Residents
have to

for tree
removal

GRAEME AND Diane Barber are
a step closer to having problem
oak trees removed from next to
their property after a 10-year
battle.
But it’s going to cost them
nearly $2000 to do it.
The Harewood residents can
now apply for resource consent to
have the six 16m trees removed
after their request was approved
by the Fendalton-Waimairi-Harewood
Community Board.
However, they will have to foot
the $1800 bill for the process,
which is required as the trees are
protected by the city council.
There is no guarantee it will be
successful.

planted the trees in Pasadena
Reserve, which block the sun.
City council head of resource
consents John Higgins said the
$1800 fee is only a deposit.
“The final fees are the actual
costs of processing [the removal]
so there is potentially a refund or
a further invoice.”

THE CRANFORD Basin is going to look
spectacular in the years to come.
On page 3 today we reveal a great plan for
the area – up to 40,000 native trees will be
planted in the basin.
It is all part of project called Matariki Tu Rākau, a nationwide
initiative launched last year to mark the 100-year anniversary of
the end of World War 1.
The aim is to have 350,000 trees planted across New Zealand
by 2020.
Ten hectares of the 125ha basin will be planted with kahikatea.
Given it is a flood basin the trees should grow very quickly.
Another 25ha will also be planted in native bush, but not part
of the Matariki Tu Rākauproject.
More trees the better, I say.

40,000 trees for Cranford Basin

Basin to recognise the service of
military personnel.

Kahikatea was chosen for
planting as they provide many
ecological benefits and are
expected to provide a hub for
native bush bird around the city.
Once trees have grown, Cranford
Basin will be the largest
area of native forest on the low
Canterbury plains.
A report outlining the
project said that Cranford
St is a “distinctive feature of
Christchurch” and provides
the last rural experience for
motorists entering the city from
the north.
If the basin was not acquired
for forestation, the land and soils
would have continued to
degrade.

Footpaths
could be
sealed

RESIDENTS WHO use St James
Park may soon have a smoother
experience.
The Papanui-Innes Community
Board requested the city council
investigate whether the current
gravel footpaths can be sealed at
the park on St James Ave.
It has allocated funding to the
levelling and shingling of the
footpaths within the Long Term
Plan, but it will now look at using
that budget, with additional
money, for asphalt. There are four
sides to the track and the path on
the east side is sealed, but is used
heavily by cyclists as part of the
Papanui Parallel Cycleway.

track, which is unsafe

prams, rollerblades and skateboards
use this park,” said Mr
Stringer.
He said the gravel paths are
almost unusable during or after
wet weather as puddles form.
He said that tree roots are
pushed up through the gravel
paths.
“It’s full of trip hazards,” he
said.

reluctant to remove protected
trees, especially if they are
considered to be in “good health”
like the oak trees in the reserve.
He said he will work with
other affected residents and get
advice from community board
members to figure out the best
way to move forward.
“We need to look at the process
and navigate our way through it
before we commit to making an
application. I’m not quite sure
how we will go about that at this
stage,” said Mr Barber.
“We haven’t won anything.
The only thing we’ve won is
the chance to take it to the next
level,” he said.
“Who would pay money with
no guarantee of success in the
initial resource consent process?
Even if the trees are going to
be removed and we have to pay
for it, it feels like it’s our fault
and that we are having to fix
a problem that was caused by
somebody else.”
Four board members went
with the city council’s second
option, which was to support the
removal subject to an application
for resource consent.
City councillor Jamie Gough
said it was a complicated decision

“I love trees, we’re the garden
city. It’s something that we try
not to do in normal situations
but this isn’t a normal situation,”

But he thought the city council

the fees waived or covered by the
council as they are council trees
and the trees’ potential removal
and replacement would also rest
with the council.”
However, Mr Barber said
he understood that the board
wanted the best outcome for the
residents.
“We appreciate the board’s
support. Everyone recognised
the human impact of those trees
being planted in the wrong place
which was fantastic,” Mr Barber
said.
Separate tree problems have
emerged in Casebrook.
The city council will investigate
the removal of five oak trees in
the Creedon Glen after residents
raised concerns over the 8-12m
tall trees in the reserve next to
their property.
As the trees were planted close
together, the residents say they
now block the sun and shade the
residents’ property.
They also raised concerns over
tree root damage to the path,
which is potentially unsafe for
elderly users.

Aratupu provides total family support
It’s mid-morning and a teacher at Aratupu Preschool &
Nursery is reading a popular book to a group of children.
She’s animated and her enthusiasm is infectious. Sitting
on the mat, the children know the story so well they join
in.
Elsewhere, children play puzzles, read books, build
towers and “feed” baby dolls. Later, there’s singing,
dancing and time for blowing bubbles. In a room next
door, parents and caregivers have come together over
a cup of coffee to share ideas on raising children and
Aratupu’s whānau support worker helps resolve any
problems the families face.
Outside, children run around, chase each other,
climb the fort, and clamber in and over the playground
equipment. A little garden of flowers and vegetables is
the product of their efforts to plant and tend them.
Early childhood education takes an array of forms at
Aratupu.
It is a small, welcoming, secure place for tamariki, run
on a not-for-profit basis by the Christchurch Methodist
Mission. Aratupu offers complete child care for children
from birth to six years of age.
Manager Katie Parks says Aratupu fosters creativity
and curiosity, as well as a love of learning that will stay
with children for life.
“We’ve got a really good variety of experiences
for tamariki to be immersed in and plenty of
opportunities for fun and creativity. Our team
of professionals support children to be active
and adventurous learners within our safe and
nurturing environment.”
Fees are low and group size small. Learning
is based on the national early childhood
curriculum, Te Whāriki. In addition, a hot meal
is served each day.
Aratupu’s point of difference is that it offers
total family support. The whānau support
worker is on hand to help support and advocate
for families and provide opportunities to develop
a sense of community and connectedness. The
model is unique to north-west Christchurch.
It’s a philosophy that has brought generations of
children through Aratupu. Some families have placed
their trust in Aratupu for years and over several
generations, sending their children to Aratupu, as they
themselves had been. Two former parents went on to
become qualified early childhood teachers and are now
employed at Aratupu.

prompted the community board
to investigate possible options for
picnic tables.
The community board considered
four options, ranging
from $104 for a standard wooden
picnic table from Mitre 10 to almost
$5000 for a multi-use table
tennis table and seating.
The chosen concrete table itself
was valued at $3175 and two concrete
seats at $449 each – but because
the estimated cost of $1500
for installation on a concrete pad
would bring the total cost above
$5000, the seats were scrapped.
Ms Dalziel said she “couldn’t
believe it” when she heard what
decision had been made.
“It’s turned into a huge thing
which has been going on for five
months and there’s still no extra
seating,” said Ms Dalziel.
The decision was 3-2 – board
chairwoman Ali Jones, member
Jo Byrne and city councillor
Pauline Cotter voted for the
most expensive option, whereas
member John Stringer and city
councillor Mike Davidson were
against the decision. Deputy
chairwoman Emma Norrish was
absent for the vote.
Ms Byrne said she voted in
favour of the more expensive option
as she believed it would be
“more cost-effective in the long
term.”
She said that the concrete was
a good option as there is an issue
with fire in public areas.
“We were looking at something
fire resistant and durable,”
said Ms Byrne.
She said that she has contacted
Ms Dalziel to say that the board
will discuss seating for either side
of the table at the next meeting.
But Mr Gould said that the
decision not to include seating
in the $5000 budget was “just a
little raindrop” in questionable
spending of ratepayers’ money.
“This is chump change but it
makes me wonder what we miss
on a daily basis,” said Mr Gould.
Mr Stringer was in favour of
the $104 option “on the basis of
safety and cost.”
Mr Stringer said that he
believed the decision would “go
down like a cup of cold sick”
with the public.
He said that the concrete table
would be a safety hazard for
young children who could slip
and bang their head.

Fire rages, homes at risk
CONSULTATION on a proposed
pump track at the site of the
former Shirley Community
Centre will now go ahead.
The city council approved a
$87,850 grant for a relocatable
track for bikes, scooter and skateboards.
It came after the Papanui-
Innes Community Board was
approached by Shirley Primary
School pupil Shannon Smith, who
organised a petition for a bike or
skate park.
Board chairwoman Ali Jones
said it was important to get the
funding before consultation.
She said there had been cases in
the past where consultation has
been completed only to find there
was no money available.
“Consulting on something
creates an expectation in a community
and we did not want to
do that if there was no money
available. In fact, as this is temporary,
I am advised that we aren’t
required to consult but this isn’t
about what’s required, this is
about talking with and listening
to our community about activating
a site that has not been used as
a community space for more than
eight years.”

A NEW pavilion and practice
nets are on the cards for Elmwood
Park.
The city council is seeking
feedback on a new lease for the
Old Boys Collegians Cricket Club,
which will allow new facilities to
be built.
The current pavilion was
partially demolished due to
earthquake damage and portable
buildings were used as changing
rooms until new facilities could be
considered.
The club has proposed to move
the practice nets from alongside
the main pedestrian path, which
is presenting pedestrian safety
issues. A concept design for a
pavilion bu
ilding has been developed to
provide shade and shelter for the
batting team, first aid, kitchen
facilities and storage.
It will also be able to be used by
football teams during winter.
Some changes to the layout of
the sports fields are being planned
by the city council, and the new
pavilion and the nets have been
positioned to avoid conflict with
these.

AN UNDER-16 squad from
Christchurch United Football
Club has arrived in Spain where
they will be hosted by the famous
Valencia FC academy during a
17-day trip.
Valencia FC is one of the
glamour clubs in the primera division
and a regular in the UEFA
Champions League, but the
club is also famous for its player
development work.
The travelling party includes
players from St Bede’s College,
Burnside High School, St
Thomas of Canterbury College
and Christ’s College, who will
train with the Valencia academy
coaches for two weeks and play
four matches against Spanish
opposition.
“This is a unique trip for
young footballers as they will
experience a professional club
environment in one of the best
academies in Europe,” said
Christchurch United academy
director Colin Williamson.
The touring party spent the
first few days getting over jet lag,
exploring the city and playing
beach football under the Mediterranean
sun.
Over the weekend, they also
watched Valencia FC beat Levante
in the primara division in
the famous Mestalla Stadium,
as well as watching some of the
Valencia academy team matches.
Christchurch United player
Zach Bennett said he noted that
the Valencia younsters were playing
a similar style as his own
team, “but the speed and the
timing was very different”.
Thomas Chao was mainly
impressed by the size of the
players compared to the New
Zealanders.
“They were so big and strong,
they seem to be selected on their
physical size,” he said.
The New Zealand players
were invited to Valencia after
Christchurch United president
Slava Meyn last year stayed with
the Spanish giants to research
their academy structures while
he completed an international
diploma in academy management.
Aside from trainings and
matches, the Christchurch
youngsters will also watch
Valencia FC play in the UEFA
Europa League and travel to
Barcelona to watch Lionel
Messi’s team take on Real
Sociedad in the famous Nou
Camp stadium.
