Police have conclusive evidence of murder-suicide
London Police Chief Glenn Nicol (left) and Madison
County Sheriff John Swaney secure the scene of a
double homicide in London.
Three people are dead following a domestic dispute
that occurred on the afternoon of Aug. 17 in London.
London Police Chief Glenn Nicol said authorities have
concluded the incident was a murder-suicide, based on
evidence that includes home surveillance video
footage.
Authorities were dispatched to reports of shots fired
at 386 Landis Lane, London, at 12:33 p.m. April 17.
Upon arrival, officers found 40-year-old Yaisa Cordero
and her 25-year-old daughter, Joceline Cordero, dead
in front of their home.
The suspect, who fled the scene, was 54-year-old
James S. Evans Jr. of London, Yaisa Cordero’s exboyfriend.
Evans was discovered around 2:55 p.m. on the
premises of Faith Assembly Worship Center on U.S.
Route 40, just outside of London. He was dead, the result
of an apparent self-inflicted gunshot wound.
Nicol said witnesses observed the suspect arguing
with the victims before he fired shots. Nicol said the argument
was related to a relationship breakup.
“We don’t know what his motive was to go to his vehicle
and obtain the weapon. We don’t know what made
him go that far,” Nicol said.
Authorities secured video footage from home surveillance
systems at the victims’ home and at a neighbor’s
home.
“It captured the actual homicides and the dispute
leading up to it a little bit,” Nicol said, adding that the
victims and the suspect were in and out of the camera
view.
The footage also shows the suspect firing at one of
Yaisa Cordero’s sons, who confronted the suspect as he
Great turnout at special egg hunt in West Jeff
By Dedra Cordle
Staff Writer
At an Easter egg hunt a couple of years
ago, Mackenzie Groves saw brightly colored
plastic eggs scattered across the floor and
tucked away in the folds of hard-to-reach
places and knew it was not the right environment
for her son.
Born with hydrocephalus and later diagnosed
with cerebral palsy and epilepsy, Carson,
6, uses a wheelchair and is limited in
his ability to bend and reach. Knowing how
much her son had looked forward to his first
public egg hunt, Groves was heartbroken
and disappointed he couldn’t participate as
fully as he desired.
The following year, the Columbus resident
decided to host her own hunt so Carson
would get that full Easter experience
but concluded that something was missing.
“We like to get out and meet new people,”
she said.
Several weeks ago, Groves heard from a
friend about an Easter egg hunt set to take
place at the West Jefferson Community
Center. Since she and her family live
nearby, Groves was intrigued but worried it
would be a repeat of the hunt from two
years ago. But then she learned it was designed
for children and adults with special
needs. She lit up at the news.
“I thought it was just so awesome,” she
said.
On the morning of April 20, the family
drove to the community center. When they
walked through the doors to the portion of
the hunt for individuals with mobility issues,
they couldn’t suppress their laughter
and smiles.
Scattered across the floor of the large
meeting room were brightly colored plastic
eggs with balloons attached on long strings.
Tucked into other easy-to-reach places were
more hidden treasures, including eggs that
beeped for participants with vision impairment.
At first, Groves slowly pushed Carson to
the balloons and helped him pull up the
eggs but he quickly decided he wanted to try
to get them himself.
“He’s being very independent,” she said
with a big grin. “He doesn’t seem to want
my help at all.”
Altogether, Carson collected 20 eggs, the
maximum number allowed so that participants
with vision and sensory issues could
get their fair share of the sweet loot, too. Approximately 80 children
and adults took part in the egg hunt.
“We had such a wonderful time,” Groves said. “I’m so happy that
this event happened and that they put so much thought into preparing
this hunt for those with different abilities.”
The Easter egg hunt, the first of its kind for the area, was made
possible through a partnership between the village of West Jefferson
and the Autism Society of Central Ohio. Marci Darlington, West
Jefferson parks and recreation director, said a comment she read
online sparked the idea.
“They asked if we had ever considered hosting an Easter egg
hunt for people with special needs,” she explained. “And at that time
I had honestly never heard of such a thing.”
Darlington reached out to the Autism Society of Central Ohio
and promptly learned they, too, were looking to establish a public
Carson Groves, 6, is all smiles as he prepares
to grab the balloon string to bring up
an egg full of goodies at the West Jefferson
Community Center on April 20. Groves, a
student at J.C. Sommer Elementary School
in Grove City, was one of about 80 children
and adults participating in an Easter egg
hunt designed specifically for individuals
with special needs.
disorder, collect
eggs with other
children and come
face to face with the
Easter bunny for the first time.
“We always wanted to take her somewhere
and get her photo taken with the
Easter bunny, but it would be a very difficult
thing to do,” he said. Ruby becomes
overwhelmed by crowds, noise and excessive
stimuli. “This event offered us that opportunity
and we got it. Well, she didn’t get
her picture taken but she did look at the
bunny for a while and that was good enough
for us.”
Patty Davis, a resident of the west side
of Columbus, said it was great to see her 32-
year-old son, Chris, reach out and collect
the eggs perfectly situated for those who use
Chris Davis of the west side of Columbus
handles his found treasure with care.
egg hunt for people with special needs.
“It’s like the stars aligned,” said Ginny
Bryan, the society’s resource specialist.
When the two first began discussing the
event, Easter of 2018 was rapidly approaching
and they knew didn’t have enough time
to get everything ready, so they set their
sights on Easter of 2019.
“We wanted this to be a great occasion
for all families with special needs, not just
those with autism,” Bryan said. “We didn’t
want to exclude anyone from participating
in this event.”
They didn’t, however, account for inclement
weather.
“It threw a wrench in our outdoor plan,
so all of our volunteers spent the day Friday
decorating the center and breaking down
the times for our events,” Bryan said. “It
wasn’t exactly what we initially wanted but
it became what we wanted.”
For the families who participated, the
event marked a special day in their lives.
West Jefferson resident Seth Fry got to see
his 4-year-old daughter, Ruby, who was diagnosed
with
autism spectrum
wheelchairs.
“He’s not able to do a lot but he was grabbing
those eggs,” she said with a laugh. “We
had a great time and he had a great time.”
Families in attendance said they hoped
the community center would host the egg
hunt next year, and both Darlington and
Bryan said it is very likely they will.
“We want this to become an annual
event,” Darlington said.
“We’re already talking about tweaks to
make it better for next year,” Bryan said.
“We have so many ideas and to have that
reassurance that this is something the community
really wants makes us want to
make it even greater for them.”
They looked like ants industriously
New pub possible in Mt. Sterling
By Andrew Garrett
Staff Writer
An application for a Class D5 liquor license has been
submitted for use at 27 S. London St., next to Ben and
Joy’s Restaurant in Mount Sterling. Plans for a pub are
in the works at the location.
At the April 22 Mount Sterling village council meeting,
Mark Pitstick, village solicitor, said the application
was submitted to the Ohio Division of Liquor Control
(ODLC) under the name Hammertime A Partnership.
The names associated with the partnership are Deanna
L. Pettit and Michael Havens, according to the ODLC
database.
Under the Ohio Revised Code, a Class D permit allows
an establishment to serve spirituous liquors for onpremises
consumption only, as well as beer, wine and
mixed beverages for on-premises consumption or for
carryout in original, sealed containers until 2:30 a.m.
Council elected to forego a public hearing with ODLC
on the matter to speed up the process.
According to Pitstick, such a hearing would be limited
in scope as to what kind of questions council members
could ask, specific questions about zoning, for example.
Investigators from ODLC will be coming from the
state to conduct their own investigation and then will
notify any parties such as churches, daycares or schools
that might object to a bar being within 500 feet of them.
There was no word as to when the establishment
might open if the requested permit is granted. Hammertime
A Partnership would also need to obtain an occupancy
permit through zoning before taking over the
South London Street space.
Some village leaders were unsure as to how the location
is currently zoned.
“I don't have a clue how it’s zoned over there. We
haven’t gotten that far,” Pitstick said.
“It’s definitely gotta be zoned business,” said council
member Becky Martin.
“There’s a map right there,” said fiscal officer Courtney
Bricker, pointing to a color-coded map of the village
on the wall of council chambers.

$100,000 donated for
splash pad at city pool
By Andrew Garrett
Staff Writer
An unnamed donor has contributed
$100,000 to the city of London for use at the
municipal swimming pool.
According to information shared at the
April 18 city council meeting, the money will
be used to install a splash pad—a recreation
area of shallow water in which water is
sprayed upward from nozzles in a pad.
Construction of the splash pad is set to
begin at the end of this summer’s pool season
and be operable by the beginning of next
year’s pool season. Mayor Patrick Closser
reported that when city officials made the
funding request, the donor replied without
hesitation, “You got it. Just let me know
when you need the check.”
Also at the April 18 meeting, life-long
London resident Scott Bennett addressed
council about his intention to open a pool
hall at the former Lawson’s convenience
store location at 116 W. High St. The hall,
named Big Money Billiards Parlor, is intended
to be upscale and designed for league
and tournament play.
Bennett said he intends to court such
leagues as the Billiard Congress of America
and the American Poolplayers Association.
Such tournament play could bring in people
from places like Marysville and Dayton. As
such, Bennett said, his parlor could generate
money for other local businesses, as
well.
“This isn’t going to be your meat house
billiard ball. There isn’t going to be fights
and all that negative stuff that typically
goes with this,” he said.
Bennett added that he has ordered professional
Diamond tables and is in the
process of applying for a liquor license. He
also is working with the zoning department
in regards to operating an amusement arcade
with more than the five coin-operated
tables allowed in the zoning code.
He hopes to have the parlor up and running,
with or without the liquor license, by
the beginning of June.
Council members Rex Castle and Rich
Hays wished Bennett well on his endeavor.
Income survey slated
By Kristy Zurbrick
Madison Editor
Yet this month, residents of Summerford
and Lafayette can expect to receive a letter
explaining an upcoming income survey.
County officials and township trustees
are looking to extend sewer service to Summerford.
Sometime down the road, they
hope to do the same for Lafayette. As part
of the process, they plan to seek government
grants to cover most if not all of the costs.
The grants require proof that the areas are
low-income.
The idea is to connect Summerford’s 90
residences to the county-run sewer plant
that serves nearby Choctaw Lake. Currently,
those residences are served by individual
leech beds or aeration systems.
According to Rob Slane, county administrator,
a number of the leech beds are potentially
failing and, in some cases, wells and
leech beds are close together.
The project might require residents to
pay a tap fee for sanitary sewer service, but
project organizers are optimistic that won’t
be the case.
“There’s a pretty good chance, with the
grants, that we will be able to cover everything,
including the tap fees. Our goal is
zero cost to the residents,” Slane said.
Information sessions will take place in
early May, one at the Somerford Township
Meeting Hall in Summerford and one at the
Deercreek Community Building in Lafayette.
Dates and times have not yet been set.
Residents will have three ways to complete
the income survey—by mail, at the information
sessions, or with a survey taker
at their door. The door-to-door canvas will
take place after the first two options are offered.
Survey takers will have identification
and drive marked cars.
“The survey takes five minutes and is
anonymous,” Slane said.
The grants require a 90 percent response
rate on the surveys, he added.
On April 23, the county commissioners
approved a contract with Bowen National
Research to conduct the survey. The cost
will be $2,500 to $5,900, depending on the
number of homes they need to visit. Though
no firm plans are in place for a project in
Lafayette, the county is going forward with
the village’s income survey to save money
on survey mobilization costs.
The county commissioners also opened
statements of qualifications from six engineering/design
firms vying for the contract
to move the Summerford project into the engineering,
design, grant assessment and
loan application phase. Slane and Madison
County Engineer Bryan Dhume will review
the packets and make a recommendation to
the commissioners.
In other action on April 23, the commissioners
set a public hearing on a request for
rezoning of three lots on State Route 161 in
Plain City for the purpose of operating a funeral
home. Ricky Dean Tidd and Carmel
Christian Center applied for the rezoning,
which would change the zoning from agriculture
to commercial. The hearing is set for
11 a.m. May 7 in the county commissioners’
office at the Madison County Courthouse.

can be purchased via the fair website at
www.madisoncountyfairoh.com/. They also
will be available at the gate the night of the
concert.
Local organizers are predicting a big
turnout.
“We’re hoping we will attract visitors
from surrounding areas,” said Deetra Huntington,
a member of the planning committee.
In a letter outlining sponsorship opportunities
for the event, organizers state they
anticipate hosting approximately 5,000 concert
goers. With such a large event comes
the need for lots of preparation.
Huntington said the committee is already
working on stage, lights and sound
details, looking for food vendors, and lining
up security with the Madison County Sheriff’s
Office. They also are seeking sponsors
to help defray the cost of the concert and recruiting
volunteers to help with the gate
entry and crowd management, among other
tasks.
For more information about tickets,
sponsorships, or volunteering, call Nathan
Ray’s self-titled debut album, released in
2015, yielded two No. 1 hits on the Country
Airplay Charts, “Kiss You in the Morning”
and “Think a Little Less.”
“One That Got Away” was among the
standout tracks on Ray’s sophomore album,
“Amos,” named for his late grandfather who
nurtured his love of music and with whom
he performed while growing up. The album
came out in 2018.
Severe Weather
Be careful when caught outdoors in storms
When storms roll in, they might bring
along high winds, thunder and lightning
and drops in temperature. Many people ride
out storms indoors, but some may find
themselves suddenly caught in a storm and
not know what to do.
For the unprepared, the potential for injury
is significant. So it is important to routinely
brush up on surviving a storm when
caught in one outdoors.
Lightning
Lightning can pose a significant threat.
Real Clear Science says the average bolt of
lightning, striking from cloud to ground,
carries roughly one billion joules of energy,
300 million volts and 30,000 amps. Lightning
also generates temperatures hotter
than the surface of the sun.
According to data collected by the National
Oceanic and Atmospheric Administration,
in North America (NOAA), Florida,
Texas and Colorado had the highest number
of lightning-related fatalities between
2005 and 2014. Environment Canada says
that roughly 10 people die in Canada each
year because of lightning.
Finding shelter when lightning strikes is
ideal but not always possible. If you cannot
get indoors, the next best thing is to stay
low to the ground. Lightning tends to strike
the tallest items around. Therefore, staying
put in a ditch or depression in the ground
can protect you against a possible lightning
strike.
NOAA says to stay away from tall, isolated
trees, which can become lightning
rods. The same can be said for seeking shelter
under a tent or pavillion, as these structures
are often metal and can conduct the
lightning.
Cars can be a somewhat safe spot if there
is nothing else available. The metal shell of
the car will disperse the lightning to the ground, according to AccuWeather.
The National Weather Service says groups caught outside during
lightning storms should spread out to avoid the current traveling
between group members. Also, remember that, while water will not
attract lightning, it can conduct and spread the charge, so avoid
bodies of water and wet areas.
Winds
High winds also pose a safety risk. These
winds may accompany thunderstorms, tornados
or hurricanes. For those who are
caught outside in high winds, The Weather
Channel advises taking cover next to a
building or under a secure shelter.
Wind can easily bring down trees,
branches, and power lines. It also may blow
around outdoor furniture and other heavy
items. FEMA says to stay away from balconies
or elevated areas to avoid falling objects.
Avoid roadways and train tracks
when on foot, as gusts can blow people into
the path of oncoming vehicles.
Electrocution from downed power lines
is a potential side effect of high winds.
Know your weather terms
Although thunderstorms occur year
round, they are most prevalent across the
state during the spring and summer
months. Thunderstorms can produce damaging
winds, deadly lightning, large hail,
flash flooding and tornadoes. In addition, effects
of extreme heat can be exasperated by
power outages caused by these storms.
The following severe weather terms are
defined by the National Weather Service
(NWS). NWS is responsible for issuing severe
weather watches, warnings and advisories
to alert the public when dangerous
weather conditions are expected.
Watch—A weather watch means there is
the potential or conditions exist for a dangerous
weather event.
Warning—A weather warning means that
a dangerous weather event is imminent. Immediate
action must be taken to protect life
and property.
Advisory—A weather advisory means
weather conditions that are less serious
than a warning are imminent. These events
may cause a significant inconvenience, and
if caution is not exercised, it could lead to a
situation threatening to life and property.
More weather terms defined:
Squall Line—A line of active thunderstorms,
either continuous or with breaks, including
contiguous precipitation areas
resulting from the existence of thunderstorms.
Straight-Line Winds—Generally, any
wind that is not associated with rotation,
used mainly to differentiate them from tornadic
winds.
Avoid anything that might be touching power lines.
Being indoors during severe weather is ideal but not always possible
when a storm arrives unexpectedly. Knowing how to behave
in these emergency situations can prevent injury and even death.
Disaster plan can keep seniors safe and sound
Natural disasters can strike at any time, and when they do, the
damage is often considerable. According to the United Nations Office
One way to prevent tragedy related to natural disasters is to develop
Steps to take after damage
Severe storms do not discriminate, and
when such storms finally dissipate, people
from all walks of life are left to deal with the
often devastating consequences. Property
damage is one such consequence, and the
following are some things people can do in
the aftermath of storms that caused damage
to their property.
• Contact your insurance provider. Not all
damage resulting from storms will necessarily
be covered by insurance policies, but it is
still imperative that people contact their insurance
companies as soon as possible after
their homes or vehicles have been damaged.
Agents can help policy holders learn if their
policies cover the damage done to their property
and to what extent their coverage will
help them recover. Many people will likely
be making similar calls, so policy holders
should try to be as patient as possible.
• Document the damage. People whose
property has been damaged should use
their smartphones and cameras to document
the damage as extensively as possible.
Take photos from various angles before you
begin cleaning up. Providers may require visual
evidence of the damage before they
begin processing your claim, so ask about
those requirements when contacting your
insurance agent.
• Avoid downed power lines. In addition
to protecting the investments you have
made in your property and your possessions,
it is important to remember to protect
yourself. Avoid downed power lines, reporting
any to your local power company as soon
as you see them.
• Let the professionals do the work. It can
be tempting for homeowners to try to do
some electrical work around their homes
after their homes have been damaged by
storms. Electricians are likely busy and
might not be able to assess or repair damage
for days, if not weeks. But it is still best to
wait and allow professionals to do the work.
Experienced professionals recognize potentially
harmful, if not deadly, issues that may
be lurking beneath the damage, so it is always
best to leave the work to private electricians
or local power company work crews.
• Revisit insurance policies. After suffering
damage to their homes or vehicles, men
and women may benefit by revisiting their
coverage and increasing that coverage in
anticipation of future disasters.

Severe Weather
What to do before, during and after tornado hits
Roughly 1,000 tornadoes per
year are reported to the National
Oceanic and Atmospheric
Administration. Tornadoes are
intense, violent storms that feature
a column of air that extends
from a thunderstorm
cloud to the ground.
Tornadoes can occur anywhere
in the world, however,
the United States experiences
more tornadoes than any other
country. According to Verisk’s
Property Claim Service, tornadoes
accounted for 39.9 percent
of insured catastrophe losses
from 1997 to 2016, and the average
annual loss on these severe
storms was $11.23 billion.
Tornadoes, although impressive
to watch, are volatile
storms with great power. They
have the capability to flip cars,
destroy buildings and send
deadly debris flying into the air.
Intense winds can reach more
than 200 miles per hour.
The Department of Homeland Security
notes that people can do many things to
keep themselves safe from before, during
and after tornadoes.
Before: Understand and
learn about the risk for tornadoes
where you live. People in
the midwestern and southwestern
United States have a
greater risk of experiencing tornadoes
than those elsewhere in
the country.
Establish a safe room in your
home, which can be a basement
or a cellar. In rooms with no
below-ground levels, the safest
place is a small, interior room on
the lowest level away from windows
and doors.
Sign up for emergency alert
warning systems that cater to
your area so you know well in
advance if a tornado is coming.
Practice what to do in the event
of a tornado so the entire family
knows what to do if disaster
strikes.
Keep tornado readiness supplies
handy. These include clean
water, batteries, flashlights, a battery-powered radio, and packaged,
non-perishable foods.
During: Move indoors into a safe location for the duration of the
tornado. Tornadoes blow through quite quickly so timing is of the
essence. If you cannot get to shelter, lay down flat in a low-lying
area. Do not go under a highway overpass or attempt to outrun a
tornado in a vehicle.
Take additional precautions by shielding your head and neck
with your arms or putting furniture and blankets around you to
protect against debris.
Keep small children and pets close by and protect them as best
as possible. Strapping an infant into a vehicle safety seat may be a
good safety measure.
After: Assess the situation for safety after the tornado has moved
through. Watch for downed electrical lines and check for the smell
of gas. Do not turn on any appliances or switches if you detect the
aroma of gas.
Do not try to move anyone who seems seriously injured unless
they are in immediate danger. Call and wait for help if needed. It
may take time for emergency personnel to reach you.
More information is available at www.ready.gov/tornadoes.
Understanding flood safety
Staying safe during floods involves understanding
floods. The following info, courtesy
of the Emergency Management
Institute, FEMA, Ready.gov, and National
Geographic, explains floods and how to stay
safe in flooding situations.
• No region is safe from flooding. Floods
can occur anywhere, but are rare in areas
where water is scarce.
• Floods may develop very slowly or in
just a matter of seconds after an extensive
rainfall.
• Areal floods can occur where saturated
grounds are present.
• Although the term “hundred-year
flood” describes an extremely large and very
rare event, these types of floods have recently
been occurring worldwide with increased
regularity.
• Flood waters can quickly knock people
off their feet and carry them away.
• It’s important to sanitize oneself after
coming in contact with flood water, which
could be contaminated with various natural
and manmade substances.
• It may be necessary to move to higher
ground when flooding situations occur. It’s
important to heed safety precautions and
evacuation messages.
• Rapidly moving water has the poten-
tial to carry a house, car, trees, or other structures away.
• Drivers should not try to navigate through flood waters. Many
deaths that occur during floods happen
when drivers try to move through flood waters.
• Keep an emergency kit, non-perishable
food, flashlights, and batteries on hand to
combat potential disasters like floods.
