning the acreage
from a combination of exceptional use, limited manufacturing,
and general commercial to all limited manufacturing.
The city’s goal, according to Development Director Lucas
Haire, is to bring in zoned limited manufacturing and sell it for
future industrial use.
Approximately two-thirds of the site–positioned near the
southeast corner of the intersection of Bixby and Rager roads–is
already located within the city’s corporation limits, the remainder
would need to be annexed and approximately 50 percent is located
in a floodplain.
The site is currently owned by Willis M. Alspach, Joan A.
Alspach and David Benjamin Alspach.
A public hearing on the rezoning was held prior to the April 15
council meeting. The Planning and Zoning Commission previously
deliberated on the zoning request on Feb. 11 and recommended
approving the request.
“The city is in contract for the property and is serving as applicant
(for the rezoning),” said Haire during the hearing, who also
reported two parcels within the property are in the city, but three
more need to be annexed.
According to Haire, the owners of two parcels are preparing to
annex into the city, one is already zoned commercial and another
is not interested in annexation. He said because of its location,
the site would have little impact on residential property within
the area.
“There are a number of parcels restricted and part is in the
100-year flood zone,” said Haire, who added end users have yet to
be determined, but indicated there was interest from companies
involved in logistics.
Haire said the city has discussed with the Ohio Department of
Transportation about moving a potential U.S 33. and Bixby Road
interchange up on their project list, but ODOT is disinclined to
come to the table until end users are identified.
Councilman Patrick Lynch said the industrial development
will be set back far enough from U.S. 33 that it will not feel like
it is on U.S. 33.
Students open free clothing store
By Linda Dillman
Staff Writer
A middle school students’ brainstorming session
in Canal Winchester led to an idea that is now helping
students in need.
The endeavor–a small, free clothes store, CW
Threads, housed in a converted storage room at Canal
Winchester Middle School–is an example of running
an outreach program and learning about altruism.
Canal Winchester Middle School teacher Kelly
Best said the idea for a free store came up during a
building leadership meeting after discussing student
needs.
“We were also starting to create morning clubs
with our sixth graders and decided one of the clubs
could focus on the creation of the free store,” said
Best, who has taught sixth graders at Canal
Winchester for 16 years. “My students worked (on
creating the store) for a half hour in the mornings for
three days a week for four weeks. Other students
wanted to jump in, too, so often times when students
completed their work in my class, they’d start sorting
or hanging clothing for the store as well.”
Best said the free store idea expanded well beyond
the initial club into a “gigantic” group effort and a big
first step was converting a cluttered storage room in
to an appealing space.
“We wanted to create a space that would make
students feel welcome and happy to shop there,” said
Best. “Students in the club took charge of cleaning,
organizing, and repurposing some items. Then we
made a list of items we hoped to include in the store.
We wanted to have clothing racks, shelving, a dressing
room, and an area to keep hygiene items as well.”
Community support was both amazing and heartwarming,
according to Best. She would periodically
post a list of needed items on a Canal Winchester
community Facebook page, and each time requests
were met almost immediately.
Canal Winchester a Tree City USA
Th city of Canal Winchester was recently named a 2018 Tree
City USA Community by the Arbor Day Foundation.
The designation honors the city’s commitment to effective
urban forest management.
Canal Winchester has been recognized as a Tree City USA
community for 25 consecutive years.
Each Tree City USA community receives recognition by meeting
the program’s four requirements: a tree board or department,
a tree-care ordinance, an annual community forestry budget of at
least $2 per capita and an Arbor Day observance and proclamation.
According to the Arbor Day Foundation, trees provide many
benefits to a community when properly planted and maintained.
In addition to improving neighborhood aesthetics, trees generally
increase property values, reduce home cooling costs, reduce air
pollution, and provide an excellent natural habitat for wildlife.
Bender scholarship winners named
By Linda Dillman
Staff Writer
A pair of Canal Winchester High School seniors
were awarded $1,000 scholarships in honor and memory
of 1960 Canal Winchester graduate and 17-year
city council member Dr. John Bender, who passed
away in 2013.
The presentation by Mayor Mike Ebert was held
during the April 15 council meeting with scholarships
awarded to Courtney Cowgill and Jacob Howard.
“For the past several years, since Dr. John Bender’s
passing, we’ve given out two scholarships,” said Ebert,
who was part of the selection committee. “It’s very
hard, we don’t know their names or who we’re voting
for, but the people we chose are very deserving. Dr.
Bender was an incredible person and this is a great
tribute to him.”
Bender was also a long-time track and cross country
coach at Canal Winchester and worked in special
education with the Canal Winchester school system.
Cowgill plans to attend the University of Toledo
and major in nursing. Howard plans to attend Ohio
University with hopes to become a high school math
teacher.
“I can tell you from reading the applications…the
world is in very good hands with people like yourselves,”
said Council President Bruce Jarvis.
Annual street program
Construction Services Administrator Bill Sims said
work is winding down on the Gender Road Phase IV
work and cranking up on the city’s annual street program.
Concrete work on Gender Road was completed a
week ago and Sims expects the project to close out by
STUDENTS
Continued from page 1
“We received donations of clothing racks, hangers,
and clothing from various Lularoe sales representatives,”
said Best. “Parents and people I didn’t even
know donated clothing racks as well. Someone ordered
one on Amazon Prime and shipped it right to our
school. We created the dressing room with a standing
mirror, an antique chair that two of the girls in the
club re-upholstered completely on their own, shower
curtains, and a rug - all donated from the community.”
Best said it didn’t take long for donations to start
rolling in.
Organizers received a large spirit wear donation
from the CW Alumni Association, clothing from a store
in Canal Winchester and cash donations to help purchase
hygiene items. Their next big task was sorting
and categorizing clothes.
“I had so many people reaching out to donate clothing,”
said Best. “Students spent hours sorting, folding,
and hanging clothing. Any clothing we could not use,
we donated to Goodwill, so everything went to a good
cause. The store is really student-driven. Now that it’s
established, I pop my head in the door every now and
then just to make sure everything is okay, but other
than that, the students have taken charge of keeping
it running.”
Best said students took pride in transforming the
space and continue to work hard in keeping it organized.
She never has to look far for help as students
come to her and ask to work in the store.
Sixth grader Samantha Rowley said she enjoys
working in the store because she likes helping other
students and is happy to provide an option for students
who often wear the same clothes to school on a
regularly.
the end of the month.
Street program work is scheduled for completion in
July and there will be minimal impact to traffic.
As part of the street program, residents are afforded
the opportunity to opt-in to a sidewalk repair cost
sharing program administered by the city. Using the
$653,569 Street Program contract, the city will replace
deteriorated and uneven sidewalks in designated
areas of town.
This year, the street work area is predominately
located in the Winchester Village Subdivision on
Sarwil Drive from the intersection of Chesterville and
Sarwil Drive South to the intersection of Chesterville
and Sarwil Drive North and also on Old Meadow
Court.
Streets involved in the 2019 program include sidewalk
ramp improvement as necessary, along with the
remilling and resurfacing of: East Waterloo Street
from High Street to the city limits; Canal Street and
Prentiss School Drive west of Gender Road and
Prentiss School from Canal Street to Winchester
Boulevard; in Ashbrook Village–Williamson Lane
from Ashbrook Drive north to Embers Lane, Crist
Court and Hilliard Court; and at the Villages at
Westchester–Braeswick Court, Eddleston Court and
Stretton Place.
Various streets will be crack filled and surfaces
rejuvenated. Streets paved last year in Ashbrook
Village will receive an application of pavement rejuvenator.
Miscellaneous spot repairs will be made
throughout the city to curbs and pavements and curb
inlet repairs will be performed as well.
Access will be maintained on all streets. For information,
contact Sims at 834-5109 or email
wsims@canalwinchesterohio.gov.
Sixth grader CJ Gidley said he likes working with
clothes after he worked with his mother. He added he
“likes to organize things.”
Student Melia Williams said, “Kids are a lot happier
to have an option to find new clothes to wear to
school.”
Sometimes the public is asked to donate specific
items, such as when a coach approached Best with a
need for an athlete for workout clothing during cold
weather training.
“Our store didn’t have anything like that, but I put
out a plea on that same community Facebook page,
and I was able to provide her with an entire clothes
basket full of items in just two days,” said Best.
Any student who needs clothing assistance can
shop by asking a teacher, counselor, or administrator
to visit the store during the school day at a time when
they can shop privately. Sometimes they are referred
by fellow students.
Students can also receive clothing assistance during
the summer by contacting a school administrator.
“I was able to take a student shopping last week,
and her excitement made all of the work involved completely
worth it,” said Best. “She was able to get some
brand name items that she had never owned before,
and she was so grateful and happy. We want our students
to become change makers in the world, and the
best place to start is within our own environment.
Creating this store has shown them the power of
everyone chipping in and working together to help others
who need it. Teaching students to be empathetic,
helpful, and giving to others is a life lesson we cannot
teach enough.”

The downtown parking situation
By Linda Dillman
Staff Writer
Despite the addition of a new municipal lot, parking
is still perceived by some to be an obstacle in visiting
businesses in the heart of Canal Winchester.
“Parking is downtown Canal Winchester’s biggest
problem,” said Dr. William Mills, who owns a practice
at 11 N. High St.
Mills feels an additional 100 parking spaces are
needed to meet the requirements of existing vacant
offices and service areas. He said a new downtown
business that moved into the area last year can eventually
employ up to 40 people.
“If each employee drove their own car, then that
business alone would take up to one half of the available
parking spaces,” Mills believes.
According to Mills, there are approximately 10 medical
providers within a block of Waterloo and High
streets. He said mostly older patients visit the doctors
and reported many of them cannot walk to and from
the newest parking lot across near Guiler Park. He
said more free municipal parking is also needed to
accommodate government offices, the local sheriff’s
office, and other event functions like Labor Day, the
Ribfest and Christmas in the Village.
“Business properties remain vacant because there
are no places for employees and customers to park,”
said Mills. “Additional parking needs are the result of
the rapid growth of Canal Winchester. The village of
Canal Winchester had barely enough parking for the
businesses that are here. Since Canal Winchester has
become a city due to rapid growth, there is not enough
parking to accommodate the increase in businesses.”
However, Canal Winchester City Development
Director Luca Haire said any time there is growth and
change in a downtown there are people that have the
perception that there is/will be a lack of available
parking.
“The city of Canal Winchester has tried to address
this perception for years,” said Haire. “The city administration
and elected leaders realize the success of the
historic Old Town area over the last decade has led to
increased business and vitality within this portion of
the city.”
“The streets are more active with diners, shoppers,
and people doing business with various establishments,”
said Haire. “This has led to a number of
improvements to accommodate these residents and
visitors to help this portion of our city continue to prosper.”
According to Haire, in 2004 the city undertook a
major construction project to construct 52 public parking
places along Tow Path alley adjacent to interurban
building and behind what would become Stradley
Place.
In 2009 the public parking lot behind the community
center was restriped to more efficiently layout the
space. The parking count went from approximately 40
spaces to 60 spaces based on this change. This lot was
later amended in 2015 to allow a connection to East
Waterloo Street in 2015 and gained another two
spaces for a total of 62 spaces.
Another 29 public parking spaces were added in
2015 behind the former McDorman Auto Museum to
accommodate additional parking needs of the museum,
the community center, Shade on the Canal, and
other businesses.
Fairfield County Deputy Sheriff Sgt. Forest Cassel
said parking enforcement in downtown, limited to two
hours during specified times, is driven primarily by
complaint.
In 2015, the city added signs throughout the historic
district to direct people to available public parking
lots since hearing from a number of businesses in
the Old Town area that customers from out of town
had no idea where they were allowed to park. Signs
were added on all major corridors in Old Town directing
people to public lots.
“Artistic bike racks were added in two locations in
the Old Town area in 2017 to encourage more people to
bicycle to the area, therefore reducing the need to public
parking,” said Haire.
In 2018, the city opened a new public parking lot at
the corner of Washington Street and Towing Path
Alley. The lot contains 43 public parking spaces.
“The lot was identified in the 2017 Old Town Plan
to encourage additional development and redevelopment
along the West Waterloo Street corridor and to
support the growing businesses in this area,” said
Haire.
In 2018, a public sidewalk was added along North
High Street at the railroad tracks to enhance pedestrian
safety and access to the Old Town area. The walkway,
along with a widened sidewalk along Tow Path
Alley, was added to encourage walking to Old Town to
lessen the need for parking.
“As you can see, there have been numerous projects
completed to enhance the accessibility for residents
and visitors so they can enjoy our Old Town area without
worrying about where they are going to park,” said
Haire.
CW’s annual Tree Giveaway
City of Canal Winchester residents will have the
opportunity to pick up a free tree at the city’s 20th
annual tree giveaway at Stradley Park, 36 S. High St.
in historic downtown Canal Winchester, on May 4
from 9-11 a.m., rain or shine. Approximately 120 trees
will be given away on a first-come, first-served basis.
Limit one tree per household.
The annual giveaway and associated programs are
part of an initiative by the city’s Street Tree Advisory
Board and the Department of Public Works Division of
Stormwater to increase canopy coverage, prevent soil
erosion, and promote clean air throughout the Canal
Winchester community. According to Canal
Winchester’s Urban Forester Dick Miller,
“Distributing new trees to private property owners in
Canal Winchester benefits us all and is essential in
growing the city’s green canopy.”
Miller also added, “The majority of tree canopy coverage
is on private property and riverine corridors in
Canal Winchester. Anything your street tree advisory
board and storm water department can do to further
the goal of planting more of the right tree in the right
place is a plus for the city. Trees are the only part of
the city’s infrastructure that will grow on their own
and increase in value and function over time.”
The giveaway is open to city of Canal Winchester
residents living within the city’s corporation limits
only. Proof of residency will be required, such as a city
water bill or driver’s license. During the giveaway,
members of the Street Tree Advisory Board will be on
hand to answer questions about residential selections.
“We want to help teach everyone about the importance of tree
canopy coverage. Trees help filter and slow stormwater, which is
very important in urban areas,” said Dick Miller, Canal
Winchester’s urban forester.
The city coordinates Arbor Day events through the Street Tree
Advisory Board, a five member panel of Canal Winchester residents
The National Prescription Drug Take Back Day aims to provide
a safe, convenient, and responsible means of disposing of prescription
drugs, while also educating the general public about the
potential for abuse of medications. Canal Winchester’s collection
site is set up in a convenient drive-thru setting, allowing those discarding
unwanted prescription drugs to remain in their vehicles,
drop medications with collection agents, and then continue on
their way.
Empower All Students for Success
Dear Families,
Our mission is to Empower All Students for Success by providing
our children with educational opportunities and career
pathways for their future. On May 7, 2019, Canal Winchester
Local Schools will ask voters of this district to make a very
important decision regarding our mission and to help maintain
the facilities of Canal Winchester Local Schools.
We are pleased to share with you that the District has not
asked for new money since 2009, and if the renewal levy passes
that will be 15 years without asking for any new funds. This
issue is simply a RENEWAL of the five-year substitute emergency
levy, and it will NOT increase your school tax rate. The
levy renewal will also keep in place the 12.5 percent rollback
for taxpayers. Basically, the State is giving us a “coupon” for
12.5 precent, saving taxpayers money. If the levy fails and we
need to ask for a new levy, the 12.5 percent rollback goes away,
and taxpayers will not see any savings from the State.
The term Emergency Levy is misleading, and I would like
to clarify what it means. Emergency levy does not mean that
we are in a financial crisis. Emergency Levy is the official ballot
language meaning that the levy is for a fixed dollar amount
for a fixed amount of time (this levy is $6.2 million per year for
5 years). All monies from the levy will go towards the daily
operations which include maintaining staff and programs, and
maintenance of our facilities. Again, it is a legal definition,
(Ohio Revised Code 5705.194), which legislates the levy purpose.
Canal Winchester is a great place to live and raise a family,
and we believe our school system plays an important role in
our community’s success. In Canal Winchester Schools, education
starts with high-quality teachers in the classroom, caring
families, and a community that is willing to support the work
we do every day.
For more information about the LEVY RENEWAL, please
contact me or Nick Roberts, Treasurer, at the Canal Winchester
Schools District Office, (614) 837-4533.
Sincerely,
James Sotlar, superintendent
ZERO INCREASE
IN SCHOOL TAXES
Progress and Financial Stability
The Canal Winchester School District believes we must prepare every student for their future. The
Substitute Emergency Renewal Levy on the ballot May 7th, 2019 allows us to provide programs,
teachers, and resources needed to accomplish this very important responsibility.
Reasons why to renew the substitute emergency levy:
The renewal keeps the 12.5% state tax rollback in place. Which means the state will continue to pick up
12.5% of your school tax (like a coupon). If the renewal fails and a NEW levy is placed on the ballot, the
12.5% rollback or discount you are getting is no longer available, so you would pay the full amount of school
tax instead of reducing your school tax by 12.5%.
Renewal of existing tax levy; will not increase school tax rate
No NEW taxes since 2009 (10 years) with the passing of this renewal (15 years)
Emergency Levy- Official ballot language meaning that the levy is for a Fixed dollar amount and for a Fixed
amount of time ($6.2 million per year for 5 years). It does not mean there is a financial crisis. Again, it is
a legal definition, (Ohio Revised Code 5705.194), which legislates the levy purpose.
Official Ballot Language
*Does not include the word “Renewal” only EXISTING
Proposed Tax Levy (Substitute)
Canal Winchester Local School District
A majority affirmative vote is necessary for passage.
Shall a tax levy substituting for an existing levy be imposed by the Canal Winchester Local School District, Franklin and
Fairfield Counties, Ohio for the purpose of providing for the necessary requirements of the school district in the initial
sum of $6,230,000, and a levy of taxes be made outside of the ten-mill limitation estimated by the county auditor to
require twelve and fifty-nine hundredths (12.59) mills for each one dollar of valuation, which amounts to 125.9 cents
($1.259) for each one hundred dollars of valuation for the initial year of the tax, for a period of five years, commencing in
2019, first due in calendar year 2020, with the sum of such tax to increase only if and as new land or real property
improvements not previously taxed by the school district are
added to its tax list?
FOR THE TAX LEVY
AGAINST THE TAX LEVY
For additional information about the levy, please contact
Ohio & Erie Canal corridor named to National Register
By Rick Palsgrove
Eastside Editor
The Ohio & Erie Canal Southern
Descent Historic District, which includes
Lock 22 in Groveport, has been officially
added to the National Register of Historic
Places.
“My reaction? I was excited beyond all
words!” said Cathy Nelson, an independent
historical preservation coordinator, when she
heard about the district receiving this recognition.
Groveport city officials were pleased to
hear the news, too.
“This is the culmination of a lot of hard
work by the canal partners, and Groveport
is excited to be a part of this recognition,”
said Groveport City Administrator Marsha
Hall. “Mayor Lance Westcamp, in particular,
was enthusiastic that the city take a
role in assuring this was accomplished. As
he stated in his letter of support, ‘The city
of Groveport has a rich history as a port on
the canal and maintains that connection to
our past through the preservation of local
canal-era artifacts and monuments, not the
least of which is Ohio and Erie Canal Lock
22.’”
Westcamp said history is important in
Groveport.
“Any time we can do things to preserve
our heritage I’m all for it. Plus, we’ll never
forget that the cleaning up and restoration
efforts for Lock 22 gained momentum several
years ago as an Eagle Scout project by
Nathan White,” said Westcamp. “The
National Register designation for Lock 22
as part of Ohio & Erie Canal Southern
Descent Historic District is also an opportunity
to showcase our community as a
welcoming and interesting place for people
to visit.”
When asked how and why the city will
use this designation of Lock 22 and the
Ohio & Erie Canal Southern Descent
Historic District as a marketing tool to
attract visitors and business to Groveport,
Hall said, “Groveport will work with the
other coalition members to develop marketing
information to provide to the public
interested in visiting the sites on self-tours
throughout the canal district. We hope that
this will bring visitors to Groveport.”
The Ohio & Erie Canal Southern
Descent Historic District includes 14 historic
canal sites along a 100 mile stretch of
the old Ohio and Erie Canal in central and
southern Ohio. The sites include
Groveport’s lock 22, located in the northern
part of Groveport Park, as well as the following
other locations: Bibler Lock (lock 8 in
Baltimore); locks 26, 27, 29, and 30 in
Lockbourne; the Big Walnut guard lock to the
Columbus feeder canal near Lockbourne; lock
2 of the Columbus feeder; lock 31 near
Ashville; the Scioto River aqueduct abutment
Ohio and Erie Canal lock 22 is located in the northern portion of Groveport Park, 7370
Groveport Road.
and piers located about 650 feet downstream
from the U.S. Route 22 bridge; the Circleville
feeder inlet; the watered canal prism near
Circleville and Westfall; lock 48 near
Rushtown; and lock 50 Union Mills near
West Portsmouth. Most of these nearly 190-
year-old features are significantly considered
to be in fair to good condition.
“The canal story is fascinating,” said
Nelson earlier this year. “Think of how hard
it was to construct the canal. It was hard
labor done by hand with shovels and picks.
It’s an extraordinary piece of Ohio history.
That we still have many of the stone locks
and other features in place that help tell that
story is amazing. It’s a story that deserves to
be told.”
Local government officials, historians, private
citizens and others from along the route
worked to gather information for the
National Register of Historic Places nomination.
Jeff Darbee, an historic preservation
consultant with Benjamin D. Rickey & Co. of
Columbus, wrote and completed the nomination
form, aided by Nancy Recchie, and with
comments from the State Historic
Preservation Office at the Ohio History
Connection. Matt Leasure, of the firm
Designing Local in Columbus, prepared the
mapping.
Meaning of the National Register
Darbee said the National Register listing
is “a kind of seal of approval” showing that a
property or district is historically significant
and worthy of preservation. It does not
require any public or private owner to maintain
or restore a property, or open it to the
public.
According to Darbee, the listing allows
communities to show the sites were professionally
vetted as historic and important and
some grant-making foundations and other
funding sources require that properties seeking
funds must be National Register listed.
Canal history
The Ohio and Erie Canal was completed
between 1827-32 and wound 308 miles
through the state connecting Lake Erie at
Cleveland to the Ohio River in Portsmouth.
The canal, a man-made waterway that was
an engineering marvel, was built to
enhance transportation and shipping in the
state.
During the canal’s heyday in the 19th century,
55 locks were situated on the Ohio and
Erie Canal from the Licking Summit in
Newark to the Ohio River. The locks’ function
was to raise and lower canal boats to meet
the changing level of terrain.
“People love transportation history and
will travel to areas to see canal remnants and
sites,” Nelson said in an interview earlier this
year. “These visitors enhance local economies
by bringing in tourism dollars to communities.
A historic corridor people could visit
would be fabulous for the towns near where
these locks and other canal features are located.”
Lock 22 in Groveport
Lock 22 in Groveport is nearly 190-yearsold
and is made of sandstone block. Its overall
length is 117 feet and its chamber is 90 feet
long and 16 feet wide. The lock’s purpose was
to raise and lower canal boats to meet the
changing terrain. The lock is owned and maintained
by the city of Groveport and is accessible
from Groveport Park and Blacklick Park.
The canal channel is still visible near lock
22 as well as in Groveport’s Blacklick Park
and along Rohr Road south of town.
Additionally, a dry dock and canal boatyard
operated in the 1800s in what is now
Blacklick Park. The canal operated in
Groveport from 1831 to the early 1900s and
the transportation opportunities it offered for
shipping and travel were a significant factor
in the economic development and growth of
the city.
