Phil Mauger is making a bid<br />
to win a city council seat in<br />
October’s local body elections.<br />
Mr Mauger, who lives in<br />
Avonhead, has targeted the<br />
Burwood Ward where he will<br />
try to unseat three-time<br />
councillor Glenn Livingstone.<br />
Mr Mauger is head of<br />
Maugers Contracting<br />
Ltd, a third-generation<br />
family business that had<br />
its beginnings in North<br />
Beach decades ago.<br />
“It’s time to put my<br />
money where my mouth<br />
is so to speak and actually<br />
do it rather than just<br />
sit on the sidelines,” he<br />
said.<br />
“I think the council’s crying<br />
out for some people with a<br />
little bit more business acumen<br />
to stop having over-spends on<br />
things.”<br />
Lowering rates and progressing<br />
earthquake repairs would<br />
be his main priorities if he was<br />
voted in.<br />

area over the next 30 years. My<br />
contracting background will be<br />
hugely valuable at the city council<br />
table, ensuring money is spent<br />
wisely and with a common sense<br />
approach to provide a good<br />

AN INTERESTING political move from<br />
one of the city’s best known businessmen<br />
(see page 1).<br />
Phil Mauger, who lives in Avonhead,<br />
has his sights set on the east – incumbent<br />
Glenn Livingstone’s Burwood Ward council<br />
seat. It will be a tough campaign for both.<br />
Mauger heads Mauger Construction Ltd, a company which<br />
spans three generations and came out of the original family<br />
business, a service station in North Beach.<br />
Livingstone will no doubt try to exploit the fact Mauger lives<br />
out west.<br />
But the 61-year-old is adamant this won’t be an Achilles heel.<br />
He can push on the council table for improvements to the ward<br />
from anywhere, he says.<br />
Keeping rates in check by stopping unnecessary council overspending<br />
looks like being his key platform.<br />
Let the battle begin.<br />

has thrown its support behind<br />
several public transport projects<br />
proposed in the draft Annual<br />
Plan <strong>2019</strong>-2020 to help reduce<br />
the problem.<br />
City-wide projects include bus<br />
priority electronic installations<br />
delivery project, and public<br />
transport ITS installations.<br />
They will provide real-time<br />
travel information to passengers<br />
waiting at bus stops including<br />
those at Halswell.<br />
THe projects are anticipated to<br />
be undertaken over the next two<br />
to three years.<br />
DELAY: The Halswell Residents’ Association says the Orange<br />
Line often runs behind schedule at peak traffic times.<br />

David Hawke said making the<br />
buses faster and more predictable<br />
has three components.<br />
“One of these is bus priority<br />
lanes, another is passengers<br />
knowing exactly when their bus<br />
will arrive, and the remaining<br />
component is speeding the<br />
transit of buses by giving<br />
them priority at signalised<br />
intersections,” he said.<br />
Since the start of the year,<br />
Environment Canterbury has<br />
received four complaints over the<br />
timeliness of the Orange Line<br />
and 60 routes.<br />
Mr Hawke said the two<br />
projects complement the city<br />
council’s $13 million plans to<br />
widen Lincoln Rd between<br />
Curletts and Wrights Rds. The<br />
project is planned to begin in<br />
2020/<strong>21</strong> financial year.<br />
An Environment Canterbury<br />
spokeswoman said the Lincoln<br />
Rd project will improve<br />
travel times for Orange Line<br />
passengers.<br />
“We supported that project<br />
and it is part of an ongoing<br />
process. We need to get public<br />
transport priorities all the way<br />
from Halswell right through to<br />
the central city.”<br />
Halswell Community Project<br />
chairwoman Chrys Horn said<br />
the buses are generally full at<br />
rush hour and it would be good<br />
to see bus lanes installed in<br />
Halswell.<br />
“THere are no bus lanes here<br />
and because we have grown so<br />
fast, we have got a lot of traffic<br />
going into the city,” she said.<br />
Dr Horn said she prefers to<br />
cycle, but when she has used<br />
the buses, there have been times<br />
when they have not run on<br />
schedule.<br />
Last year, a Ministry of<br />
Transport survey found public<br />
transport in the city was the<br />
lowest in the country with nearly<br />
two-thirds of its population<br />
choosing to avoid the bus.<br />
From January 2017 to<br />
January 2018, it was found<br />
only 35 per cent of people used<br />
buses.<br />
“We need to be quite bold in<br />
setting it up because we have got<br />
one of the lowest public transport<br />
user numbers of any place in New<br />
Zealand,” Dr Horn said.<br />
But an ECan spokeswoman<br />
said for the current financial<br />
year, patronage is up 1.5 per cent.<br />
She said this could be due to<br />
more people travelling to and<br />
from the city.<br />

project. A similar release of<br />
geckos was carried out in 2012 as<br />
part of the Sumner Rd recovery<br />

Riccarton Rd<br />
A PLANNED tree-planted<br />
median strip in Riccarton Rd will<br />
be shortened and have fewer trees<br />
to ensure there are no barriers for<br />
emergency services.<br />
The median island will run<br />
between Clarence and Matipo<br />
Sts and is part of a project to<br />
replace and upgrade outdated<br />
underground pipes and rebuild<br />
the road to accommodate bus<br />
priority measures between<br />
Harakeke and Matipo Sts.<br />
City council transport planning<br />
and delivery manager Lynette<br />
Ellis said the adjustments will<br />
ensure that the median island is<br />
easier to negotiate for emergency<br />
services.<br />
The median will help make<br />
Riccarton Rd a pedestrianfriendly<br />
destination for shoppers<br />
and visitors, with streetscape<br />
enhancements and trees creating<br />
a traffic calming effect.<br />
The trees will remain through<br />
the central shopping area of<br />
Riccarton Rd.<br />
However, there will be 10 fewer<br />
trees than originally planned at<br />
the outer edges of the project and<br />
around intersections.<br />

Call for policy after bottle store fight<br />

A LONG battle to stop an<br />
off-licence liquor store from<br />
going into Halswell has raised<br />
questions over why the city<br />
doesn’t have its own Local<br />
Alcohol Policy.<br />

city council develops its LAP<br />
policy after appealing against<br />
the decision allowing Bottle-O<br />
Halswell to open a store at 29<br />
Ensign St.<br />
THe association’s secretary<br />
David Hawke said the drawnout<br />
process has highlighted<br />
“significant deficiencies” in<br />
alcohol inspectors and the<br />
knowledge base of agencies and<br />
district licensing committee<br />
members.<br />
“THe alcohol licensing<br />
managers and their staff are<br />
forced to rely on the general<br />
provision of the Sale and Supply<br />
of Alcohol Act 2012 in framing<br />
their recommendations on each<br />
licence application.”<br />
Mr Hawke said the act is very<br />
high level and the objectors have<br />
no real guidance as to whether<br />
they are wasting their time<br />
or if they have a chance in a<br />
successful appeal.<br />
“THe same is true of potential<br />
applicants, they have only the act<br />

to guide them in preparing their<br />
business case,” he said.<br />
THe city council began<br />

City council’s head of strategic<br />
policy Emma Davis said it<br />
instead resolved background<br />
work on the issue including<br />
identifying any alcohol-related<br />
harm issues should continue.<br />
THis information will form a<br />
report which will be provided<br />
in the new term following the<br />
October elections which will<br />
determine if a LAP is the best<br />
tool to address alcohol-related<br />
harm.<br />
In December, Bottle-O<br />
Halswell Ltd was granted an<br />
application to open the store, but<br />
the decision was appealed by the<br />
association.<br />
THe hearing for the appeal will<br />
be held on July 30.<br />
In March, <strong>Western</strong> <strong>News</strong><br />
reported Bottle-O Halswell Ltd<br />
was negotiating to lease the<br />
premises on 29 Ensign St instead<br />
of buying it.<br />

Wendy Gibbons did not respond<br />
to confirm if it would be leasing<br />
the premises.<br />
Mr Hawke said the appeal<br />
against the bottle store had<br />
forced the association to be sidelined<br />
from doing other projects<br />
in the community since August<br />
last year.<br />
“It is more than time as well.<br />
It is people’s headspace. It has<br />
had a major effect on us that’s for<br />
sure,” he said.<br />
Under The Sale and Supply<br />
of Alcohol Act 2012, a LAP can<br />
allow for communities to limit<br />
the locations of licences in areas<br />
or near certain types of facilities<br />
such as schools or churches.<br />
Conditions can be imposed<br />
on groups of licences, such as a<br />
“one-way door” condition which<br />
allows patrons to leave premises<br />
but not enter or re-enter after a<br />
certain time.<br />

Fresh ideas for residents’ association<br />

JOHN REDDIFORD knew<br />
nothing about the Ilam and<br />
Upper Riccarton Residents’<br />
Association before he was<br />
appointed chairman.<br />
He even jokes he was appointed<br />
in “quite a controversial<br />
manner” as he lives out of the<br />
zone resident associations’ zone<br />
on Hamilton Ave.<br />
But after being asked by former<br />
chairwoman Sue Chamberlain<br />
if he was interested in the<br />
role, he was prompted to take up<br />
the opportunity.<br />
But Mr Reddiford, an investment<br />
adviser, is passionate about<br />
the Ilam/Upper Riccarton area<br />
with hopes it can be turned into a<br />
social centre for the community.<br />
“We don’t have many places to<br />
eat or drink. I’d like to see a bit<br />
of a centre for the area,” he said.<br />
His first meeting will be on<br />
Wednesday where he wants to<br />
set goals with the association on<br />
what they want to achieve and<br />
how they will achieve them.<br />
With his office based in St<br />
Albans, Mr Reddiford takes<br />
inspiration from the area.<br />
He said it has strong community<br />
initiatives such as The<br />
St Albans Pavilion and Pool Inc<br />
fundraising for the new Edgeware<br />
swimming pool.<br />

relationship with<br />
Canterbury University.<br />
“I just want to see it become<br />
like certain areas – like Merivale<br />
has got Merivale Mall. That we<br />
can put on things for our residents<br />
– events they can go to.<br />
“At the end of the year, we will<br />
have the Ngaio Marsh Theatre. I<br />
want people to say I live in Ilam<br />
and I am proud of it,” Mr Reddiford<br />
said.<br />
Although he has only lived<br />
in the Ilam area for about two<br />
years, he has had a long association<br />
with Canterbury University.<br />
In 1972 he studied history,<br />
economics and management<br />
there. Between 2010 to last year,<br />
he was the president of the university’s<br />
alumni.<br />
Mr Reddiford will attend his<br />
first meeting next month to start<br />
planning for university’s 150th<br />
anniversary in 2023.<br />
“We have got to have a close<br />
relationship with the university<br />
because there are 16,000 students<br />
there,” he said.<br />
Mr Reddiford has a strong background<br />
in business having worked<br />
for a range of companies including<br />
as an area sales manager for NZI<br />
Life, a national sales manager at<br />
Fidelity Life Assurance Company<br />
Ltd and is the co-chairman of<br />
Planet Financial Ltd.<br />
When asked by <strong>Western</strong> <strong>News</strong><br />
if he would consider putting his<br />
name forward for the upcoming<br />
elections, Mr Reddiford said he<br />
had “never thought of it.”<br />
“All I want to do is make sure<br />
Christchurch is getting back on<br />
its feet rather than being known<br />
in London or New York for<br />
earthquakes and people killing<br />
each other,” he said.<br />
Mrs Chamberlain said he lives<br />
in Ilam and has a great interest<br />
in supporting the community.<br />
“I think he has got a great<br />
rapport with the people and is a<br />
great leader. He has got leadership<br />
skills, I think that is what<br />
residents need,” she said.<br />
Mauger to stand<br />
for council<br />

Cr Livingstone was elected in<br />
2010, polling 4848 votes. He held<br />
the seat again in 2013 (6862 votes)<br />
and in 2016 (4797 votes).<br />
Said Cr Livingstone: “You also<br />
need a social and environmental<br />
bottom line, so you need a multidimensional<br />
approach.’’<br />
Cr Livingstone believed the fact<br />
he lived in the Burwood Ward, and<br />
Mr Mauger didn’t, would also be to<br />
his advantage.<br />
“If he lives in close proximity, that<br />
might be okay, but that’s quite some<br />
distance. I think they’ll have a question<br />
(voters) over how he is going to<br />
relate to them.”<br />
Said Mr Mauger: “I feel I can do<br />
equally as good for the people in<br />
Burwood by my passion for the<br />
area, my roots for the area. Living<br />
there wouldn’t make any difference<br />
to how well I would work for<br />
Burwood.”<br />
Cr Livingstone said his campaign<br />
would be business as usual.<br />
“I treat every candidate as if I’m<br />
up against Richie McCaw.”<br />
In 2015, Mr Mauger was<br />
seriously injured on his way to<br />
compete in the Bathurst 12 Hour<br />
race in New South Wales when his<br />
rental car was rear-ended by a fuel<br />
tanker.<br />
He suffered multiple fractures<br />
and a collapsed lung and was in a<br />
coma for three days.<br />

When we shifted to Avonhead<br />
from Fendalton in 2004, it was a<br />
suburb with character.<br />
Part rural, part residential, it<br />
drew families with school-going<br />
children like my own because<br />
of its proximity to good public<br />
schools and convenient traveltime<br />
to the city centre.<br />
The majority of our neighbours<br />
were friendly, retired<br />
couples.<br />
Avonhead was no Fendalton<br />
or Merivale but it was diverse<br />
and had a sense of pride.<br />
The roads were well surfaced,<br />
the street gutters clean of leaves,<br />
the parks regularly mowed.<br />
Avonhead Mall was the main<br />
establishment, with Monteith’s<br />
Brewery Bar as its busy drawcard.<br />
Cafe Euro came up in the mid-<br />
2000s and became a fixture for<br />
semi-social meetings.<br />

Avonhead Park, which backs onto the cemetery, remains<br />
indefinitely on hold.<br />
Fast track to <strong>2019</strong> and Avonhead<br />
has lost that vibe of being a<br />
suburb that takes pride in itself.<br />
The mall looks tired and has<br />
one or two empty retail spaces.<br />
Monteith’s is still going strong<br />
but Cafe Euro has been closed<br />
for several months with silence<br />
hovering over its future.<br />
The semi-rural character is<br />
gone, a sprawling retirement<br />
village takes up what used to be<br />
former pasture land.<br />
The earthquakes have not<br />
been kind to the pavements.<br />
The street gutters are now leafstrewn<br />
and many patches of the<br />
roadside get surface flooding.<br />
It sometimes takes time for the<br />
lawns to be mown.<br />
Many of the elderly couples<br />
whom we knew when we first<br />
moved in have either passed<br />
away or shifted to retirement<br />
villages.<br />
Some of these changes are the<br />
inevitable result of time.<br />
Others are not.<br />
The city council’s spending<br />
priorities changed understandably<br />
after the 2010 and 2011<br />
earthquakes.<br />
Avonhead, which was fortunate<br />
to have escaped relatively<br />
unscathed, dropped out of the<br />
city council’s list of areas to<br />
focus on.<br />
No one can complain that this<br />
was the case for the first five or<br />
six years after the earthquakes.<br />
Eight years on, however, it<br />
increasingly feels like the city<br />
council has taken Avonhead for<br />
granted.<br />
Other suburbs have got new<br />
roads and malls while Avonhead<br />
has got patchwork repairs.<br />
The long-planned sporting<br />
facility for Avonhead Park remains<br />
indefinitely on hold.<br />
The efforts to take care of the<br />
suburb and its heritage, namely<br />
the cemetery, have come mainly<br />
from the local community<br />
group.<br />
When can residents expect the<br />
city council to focus its attention<br />
back to Avonhead?<br />

Where there are turning lanes,<br />
they all need to turn like they do<br />
at the main set at Shands Rd and<br />
Main South Rd. That would help<br />
speed the traffic up. The Buchanans/Carmen<br />
Rds lights don’t. The<br />
right turning light onto Carmen<br />
Rd from the Pound Rd end of<br />
Buchanans Rd, turns green at the<br />
same time as the through traffic.<br />

Concert for a cause<br />

SCHOOLS<br />
HORNBY HIGH School has<br />
showcased its brightest talent to<br />
help fundraise for those impacted<br />
by the Christchurch terror<br />
attacks.<br />
The concert, organised by the<br />
school’s team of prefects has<br />
raised more than $530.<br />
The money will go towards<br />
supporting the family of the<br />
Springs Rd Dairy, an affected<br />
family at the school and for a<br />
man who works at GAS Hornby.<br />
Prefect Shardey Jade, 17, said it<br />
wanted to show how important it<br />
was to bring the school together<br />
to support those affected.<br />
“Every term we have made a<br />
goal to run events. Our goal was<br />
to arrange a fundraiser so we<br />
could bring the Hornby community<br />
together,” she said.<br />
The Hornby community was<br />
hugely affected by the attacks.<br />
The owner of the Springs Rd<br />
Dairy, Junaid Ismail died at Majhid<br />
Al Noor on March 15.<br />
A father of a student at Hornby<br />
High School and a man who<br />
works at GAS Hornby was injured<br />
during the attacks.<br />
About 100 people including the<br />
performers attended the event.<br />
The concert featured 14 acts<br />
including performances from the<br />
school choir Voices With Soul,<br />
guitar and vocal soloists and<br />
group numbers from the school’s<br />
staff.<br />
Miss Jade said the school does<br />
not yet have the full total yet for<br />
the fundraiser with donations<br />
still yet to come in from several<br />
teachers who were unable to attend<br />
the concert.<br />
Principal Robin Sutton said it<br />
was an amazing event and speaks<br />
so much for the leadership, heart<br />
and passion the students have.<br />

Speaker stolen from school<br />

AN OUTDOOR speaker stolen<br />
from South Hornby School may<br />
have been built into a bicycle’s<br />
sound system.<br />
Police are continuing to follow<br />
up on the theft of a speaker from<br />
the primary school on <strong>May</strong> 5 at<br />
11.43pm.<br />
Three young men were caught<br />
on CCTV footage at the time of<br />
the incident.<br />
Principal Wendy Huriwai said<br />
it was from talking to police she<br />
learnt it was likely the speaker<br />
was stolen to mount onto a bicycle<br />
to create into a sound system.<br />
Three panel sheets were damaged<br />
in total and two outdoor<br />
speakers will have to be replaced<br />
after an unsuccessful attempt<br />
was made to steal a second<br />
speaker.<br />
The attempt damaged the second<br />
speaker beyond repair.<br />

A NEW building to help an<br />
organisation continue providing<br />
community support to the Hei<br />
Hei/Broomfield area, has rolled<br />
into the neighbourhood.<br />
The Hei Hei Broomfield Community<br />
Development Trust, also<br />
known as “126 On The Corner”,<br />
had a new building arrive last<br />
week. Community development<br />
worker Tracey Buunk said the<br />
building with two rooms and<br />
two smaller offices will give the<br />

money going towards repairing<br />
the damage cannot be spent on<br />
other projects in the school.<br />
The school did not yet have an<br />
estimation on what the cost of<br />

outdoor speakers from schools<br />
across the city after 19 were stolen<br />
in the space of a month.<br />

a beautiful school which is well<br />

“Our school community works<br />
hard to provide the best for our<br />
children but unfortunately, some<br />
young men feel their need is<br />
greater and are willing to damage<br />
our buildings and steal from<br />
our children.”<br />

MULTI-TALENTED Selwyn<br />
baseballer Te Ahu Wall is<br />
starting to turn heads on a<br />
national level.<br />
The 16-year-old who can pitch,<br />
hit and play the outfield was a<br />
nominee for New Zealand Baseball<br />
under-19 player of the year at<br />
the annual awards a fortnight ago.<br />
While he did not win it, the<br />
Canterbury age-group representative<br />
hoped it could lead to<br />
him being part of more national<br />
teams.<br />
Te Ahu, who lives in Rolleston<br />
and attends St Thomas’ of Canterbury<br />
where he plays flanker in<br />
the second XV during the winter<br />
months, said his nomination<br />
came as a shock.<br />
“I was surprised to be up for<br />
the award but it was an honour,’’<br />
he said.<br />
Te Ahu made the Canterbury<br />
under-19 team and won the Canterbury<br />
senior baseball competition<br />
with Selwyn and was part of<br />
his club’s under-19 team which<br />
finished fourth in the country<br />
two months.<br />
Te Ahu said he preferred to<br />
play centre field and believed his<br />
hitting had been the aspect of his<br />
game which had improved the<br />
most over the past 12 months.<br />
“I’ve been getting more contact<br />
and hitting the ball harder.<br />

Hip pain: Do I have arthritis or<br />
could it be mainly my muscles?<br />
The team at Physical Sense in Sydenham<br />
sees clients with a range of symptoms but<br />
many of their middle-aged and senior<br />
clients visit complaining of pain in one or<br />
both hips.<br />
Physiotherapist Ietje van Stolk suggests<br />
that a major part of the pain could be due<br />
to muscle pain rather than simply arthritis.<br />
“Even if an x-ray shows arthritis, the reason<br />
for the pain may be the muscles around<br />
the joint,” she explains. Alternatively, a<br />
back muscle could also be the cause, as<br />
shown in the image.<br />
Ietje recalls one case where an 89 year<br />
old client with severe arthritis who walked<br />
with a stick, told her, “I will end up in<br />
a wheelchair, I cannot put any weight<br />
through my right leg due to pain in my hip<br />
and buttock”. “Within 4 treatments, she<br />
was walking with her stick but without the<br />
severe pain,” says Ietje. “The arthritis was<br />
one of the factors that made her muscles<br />
spasm but the other was that older people<br />
move less and the flexed position the hip<br />
is in when we sit is particularly bad for<br />
the hip.” Ietje is happy with the fact that<br />
although the client was 89 and could have<br />
been “given up on” or told to live with the<br />
pain, she made a difference to her health<br />

At Physical Sense, hands-on techniques<br />
(massage and triggerpoint deactivation<br />
techniques) are used to release the muscles.<br />
The client also gets a home exercise<br />
program designed to mobilize and stretch<br />
the hip, strengthen the important core<br />
muscles and increase general strength and<br />
balance. They teach a movement sequence<br />
that stretches the hip in all directions<br />
whilst the client is able to lie safely on their<br />
bed, perfect for older or less mobile clients.<br />
In many cases having the muscles<br />
released and being taught how to maintain<br />
it, is enough to stay on top of the problem.<br />
If severe arthritis is the underlying cause,<br />
some maintenance therapy may be<br />
necessary, but that is often more affordable<br />
and, for older patients, better tolerated than<br />
surgery. In very few treatments the client<br />

rare step of starting a petition<br />
to figh the city council over<br />
funding.<br />
Signatures are being co lected<br />
in a bid to get funding for a community<br />
facility in Shirley.<br />
It comes after the city council<br />
removed funding for the centre<br />
pla ned for Shirley Rd, near the<br />
intersection with Hi ls Rd. This<br />
was the site of the former community<br />
centre, which was badly<br />
damaged in the February 2,<br />
20 1, earthquake.<br />
The removal o funding<br />
prompted community board<br />
chairwoman Ali Jones to threaten<br />
to stand down, citing it as her “die<br />
in the ditch” project.<br />
Ms Jone said the board’s role<br />
is to represen the community,<br />
and by gathering signatures from<br />
residents, it was fulfi ling that<br />
role.<br />
“One of the roles of a community<br />
board is to represent and act<br />
as advocate for the interests of its<br />
community and this is what we<br />
are doing. The LTP and a nual<br />
