Steps taken for<br />
new industry hub<br />
in western CW<br />

Land on the western edge of Canal Winchester is inching closer<br />
to becoming the next industrial development hub in the city’s<br />
inventory.<br />
Twenty years ago, Canal Winchester embarked on its first<br />
industrial center–Canal Pointe.<br />
Today, that complex is nearing capacity with only a pair of<br />
parcels available for development.<br />
In November, the city approved a $931,000 real estate agreement<br />
for 110 acres on the south side of Bixby Road–not far from<br />
the Gender Road commercial corridor–dependent on factors such<br />
as annexation and soil test borings.<br />
On <strong>April</strong> 15, Canal Winchester City Council heard the first<br />
reading on an ordinance amending city code rezoning the acreage<br />
from a combination of exceptional use, limited manufacturing,<br />
and general commercial to all limited manufacturing.<br />
The city’s goal, according to Development Director Lucas<br />
Haire, is to bring in zoned limited manufacturing and sell it for<br />
future industrial use.<br />
Approximately two-thirds of the site–positioned near the<br />
southeast corner of the intersection of Bixby and Rager roads–is<br />
already located within the city’s corporation limits, the remainder<br />
would need to be annexed and approximately 50 percent is located<br />
in a floodplain.<br />
The site is currently owned by Willis M. Alspach, Joan A.<br />
Alspach and David Benjamin Alspach.<br />
A public hearing on the rezoning was held prior to the <strong>April</strong> 15<br />
council meeting. The Planning and Zoning Commission previously<br />
deliberated on the zoning request on Feb. 11 and recommended<br />
approving the request.<br />
“The city is in contract for the property and is serving as applicant<br />
(for the rezoning),” said Haire during the hearing, who also<br />
reported two parcels within the property are in the city, but three<br />
more need to be annexed.<br />
According to Haire, the owners of two parcels are preparing to<br />
annex into the city, one is already zoned commercial and another<br />
is not interested in annexation. He said because of its location,<br />
the site would have little impact on residential property within<br />
the area.<br />
“There are a number of parcels restricted and part is in the<br />
100-year flood zone,” said Haire, who added end users have yet to<br />
be determined, but indicated there was interest from companies<br />
involved in logistics.<br />
Haire said the city has discussed with the Ohio Department of<br />
Transportation about moving a potential U.S 33. and Bixby Road<br />
interchange up on their project list, but ODOT is disinclined to<br />
come to the table until end users are identified.<br />
Councilman Patrick Lynch said the industrial development<br />
will be set back far enough from U.S. 33 that it will not feel like<br />
it is on U.S. 33.<br />

Students open free clothing store<br />

A middle school students’ brainstorming session<br />
in Canal Winchester led to an idea that is now helping<br />
students in need.<br />
The endeavor–a small, free clothes store, CW<br />
Threads, housed in a converted storage room at Canal<br />
Winchester Middle School–is an example of running<br />
an outreach program and learning about altruism.<br />

Best said the idea for a free store came up during a<br />
building leadership meeting after discussing student<br />
needs.<br />
“We were also starting to create morning clubs<br />
with our sixth graders and decided one of the clubs<br />
could focus on the creation of the free store,” said<br />
Best, who has taught sixth graders at Canal<br />
Winchester for 16 years. “My students worked (on<br />
creating the store) for a half hour in the mornings for<br />
three days a week for four weeks. Other students<br />
wanted to jump in, too, so often times when students<br />
completed their work in my class, they’d start sorting<br />
or hanging clothing for the store as well.”<br />
Best said the free store idea expanded well beyond<br />
the initial club into a “gigantic” group effort and a big<br />
first step was converting a cluttered storage room in<br />
to an appealing space.<br />
“We wanted to create a space that would make<br />
students feel welcome and happy to shop there,” said<br />
Best. “Students in the club took charge of cleaning,<br />
organizing, and repurposing some items. Then we<br />
made a list of items we hoped to include in the store.<br />
We wanted to have clothing racks, shelving, a dressing<br />
room, and an area to keep hygiene items as well.”<br />
Community support was both amazing and heartwarming,<br />
according to Best. She would periodically<br />
post a list of needed items on a Canal Winchester<br />
community Facebook page, and each time requests<br />
were met almost immediately.<br />

Canal Winchester a Tree City USA<br />
Th city of Canal Winchester was recently named a 2018 Tree<br />
City USA Community by the Arbor Day Foundation.<br />
The designation honors the city’s commitment to effective<br />
urban forest management.<br />
Canal Winchester has been recognized as a Tree City USA<br />
community for 25 consecutive years.<br />
Each Tree City USA community receives recognition by meeting<br />
the program’s four requirements: a tree board or department,<br />
a tree-care ordinance, an annual community forestry budget of at<br />
least $2 per capita and an Arbor Day observance and proclamation.<br />
According to the Arbor Day Foundation, trees provide many<br />
benefits to a community when properly planted and maintained.<br />
In addition to improving neighborhood aesthetics, trees generally<br />

pollution, and provide an excellent natural habitat for wildlife.<br />

Bender scholarship winners named<br />

A pair of Canal Winchester High School seniors<br />
were awarded $1,000 scholarships in honor and memory<br />
of 1960 Canal Winchester graduate and 17-year<br />
city council member Dr. John Bender, who passed<br />
away in 2013.<br />
The presentation by Mayor Mike Ebert was held<br />
during the <strong>April</strong> 15 council meeting with scholarships<br />
awarded to Courtney Cowgill and Jacob Howard.<br />
“For the past several years, since Dr. John Bender’s<br />
passing, we’ve given out two scholarships,” said Ebert,<br />
who was part of the selection committee. “It’s very<br />
hard, we don’t know their names or who we’re voting<br />
for, but the people we chose are very deserving. Dr.<br />
Bender was an incredible person and this is a great<br />
tribute to him.”<br />
Bender was also a long-time track and cross country<br />
coach at Canal Winchester and worked in special<br />
education with the Canal Winchester school system.<br />
Cowgill plans to attend the University of Toledo<br />
and major in nursing. Howard plans to attend Ohio<br />
University with hopes to become a high school math<br />
teacher.<br />
“I can tell you from reading the applications…the<br />
world is in very good hands with people like yourselves,”<br />
said Council President Bruce Jarvis.<br />
Annual street program<br />
Construction Services Administrator Bill Sims said<br />
work is winding down on the Gender Road Phase IV<br />
work and cranking up on the city’s annual street program.<br />
Concrete work on Gender Road was completed a<br />
week ago and Sims expects the project to close out by<br />

“We received donations of clothing racks, hangers,<br />
and clothing from various Lularoe sales representatives,”<br />
said Best. “Parents and people I didn’t even<br />
know donated clothing racks as well. Someone ordered<br />
one on Amazon Prime and shipped it right to our<br />
school. We created the dressing room with a standing<br />
mirror, an antique chair that two of the girls in the<br />
club re-upholstered completely on their own, shower<br />
curtains, and a rug - all donated from the community.”<br />
Best said it didn’t take long for donations to start<br />
rolling in.<br />
Organizers received a large spirit wear donation<br />
from the CW Alumni Association, clothing from a store<br />
in Canal Winchester and cash donations to help purchase<br />
hygiene items. Their next big task was sorting<br />
and categorizing clothes.<br />
“I had so many people reaching out to donate clothing,”<br />
said Best. “Students spent hours sorting, folding,<br />
and hanging clothing. Any clothing we could not use,<br />
we donated to Goodwill, so everything went to a good<br />
cause. The store is really student-driven. Now that it’s<br />
established, I pop my head in the door every now and<br />
then just to make sure everything is okay, but other<br />
than that, the students have taken charge of keeping<br />
it running.”<br />
Best said students took pride in transforming the<br />
space and continue to work hard in keeping it organized.<br />
She never has to look far for help as students<br />
come to her and ask to work in the store.<br />
Sixth grader Samantha Rowley said she enjoys<br />
working in the store because she likes helping other<br />
students and is happy to provide an option for students<br />
who often wear the same clothes to school on a<br />
regularly.<br />

Street program work is scheduled for completion in<br />
July and there will be minimal impact to traffic.<br />
As part of the street program, residents are afforded<br />
the opportunity to opt-in to a sidewalk repair cost<br />
sharing program administered by the city. Using the<br />
$653,569 Street Program contract, the city will replace<br />
deteriorated and uneven sidewalks in designated<br />
areas of town.<br />
This year, the street work area is predominately<br />
located in the Winchester Village Subdivision on<br />
Sarwil Drive from the intersection of Chesterville and<br />
Sarwil Drive South to the intersection of Chesterville<br />
and Sarwil Drive North and also on Old Meadow<br />
Court.<br />
Streets involved in the <strong>2019</strong> program include sidewalk<br />
ramp improvement as necessary, along with the<br />
remilling and resurfacing of: East Waterloo Street<br />
from High Street to the city limits; Canal Street and<br />
Prentiss School Drive west of Gender Road and<br />
Prentiss School from Canal Street to Winchester<br />
Boulevard; in Ashbrook Village–Williamson Lane<br />
from Ashbrook Drive north to Embers Lane, Crist<br />
Court and Hilliard Court; and at the Villages at<br />
Westchester–Braeswick Court, Eddleston Court and<br />
Stretton Place.<br />
Various streets will be crack filled and surfaces<br />
rejuvenated. Streets paved last year in Ashbrook<br />
Village will receive an application of pavement rejuvenator.<br />
Miscellaneous spot repairs will be made<br />
throughout the city to curbs and pavements and curb<br />
inlet repairs will be performed as well.<br />

Sixth grader CJ Gidley said he likes working with<br />
clothes after he worked with his mother. He added he<br />
“likes to organize things.”<br />
Student Melia Williams said, “Kids are a lot happier<br />
to have an option to find new clothes to wear to<br />
school.”<br />
Sometimes the public is asked to donate specific<br />
items, such as when a coach approached Best with a<br />
need for an athlete for workout clothing during cold<br />
weather training.<br />
“Our store didn’t have anything like that, but I put<br />
out a plea on that same community Facebook page,<br />
and I was able to provide her with an entire clothes<br />
basket full of items in just two days,” said Best.<br />
Any student who needs clothing assistance can<br />
shop by asking a teacher, counselor, or administrator<br />
to visit the store during the school day at a time when<br />
they can shop privately. Sometimes they are referred<br />
by fellow students.<br />
Students can also receive clothing assistance during<br />
the summer by contacting a school administrator.<br />
“I was able to take a student shopping last week,<br />
and her excitement made all of the work involved completely<br />
worth it,” said Best. “She was able to get some<br />
brand name items that she had never owned before,<br />
and she was so grateful and happy. We want our students<br />
to become change makers in the world, and the<br />
best place to start is within our own environment.<br />
Creating this store has shown them the power of<br />
everyone chipping in and working together to help others<br />
who need it. Teaching students to be empathetic,<br />
helpful, and giving to others is a life lesson we cannot<br />
teach enough.”

The downtown parking situation<br />

Despite the addition of a new municipal lot, parking<br />
is still perceived by some to be an obstacle in visiting<br />
businesses in the heart of Canal Winchester.<br />
“Parking is downtown Canal Winchester’s biggest<br />
problem,” said Dr. William Mills, who owns a practice<br />
at 11 N. High St.<br />
Mills feels an additional 100 parking spaces are<br />
needed to meet the requirements of existing vacant<br />
offices and service areas. He said a new downtown<br />
business that moved into the area last year can eventually<br />
employ up to 40 people.<br />
“If each employee drove their own car, then that<br />
business alone would take up to one half of the available<br />
parking spaces,” Mills believes.<br />
According to Mills, there are approximately 10 medical<br />
providers within a block of Waterloo and High<br />
streets. He said mostly older patients visit the doctors<br />
and reported many of them cannot walk to and from<br />
the newest parking lot across near Guiler Park. He<br />
said more free municipal parking is also needed to<br />
accommodate government offices, the local sheriff’s<br />
office, and other event functions like Labor Day, the<br />
Ribfest and Christmas in the Village.<br />
“Business properties remain vacant because there<br />
are no places for employees and customers to park,”<br />
said Mills. “Additional parking needs are the result of<br />
the rapid growth of Canal Winchester. The village of<br />
Canal Winchester had barely enough parking for the<br />
businesses that are here. Since Canal Winchester has<br />
become a city due to rapid growth, there is not enough<br />
parking to accommodate the increase in businesses.”<br />
However, Canal Winchester City Development<br />
Director Luca Haire said any time there is growth and<br />
change in a downtown there are people that have the<br />
perception that there is/will be a lack of available<br />
parking.<br />
“The city of Canal Winchester has tried to address<br />
this perception for years,” said Haire. “The city administration<br />
and elected leaders realize the success of the<br />
historic Old Town area over the last decade has led to<br />
increased business and vitality within this portion of<br />
the city.”<br />
“The streets are more active with diners, shoppers,<br />
and people doing business with various establishments,”<br />
said Haire. “This has led to a number of<br />
improvements to accommodate these residents and<br />
visitors to help this portion of our city continue to prosper.”<br />
According to Haire, in 2004 the city undertook a<br />
major construction project to construct 52 public parking<br />
places along Tow Path alley adjacent to interurban<br />
building and behind what would become Stradley<br />
Place.<br />
In 2009 the public parking lot behind the community<br />
center was restriped to more efficiently layout the<br />
space. The parking count went from approximately 40<br />
spaces to 60 spaces based on this change. This lot was<br />
later amended in 2015 to allow a connection to East<br />
Waterloo Street in 2015 and gained another two<br />
spaces for a total of 62 spaces.<br />
Another 29 public parking spaces were added in<br />
2015 behind the former McDorman Auto Museum to<br />
accommodate additional parking needs of the museum,<br />
the community center, Shade on the Canal, and<br />
other businesses.<br />
Fairfield County Deputy Sheriff Sgt. Forest Cassel<br />
said parking enforcement in downtown, limited to two<br />
hours during specified times, is driven primarily by<br />
complaint.<br />
In 2015, the city added signs throughout the historic<br />
district to direct people to available public parking<br />
lots since hearing from a number of businesses in<br />
the Old Town area that customers from out of town<br />
had no idea where they were allowed to park. Signs<br />
were added on all major corridors in Old Town directing<br />
people to public lots.<br />
“Artistic bike racks were added in two locations in<br />
the Old Town area in 2017 to encourage more people to<br />
bicycle to the area, therefore reducing the need to public<br />
parking,” said Haire.<br />
In 2018, the city opened a new public parking lot at<br />
the corner of Washington Street and Towing Path<br />
Alley. The lot contains 43 public parking spaces.<br />
“The lot was identified in the 2017 Old Town Plan<br />
to encourage additional development and redevelopment<br />
along the West Waterloo Street corridor and to<br />
support the growing businesses in this area,” said<br />
Haire.<br />
In 2018, a public sidewalk was added along North<br />
High Street at the railroad tracks to enhance pedestrian<br />
safety and access to the Old Town area. The walkway,<br />
along with a widened sidewalk along Tow Path<br />
Alley, was added to encourage walking to Old Town to<br />
lessen the need for parking.<br />
“As you can see, there have been numerous projects<br />
completed to enhance the accessibility for residents<br />
and visitors so they can enjoy our Old Town area without<br />
worrying about where they are going to park,” said<br />
Haire.<br />
CW’s annual Tree Giveaway<br />
City of Canal Winchester residents will have the<br />
opportunity to pick up a free tree at the city’s 20th<br />
annual tree giveaway at Stradley Park, 36 S. High St.<br />
in historic downtown Canal Winchester, on May 4<br />
from 9-11 a.m., rain or shine. Approximately 120 trees<br />
will be given away on a first-come, first-served basis.<br />
Limit one tree per household.<br />
The annual giveaway and associated programs are<br />
part of an initiative by the city’s Street Tree Advisory<br />
Board and the Department of Public Works Division of<br />
Stormwater to increase canopy coverage, prevent soil<br />
erosion, and promote clean air throughout the Canal<br />
Winchester community. According to Canal<br />
Winchester’s Urban Forester Dick Miller,<br />
“Distributing new trees to private property owners in<br />
Canal Winchester benefits us all and is essential in<br />
growing the city’s green canopy.”<br />
Miller also added, “The majority of tree canopy coverage<br />
is on private property and riverine corridors in<br />
Canal Winchester. Anything your street tree advisory<br />
board and storm water department can do to further<br />
the goal of planting more of the right tree in the right<br />
place is a plus for the city. Trees are the only part of<br />
the city’s infrastructure that will grow on their own<br />
and increase in value and function over time.”<br />
The giveaway is open to city of Canal Winchester<br />
residents living within the city’s corporation limits<br />
only. Proof of residency will be required, such as a city<br />
water bill or driver’s license. During the giveaway,<br />
members of the Street Tree Advisory Board will be on<br />
hand to answer questions about residential selections.<br />

CW Arbor Day Celebration<br />
The city of Canal Winchester and Canal Winchester Schools<br />
will come together <strong>April</strong> 26 at approximately 2:15 p.m. to celebrate<br />
Arbor Day at Indian Trail Elementary, 6767 Gender Road.<br />
Students will plant a tree on the school grounds and then learn<br />
about the history of Arbor Day.<br />
Canal Winchester Mayor Michael Ebert will present an Arbor<br />
Day proclamation following the commemorative tree planting. As<br />
long as there are no severe weather warnings, Arbor Day activities<br />
will proceed rain or shine.<br />
“We want to help teach everyone about the importance of tree<br />
canopy coverage. Trees help filter and slow stormwater, which is<br />
very important in urban areas,” said Dick Miller, Canal<br />
Winchester’s urban forester.<br />
The city coordinates Arbor Day events through the Street Tree<br />
Advisory Board, a five member panel of Canal Winchester residents<br />
who have worked to preserve, protect and enhance trees and<br />
plants throughout the community since the early 1990s.<br />
Daddy-Daughter Dance<br />
The 16th annual Daddy-Daughter Dance, sponsored by Faith<br />
United Methodist Church, will be held May 10 from 6:30–8:30<br />
p.m. at Winchester Trail Elementary School, 6865 Gender Road.<br />
(Note: this dance is not sponsored by Canal Winchester Schools.)<br />
Registration forms are available at the Dairy Queen, Faith<br />
EduCare, and David’s Extended Care as well as in the main offices<br />
of all Canal Winchester schools. Cost is $20 per couple and $10 for<br />
each additional daughter. Pre-registration and payment are<br />
required by May 5. There is a late fee after this date. Each couple<br />
will receive a 5x7 picture included in the cost.<br />
Proceeds, from the evening, will be donated to the BrockStrong<br />
Foundation Also, donations of new stuffed animals (with tags on)<br />
and new toys will be taken to Nationwide Children’s Hospital.<br />
Burbacher Photography and Master Mix DJ are donating their<br />

Drug Enforcement Administration, will host a National<br />
Prescription Drug Take-Back event on <strong>April</strong> 27 at the Diley Ridge<br />
Medical Center parking lot, 7911 Diley Road, from 10 a.m.. to 2<br />
p.m.<br />
The National Prescription Drug Take Back Day aims to provide<br />
a safe, convenient, and responsible means of disposing of prescription<br />
drugs, while also educating the general public about the<br />
potential for abuse of medications. Canal Winchester’s collection<br />
site is set up in a convenient drive-thru setting, allowing those discarding<br />
unwanted prescription drugs to remain in their vehicles,<br />
drop medications with collection agents, and then continue on<br />
their way.<br />
Note that collectors may only accept pills. Liquids (including<br />
inhalers and their refills) as well as needles or sharps, may not be<br />
dropped off. The service is free and anonymous, no questions<br />

Art on the Canal<br />
Destination: Canal Winchester will present Art on the Canal,<br />
the 9th annual Canal Winchester Art Stroll, on May 18 from noon<br />
to 6 p.m. in historic downtown Canal Winchester.<br />
Works from central Ohio fine artists, painters, sculptors, woodcarvers,<br />
and jewelry makers will be displayed throughout Canal<br />
Winchester’s downtown. Art on the Canal will feature a variety of<br />
live music, dancing and theatrical performances. Event-goers can<br />
take part in the action by learning to waltz or tango, attending a<br />
painting or writing workshop, or even learning the art of flower<br />
arranging.<br />
Enjoy local food, drinks, and shopping while in town and also<br />
take a stroll through history by visiting Canal Winchester’s<br />
‘Queen of the Line” Railroad Depot and the National Barber<br />

issue is simply a RENEWAL of the five-year substitute emergency<br />
levy, and it will NOT increase your school tax rate. The<br />
levy renewal will also keep in place the 12.5 percent rollback<br />
for taxpayers. Basically, the State is giving us a “coupon” for<br />
12.5 precent, saving taxpayers money. If the levy fails and we<br />
need to ask for a new levy, the 12.5 percent rollback goes away,<br />
and taxpayers will not see any savings from the State.<br />
The term Emergency Levy is misleading, and I would like<br />
to clarify what it means. Emergency levy does not mean that<br />
we are in a financial crisis. Emergency Levy is the official ballot<br />
language meaning that the levy is for a fixed dollar amount<br />
for a fixed amount of time (this levy is $6.2 million per year for<br />
5 years). All monies from the levy will go towards the daily<br />
operations which include maintaining staff and programs, and<br />
maintenance of our facilities. Again, it is a legal definition,<br />
(Ohio Revised Code 5705.194), which legislates the levy purpose.<br />
Canal Winchester is a great place to live and raise a family,<br />
and we believe our school system plays an important role in<br />
our community’s success. In Canal Winchester Schools, education<br />
starts with high-quality teachers in the classroom, caring<br />
families, and a community that is willing to support the work<br />
we do every day.<br />

Progress and Financial Stability<br />
The Canal Winchester School District believes we must prepare every student for their future. The<br />
Substitute Emergency Renewal Levy on the ballot May 7th, <strong>2019</strong> allows us to provide programs,<br />
teachers, and resources needed to accomplish this very important responsibility.<br />
Reasons why to renew the substitute emergency levy:<br />
The renewal keeps the 12.5% state tax rollback in place. Which means the state will continue to pick up<br />
12.5% of your school tax (like a coupon). If the renewal fails and a NEW levy is placed on the ballot, the<br />
12.5% rollback or discount you are getting is no longer available, so you would pay the full amount of school<br />
tax instead of reducing your school tax by 12.5%.<br />

On May 15 from 6-8 p.m., the mayor and<br />
city council members will serve dinner at<br />

(1963) and a Master of Arts in Music<br />

He is a professor emeritus at C. S. Mott<br />
Community College, where he teaches a<br />
course he developed on the history of film<br />
music.<br />
In addition to his teaching career, he is<br />
also a performance pianist, a church choir<br />
director, a film critic and reviewer for<br />
newspapers and radio stations, and a published<br />
author.<br />

Ohio & Erie Canal corridor named to National Register<br />

The Ohio & Erie Canal Southern<br />
Descent Historic District, which includes<br />
Lock 22 in Groveport, has been officially<br />
added to the National Register of Historic<br />
Places.<br />
“My reaction? I was excited beyond all<br />
words!” said Cathy Nelson, an independent<br />
historical preservation coordinator, when she<br />
heard about the district receiving this recognition.<br />
Groveport city officials were pleased to<br />
hear the news, too.<br />
“This is the culmination of a lot of hard<br />
work by the canal partners, and Groveport<br />
is excited to be a part of this recognition,”<br />
said Groveport City Administrator Marsha<br />
Hall. “Mayor Lance Westcamp, in particular,<br />
was enthusiastic that the city take a<br />
role in assuring this was accomplished. As<br />
he stated in his letter of support, ‘The city<br />
of Groveport has a rich history as a port on<br />
the canal and maintains that connection to<br />
our past through the preservation of local<br />
canal-era artifacts and monuments, not the<br />
least of which is Ohio and Erie Canal Lock<br />
22.’”<br />
Westcamp said history is important in<br />
Groveport.<br />
“Any time we can do things to preserve<br />
our heritage I’m all for it. Plus, we’ll never<br />
forget that the cleaning up and restoration<br />
efforts for Lock 22 gained momentum several<br />
years ago as an Eagle Scout project by<br />
Nathan White,” said Westcamp. “The<br />
National Register designation for Lock 22<br />
as part of Ohio & Erie Canal Southern<br />
Descent Historic District is also an opportunity<br />
to showcase our community as a<br />
welcoming and interesting place for people<br />
to visit.”<br />
When asked how and why the city will<br />
use this designation of Lock 22 and the<br />
Ohio & Erie Canal Southern Descent<br />
Historic District as a marketing tool to<br />
attract visitors and business to Groveport,<br />
Hall said, “Groveport will work with the<br />
other coalition members to develop marketing<br />
information to provide to the public<br />
interested in visiting the sites on self-tours<br />
throughout the canal district. We hope that<br />
this will bring visitors to Groveport.”<br />
The Ohio & Erie Canal Southern<br />
Descent Historic District includes 14 historic<br />
canal sites along a 100 mile stretch of<br />
the old Ohio and Erie Canal in central and<br />
southern Ohio. The sites include<br />
Groveport’s lock 22, located in the northern<br />
part of Groveport Park, as well as the following<br />
other locations: Bibler Lock (lock 8 in<br />
Baltimore); locks 26, 27, 29, and 30 in<br />
Lockbourne; the Big Walnut guard lock to the<br />
Columbus feeder canal near Lockbourne; lock<br />
2 of the Columbus feeder; lock 31 near<br />
Ashville; the Scioto River aqueduct abutment<br />

and piers located about 650 feet downstream<br />
from the U.S. Route 22 bridge; the Circleville<br />
feeder inlet; the watered canal prism near<br />
Circleville and Westfall; lock 48 near<br />
Rushtown; and lock 50 Union Mills near<br />
West Portsmouth. Most of these nearly 190-<br />
year-old features are significantly considered<br />
to be in fair to good condition.<br />
“The canal story is fascinating,” said<br />
Nelson earlier this year. “Think of how hard<br />
it was to construct the canal. It was hard<br />
labor done by hand with shovels and picks.<br />
It’s an extraordinary piece of Ohio history.<br />
That we still have many of the stone locks<br />
and other features in place that help tell that<br />
story is amazing. It’s a story that deserves to<br />
be told.”<br />
Local government officials, historians, private<br />
citizens and others from along the route<br />
worked to gather information for the<br />
National Register of Historic Places nomination.<br />
Jeff Darbee, an historic preservation<br />
consultant with Benjamin D. Rickey & Co. of<br />
Columbus, wrote and completed the nomination<br />
form, aided by Nancy Recchie, and with<br />
comments from the State Historic<br />
Preservation Office at the Ohio History<br />
Connection. Matt Leasure, of the firm<br />
Designing Local in Columbus, prepared the<br />
mapping.<br />
Meaning of the National Register<br />
Darbee said the National Register listing<br />
is “a kind of seal of approval” showing that a<br />
property or district is historically significant<br />
and worthy of preservation. It does not<br />
require any public or private owner to maintain<br />
or restore a property, or open it to the<br />
public.<br />
According to Darbee, the listing allows<br />
communities to show the sites were professionally<br />
vetted as historic and important and<br />
some grant-making foundations and other<br />
funding sources require that properties seeking<br />
funds must be National Register listed.<br />
Canal history<br />
The Ohio and Erie Canal was completed<br />
between 1827-32 and wound 308 miles<br />
through the state connecting Lake Erie at<br />
Cleveland to the Ohio River in Portsmouth.<br />
The canal, a man-made waterway that was<br />
an engineering marvel, was built to<br />
enhance transportation and shipping in the<br />
state.<br />
During the canal’s heyday in the 19th century,<br />
55 locks were situated on the Ohio and<br />
Erie Canal from the Licking Summit in<br />
Newark to the Ohio River. The locks’ function<br />
was to raise and lower canal boats to meet<br />
the changing level of terrain.<br />
“People love transportation history and<br />
will travel to areas to see canal remnants and<br />
sites,” Nelson said in an interview earlier this<br />
year. “These visitors enhance local economies<br />
by bringing in tourism dollars to communities.<br />
A historic corridor people could visit<br />
would be fabulous for the towns near where<br />
these locks and other canal features are located.”<br />
Lock 22 in Groveport<br />
Lock 22 in Groveport is nearly 190-yearsold<br />
and is made of sandstone block. Its overall<br />
length is 117 feet and its chamber is 90 feet<br />
long and 16 feet wide. The lock’s purpose was<br />
to raise and lower canal boats to meet the<br />
changing terrain. The lock is owned and maintained<br />
by the city of Groveport and is accessible<br />
from Groveport Park and Blacklick Park.<br />
The canal channel is still visible near lock<br />
22 as well as in Groveport’s Blacklick Park<br />
and along Rohr Road south of town.<br />
Additionally, a dry dock and canal boatyard<br />
operated in the 1800s in what is now<br />
Blacklick Park. The canal operated in<br />
Groveport from 1831 to the early 1900s and<br />
the transportation opportunities it offered for<br />
shipping and travel were a significant factor<br />
in the economic development and growth of<br />
the city.
